CAMERON S COUNCIL TAX PLEDGE A REPORT BY LIBERAL CONSPIRACY / THE MINISTRY OF TRUTH OCTOBER 2009

SUMMARY FINDINGS On Friday 2 nd October 2009, The Sun newspaper unveiled David Cameron s 10 Key Pledges for his Conservative government, should it win the next general election. The first pledge on the list promised The Sun s readers that: We [The Conservative Party] will work with councils to freeze Council Tax for two years saving over 200 for the typical family. Using data from the Department of Communities and Local Government, the Department of Work and Pensions, the Council of Mortgage Lenders and the Land Registry, we have analysed Cameron s Council Tax Pledge in detail and had determined that: a) A two year Council Tax freeze will cost Local Authorities in England between 2.48 billion and 2.53 billion in lost revenues. The Conservatives have yet to indicate how they will fund their proposed Council Tax freeze, through cuts in local public services or by increasing the level of central government grants paid to local councils. An increase in central government grants to cover the shortfall in Council Tax revenues would mean either cuts in central government expenditure, increased taxes or more public sector borrowing. b) At present, 3.7 million households in England would not benefit at all from a Council Tax freeze because they receive full Council Tax benefit, including 1.7 million pensioner households who current receive pension credit/minimum income guarantee. The number of households who will not benefit from a Council Tax freeze will increase over the next 12-18 months, as unemployment increases. c) To save over 200 in Council Tax over the course of a two year freeze, the typical family referred by David Cameron in his pledge would, in at least 300 of England s 315 Local Authorities, need to living in a Band E property and paying more than 1644.74 a year in Council Tax. A Band E property would have been valued at between 88,000 and 120,000 in 1991, when the current Council Tax bands were set. In the current housing market, a Band E property would cost anything from 241,000 in the East/West Midlands to 493,000+ in Greater London. Only 9.5% of properties in England are Council Tax Band E, placing these properties amongst the 20% most valuable in the country. d) The average family home in England (2-3 bed semi/terraced) is typically found in Council Tax Band B or C and has a current market value ranging from 109,000 in the West/East Midlands to 279,000 in Greater London. Band B & C properties make up 41.2% of England total housing stock. We estimate that a typical family living in a Band B/C property (a typical family home) will save, on average, between 136 and 158 during a two year Council Tax freeze, not over 200 as David Cameron has pledged.

ANALYSIS Assumptions/Data Sources In analysing Cameron s Council Tax Pledge we have made the following assumptions: a) That the Conservative s proposed Council Tax freeze will come into effect, if they win the next General Election, in April 2011 and that Council Tax rates will be frozen during cover the years 2011/12 and 2012/13 at 2010/11 levels. b) That the average increase in Council Tax rates for 2010/11, which will be set before next year s General Election takes place, will be between 2% and 4%, with calculations made for both figures. c) That the average increase in Council Tax rates for 2011/12 and 2012/13 would, if not frozen, be 4%. This is the average annual rate at which Council Tax bills have risen over the last five years. The data used to compile with analysis has been sourced from the Department of Communities and Local Government and the Department of Work and Pensions. Housing market data used to calculate the average increase in property values between 1991 and 2009 comes from the Council of Mortgage Lenders and the Land Registry. All figures given are for England only. How Much Will Cameron s Pledge Cost? Subject to collection rates, we estimate that this year (2009/10) Local Authorities in England will raise just over 20 billion in revenue from Council Tax, a figure that will rise, in 2010/11, to between 20.4 billion and 20.8 billion depending on the size of the average increase imposed in April 2010, which we estimate will fall somewhere between 2% and 4%. Based on these estimates we project that a two year freeze on Council Tax rates, starting from April 2011, will cut Local Authority revenues from Council Tax, in England, by between 816 million and 832 million in the first year of the freeze and by between 1.66 billion and 1.69 billion in year two, when compared to the revenue that Local Authorities would raise were Council Tax rate to continue to rise at the same rate that they have risen over the last five year, an average of 4% per year. In total, we estimate that a two year freeze in Council Tax rates, in England, will cut Local Authority revenues by between 2.48 billion and 2.53 billion over the two year that the freeze is in effect. This is the equivalent of one full year s Local Authority expenditure on Fire and Rescue Services or approximately one fifth of the sum that Local Council s contribute, annually, to the costs of local policing.

How will the pledge be paid for? At present we do not know. The Conservative Party have not, as yet, indicated how this proposed Council Tax freeze will be funded, or even if it will be funded. They have said only that they will work with councils to freeze Council Tax for two years. Without Central Government help, in the form of increased revenue support grants, a 2.5 billion cut in Local Authority revenues over two years will inevitably lead to significant job losses and cuts in local public services at a time when demand for many of these services is rising due to rising unemployment. As an alternative to cutting local public sector services, the Conservative s could compensate Local Authorities for their loss of Council Tax revenues by increasing the level of revenue support grant paid to Councils by Central Government. In the current financial climate such an increase would have to be met by either (or a combination of) parallel cuts in Central Government expenditure, increases in direct or indirect taxation or Increased public sector borrowing. If Cameron s pledge is to be taken seriously then the Conservatives need to spell out, in detail, how the proposed two year Council Tax freeze will be funded (if at all) and how this will impact on public sector services, jobs and/or taxation/public sector borrowing. Who won t benefit from a Council Tax freeze? Based on data from the Department of Work and Pensions, we estimate that at least 3.7 million households in England would not benefit, at all, from The Conservative s proposed Council Tax freeze. This is because these household receive full Council Tax benefit, which is paid directly to their Local Authority. Of these households, which make up approximately 17.5% of all households in England, 1.7 million (46%) are pensioner households in receipt of pension credit and/or the minimum income guarantee. A further 1.66 million low income households will benefit from a Council tax freeze to a significantly lower extent than a typical family on account of having part of their annual Council Tax bill met by Council Tax benefit.

