3 BACKGROUND The Wybunbury Ward Parishes The Wybunbury Parishes cover an extensive area in South Cheshire to the south of Crewe It is a landscape of mixed arable and pastoral farmland with a low density of development comprising small clusters of dispersed settlements The principal settlement is Wybunbury Village which offers limited services (Post Office, primary school, church, two public houses and village hall) The transport routes through the area create a spatial structure populated by small hamlets, farmsteads, estate halls and individual residences. The North-West Mainline Rail route passes through the East of the Ward. Principle road routes are the A51 (runs centre of Ward) and the A529 (to the West) to Nantwich (and Chester). All Crewe & M6 traffic from the South and West is dependent on the minor, rural road network through Wybunbury and Checkley. A121 HS2-P2A (2) PAGE 2 HOC/00083/0003
4 We are petitioning for:- Alternative solutions to the proposed HS2a Construction Traffic routes through the Wybunbury Parishes in order to:- Minimise disruption on fragile rural lane networks across the Doddington, Lea, Walgherton, Wybunbury, Bridgemere, Blakenhall, Chorlton, Weston and Basford Parishes. Avoid disruption through Wybunbury Village and the Wybunbury historic Conservation Area. Prevent further air quality impacts to highly sensitive ecological sites (SSSI / RAMSAR) within 200m of proposed construction traffic route. Avoid disruption to established local businesses and agriculture Maintain the structural integrity of vulnerable built structures along the proposed routes Maintain essential connectivity between isolated hamlets and homesteads Avoid further highway safety risks at the Boar s Head Junction (A51: London Road) A121 HS2-P2A (3) PAGE 3 HOC/00083/0004

8 (1)Wybunbury Moss National Nature Reserve Wybunbury Moss together with its surrounding woodland, reed-swamp and flower-rich meadows covers an area of approximately 16.5 hectares and forms one of England s most unusual National Nature Reserves (NNR). The reserve was first designated in 1955 with further land acquisitions been added to the area between 1957 and It is believed that the floating nature of the Moss may have been created by the subsidence of salt-bearing rocks beneath the Moss basin, a process which may also be responsible for the leaning nature of the nearby tower of St Chad s church. Only three such subsidence mires are known to exist in the British Isles Update regarding potential increase in traffic movements due to HS2 construction. The junction of Wrinehill Road and B5071 (Main Rd/Bridge St) is approximately 193m away from the designated boundary. Currently guidance states that designated sites within 200m of the edge of a road affected by the project (i.e. increased traffic movement due to HS2) need to be considered for potential air quality impacts. Therefore I would expect air quality impacts to be considered by the consultants for HS2 at this stage. Please see table below (direct from APIS website) which indicates pollutants from road transport. Rachael Garnett (Natural England) Lead Advisor Urban & Wetlands Team ( ) Natural England are currently developing a DIFFUSE WATER POLLUTION PLAN and Options Appraisal due to high levels of surface water and atmospheric contamination affecting this important site. Meres & Mosses are an important barometer of air quality and its negative impacts. In such a hydrologically sensitive area, the routing of HS2a Construction Traffic through the village and less than 200m from the designated boundary is poorly conceived and must be avoided. 9 (2) Wybunbury Tower & Conservation Area The Wybunbury Tower and its Bells are situated on elevated ground adjacent to where Bridge Street and Wrinehill Road join. The Tower is what remains of the medieval Church (and subsequent church buildings), that have had to be demolished due to subsidence. The site sits on the salt-bearing rocks and glacial deposits of the Wybunbury Moss Basin to the North and East of the site. In 1989, the Tower required stabilisation through hydraulic lifting onto a base of reinforced concrete (the same methodology later used in the 1990s on the Leaning Tower of Pisa in Italy). The iconic Leaning Tower of Cheshire still retains an 18 inch list offcentre and may require further straightening in the future. Regular structural surveys are carried out by the Tower Preservation Trust due to the potential impact of hydrological change in the geological structures beneath the Tower and associated vibration from traffic travelling on Main Road, Wybunbury and Wrinehill Road. HS2-P2A PAGE 8 A121 (8) WYBUNBURY CONSERVATION AREA The Wybunbury Tower is Grade II* listed and together with the land on which it is situated are classified as a Scheduled Monument (Historic England & & Historic England & ) HS2a Engineers have not liaised with the Wybunbury Tower Trust or Parish Council to ascertain the current structural condition of the Wybunbury Tower. To date, HS2a Engineers have not evaluated the Tower and its vulnerability to vibration over a 2-year period from increased HGV and vehicular traffic within 30m of the site. An alternative route must be found to ensure the future of this iconic Monument. HOC/00083/0009

