Fiscal Year 2017 Activity Report The activities of JSC outlined below are as stipulated in article 4 of JSC s Term of References: (1) Networking (2) Information gathering (3) Knowledge dissemination and information sharing (4) Support to international donor organizations The results of the FY 2017 business activities are reported hereafter. 1. NETWORKING (Cooperation with international organizations, creation of a network of sanitation related organizations and bodies from each country) 1 1 Networking based on the work commissioned by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) JSC provided assistance for the holding of the following meetings with regard to the project commissioned by MLIT: Investigation Assignment on Public-Private Partnership Strategy for Overseas Expansion in the Field of Sewage Works (project period: from 10 May 2017 to 23 March 2018, joint venture with Mitsubishi Research Institute Inc.): 1 GCUS Seminar on Sewage Works in Developing Countries, 4 August 2017, Tokyo 2 3 rd Asia-Pacific Water Summit, 11-12 December 2017, Yangon, Myanmar 3 Preparation Workshop on the Asia Wastewater Management Partnership (AWaP), 13 December 2017, Yangon, Myanmar 4 Vietnam-Japan Sewerage Seminar and the 11 th Meeting on the Technical Cooperation in Sewerage and Wastewater Treatment between the Ministry of Construction of Vietnam and the Ministry of Land, Infrastructure, Transport and Tourism of Japan, 9 March 2018, Hanoi 2. INFORMATION GATHERING (Creation of a sanitation database for the Asia-Pacific Region and execution of country assessments for sanitation improvement in each country of the region) 2 1 APWF Governing Council Meeting On 31 July 2017, Mr. Pierre Flamand (Manager of International Affairs, JSC) participated at the 21 st Governing Council of the Asia-Pacific Water Forum, which was held at the PUB WaterHub in 1

Singapore. On this occasion was first shared the latest information on the preparation process of the 3 rd Asia-Pacific Water Summit (APWS), held in Yangon, Myanmar, on 11 and 12 December 2017. This important conference was the main regional preparatory meeting for the 8 th World Water Forum (WWF) that took place in Brasilia, Brazil, from 18 to 23 March 2018. Further to the information on the 3 rd APWS, presentations were made by each Theme Leader of the 8 th World Water Forum-Regional Process, including JSC for the Theme People, to outline the content and progress of the report each Theme Leader produced for the Regional Report. The Regional Report with each Theme s report was gathered by APWF and provided to the Regional Commission of the 8 th WWF. 2 2 Stockholm World Water Week With more than 3,000 participants, the Stockholm World Water Week is one of the largest water-related conferences in the world. It gathers the main players in the water sector and is an important milestone before events such as the World Water Forum for preparatory meetings. Mr. Pierre Flamand (Manager of International Affairs, JSC) attended the 2017 edition, which took place from 27 August to 1 September. He participated on 29 August in the session entitled Asia Focus Sustainable Wastewater and Fecal Sludge Management in Asia: Fit-for-Purpose Solutions to make a presentation on the case of Japan in wastewater and fecal sludge management and exchange his views in the sector during the panel discussion that followed. In addition, Mr. Flamand participated in several meetings for the preparation of the 8 th World Water Forum. 3. KNOWLEDGE DISSMINATION AND INFORMATION SHARING (Diffusion of sanitation knowledge and experiences from developed countries; and organization of international seminars to exchange information and knowledge with developing countries) 3 1 The 50 th Asian Development Bank (ADB) Annual General Meeting & Exhibition At the exhibition of the 50 th Asian Development Bank (ADB) Annual Meeting hosted by the Ministry of Finance of Japan from 4 to 7 May 2017, a Johkasou Exhibition was held by the Johkasou System Association of Japan. Dr. Shinhi Kumokawa from the Japan Education Center of Environmental Sanitation (JECES) participated at this event in which he disseminated information on the johkasou system in Japan. 3 2 The Japan-China Green EXPO 2017 From 13 to 15 June 2017, JECES exhibited of johkasou model and transmitted information on this system at the exhibition booth of the Ministry of the Environment (MOE) during the Japan-China Green EXPO 2017 held in Beijing. This assignment was part of the "FY 2017 Public Relations Work for Japanese Decentralized Wastewater Treatment Technologies in China 2

