ODOT District 8 2016 Construction Program Taking Care of What We Have Most people notice when ODOT builds something new. However, we actually spend 93 percent of our time and resources taking care of what we have. We apply that 93 percent to more than 43,000 miles of roads and 14,000 bridges in the state. Unfortunately, repair costs have gone up while funding has not. What cost $1 to fix in 2006 costs $1.56 today. So with little additional funding on the horizon, we have to look at how to further stretch our dollars. How do we stretch funds, support the economy and maintain for safety while preserving our system? This approach includes state-of-the-art technology for better decision-making, aggressive preservation treatments, and more collaboration across ODOT s divisions. We are switching gears from fixing the worst first to a preservation strategy. It makes good business sense to get out in front of problems before they occur. That s why we ll be cleaning, sweeping, sealing, painting, and resurfacing statewide on an even more aggressive schedule than ever before. Better data and more collaboration make this possible, and result in better, more timely decisions. We re striving for a new level of consistency across the state, so we can keep repeating best practices and eliminate practices that aren t effective in terms of cost, time and quality. With greater collaboration and more information about our transportation assets, we can identify and address concerns faster to keep our roads and bridges in better shape. ODOT has spent the last 10 years moving to a more data-focused approach to managing and improving our transportation system. We are implementing new ways to improve safety and protect the huge investment Ohioans have made in our roads and bridges with the 2016 construction season. Our innovative, three-pronged approach will allow us to redirect an estimated $300 million toward more preservation over the next six years. 2

ODOT District 8 2016 Construction Program Aggressive Preservation Treatments Instead of traditional (and more expensive) treatments for roads and bridges, ODOT districts across the state are including a variety of more frequent and cost-effective strategies in their annual construction work plans, such as: Bridge deck sealing Bridge cleaning and sweeping Crack sealing Chip/micro/smooth sealing And, underdrain clean-outs We won t chip seal just any road. We ll consider several factors, including average daily traffic (no chip seal on roads with more than 2,500 cars a day or truck traffic of 250) and the overall condition of the road. We ll use treatments when and where they are appropriate. We ll do more inspections on chip seals to improve quality and guarantee performance. We re also more proactively cleaning and sealing bridges to keep the joints, side structure, surfaces and drains in good repair and extend surface life. If we don t clean a bridge regularly, the dirt and water sit on the steel, which can make it rust and deteriorate more rapidly. Bridges are very expensive. Keeping them lasting longer is smart and cost-effective. A big change in our preservation strategies is more chip seal and microsurfacing to extend surface life. Chip seal allows ODOT to maintain roads at a fourth of the cost of conventional overlays. With chip seal overlays, we extend the time between full-depth replacements. This lowers costs over the long term, enabling ODOT to resurface more roads and provide a smoother ride for more people. 3

2016 Construction Season Highlights in District 8 Fast Facts: ODOT will deliver more than 1,100 projects statewide totaling $2.1 billion in 2016. District 8 will have 109 active projects totaling $477.3 million. Project I-75/Hopple Street Interchange Improvement Description Reconstruction and improvement of the I-75/Hopple Street Interchange Cost: $90.8 million County Hamilton PID 76257 Start March 2013 Est. 2016 Construction Season Highlights for District 8 Project Description State Route 125/Five Mile Construction of a continuous flow intersection $3.1 million Hamilton Cost: County PID 81899 Start March 2016 Est. End September 2016 How to navigate a continuous flow intersection: Enter left turn bay and stop at first signal (red lines). Your traffic signal turns green shortly after the signal for the cross traffic at Beechmont and Five Mile turns green. You cross oncoming traffic which is stopped by a red light and drive through the CFI leg. Just before you reach end of CFI leg as it intersects the cross street, the signal turns red for cross traffic. Your signal immediately turns green so you can make continuous left turn without stopping.
