SOUTH STRATHCONA COUNTY TRUCK FILL Council Meeting Date: January 14, 2014 Agenda Item #:11.1 Report Purpose To recommend a truck fill location based on technical evaluations and resident feedback. Recommendation THAT Council direct Administration to bring forward an amendment to Land Use Bylaw 8-2001 to provide for the development of a water reservoir and truck fill within the Hamlet of South Cooking Lake. Council History June 8, 2010 Council moved that Bylaw 23-2010, an amendment to Land Use Bylaw 8-2001 to provide for a proposed water reservoir and truck fill in South Cooking Lake, be referred back to Administration for consideration of the comments brought forward at the Public Hearing and bring a recommendation on the Bylaw back to Council, Resolution #322/2010. Background/Justification Strategic Plan: Governance Community Well Being X Community Sustainability Economic Viability Service Delivery X Stakeholder Communication X Resource Management Policy: n/a Legislative/Legal: n/a Economic: The recommendation takes into account cost considerations relative to land acquisition, waterline extension and road improvement. Social: Improving the physical environment (access to safe, essential water source). Environmental: n/a Stakeholder: Followed the Public Engagement Policy and Framework for resident surveys and Open Houses. Interdepartmental: Emergency Services, Planning and Development Services, Transportation and Agriculture Services, and Utilities. Summary In May 2013, a telephone survey and a mail-in/online survey was completed asking residents what principles were important to them and what principles they felt were important to the community when considering a truck fill location. The survey results indicated: In terms of what was important to residents, the truck fill would be easy to get in and out of was the overwhelming favorite first consideration, while items associated with being located in a less/more populated area were the lowest. In terms of community impact, making sure there was sufficient distance between truck fills to serve as many people as possible was a clear first choice, while making use of existing pipes was rarely chosen as a preferred option. Four potential locations were identified and evaluated using the results from the telephone survey: South Cooking Lake Airport Northern Bear Developments Hamlet of South Cooking Lake, and Range Road 223 and Hwy 14 /2 Document #: 5458303

- 2 - Administration then held two Open Houses (June 27, 2013 at Hastings Lake and July 11, 2013 at South Cooking Lake) to present a summary for each location (Enclosure I) and ask residents for their comments. From the two open houses, 56 resident feedback forms were collected and reviewed (Enclosure II). The comments are summarized as follows: South Cooking Lake Airport The majority of the comments were regarding the location being inconvenient: (out of the way, too far from Highway 14, too close to Half Moon Lake fill station) and the cost (extra cost to extend the water main). Northern Bear Developments The comments with respect to location, proximity and convenience were split (close to my house versus too far off Highway 14 and not being located on a main road). There were also a lot of concerns with the cost (cost of land, road improvement costs). Hamlet of South Cooking Lake The majority of positive comments were regarding the location being within five kilometers of home / proximity / convenience and easy access (close to home, best location) whereas the majority of negative comments were with regards to proximity to the school (traffic and pedestrian safety). Range Road 223 and Highway 14 The majority of the comments were regarding proximity, good access and on a main road, however there were also comments with respect to the poor intersection entering Highway 14. In addition to the open house resident feedback forms, the County also received a letter of support for the Northern Bear Development from the Residents of West Bear Haven Community and Northern Bear Villas (Enclosure III). Based on a technical evaluation, the important factors obtained from the May 2013 survey and the open house resident feedback, Administration is recommending that the truck fill be located within the Hamlet of South Cooking Lake. This recommended location was presented to Council on June 8, 2010 where Council moved that Bylaw 23-2010, an amendment to Land Use Bylaw 8-2001 to provide for a proposed water reservoir and truck fill in South Cooking Lake, be referred back to Administration for consideration of the comments brought forward at the Public Hearing and bring a recommendation on the Bylaw back to Council, Resolution #322/2010. The Public Hearing Minutes, June 8, 2010 (Enclosure IV) documented the concerns raised at public hearing. The following are some measures to mitigate concerns: South Cooking Lake Road speed limit has already been reduced from 80 km/hr to 50 km/hr and is 30 km/hr during school hours. The design of the proposed truck fill takes the potential for road icing into consideration and Administration will commit to monitoring the road conditions throughout the winter. The proposed truck fill requires about one acre of land and can be incorporated into the proposed Area Structure Plan while maintaining the potential to develop future institutional lands (Enclosure V). The proposed truck fill will use landscaping and architectural controls to improve visual aesthetics for the building The truck fill is designed for residential haulers as fill rates are inadequate for commercial haulers. /3 Document #: 5458303