commissioned by MOE. 3 3 GCUS Seminar on Sewage Works in Developing Countries The GCUS Seminar on Sewage Works in Developing Counties was held at the Tokyo Big Sight on 4 August 2017. The outlines of sewage works in Indonesia and Cambodia were respectively presented by Mr. Soeharsono Adibroto Soenarjo (Directorate General of Human Settlement, Directorate of Environmental Sanitation Development, Head of Sub-Directorate of Wastewater Management, Indonesia) and Mr. Vong Pisith (Deputy General Director, General Directorate of Public Works, Cambodia). Six private company members of GCUS made also presentations introducing their company s corporate profile and technologies. In addition, the delegations from Indonesia and Cambodia participated on 3 August 2017 at the guided tour of the Sewerage Works Exhibition 17 TOKYO at the Tokyo Big Sight. 3 4 The 3 rd Asia-Pacific Water Summit The 3 rd Asia-Pacific Water Summit was held at Yangon, Myanmar on 11 and 12 December 2017. On 11 December, JSC organized the Parallel Thematic Session entitled Improving Sanitation and Wastewater Management, which was co-organized by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan and the Ministry of the Environment (MOE) of Japan. Prof. Dr. Satoshi Takizawa, from the University of Tokyo, Japan, chaired the session with Mr. Ko Ko Lwin, Permanent Secretary, from the Ministry of Industry of Myanmar. Mr. Keiichi Ishii, Minister of Land, Infrastructure, Transport and Tourism of Japan made the opening remarks and Dr. Maximus Johnity Ongkili, Minister of Energy, Green Technology and Water (Kettha) of Malaysia delivered the keynote speech. In the session, three speakers from Japan and one speaker from Myanmar, Vietnam and the Philippines made a total of six presentations on topics related to improving sanitation and wastewater management in their respective country. After the presentations, four panelists joined the speakers for a panel discussion that focused on how to improve sanitation and wastewater management. During the presentations, the Japanese government proposed the establishment of the Asia Wastewater Management Partnership (AWaP) (tentative title) to promote information exchange and the mainstreaming of wastewater management. A total of 66 persons attended the session. 3 5 The 5 th International Workshop on Decentralized Domestic Wastewater Treatment in Asia "The 5 th International Workshop on Decentralized Domestic Wastewater Treatment in Asia" hosted by the Ministry of the Environment of Japan (MOE) was held in Yangon, Republic of the Union of Myanmar on 12 December 2017. The Japan Education Center of Environmental Sanitation (JECES) organized the workshop as secretariat. There were 12 theme presentations from 7 countries, and 65 attendees joined the workshop. 3

3 6 Preparation Workshop on the Asia Wastewater Management Partnership (AWaP) (Tentative title) The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan and the Ministry of the Environment (MOE) of Japan co-organized the Preparation Workshop on the Asia Wastewater Management (AWaP) (Tentative title) held at Yangon, Myanmar, on 13 December 2017. JSC supported the workshop as secretariat. There were six participating countries: Myanmar, Vietnam, Indonesia, Cambodia, Philippines and Japan. The representatives from the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the World Health Organization (WHO) and the Japan International Cooperation Agency (JICA) made presentations on the Sustainable Development Goals (SDGs), while the Secretariat of the Water Environment Partnership in Asia (WEPA) gave an overview of the water environment in Asia. The Japanese Government proposed the objectives and activities plan for AWaP. The representatives from the other five countries made presentations on the water environment and situation of sewage works in their countries. Lastly, all the participants discussed about the establishment of AWaP. 3 7 9 th East Asia Summit High-Level Seminar On Sustainable Cities Since 2010, the High-Level Seminar (HLS) on Environmentally Sustainable Cities (ESC) is organized annually to gather influential East and Southeast Asia policymakers, experts and practitioners working on clean, green and sustainable cities. For the 2018 seminar held from 8 to 10 March in Siem Reap, Cambodia, Mr. Pierre Flamand (Manager of International Affairs, JSC) was invited by the Institute for Global Environmental Strategies (IGES) to chair on 8 March a session entitled: Towards Sustainable Cities: Challenges and Way Forward in Sanitation and Wastewater Management. This session focused on what was missing in East and Southern Asia for the improvement of sanitation and wastewater management, what could trigger improvement through the introduction of good practices, and the opportunity offered by the SDGs to make drastic changes. 3 8 Vietnam-Japan Sewerage Seminar and the 11 th Meeting on the Technical Cooperation in Sewerage and Wastewater Treatment between the Ministry of Construction of Vietnam and the Ministry of Land, Infrastructure, Transport and Tourism of Japan The Vietnam-Japan Sewerage Seminar and the 11 th Meeting on the Technical Cooperation in Sewerage and Wastewater Treatment between the Ministry of Construction (MOC) of Vietnam and MLIT, Japan, were held in Hanoi on 9 March 2017. JSC attended both meetings as secretariat. The main topics of the seminar were: the Current Status and Challenge in Sewerage Systems, the Japanese Non-open Cut Method for Sewerage Development and Management, the Promotion of Sewerage System Development in Vietnam, and the Activities and Technologies Contributing 4

