She then went on to thank DP for his sterling service to the ADEPT LG and wished him a long and happy retirement. DS also welcomed SL who was representing the HA in the absence of N Fairfax Franklin. Finally DS welcomed NB and NF who had agreed to give a presentation on UMSUG issues. Minutes of meeting 16/09/2013 Minutes of 16/09/2013 were issued by and agreed prior to the meeting DS suggested that due to DJ being required for interviews, agenda items would need to be rearranged. The minutes will follow the agenda format.

2 Page 2 of Energy Efficiency and Related issues Invest to Save Business Plan Model DJ gave the background the setting up of a panel by the ILP to investigate and produce a model Business Case document (PLG). He told members that investigation into borrowing had shown that if the Authority can afford it then the funds can be borrowed from government. DJ mentioned that the Scottish Futures Trust had published significant information and that the Green Investment Bank has funding for lighting replacement. DS wondered if the industry was ready to act and if this would hamper progress. DP suggested that there was a strong element of politics (switch off etc.) that could prevent progress and GW noted that he had figures to show the benefits of keeping lighting illuminated (GW to send details to SB) GW (BP5) Update on NMO review of the 500w Rule - DJ informed the committee that the NMO had received comments and were still considering them. There then followed a discussion on the pros and cons of metering in street lighting. ICP Framework Agreement arrangements. Members were informed that the Midlands ICP Framework was due to be ready by summer. Changes to CRC NB confirmed that there were no changes to the CRC proposals and that the information sent to members was still valid 4 REGIONAL / NATIONAL MEETINGS 4.1 Regional Meetings 1. Members were asked to send full details of their regional committees and for those on the LG committee whose details had changed to send the changes to SB. 4.2 Minutes of the last meeting can be found on the ADEPT website

3 Page 3 of Road Liaison Group (RLG) Members were reminded that the minutes of RLG meetings are available to view on the UKRLG web site. PM note LG members have been sent the link to the UKRLG web site where they can view the latest set of minutes 4.4 Lighting Board Members were reminded that the minutes of the UKLB were available to view on the UKRLG web site and had also previously been sent to members. PM note LG members have been sent the link to the UKRLG web site where they can view the latest set of UKLB minutes. 4.5 UMSUG issues- NB gave a presentation regarding issues on UMS energy trading for embedded networks. The presentation gave the background to the formation and operation of IDNO s. He noted that IDNO s could vary in size significantly from those dealing with a few columns to those dealing with thousands of units. He showed that in extreme cases a Local Authority could end up having 170 MPANS and consequently 170 electricity bills, which could have a knock on effect of increasing the Meter Administrator fees. NB told the committee that the IDNO s were proposing a single inventory submitted to the DNO. The DNO and IDNO s would then negotiate a single discount factor to be applied to the DUOS charge. It would be for the Local Authority to record details of the service provider. NB told members that three changes to the Electrical Industry were currently underway. These involved changes to the DCUSA, the National Terms of Connection and to BSCP520. He added that Local Authorities must give support to ensure changes that will benefit them. NB then concluded his presentation by showing examples of inventory entries for CMS with single step and multi-level static dimming. DS was concerned at the amount of administration work required for electricity matters and felt that a more straightforward process was required. NB considered the system to be better than the use of meters.

4 Page 4 of 7 NF asked for support to assist in reducing the amount of administration, and reminded members that customers had not had any say in the changes (DNO / IDNO) MH asked if there would need to be a change in BSCP520, and DP commented that it was often quite difficult task to determine if the connection was from a DNO or IDNO. SK noted that there were occasions when a connection could start out as one from a DNO only to end as one from an IDNO. SH suggested that there was a need for the cut-out to have the name of the service provider on it and SL was concerned at the effect on the HA who want to ensure a one source inventory and are looking to use CMS as a meter, and employing dynamic dimming. DJ noted that the current regulations do not allow the use of CMS as an approved meter for measurement of the electricity usage. DS concluded that it would be necessary to engage with the correct people. 4.6 BSI SB was unaware of any changes too BSI but undertook to find out the current situation. He undertook to send any information to members of the committee SB 4.7 HMEP (Asset Management Group) DS gave a presentation outlining the road shows currently taking place. Members were told that those Local Authorities that could not demonstrate efficient practices would not have full access to government funding. Members were reminded of the tools that were available and that there are a series of case studies showing what is being achieved. DS also stated that the objective was to create efficiency rather than cut the service. DS concluded by listing the targets of 15% saving by 2015 and an additional 30% by DS also felt that there was a disconnect between Highways and others (Bridges, Street Lighting etc.). 5 BUSINESS PLAN and ACTIVITIES (for discussion) Business Plan 5.1 BP1 Guidance on the provision of illuminated festive decorations. SB reported that the document was now complete and would be sent to members

BP3 Development of condition indicators (including recommendations for National indicators) LM was unable to attend the meeting BP4 Update on Complementary Guidance to 1 st Edition of Well Lit Highways This is a standing item - currently no update information to report BP6 Update on the Traffic Signs Policy Review- DJ told members that the Traffic Signs document had been updated by TRL and that it required endorsement. ILP Events Due to time restrictions SB told members of the committee that all event information could be obtained from the ILP website. IET CoP for the application of LED lighting systems Due to time restrictions this matter was not discussed. LED Road Lighting Lantern Specification - JC requested information from any members that had a LED lantern specification from which he could obtain some information to assist him. Members undertook to send information directly to JC Energy Banding SK told members that her authority purchased energy within period bands, as opposed to a fixed contract and that there was recently a significant increase in the Black Banding. There then followed discussion on the different methods of energy purchase. It was noted that in many cases procurement teams were increasingly taking on the purchase of energy. NB informed members that DUOS charges are reviewed annually and that winter period would produce the highest charges but these will reduce at other periods of the year. BP3 - Update on condition indicators and recommend national indicators for use as either national or local performance indicators LM was not available to report but it was considered that this could be taken forward by APSE BP8 - Key documents for the ADEPT Website. DJ agreed to update the Regional map and representation details. All new members to confirm their e- DJ

BP13 - Collaborative lighting procurement options This is to be taken up with HMEP 7.0 AOB Resident Consultation for new street lighting schemes LM had sent a request for information relating to this matter. Members were asked to send details directly to LM. The Climate Group, identification of opportunities for LED lighting Members attention was drawn to the article that had been sent with the pre meeting papers.