- 3 - The Hamlet of South Cooking Lake location also allows Administration to coordinate the design of the truck fill with Emergency Services such that it has the ability to support the South Cooking Lake Fire Hall in emergencies. Document #: 5457812 Enclosure I, Page 1 of 6 WELCOME Proposed truck fill for south Strathcona County area Welcome! Strathcona County is currently determining a location for a truck fill in the south rural portion of the County. There are many factors that need to be considered when building a truck fill. In May, a telephone survey and a mail-in/online survey was completed asking residents what is important to them and what is important to the community when considering a truck fill service. Four potential locations were identified and evaluated using the results from the surveys. We want your input Please provide us with your comments on each of the locations. We have forms available for you to record your comments. Thank you for taking the time to provide your input. Next steps A recommended location based on evaluations and feedback from the community and the County will be presented to Council in August for approval. If approved, construction details will follow. Benefits of a truck fill in the area Convenience can save time and money. For residents that haul their own water, a closer truck fill means not having to travel as far to get water. A closer location will save money in fuel and wear and tear on vehicles. Funding opportunity. Funding for a portion of the truck fill (building) is grant-funded. For local residents. The truck fill would be designed to serve residential water haulers only. It would operate using an access card system (no coins).

Document #: 5457812 Enclosure I, Page 2 of 6 Survey results In May, a telephone survey and a mail-in/online survey was completed asking residents what is important to them and what is important to the community when considering a truck fill service. Residents were asked to rank five factors associated with the location of a truck fill that were important to them. The rankings were as follows: Factor (in order of preference) 1.The truck fill would be easy to get in and out of 2.The truck fill would be within a 5 kilometer proximity of their house 3.The truck fill would be located on a main road 4.The truck fill would be located in a less populated area 5.The truck fill would be located in a more populated area Comments from survey analysis Overwhelming favourite choice Factors 2 and 3 were relatively close together This factor was rarely chosen as a preferred option Residents were asked to rank five factors associated with the location of a truck fill that were important to the community. The rankings were as follows: Factor (in order of preference) Comments from survey analysis 1. Make sure that there was sufficient Clear first choice among factors distance between truck fills in order to serve as many people as possible 2. Consider the cost of the project Cost was the next popular consideration, but was half as popular as the first choice. 3. Consider future land use(s) before The next two factors associated with future constructing the truck fill considerations (land use and growth opportunities) 4. Consider future growth were relatively close together opportunities for South Cooking Lake hamlet 5. Consider making use of existing This factor was rarely chosen as a preferred option pipes The proposed south Strathcona County truck fill will be similar to the Half Moon Lake truck fill.

Document #: 5457812 Enclosure I, Page 3 of 6 LOCATION OPTION Northern Bear location Twp Road 512 Range Road 222 potential truck fill location Results from the surveys Criteria (ranked in order determined by results of surveys) Comments What is important to you... Easy to get in and out The size and constraints of this potential location will make access a little more challenging. Within 5 km of your home Hamlet: 7 km away from the hamlet and requires a highway crossing Rural: Because the site is on the southern border, the 5 km radius to the site includes residents outside of Strathcona County Located on a main road Located on Range Road 222 which will require significant upgrades north of the potential location to accommodate traffic. Avoid densely populated area Within the vicinity of dense residential development that have municipal piped water. Adjacent to a country residential subdivision. What is important for the community... Sufficient distance between truck fills Location is approximately 20 km driving distance (12.5 km as the crow flies) to serve as many people as possible from the existing Half Moon Lake truck fill Cost of project The condition of Range Road 222 between the location and Twp Rd 512 will require road improvements increasing the cost of the project. Future land use(s) before constructing This location has an existing water reservoir and is adjacent to the golf the truck fill course. Future growth opportunities for South Location would not take into consideration future servicing of the hamlet. Cooking Lake hamlet Use existing pipes The potential truck fill and existing water reservoir could use common infrastructure creating more effective operations. It is also located next to an existing water supply main. Other considerations Subject to land negotiations, purchase and approvals. Some residents living in the Northern Bear area have indicated support for the truck fill to be located in the area even though it has a higher population density.