Will a typical family really save over 200? No. We calculate, based on the assumptions listed earlier, that in order for a typical family (i.e. household with two adults) to save exactly 200 during a two year Council Tax freeze, that family would have had to have received a Council Tax bill of 1644.74 for the financial year prior to the freeze coming into effect. In at least 300 of England s 315 Local Authorities, we estimate that a two adult household ( typical family ) would receive a Council Tax Bill of 1644.74 or more in April 2010 and, therefore, save over 200 during Cameron s two year Council Tax freeze only if they occupy a Band E (or higher) property. The table (below) shows the number of Local Authorities (by type of authority) in which a saving of over 200 could be realised, during a two year council tax freeze, and the lowest Council Tax band at which this saving could be made. Where two figures are given in the table above, the first is based on a projected 2% rise in Council Tax bills in 2010/11, the second on a projected 4% increase. There are two councils in Inner London (Westminster and Wandsworth) where no household could save over 200 on a single property due to the low Council Tax rates levied by these councils. Appendices A and B provide estimated bills for all Local Authorities in England at all Council Tax bands (based on 2010/11 increases of 2% and 4%). All Council Tax bands at which a two adult household would save 200 or more during a two year freeze are highlighted in yellow. Band E properties account for only 9.5% of England s total housing stock and would have been valued, in 1991 when the current Council Tax bands were set, at between 88,000 and 120,000. In the current housing market, we estimate that a Band E property would be valued at somewhere between 241,000 and 329,000 in the East/West Midlands and at between 361,000 and 493,000 in Greater London. The table (below) gives a breakdown, by region, of the estimated value of Band E properties in the current housing market. Estimates are extrapolated from 1991 valuation band ( 88,000-120,000) based on the regional change in average house prices between 1991 and 2009.

Using a property search website we were able to identify the following properties as examples of the kind of properties that lie within the estimated current valuation range for Council Tax Band E: a) A four bedroom terraced house in Ealing, West London, on offer at 575,000 and specificallly identified as a Band E property on the estate agent s website. b) A four bedroom detached house with double garage in Bromsgrove, on offer at 280,000. c) A four bedroom detached house with double garage in Rockbeare, near Exeter, also specifically identified as a Band E property and currently on offer at 325,000. d) A recently restored five bedroom detached Victorian house in Holmrook (Lake District), on offer at 350,000. Taken together, Council Tax Bands E-H consist of the 18.6% most valuable properties in England. The graph/table (on the next page) shows the actual distribution of properties between Council Tax band for England as a whole and by region.

How much will a typical family actually save if Council Tax is frozen for two years? The majority of typical family homes in England (i.e. 2-3 Bedroom terraced or semi-detached properties) fall in Council Tax Bands B, C and D, which together make up 56.5% of the total housing stock in England. Based on our projections we estimate that, on average, a typical family living in a Band B property and paying full Council Tax would save 136-139 in total, if Council Tax bills were to be frozen for two years from April 2011. For a typical family living in a Band C property, the total saving would be between 155 and 159 over two years, while for a Band D property the saving would rise to between 175 and 179. None of these typical families would save over 200 if Cameron makes good on his pledge to freeze Council Tax for two years. The table (below) shows the estimated average saving for each Council Tax Band in rates are frozen from April 2011 to March 2013, based on both a 5 and 4% increase in Council Tax bills in 2010/11. Conclusion Cameron s Pledge Does Not Add Up Our analysis clearly shows that a typical family will not save more that 200 during the course of the Conservative s proposed two year Council Tax freeze not unless they live in one of top 19% most valuable properties in England. Most typical families, i.e. those living in a Band B, C or D property, will save, on average, between 136 and 179 over the two years that Cameron s Council Tax freeze would be in effect. This seems a particularly cruel deception to have visited on The Sun s majority [63%] C2DE readership, few of whom are likely to live in Band E (or better) property. Most Sun readers will save only 1.30-1.72 a week, if Cameron follows through with his pledge, enough to cover the cost of a loaf of bread or four litres of milk from a supermarket but not enough to pay for a full week s worth of The Sun. Many of the paper s readers, particularly those of pension age and receiving pension credit and/or minimum income guarantee, will get nothing, not that this is made clear in Cameron s pledge. Of particular concern here is the Conservative s failure, as yet, to explain how they intend to fund this proposed Council Tax freeze, which we estimate will cut Local Authority revenues in England by around 2.5 billion over two years. If the Conservative s intend to include this proposal in their General Election manifesto then they will need to spell out, clearly, how it will be funded. By cuts in local public services and job losses, at a time when Councils are facing a growing demand for their services and a reduction in revenues from other sources as a consequence of the current economic downturn and rise in unemployment? Or by increasing the level of central government grants to Local Authorities, in which case they will still need to explain both where the money will come from and whether this will be from cuts in Central Government spending, raising taxes and/or more borrowing, and whether they intend to maintain this increased level of grant beyond March 2013, the date at which the Council Tax freeze would come to an end. If the cost to Local Authorities of this proposed Council Tax freeze is met by Central Government, only for the increased funding to be withdrawn at the end of the two year freeze (March 2013), then we estimate that Local Authorities in England will need to raise Council Tax bills by an average of 12.48% in 2013/14 in order to bring their revenues up to the equivalent 2010/11 level.