to Sustainable Management of Sewerage Systems in Vietnam. The speakers came from MOC, Ho Chi Minh City, Nam Dinh City in Vietnam and the City of Kitakyushu, Nihon University and private companies in Japan, in addition to representatives from the Asian Development Bank (ADB) and JICA. During the seminar was held the handover ceremony from Japan to Vietnam of the Standards of Microtunneling Technologies for Vietnam (revised version). Following the seminar was held the 11 th Meeting on the Technical Cooperation in Sewerage and Wastewater Treatment between Vietnam and Japan. Based on the Progress Summary, MLIT, Osaka City, the City of Kitakyushu, the City of Kobe, the City of Yokohama and Shiga Prefecture explained their activities and achievements since the previous meeting, and both sides discussed about the activity plans for the next term. 3 9 The 8 th World Water Forum The 8 th World Water Forum was held in Brasilia, Brazil, from 18 to 23 March 2018. JSC organized a session in the Regional Process, entitled: Towards Improving Sanitation and Wastewater Management: Challenges and Good Practices in the Asia-Pacific Region. Six speakers from five countries made presentations on good practices of sanitation and wastewater management in their country. In addition to this session, JSC co-organized a session in the Thematic Process, entitled: Reuse Technologies: Can We Handle Innovation? Individual contributions in sessions were also made. Mr. Takehiko KAWAI, Director of JSC, delivered as a panelist a report on Sewage Sludge Treatment and Disposal in Japan in a session of the Thematic Process, entitled: Low Carbon Water Service to Achieve Climate Mitigation. Mr. Pierre Flamand (Manager of International Affairs, JSC) introduced as a panelist the recycling of biogas in Kobe City in a session of the Regional Process, entitled: Circular Economy, Reduce, Recycle, Reuse in Asia. Lastly, JECES exhibited a Johkasou model at the exhibition booth of the Ministry of the Environment of Japan in the exhibition hall of the 8 th World Water Forum, and disseminated information on the Japanese Johkasou system as part of the "Public Relations Work for the Johkasou System at the 8 th World Water Forum" commissioned by MOE. 4. SUPPORT TO INTERNATIONAL DONOR ORGANZIATIONS (Organization of training courses on sanitation, execution of assessment for projects, advice for the selection of appropriate technologies, and introduction of experts to international donor organizations, such as ADB and JICA) 4 1 JICA Training Course "LEP2.0 Public Policy and Regulatory Framework on Sewerage and Sanitation" (Malaysia) This training course was conducted for ten officials of the National Water Services Commission 5

(SPAN), which is the regulatory authority for sewage treatment and sanitation in Malaysia. JECES, with the collaboration of ministries and other JSC member organizations, conducted lectures related to wastewater treatment in Japan on policies, institutions, finance, maintenance and management. Site visits were also carried out during the training course, which was conducted from 15 to 26 January 2018. 5. OTHER ACTIVITIES 5 1 FY 2016 JSC 11 th Steering Committee Meeting On 23 May 2017, JSC s 11 th Steering Committee Meeting was held. On this occasion, the record of proceedings of the previous Steering Committee Meeting was confirmed and the results of the business activities in FY 2016 were reported. The FY 2017 Business Plan was also discussed and approved. 5 2 Participation in ISO/TC 224 WG 11 (Stormwater Management) as a Secretariat Member Japan, via a team of experts selected by the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT), has been convening the Working Group (WG) 11 of the ISO/Technical Committee (TC) 224 since 2015 for the development of a new standard as Guidelines for Stormwater Management in Urban Areas. As a member of the Convener Support Team, Mr. Pierre Flamand (Manager of International Affairs, JSC) attended the ISO/TC 224 Plenary Meeting which was held in Shenzhen, China, from 26 to 30 June 2017. During this meeting, the WG 11 met on several occasions to further develop and obtain consensus with the WG 11 members of the international community on the Guidelines before moving to the Draft International S tandard (DIS) stage. 6