Document #: 5457812 Enclosure I, Page 4 of 6 LOCATION OPTION South Cooking Lake Airport Range Road 221 Twp Road 514 potential truck fill location Results from the surveys Criteria (ranked in order determined by results of surveys) Comments What is important to you... Easy to get in and out Location can accommodate a truck fill designed similar to Half Moon Lake. Within 5 km of your home Hamlet: Approximately 4 km away from the hamlet Rural: The site s 5 km radius will intersect with the 5 km radius of Half Moon Lake. Located on a main road Located on Twp Rd 514 which is paved to Range Road 221, however the road turns into gravel prior to the entrance to the proposed site. Avoid densely populated area There are minimal impacted neighbors with the majority of the site being surrounded by the airport. What is important for the community... Sufficient distance between truck fills Site is approximately 9 km driving distance (or 5.5 km as the crow flies) from to serve as many people as possible the existing Half Moon Lake truck fill. Cost of project A new water line would be required increasing the cost of the project significantly as it is not grant eligible. Future land use(s) before constructing Future land use could include additional airport hangers the truck fill Future growth opportunities for South This location does not take into consideration future servicing of the hamlet. Cooking Lake hamlet Use existing pipes This location requires approximately 2 km of water supply main to be extended and it is not grant eligible. Other considerations Subject to land negotiations, purchase and approvals. This location will require re-zoning.

Document #: 5457812 Enclosure I, Page 5 of 6 LOCATION OPTION Hamlet of South Cooking Lake potential truck fill location Results from the surveys Criteria (ranked in order determined by results of surveys) Comments What is important to you... Easy to get in and out Location can accommodate a truck fill designed similar to Half Moon Lake. Within 5 km of your home Hamlet: Within the hamlet boundary Rural: Not much rural density surrounding the Hamlet. Located on a main road Located on South Cooking Lake Road which is in good condition, however it is close in proximity to the school. Avoid densely populated area Located in the middle of the hamlet, adjacent to schools and dense residential development. What is important for the community... Sufficient distance between truck fills Site is approximately 12.5 km driving distance (7 km as the crow flies) to serve as many people as possible from the existing Half Moon Lake truck fill. Cost of project On County-owned land adjacent to the existing water supply and an existing access. Future land use(s) before constructing Location is in the middle of the hamlet on land that may have a higher the truck fill level purpose than a truck fill station in the community s future vision. Future growth opportunities for South This location could be used in the future to build a water reservoir to Cooking Lake hamlet service future growth of the hamlet. Use existing pipes Location is directly adjacent to the existing supply water main. Other considerations Proximity to fire hall for possible support in the case of a fire. Some concerns raised at Council public hearing in 2010: Proximity to the school Proximity to the residents Ice on South Cooking Lake road Not what the residents want to see in the center of the hamlet Potential for increase traffic into the hamlet Location requires re-zoning.

Document #: 5457812 Enclosure I, Page 6 of 6 LOCATION OPTION Range Road 223 and Highway 14 (Oeming land) Range Road 223 potential truck fill location Results from the surveys Criteria (ranked in order determined by results of surveys) Comments What is important to you... Easy to get in and out Location can accommodate a truck fill designed similar to Half Moon Lake. Within 5 km of your home Hamlet: Approximately 4 km away from the hamlet and does not require hamlet residents to cross a highway. Rural: Truck fill users do not have to go through town to access the truck fill. Located on a main road Potentially located directly on Range Road 223. The existing road is wide enough to accommodate vehicles turning into the site. Avoid densely populated area Depends on the future development plans for the area. What is important for the community... Sufficient distance between truck fills Location is approximately 10.5 km driving distance (6.5 km as the crow flies) to serve as many people as possible from the existing Half Moon Lake truck fill. Cost of project Land acquisition processes are required for this location. Future land use(s) before constructing The location will be designated as public utility lot (PUL). the truck fill Future growth opportunities for South Location would not take into consideration future servicing of the hamlet. Cooking Lake hamlet Use existing pipes Location is directly adjacent to the existing supply water main. Other considerations Subject to land negotiations, purchase and approvals. More investigation is required on the location to determine suitability for truck fill. Site requires Alberta Transportation approvals.

