1 Sherburn Parish Council Minutes of the Ordinary Council meeting held on 15 th January 2018 in Sherburn Methodist Chapel at 7.00pm Attended by: Cllr I Walker-Stabler (Vice-Chairman) Cllr J Skelton Cllr C Cade Cllr A Oulton County Cllr J Sanderson District Cllr J Raper Miss S Lathwood (Clerk) Also in attendance: David Meer North Yorkshire Police Tess Scrivener - North Yorkshire Police Bridget Skaife Ryedale Safer Communities 1/18 To Receive Resignation Of Cllr C Miles Letter received from Cllr Miles confirming his resignation from both his position as Parish Council Chairman and as a Parish Councillor. This letter was read to the Councillors present by current vice-chairman Cllr Walker-Stabler. It was also requested that the Clerk write up a letter to be presented to Mr Miles to thank him for his years of service to the Parish Council and the local community. 2/18 Election Of New Parish Council Chairman and To Receive Their Declaration Of Acceptance Of The Office Cllr Cade proposed that Cllr Walker-Stabler be advanced to the position of Parish Council Chairman, this was seconded by Cllr Skelton. Cllr Walker- Stabler was happy to accept the position until the next Parish Council AGM. Declaration of Office signed and handed to the Clerk. 3/18 Absent from meeting: Cllr J Waller Apologies not received Cllr J Peel Apologies not received Cllr D Blyth Apologies received and accepted Cllr T Webborn Apologies not received 4/18 Declarations of Interest: Declaration made by Cllr Skelton in item 12.ii 5/18 Previous Minutes: Minutes from the Ordinary Meeting held on 23 rd November 2017 were circulated and approved by Cllr Skelton (proposed) and Cllr Oulton (seconded) 6/18 Introduction To PCSO Scrivener and Discussion With Bridget Skaife Beat Manager David Meer introduced himself to the Councillors present and explained that he would be covering the area incorporating Sherburn, until 6 th March 2018, PCSO Scrivener is on the ground. 1/18
2 They confirmed that the police traffic department is based at Malton, so now has more of a presence in the Sherburn area. There is due to be a shift change in April, which may lead to new officers being introduced to the area. PCSO Scrivener stated that she had attended properties in Sherburn with regards to local youths and their anti-social behaviour. The Ring-Leaders" have been identified and an order has been agreed between them and PCSO Scrivener to behave, but they have asked for something to do in the village to keep them entertained. The Clerk asked what age the individuals were and what sort of entertainment they were looking for. It was confirmed that they were aged 14/15 and upwards and a skate-park had been mentioned. The youths have again stated that they have sent in a petition to the Parish Council asking for a skate-park. The Clerk confirmed that this petition had been discussed before, but there was no record of it having been received. Bridget Skaife stated that she has been in discussions with North Yorkshire Youth and Sarah Robinson at North Yorkshire County Council (NYCC) to see what options are available. The possibility of reinvigorating the local youth club was raised, along with discussing activities with the Playing Fields Association. Cllr Sanderson suggested investigating the possibility of weekly buses to Norton skatepark or Scarborough as an alternative to the building of one in Sherburn. Following suggestions from the Councillors and guests, the Clerk is to create a Youth Survey to be distributed around the youths of Sherburn to find out what it is that they want and/or what they feel would be of benefit to the village. The Wildwood was suggested as a possible location of any development, although Bridget Skaife recommended that a more open space would be better, but no shelter should be created. The Clerk is to create the survey and an article suitable for inclusion in the February edition of The Warbler for approval at the February Parish Council meeting, with a view to meeting with the youths in March either as part of the Ordinary Meeting or as a separate meeting. The new scrap yard which has appeared just outside of Sherburn on St Hilda s Street has been reported previously to Bridget Skaife and an update was requested. She has attended the site and spoken to the owner. The yard is currently being classed as an illegal encampment due to the appearance of caravans on the site, but it is currently made up of 2 acres towards the front of the property and 4 at the rear (the original packet of land was split prior to its sale, with part of it being retained by the original owner). The new owner has been informed that they must put in planning permission for any structures on the property or they risk being removed. Further works appear to have been carried out on Brewery Fields, so the Clerk is to chase this enforcement up with Ryedale District Council (RDC) Planning. 2/18
3 PCSO Scrivener raised the suggestion of using members of the Community Payback service to assist the Caretaker with jobs around the village or possibly to aid with the Pathways Project. Should the Parish Council wish to utilise this service contact should be made with Bridget Skaife to organise. The ongoing issue with the drains in the village not being fit for purpose was raise with Cllr Sanderson and she agreed to speak to Simon at North Yorkshire County Council, as well as Peter Garnam for an update on any works. Cllr Walker-Stabler confirmed that the drains and potholes reported on Walnut Grove and by the school have now been fixed. 7/18 Public Forum: No members of the public in attendance 8/18 Action Taken from 7: Not Applicable 9/18 Reports: i) There was no report received from Neighbourhood Watch, although PCSO Scrivener was very complimentary towards Sherburn and the fact that a regular neighbourhood watch may not be necessary due to there being such a strong neighbourhood/ community spirit which discourages local crime. ii) Cllr Raper reported that RDC are going for an internal appointment for the Chief Executive (CE) position, it may be possible that the interim CE, Clare Slater, continues the post in a permanent position. A second meeting was held to discuss the future of fracking in the area, following the first meeting being disrupted by a number of protestors. RDC are only consultants on the project and have decided against hiring a QC to debate fracking on their behalf. It was also noted that the protestors appear to be losing their public support due to their obvious lack of knowledge on the local area and appropriate legislation for the matter in the UK. iii) Cllr Sanderson confirmed that the budget for 2018/19 is to be discussed shortly and a Council Tax increase of 1.9% is to be discussed. Also to be discussed is fairer funding for the different areas in Ryedale, as it currently stands more rural areas pay higher Council Tax but receive less with regards to services and funding. The future of devolution and the effects of Brexit to the area are to be updated at a meeting tomorrow. Cllr Sanderson also raised the matter of Council Tax on second homes and how an increase of between 5% and 10% is being considered for the upcoming year. 10/18 Clerks Report An received from A+One regarding the works being carried out on the local roads was read out to the Councillors. The major works on the A64 through Sherburn are on course to be carried out in 2018/19 and the minor works on Skedales and Whitegates have been completed. 3/18
