2 3 What is a Zoning By-law Amendment? A Zoning By-law outlines how a specific parcel of land may be used and regulates things like lot size, parking requirements, building height and setbacks for example The By-law Amendment proposes to change the zoning from Development Reserve (DR) to Minor Institutional Zone (I1) in order to permit the Place of Worship and Community Centre

2 5 What is Site Plan Control? The City s review of: Building location Landscaping Pedestrian access and connections Servicing and drainage control Parking layout Traffic Building elevations
2 6 What Has Happened So Far? Applications for the Zoning By-law Amendment and Site Plan Control were submitted with supporting plans and studies Applications have been circulated to technical agencies and the public for comments
2 7 What Happens Next Site Plan Control? Planner will compile all technical comments received provide them to the applicant Modifications will be made to the site plan in response to the comments submitted Once issues are resolved, an approval report is prepared Applicant is required to enter into a Site Plan Agreement containing conditions of development
2 8 What happens next Rezoning? Staff report is prepared for Planning Committee Notice of the meeting is sent to those who commented Planning Committee considers report City Council enacts the zoning by-law Notice of the passing of by-law is sent to owners within 120m of the subject property or to those who commented 20 day appeal period begins If no appeal are received, zoning by-law is in effect

3 1 Project Background Kanata Muslim Association (KMA) is a local organization that offers religious and spiritual services to the Muslim community in Kanata North The KMA is currently based out of a nearby strip mall, but relies on City-owned community centres for all major events The proposed development will see the subject property (right) become a mosque and community centre The Kanata Muslim Association is pursuing this location due to its close proximity to the presence of a sizeable Muslim community and the Kanata North High Tech Park, as well as being accessible by walking and cycling
3 2 Proposed Development The proposal consists of two key phases: Phase 1: Convert the existing structure into a Place of Worship with expanded parking (left) Phase 2: Construct a purpose-built Place of Worship and Community Centre with additional parking to the rear of the property (right)
3 3 Direction Forward Site Plan Control Application: to facilitate the appropriate development of the site according to City standards Zoning By-law Amendment Application: to allow for the desired uses to be legally permitted on the site
