1 GREAT NESS and LITTLE NESS PARISH COUNCIL Minutes of a meeting of Great Ness and Little Ness Parish Council held in Nesscliffe Village Hall on Tuesday 3 November 2015 at 7.30pm. Cllr Sue Peters (Work) 118/15 DISCLOSURE OF PECUNIARY INTERESTS Cllr Arthur declared his pecuniary interest in items 124/15a,b,and c. 119/15 DISPENSATION Dispensation was on block for item 130/15 Precept. 120/15 PUBLIC PARTICIPATION SESSION - A period of 15 minutes is set aside to allow the public the opportunity to speak on an agenda item. Reference: 15/04153/OUT resident, Andrew Haslewood, objected to the scale of the development. There has already been 30 dwellings granted to date. Shropshire Council has given clear guidance and application 14/3795/OUT in Wilcot was refused. Another 8 houses would be unsustainable and there is strong local opinion to this application as this proposed site extends into agricultural land. Also concerned that if this application was granted, it could be extended further. Please can the Parish Council listen to the residents and refuse this application. Other residents also objected to this application. Mike also said that he supported the previous speakers in their concerns for the Grain Drier application. In addition he said that there should have been a parallel application for the new grain drier and store because it is proposed that the old one will be knocked down: the farm cannot operate without a drier, so a new one must be built. The Parish Council and the residents need to know where the new drier is proposed to be built, how it will be accessed, what traffic it will create etc etc. He was surprised that Councillors and the planners are not asking for this information. Mike Robin reported that The Shropshire Star printed two articles on 20th and 21st of October stating that MPs Owen Paterson and Daniel Kawczynski, have lobbied the Secretary of State for Transport to improve the "totally inadequate" A5 including making the stretch from Wolfshead to Chirk dual carriageway. He asked the Parish Council to write to our MP thanking him for his support, but also to emphasise that the section from the Welshpool Roundabout to the bottom of the Nesscliffe Bypass needs to be dual carriageway as well. Guy Davies explained to the meeting that he had spoken to the Parish Council about the development before he put the application in and also listened to the members asking for smaller houses and there will only be up to eight and could be 5,6,7 and 8. He wants to move his grain store to Foxhall Farm away from the village and build these houses. 2 122/15 REPORTS To consider the following reports a) Clerks progress report Issue Date Action Smart Water October 2012 I still have 4 Smart Water to sell if anyone is interested at each. Swings at Nesscliffe Play Area July 2015 I am still waiting for confirmation and invoice from Ray Parry regarding repairing the swings. Wilcot Play Area July 2015 Ray Parry has suggested we remove the concrete and replace with grass as the concrete is too close to the hedge and in the wrong place for an additional play area. Hopton Lane near Tudor Ridge October 2015 I have reported the embankment that has slipped down onto the tarmac footpath to Highways. Chase up. b) Police Report No police present report sent via . c) Shropshire Council - Cllr Roberts reported that Shropshire Council has to cut their budget by another 77M. Shropshire Council Great Conversation is asking the public what services are important to them. He noted that Kinton appeal has been refused, but although he asked for the Gables to go to Committee it was granted permission by a delegated officer. There are concerns about what will happen if the A&E at Shrewsbury hospital is closed. Little Ness is identified in SAMDEV as a community cluster, as such; the only acceptable new development would be limited infill. The size of the proposed site and the indicative proposal for eight properties places this proposal as well beyond the restricted requirements for development in Little Ness. 2. Little Ness has a predominantly linear character, with properties directly accessible from the lanes in the village and with no restrictions because of any back-land development. This proposal would alter the character of village and do little to compliment or enhance the wellestablished character of the village. 3. Little Ness offers no services or employment opportunities, leaving residents of the new development dependent on private cars to access services and work. In addition, the increased traffic movements through the village would place unacceptable pressures on narrow lanes within the village. These limitations do not accord with the requirements for sustainable development in a rural community, as laid down in the NPPF and the core strategies of Shropshire Council. 4. On the 28 November in Nesscliffe Village Hall they are having a Tombola stall and would be very grateful for any bottles that could be donated please. b) Local Joint Committee grant The Clerk reported that she had received and sign the Grant Application for for the period 1 September March 2016 and 1, for the period 1 April March 2017 as a contribution towards Nesscliffe Youth Club qualified Youth Worker. She has received an confirmation from Mathew Mead to say that the money is being process and should be in the bank very shortly. 134/15 AUTOMATED EXTERNAL DEFIBRILLATOR (AED) Presentation 27 October 2015 in Little Ness Village Hall at 7.30pm The members were very disappointed with the attendance and they need more volunteers to train on the Defibrillator. After discussion it was AGREED the Clerk put together a small flyer whereby the members could send out or post through doors for volunteers in their area. 135/15 WILCOT PLAY AREA The Clerk reported that Ray Parry had suggested that the Council remove the concrete from Wilcot Play Area as it was too close the hedge to place play equipment and in the wrong area of the play area. After discussion it was AGREED that Cllr Nunn speak to Ted Jones to see if he would be willing to remove the concrete from the park. Signed:...Date:... Page 5

6 136/15 COLLAPSE OF THE ADCOTE MILL BRIDGE The Clerk reported that she was still waiting on Richard Knight to come back with a date for a meeting to discuss repairing the bridge. 137/15 ANY URGENT BUSINESS NOT COVERED BY THE AGENDA a) Shropnet website Transparency Training Course 30 November The Clerk reported that the website that the Parish Council operate may not be supported by Shropshire Council after 2016 and she was attending the training course to find out what other websites and funding was available. b) The following was sent to Shropshire Council Community Concerns Officer: The provision of a footpath would provide a safe route to the Nesscliffe Country Park for cyclists and walkers by providing a link to the existing footpath that ends at the A5 roundabout. Holyhead Road, at present is not safe for cyclists or walkers, in particular the area around Stone House, where a serious blind spot exists in both directions. The proposed footpath would also link to the quiet roads of the parish. Finally the residents of Holyhead Road and Felton Butler would provide safe access to Nesscliffe. It has been brought to our attention that it could cost in the region of 240,000. It was AGREED that if this was not viable, to ask if a footpath could be from Great Ness Crossroads from the bus shelter to the clearing by Eddie Davies over the brow of the hill. The Clerk to contact SC Community Concerns Officer to see what could be done. c) There were concerns about the pond at Wilcot and it was AGREED that the Clerk contact the Conservation Team to see if their can be given to residents in Wilcot for their information as it stated that they had no knowledge of the pond or its contents. d) There was a resident who was concerned that the busses will no longer be stopping in Nesscliffe.
