1 28 th April 2016 Meeting title/subject: Heathrow Noise Performance Meeting Meeting location: Philadelphia Meeting Room, Compass Centre Present: Jane Dawes, Peter Rafano, Mike Glen, Brendan Creavin, Daniel Bradding, Rick Norman, Laura Jones, John Coates, Surinderpal Suri Introduction and Apologies Apologies received from Chris Butler and Duncan Carins (deputy sent) Review of minutes carried out with all noted actions completed CPD It was agreed at the last meeting that Continuing Professional Development (CPD) could be logged for this meeting. In pursuit of the objectives of the Working Group, HAL may provide opportunities that contribute to Officer Continuous Professional Development records of activities. BC asked the group if a tower and airfield tour would be beneficial to explore the operational environment. Most agreed that it would be popular but some have done this before. The group were also asked about whether this forum would benefit from Trax coming in to teach the group would be beneficial using the PBN/RNAV session held on 27/04 as an example. There was a bit of reluctance amongst the group as the subject was still quite complicated but this could have been caused by the differing levels of expertise in the room so may have been pitched at the wrong level. All parties in the room would appreciate and benefit from some up-skilling BC to come up with a work plan and list of potential teaching subjects to be included as a proposal. Subjects should be aligned with aims of the group. SS suggested that it would be good to include the noise insulation scheme in this list. The group would benefit from discussing the outputs of noise monitoring reports to ensure clarity. It was realised that the discussions would need to be high level to keep things relevant to all group members. If further analysis of noise reports for a particular area was required this could be arranged on a 1:1 basis. LJ to be contact for any questions relating to noise monitoring reports SS asked about the possibility of EHO s contacting LHR for either noise monitor deployment or other noise advice with regards to land use planning. This is possible and any help that can be given will be given. BC LJ Noise Insulation Scheme The HAL noise insulation schemes are as follows: Night scheme Day scheme
2 Quiet homes initiative scheme Community building scheme Home relocation scheme More details on these voluntary schemes can be found by following the link below. Generally speaking, all schemes include a part or full payment towards secondary glazing or double glazing and ceiling over boarding. An independent survey is carried out which creates a statement of need to ensure the best solutions are implemented. The resident can choose their preferred supplier based on a list provided by HAL this allows for a choice of products and specifications. SS has heard of cases where noise has got worse after having double glazing fitted. RN stated that a survey has shown large satisfaction of those who have been through the schemes. Residents are offered a choice of installers and products and product range to help them choose a product that is right for them. RN to present data at next meeting of houses that have taken up the various scheme and general overview on regulations etc RN SS asked if somebody was living in the 66db contour, would HAL consider insulating their home if they were disturbed? RN replied that If they are under final approach, we would consider their situation on a case by case basis. Their situation would be assessed against the criteria of all 5 insulation schemes to see if anything could be done.
3 Review of TOR The AIP is mentioned on a number of occasions in the ToR. A session on what the AIP is and what information is included within it would be appreciated. Rachel Thomas from Flight Performance to present at the next meeting. Purpose: For clarity, the Noise and Track-Keeping System includes noise monitors. PR to give an overview of the NTK system at the next meeting Input a point relating to CPD. BC to provide wording Input a point relating to the sharing of information/best practice. Report on minutes from other meetings that could be relevant to the subject matter in this meeting. This includes members of the group bringing in information from external meetings particularly to do with land use planning. Objectives As well as feeding into HACC, could we feed into the Heathrow Strategic Planning Group Environment Sub group? RN agreed but need to be careful to avoid an overlap of work. Information can be fed in if there is something relevant which is discussed in both meetings. MG to update the ToR s and distribute RT PR BC MG
4 Overview of Performance Data Discussion Night Flight Updates Noise Infringements and Fines All data included in PR s presentation can be found in the FP quarterly report. The reporting period is January to March ft infringements Where the aircraft fails to climb to 1000ft by 6.5km from start of roll. The stats show an A321 failing to reach 1000ft. This is an anomaly. Philippine airlines have been written to and subsequently no further infringements have been noted. Daytime noise infringement none in first quarter of 2016 Night time 5 infringements. 2x A380 Qantas and Malaysian. 3 recorded in February and 2 in March with 18k in fines raised and invested back into the community. The NTK system works out the corrected adjustment of noise levels based on weather, wind direction etc and this generates the final noise level of which the fine is based on. JC Are fines disputed? Fines are rarely disputed as all information is held within the UK AIP and conditions of use. Airlines operating into LHR will adhere to these documents as part of the operating requirement. HAL has paid fines in the past if any infringements are caused by delays as a result of ATC or airport facility issues. JD mentioned that if airlines do not comply with the conditions of use, we can and have withheld the facilities of the airport. Track Keeping - Easterly ops 40% of time which has led to a slight reduction in track keeping due to Compton 09R departure. If you remove the data relating to Compton, track keeping adherence increases CDA performance an overall improved picture. Aegean, Austrian, LOT and SAS have all actively worked with HAL to improve their performance. The Fly Quiet league tables show those airlines that don t perform as well. Joining point figures are stable. The figures show a spike in numbers from August 2015 as a result of a radar resolution upgrade resulting in more accurate data. Departing flights after non dispensed departures vs 71 for 2015 period and 59 for 2014 period.
5 22 Feb 10 Mar saw no dispensed flights Of the 44 non dispensed departures this period, 26 were late due to technical issues No real themes of dispensed flights but a key contributor could be attributed to industrial action in Europe Noise Complaints Update 1045 people complained between January and March totalling 21,797 complaints. The greatest numbers of complainants were located in the borough of Richmond upon Thames. Most people contact once but small numbers are responsible for a large proportion of complaints. HAL are currently looking at reviewing the data that goes into the reports along with which metrics are used. The concept of creating a community newsletter is currently being explored. More information will be provided at a later stage. SS stated that complaints that are directed towards the local authorities are recorded and complainants generally would like to know what the local authorities are working on to reduce noise. If there is any further information that HAL can provide to better inform the responses to these complainants please get in touch. EHO s were asked to bring complaint data to the meetings.. Community Noise Monitoring Programme The two sites for 2016 mobile monitor deployment will be Kempton Park Race Course and Mill Ride Golf Course. The 2015 reports for Brockley, Richings Park and NPL are now complete and will be on the website shortly. See link above. Reports for Englefield Green, Windlesham and Ascot are in the final stages of production and will be published in due course. AOB RN to present on the annual number of noise associated fines and how this money has been distributed amongst local community projects. SS also asked what the top 3 reasons for complaints are.
