PURPOSE AND GOALS The purpose of the Doylestown Community Pedestrin-Trnsit Linkge Project is to provide ccessible pedestrin routes in conjunction with wyfinding signge to fcilitte nd enhnce the pedestrin experience. Cretive use of signge, directionl mrkers, nd lighting will be implemented to provide the link between the Borough s public trnsporttion fcilities, culturl district, business district nd county courthouse complex. The gol of this Doylestown Community Pedestrin-Trnsit Linkge Project is to invite nd direct pedestrins to the vilble resources, while mintining nd enhncing the esthetic qulities nd historic chrcter of the Borough. 4

BOROUGH RESOURCES TRANSPORATION OPPORTUNITIES The Borough of Doylestown is esily ccessible by trin, bus, utomobile nd foot. Ril ccess is provided by SEPTA s northern end of the R-5 line. The R-5 line extends from Doylestown to Phildelphi nd Thorndle with pproximtely 30 stops in between. A Greyhound bus stop is locted in close proximity to the trin sttion. Vehiculr ccess to Doylestown Borough is vilble through multiple mjor thoroughfres. PennDOT stte Routes 202, 611 nd 313 re mjor vehiculr rteries tht provide ccess to nd from the Borough. The PA Turnpike is nerby s well. Doylestown Borough s mix of residentil nd commercil lnd uses in limited mount of spce lso cretes wlkble component of trnsporttion resources for the residents of the Borough. BOROUGH RESOURCES CULTURAL DESTINATIONS Doylestown Borough possesses rich mix of culturl resources. Its culturl district is composed of the Bucks County Free Librry, Jmes A. Michener Art Museum, Mercer Museum, nd the Bucks County Boy Scout Council Service Center. These resources provide vriety of services nd experiences for both residents nd tourists. COMMERCIAL DESTINATIONS Serving s the county set for Bucks County, Doylestown Borough hs become desirble loction for businesses, including offices, resturnts nd shops. The vriety of vilble experiences nd chrcter of the Borough re inviting nd memorble to those who visit. Existing culturl district gtewy t Pine nd Ashlnd Streets JUSTICE CENTER Since 1813, Doylestown Borough hs served s the county set of Bucks County. The current fcility, locted t Court nd Min Streets, is home to the County Courthouse nd dministrtive offices. A public prking grge is lso mjor component of the existing complex. Plns for new fcility re currently underwy to meet the growing needs of the county. Doylestown s professionl offices nd retil estblishments thrive in the presence of this importnt resource. Doylestown possesses unique secondry nd lleywy pedestrin routes. 6

WAYFINDING CONCEPTS WAYFINDING PILLARS / DIRECTIONAL MARKERS In n effort to present directionl informtion in n esthetic wy, wyfinding pillrs were designed s prt of the Doylestown Community Pedestrin-Trnsit Linkge Project. Historic concrete gtewy pillrs locted t Fonthill provided inspirtion for the pillr design. The sme historic structures lso served s model for the gtewy wlls instlled in the culturl district. The re-occurring theme of the Mercer-style concrete forms will crete visul connections nd reminders throughout the community. Simple icons representing the shopping district, culturl district, trin sttion nd justice center re incorported into the pillrs with directionl rrows. The use of this non-trditionl signge is to reduce the mount of sign pollution tht is becoming evident. Trditionl signs nd sign posts inhibit the views nd historic chrcter of the Borough. Existing historic pillrs provided inspirtion for the culturl district gtewy nd wyfinding pillrs. WAYFINDING CONCEPTS OVERHEAD SIGNAGE Overhed signge lso ws developed to supplement nd compliment the wyfinding pillrs. With the overbundnce of existing signge, non-trditionl mens ws explored. The result is custom brcket tht will ttch to the existing historic lmp posts. This brcket will llow signge to be incorported without instlling dditionl sign posts. The brcket will be designed to replce the existing ldder rck, which is seprte piece of the lmp post. The brcket will hve the sme chrcter s the ldder rck, providing n esthetic solution. The brckets will ccept stndrd metl signs. They will provide prking informtion on the street-side nd directionl informtion on the sidewlk-side of the lmp post. Directionl signge utilizes the sme icons developed for the wyfinding pillrs, s well s text nd directionl rrows to provide cler informtion to users. Existing prking signge to be replced with simple, directionl prking signge, instlled on existing lmp posts, where possible. Proposed custom brcket to ccept prking signge nd directionl signge. 8

WAYFINDING CONCEPTS OTHER IMPROVEMENTS In ddition to historic street lighting nd signge, there re severl other improvements tht will crete strong link throughout the Borough. Decortive crosswlks re proposed to enhnce the visul connection, s well s increse pedestrin sfety. Severl curb rmps nd sidewlk improvements were identified. These improvements re necessry to meet the Americns with Disbilities Act (ADA) requirements for ccessibility. Informtion kiosks contining mps, community informtion nd trsh receptcles re proposed in three highly visible loctions. A pocket prk loction hs lso been identified ner the trin sttion on the overll pln. Sidewlk needed to complete connection in Tylor Avenue ADA curb rmps shll be instlled to llow unimpeded ccess to existing sidewlks Existing kiosk structure to be replicted t trin sttion pocket prk. 9

SPECIAL STUDY AREAS VEHICULAR CIRCULATION AND PEDESTRIAN SAFETY The intersection of Min Street (S.R. 1001), Ashlnd Street nd Green Street (S.R. 2113) experiences problems including vehiculr bckups nd pedestrin sfety. A preliminry study of this intersection ws conducted to identify possible solutions to crete sfer, more efficient flow for both vehicles nd pedestrins. Looking Est cross Min Street, down Ashlnd Street Upon completion of the preliminry study nd concept preprtion, it ws determined tht further detiled study would be necessry to develop finl recommendtion. The vehiculr trffic ptterns my chnge due to the implementtion of the Min Street closed-loop trffic signl project, currently under wy. The most current trffic informtion should be used in conjunction with other fctors such s budget to determine the most effective solution to the issues t this loction. SPECIAL STUDY AREAS Concept A (see Exhibit section for digrm) The first concept for the intersection ws designed with the primry gol to increse pedestrin sfety t the intersection, without considering the problem of vehiculr congestion nd delys. Crosswlks were designed to be perpendiculr to the trvel lnes, with dditionl mrkings to ensure higher visibility for the drivers. This concept would be reltively low cost, but would require modifictions to the trffic signl, without including Green Street s prt of the signlized intersection. Green Street would continue to operte s two-wy stop controlled intersection with Ashlnd Street. This concept depicts two dditionl crosswlks t the intersections. Positive spects of this concept include: Incresed pedestrin sfety due to reduced distnce nd higher visibility Low cost to implement Negtive spects of this concept include: Does not ddress trffic congestion, delys nd confusing trffic ptterns Concept B (see Exhibit section for digrm) The second concept for the intersection ws to completely re-lign the intersection to include Green Street s fifth leg of the signlized intersection. Relief of vehiculr congestion is the primry gol of this concept. Key points of this concept include: ddition of left-turn lnes both north nd south bound on Min Street nd removl of the stop-controlled intersection t Green nd Ashlnd Streets. Positive spects of this concept include: Incresed pedestrin sfety due to reduced number of crossings Gretly reduced vehiculr delys Negtive spects of this concept include: Required right-of-wy nd property cquisition on the southest corner of the intersection, resulting in the removl of lmost ll prking from this business. Removl of pproximtely 36 totl on-street prking spots long Min Street nd Ashlnd Street. Costly to implement 11