Enclosure II, Page 3 of 12 South Cooking Lake Airport What do you like about this location? could promote local industry far from houses safe access to/from Highway 14 good access road on two sides less populated area I would not consider this location close to my home like the other South Cooking Lake location could also shop at South Cooking Lake like other option good access road on two sides less populated area OK very few residential homes future growth of airport potential business growth will need water supply for hangers and possible water needs in case of fire which his now county responsibility not much I don t I don t possibly going to subdivide not much it s not in the hamlet good spot not surrounded by housing mostly close to airport and airport businesses close to non-residential properties county will own land I don t closest to my property so would hopefully reduce my costs would work but not my preference last choice little impact on residents nothing nothing good secluded area this is ok I like too far off water line for cost good location if not cost is a concern don t like would be fine not crossing highway What are your concerns with this location? difficult to access Highway 14 when loaded and going fast money to get water there it large, duplicates Ardrossan and Half Moon Lake coverage entering Highway 14 at Range Road 222 is bad and dangerous intersection remote present highway upgrades are not long enough to allow loaded trucks to get up to highway speed access not easy out of the way a little bit of a detour as have to drive around Cooking Lake and come back as no other routes around not directly on way home crossing Highway 14 extra cost to extend water main too much work to get it ready will only serve approx. 975 homes not easy enough access too far out of my way too many stops and turns for me cost per 500 gal tank too far from the highway to make it worth my while having to go around or through South Cooking Lake especially winter when rural roads can be rough and unplowed bad location too far off Highway 14 expensive to bring a line over not too many users over there for water there are no stopping signs on road low flying aircraft no existing water lines low flying aircraft inconvenient no water line there yet too far no concerns Document #: 5466836

Enclosure II, Page 4 of 12 inconvenient location too close to Half Moon Lake station inconvenient location too close to Half Moon Lake station the airport condo association does no need it close too far have to purchase land re-zoning close to airport and lake distance from highway needs more development no existing water, potentially longer time to make happen 222 isn t always maintained in winter needs pipeline high cost too far from Highway 14 too close to Half Moon Lake fill station no concerns no concerns cost to run water line and purchase property no concerns private land wrong location County side roads used to get there out of the way Other comments a very poor fourth choice Tofield is closer and easier access would be my third choice this would be my 3 rd choice 4th choice would be nice to see some commercial development Document #: 5466836

Enclosure II, Page 5 of 12 Northern Bear Developments What do you like about this location? easy to access and leave with very little traffic I don t existing infrastructure avoids the need for water trucks to turn or cross Highway 14, Township Road 510 is a reasonable route to east and west of Range Road 222 don t proximity to Township Road 510 nothing could make it on the way home nothing good location no need to cross the Highway for us only has 1,300 households within 7 km radius and some households already have water again I don t feel this location would benefit my needs I don t don t location to me furthest from Half Moon Lake truck fill first choice furthest from Half Moon Lake makes most sense first choice water lines in place support from resident closest to my house it s not in the hamlet What are your concerns with this location? too close and benefit residents of Leduc County rather than Strathcona County cost of land I would not consider this location not on way home directly not servicing SE corner of County may get complaints from nearby acreages Township Road 510 needs work to handle increased traffic most residences will be picking up water no problems very close to our house very close to our house would cut down on time and wear and tear on vehicle convenient south of Highway 14 convenient good being south of Highway 14 best choice closest to my house nothing I don t Further away nothing I don t think this is a good choice at all close on a quieter road less disruption to residents on exiting water line close to my home nothing close to home quiet location close proximity cost is good reservoir is in place I like close enough to hamlet, would service not only county good location if road fixed don t like not in my community nothing nothing when they return from city or Sherwood Park. Move Truck fill location to the south side of Highway 14 (eastbound) longer to put up due to negotiation of land purchase have to drive small range roads and Township Road 510, which can be rough farthest off Highway 14 Range Road 222 not a central location Document #: 5466836

