BCA s accessory building includes a split-faced block structure, extensive front and rear porches with columns, peaked roofs with shingle fronts and metal roofing covering the building. As per the recommendation of the Historic Board, front arbors and heavy timber were added to the design of the building to enhance its historical charm.

Site Constraints due to Future Development BUILDING ORIENTATION (2B) The building s primary façade shall face parallel to the public road from which driveway access is provided. In the event that access is provided two (2) or more roads, the building s primary façade shall face parallel to the road that is determined by the City to the major road providing such access. Where, because of site constraints or other factors, the building s primary façade is unable to be oriented parallel to the major road providing driveway access, each façade which is clearly visible from a public right of way or public area of adjoining properties shall be designed with full architectural treatment. High St. PLDRC s Approved Ingress/Egress This plan allows for BCA s families to be routed off Main St. and away from preschool family s traffic and congestion at the approach of Main St., the most fluid and safest route for traffic on property, permits the highest amount of stacked cars on property, allows for traffic to be routed away from academy in various directions which lessens impact of congestion on one road, allows for timely interruption of traffic with a 4 way stop nearby, and is the best usage of property, particularly with future developments. Specifics of Blake Christian Academy s Proposed Project 8:15 a.m. altered class start time - in reference to the East Central Florida Regional Planning Council s analysis on pg. 2 regarding peak times (dismissal time at 2:45 p.m.) Ingress - Stacked car loop ingress off High St., close to Harlan Ave., will hold 26 cars in the loop. This preserves traffic from the major congestion heading east on Main St. as per the city s traffic analysis on Pg. 3. No trees removed or impacted with the placement of the building off of Harlan Ave. and the projected ingress/egress car loop Egress - Right turn only (East)out of car loop onto Harlan Ave. towards Euclid Ave., using existing access point on Harlan Proposed road maintenance on Harlan Ave. from Euclid Ave. to N. High St. with chip and seal.

Due to storm water draining off of Euclid Ave./Main St. onto Blake s property during heavy rainfall, we are requesting that Harlan Ave. not be paved, as it will cause excessive rain drainage onto church property. Chip & Seal enhances percolation over full paving. A Chip & Seal method has been quoted from the City of Lake Helen, and is in discussion on the financial obligations that Blake Christian Academy will incur. DOT & Volusia County approved and has been used here in Lake Helen. With the minimal traffic Harlan will handle from BCA, Chip & Seal can last up to 12 years with little to no maintenance.

Average cost of $10,615 per public school student per year (federal, state & local government spending combined) Blake Christian Academy is the only faith-based school in the area, which will help attract new families to Lake Helen. BCA has the largest percentage (32%) of Lake Helen families served than all other large educational facilities in Lake Helen. Adding a private school in the area takes the burden off of public schools as the community continues to grow.