4 St Hilda s Street was meant to have been repaired by this time, but as this work has not yet been carried out The Clerk is to contact NYCC to request an update. The ongoing issue with the road sweeper was raised as whenever it attends the village, large portions are missed and vehicles are not moved to allow for a full sweep. Streetscene at RDC are currently training new staff so the earliest sweep will be end of January The Clerk is to Bridget Skaife regarding it and to request some notice of future sweeps so signs can be put up to move vehicles and possibly the Caretaker could accompany the sweep to move debris from areas it cannot reach. Cllr Cade mentioned that Kingspan have a road-sweeper to clear their yard and wondered if they would be interested in working in partnership with the Parish Council and RDC to assist in their sweeper rounds. Yorkshire Housing have sold the garage site on Vicarage Lane and have asked when the Pathways Shed will be removed as they were told by Cllr Webborn that it would be removed in November 2017 but have been made aware that it is still onsite. As Cllr Webborn was not in attendance at the meeting, the Clerk agreed to him and ask that the shed be removed with immediate effect. The Clerk confirmed that she had received contact from NYCC regarding two street lights that would require significant works to be repaired. Quotes for both lights had been passed to the Street Light Committee (Cllr Walker-Stabler and Cllr Oulton) who confirmed that they were happy for the following works to take place; High Street, lamp P6. Northern Powergrid have attended an overhead cable supply fault and the pole mounted junction box is burnt out, this was probably due to the old corroded SOX lantern. This has caused some damage to the overhead cables, which have now been disconnected and made safe. The remedy is to replace the complete unit with a new pole mounted junction box, bracket and 15W LED lantern. The estimate to carry out this work is VAT. This includes the fees that NPG would re-charge us to transfer their cable to the new box. Springfield Terrace, lamp P2. This lantern is beyond repair, but not only do we need to replace the lantern, but the pole mounted junction box is also sub-standard and needs replacing as well. Also, the wooden post is an old Northern Powergrid overhead line post (the OH lines have now been removed), which is probably rotten from within and is located in some-ones front garden. It was agreed to install a new free standing steel column complete with a 15W LED lantern on the correct side of the fence and remove the old wooden post from the front garden. The estimate for this is VAT Cllr Cade queried if these light conformed to the agreed standards. The Clerk stated that, as the replacements/repairs were recommended by NYCC, she assumed that they would comply with their required standards. 11/18 Finances: The Finance Committee were presented with the ledger for approval, along with bank reconciliation. It was confirmed that all accounts were balanced to the ledger. All Councillors present were happy with the plans to be carried out. ii) 17/01489/HOUSE Erection Of Two Storey Rear Extension At 39 St Hilda s Street - Plans have not yet been circulated to all Councillors. As closing date for comments has not yet passed, the plans will continue in circulation. 13/18 Maintenance Work: Cllr Walker-Stabler confirmed that he has been clearing the snow and constructing two new water pump covers. He is to construct a further cover for the pump located near the school. He is to continue with general maintenance throughout the village, including cleaning the road signs. 14/18 Tidying Of Road Verges: Steven Prest from the Sherburn Village Garden Show Committee has been in touch with Cllr Walker-Stabler and offered to donate a number of bulbs. The Councillors agreed that out of the choices given, crocuses would be the best choice. Cllr Cade suggested talking to Kingspan about the possibility of community funding for planting and, in the future, Christmas trees. Cllr Walker-Stabler is to provide a quote for the additional works needed to tidy up the verges. The Clerk agreed to send the Village Tidy flyer template to Cllr Cade to possibly be used as a template for a new flyer for distribution. 15/18 Pathways Update And Items For The Wolds Warbler No Update From Pathways. The Clerk confirmed that there was some money remaining from the NYCC grant which would need to be paid back as they had not been spent. A cheque for these monies will be brought to the February meeting for signing. 5/18
6 16/18 Battles Over Commemorations 2018 Ideas were put forward for the commemorations, including the use of an air raid siren to mark different aspect of the events. Cllr Oulton has a siren which can be used. Chris Miles has offered his assistance is organising events on the day. It was suggested that a meeting be arranged for the Monday following the next Parish Council meeting (26 th February 2018) and all the village organisations should be invited to attend and form a committee to arrange the day s events. Cllr Raper again confirmed his contacts with local military organisations that may be able to assist on the day. The Clerk is to arrange the booking of the Methodist Chapel for the meeting and invite attendees via posters, the Wolds Warbler and s to village organisations. 17/18 Next Agenda: i) Updates to Sherburn Parish Council website Printed pages to be distributed prior to the meeting. ii) 2018 Battles Over memorial to confirm representatives from the Parish Council to attend the special meeting 15/17 Next Meeting: To be held at Sherburn Methodist Chapel on Monday 19 th February 2018 at 7pm The meeting closed at 8:49pm Signed..