Enclosure II, Page 6 of 12 hard to access if you don t know the area extra cost to improve Range Road 222 for me having to cross Highway 14 both directions too far off Highway 14 too many stops and turns cost per 500 gal tank being mostly located off of back roads, the conditions of those roads and proximity to the golf course for my self I would be travelling down the township road which has quite a few stop signs that can potentially wear down my vehicle fast than a Highway location. bad location bad location as rang road doesn t go all the way to Highway 14 road bans the indication that getting in and out may be challenging limiting it to residential service only would help keep things moving of all the sites, I prefer this the least because it is quite a distance from the Highway may cost more to put in this location may cost more to put in place too far off Highway on private land too far they have water out there too far not central, edge of county more populated more road traffic too far off highway cost of road improvement down country residential roads too far off highway intrusive need to maintain 512 to access in winter land costs road improvement costs hard access high cost truck traffic line ups from non-county members no concerns Range Road 222 would have to be rebuilt as a private hauler I would not use the roads would destroy my trailer cost rebuild roads side roads to get to this location more county roads to drive to access too much truck traffic extra traffic ice buildup on range roads poor location due to access roads roads need upgrading and that will be expensive Other comments I don t regard lack of access to Highway 14 on Range Road 222 as a problem this would be my fourth choice location this would not be my choice at all I think good location would work also ultimately county should be looking at piping water to all residents to eliminate the negative environmental aspect to trucking water lazy County choice seems to be the least difficult to move on when the time comes (approvals etc.) Document #: 5466836

Enclosure II, Page 7 of 12 Hamlet of South Cooking Lake What do you like about this location? close to home in and out main road community having water near by school having water second choice close to town good access second choice best location too small unit deliver central location low density of residents county owned land water line is by the school just across the road big area for trucks to turn around no overt effect on residents at Fulton Park school is not a concern, kids are in classes close to our home close to our residence its close proximity to Highway 14 and my acreage fairly easy access in and out would be good with the improvement of the access it will help getting on and off the highway prefer as #1 choice but restrict to 1 acre along boundary easy access great location central and convenient for everyone nothing, don t want it here on the way home could shop while I m in town across from school so it is convenient when picking up kids accessibility best location out of the four location only requires rezoning, no other limitations access to roads already in place proximity to school nothing builds community and economic development can combine multiple activities (i.e. drop off kids at school) away from residents best location serves se corner of county existing infrastructure access to Highway 14 is better/safer than Ardrossan and Half Moon Lake cost effective excellent location a good location on county-owned land within a reasonable distance to haul close to home but I m not sure if we will utilize it right now closest to home makes sense close to population nothing is not a good location I don t close to major highway easy access in all directions it has good access to highway and community could be used as stepping stone to a hamlet water system would be lowest cost do not like do not like at all best place easy access support for emergency services easy access possibilities of future development for utilities in hamlet right now only limited supply of water avenues for fire protection, two trucks and well is dry close to home 2 nd choice if negotiations with Oeming fail ease of access proximity to highway close to property so would hopefully reduce costs close to resident Document #: 5466836

Enclosure II, Page 8 of 12 I prefer this location to the rest based solely on location best location already own land fire hall nearby most cost effective closest to residence water line is there water for fire hall turning lanes on highway best location; all amenities are already there county owns land good central location good highway access convenient very good choice convenient very good choice no land to purchase just rezone close to water supply line close to fire hall close to our house unacceptable It s time to invest in South Cooking Lake What are your concerns with this location? increased traffic school this will attract vehicles that are hauling water in decrepit trailers entering Highway 14 will be dangerous close to school spillage on road will freeze school kids and traffic ice on road winter is here 6 months of year not available to accommodate commercial truck fill icing of the road during winter having to go into the hamlet to use the truck fill just icing on roads in the winter cost per 500 gal tank in centre of hamlet across from school dangerous access to Highway 14 still only serves approximately 975 households crossing Highway 14 school increased traffic in front of school (safety issue) will make area unsightly as the recycle station did increase traffic may interfere with EMS response times safety for children around the school and summer holiday activities may interfere with response time of EMS services too far off Highway 14 too close to school icy roads turn onto highway could be dangerous need to cross Highway 14 to service areas south of Highway 14 have the intersection onto the highway from the hamlet; even though the construction is going on the potential danger of vehicles not getting up to speed is very concerning; too many vehicles exceed the speed limit on a constant basis school zone ice build up too many people (especially children) in the area a lot of the people in the hamlet would like to see this land used for a small sports complex and senior centre I would need a full signed agreement with council that no large trucks would use this site I would like to see it incorporated into the fire hall structure as to not impact the rest Document #: Document #: 5466836

Enclosure II, Page 9 of 12 of the property school housing too close to community do not like; access on and off Highway 14 could be too dangerous ice school school traffic (buses) school traffic I have, however I could understand that the locals would likely not appreciate the added traffic nothing close to school increased traffic may change dynamic of hamlet no concerns idiot residents that complain about everything close to the school worry about ice on the road too close to schools too close to homes too much traffic opposite a school Other comments this location was challenged three years ago; it was supposed to be off the list, not an option I do not want it here because of the increased traffic Perfect! our first choice not a bad location considering some of the other locations this would be my 2 nd choice closer than Sherwood Park easy to get to like this location best could shop/stop in school for groceries/dinner council referred management to look for alternative locations at council meeting this would be my first choice this was already a done deal at council years back when residents spoke out; how does this spot come back on the table this is my preferred location makes sense to have water at fire hall I think we should have large truck access to offset heavy truck traffic from Ardrossan water station. Many people who need water use commercial haulers and always will Document #: 5466836

Enclosure II, Page 10 of 12 Range Road 223 and Highway 14 (Oeming Land) What do you like about this location? this location is not in the hamlet close to hwy access not much nothing minimal distance from Highway 14 able to accommodate commercial truck fill close to Highway 14 close to my home proximity to Highway 14 and easy access to the truck fill also being able to turn left without worrying about getting caught in front of fast moving traffic with a full load of water close to home could get water on way home not far off highway good approach and wait lines great access to Highway 14 double lane divided highway already water line would serve approximately 1950 households easy access ok close to Highway 14 good roads good road access really convenient right off hwy directly on the way home easy maneuvering with trailer proximity to the highway good road access less population of residents wide road close highway no residences access to divided potion of Highway 14 uses existing pipes don t nothing unacceptable access to Highway 14 the intersection is much better for the comings and goings of the vehicles close but some highway use think this is the best option very close to highway access not many people in area most logical place to put it it could be included in the asp for that property close to major hwy easy access to all directions this is the best location close to community good access to why could be incorporated in a developed commercial area gas etc similar to Highway 21 Esso I like access off highway is great close to highway nothing seems to be best option I would prefer this location based solely on location and proximity to my house would likely be the least invasive for residents closest to proposed site easy to access on a major cleared roadway to accommodate winter access easy access area suite well and can be combined with commercial highway access I understand land acquisition could be free in exchange for certain considerations such as zoning changes close to my own property better access from highway I don t nothing just off highway could stop on my way home very good location best location good proximity to the highway can be integrated into wild splendor area Document #: 5466836

Enclosure II, Page 11 of 12 structure plan What are your concerns with this location? vehicle congestion the land needs to be purchased traffic on/off all using same access to hwy. danger with spillage exiting hwy and entering highway ice build up on highway close to Highway 14 too heavy traffic truck with heavy load won t move to cross Highway 14 south prone to accidents 223 and Highway 14 bad idea ; excellent location! ease of access in and out of the truck fill having a line of trucks waiting on range road to use the fill if its busy cost per 500 gal tank turning on and off Highway 14 Highway 14 and 223 intersection very busy maybe long into the future before is complete longer to get operational done to approval from AB Transportation, land negotiations too far off Highway 14 not any dangerous corner and section of highway private land too far west too close to Ardrossan need to cross Highway 14 to service area south of highway would have to buy the land very bad intersection entering Highway 14 Other comments for us further distance some people travelling on the divided highway get confused hence several deaths of the past 10 years at this local private land no concerns too far away 514 will need to be upgraded to handle truck traffic this corner of the hwy. several people died; we don t want to add further congestion high cost too far west land cost future development, how it would (illegible) cost more highway traffic have to purchase land too far too far need to buy land don t own land not a very good location isolated less convenient probably will cost more site needs to be subdivided or a long-term lease can be negotiated for the site Document #: 5466836

Enclosure II, Page 12 of 12 second pick this would be my second choice other location would have people using different access points if they were highway this would be my #1 choice would have to check distance as compared to Tofield where I currently get water; otherwise it would be my second choice would like to be able to fill vs. or smaller containers use our county land this is the best location needs to have a berm to not impact views of resort entrance Document #: 5466836