12 (3)& (4) Bridge Street, the Bridge and Wrinehill Road Junction WRINEHILL ROAD (TRAVELLING INTO WYBUNBURY) Speed Indicator Device (SID) positioned between the Cliffe and Cobbs Lane ( ) (Full Data Analysis available). 13 (3)& (4) Bridge Street and The Bridge. HS2-P2A A121 (12) PAGE 12 The Bridge is brick & sandstone with steel loadbearing joists for the road deck. The footpath is carried on a sandstone parapet supported on cast iron brackets attached to the bridge deck. The Bridge structure carries UU mains water pipework over Wybunbury Brook. It also contains telecommunications cables for the exchange in Wybunbury and broadband infrastructure for areas beyond Wybunbury and as far as Audlem. HOC/00083/0013
14 (3) & (4) Bridge Street and The Bridge. The Bridge is a narrow Pinch-point into the village permitting only one vehicle to pass. The Bridge is part of a 7.5t weight restriction zone. 15 (5) Wybunbury Delves School & Bridge Street WYBUNBURY DELVES CofE PRIMARY SCHOOL The School was established in 1822 and the Old Building is Grade II listed. More modern expansion has resulted in a 240 pupil capacity. The school provides wrap-around care from 7.30am until 6.00pm with popular Breakfast and After-School Clubs. The Pre-school operates half-day provision (mornings and afternoons), for 2-4 year olds. Pupils attend this school from the Village but also from the wider rural parishes including: Hough, Lea, Shavington, Hatherton, Doddington and Walgherton. This results in fluctuating periods of heavier traffic and congestion on Wybunbury Road and Bridge Street throughout the day. There is NO pedestrian access for the first 500m on Wybunbury Road (from the A51 Boar s Head Junction, to the first residences approaching the school). Bridge Street residents park on-road as their elevated position means there is no off-street provision. Wherever possible, pupils are dropped off in the small school car park or walk up Bridge Street (over the narrow Bridge) from the Red Lion car park. 17 BRIDGE STREET Congestion at the Bridge Pinch-Point On-street Parking constraints. School children must navigate the pedestrian pavement over the Bridge through the Pinch- Point. (5) Wybunbury Delves School (Bridge Street) BRIDGE STREET Raised pedestrian pathway accessed by the Bridge or via steps leading down to road. Residents (of properties to the left) must access parked cars via these routes. Residents (of properties to the right) must cross the road to access the steps. (Wall & car damage is common.) 18 (6) A51 LONDON ROAD (Boar s Head Junction) BOAR S HEAD JUNCTION, WALGHERTON This junction is notorious for RTI s on a regular basis despite significant highways safety investment in 2013/15. HS2a Traffic Assessments only include fatalities and major incidents HOWEVER minor crashes, TRI s (including hospital admission) occur regularly at this junction (including motor cyclist taken to hospital ) Last fatality was BOAR S HEAD JUNCTION, WALGHERTON HS2a propose to bring Construction Traffic from Woore, turning Right onto Wybunbury Road and past Wybunbury Delves Primary School. 22 Constraints, Mitigation, Solutions (22, 23, 24, 25) (Ref. Slide 6) Impacts on the Wybunbury Combined Parishes Rural Road Network needs to be considered in the context of the wider CUMULATIVE impacts of other strategic infrastructure projects. 23 HS2-P2A A121 (22) PAGE 22 VOL.5: APPENDIX TR : TRANSPORT ASSESSMENT (Fig 6 ATC, Fig 11 MCC, Fig 16 RTI Locations) Modelling of all key traffic counts is now required to take into account the CUMULATIVE impact on Construction Traffic routes of:- A) Checkley Lane closures and Depot traffic during the project B) Mill Lane closures as the Den Lane/HS2/WCML re-modelling takes place. 24 SUMMARY OF CONCERNS (a) Traffic & Transport (Environmental Statement Volume 2, Community Area 5, South Cheshire SECTION 14; Traffic & Transport. July 17). 1) THE WYBUNBURY DELVES SCHOOL: The Promoter s data highights 12 parking bays as mitigation for the school on Wybunbury Road. This is welcomed BUT (a) 12 parking bays will not mitigate for child safety on Bridge Street where on-street parking is a necessity and there is no verge capacity for further parking bays. (b) No mitigation is proposed for children and pedestrians who walk the footpath on the single lane bridge on Bridge Street. This is currently classified by CEC as a safe walking route to school in part because it has a 7.5t weight restriction. The use of the Bridge Street as a safe walking route will have to be reappraised if HGV construction traffic is to use it. 2) BRIDGE STREET: The Promoter has not recognised the fact that Bridge Street provides essential on-street parking for residents on the elevated west side of the road. Bridge Street is essentially a single lane. The HGV weight restriction is essential for amenity and road-user safety. 3) THE BRIDGE on BRIDGE STREET: The Promoter has not sought confirmation regarding the structural integrity of the single lane road Bridge on Bridge Street. (We have requested confirmation from Cheshire East Highways but as yet have received no response). In recent memory, Parish Councillors have confirmed the need for the Bridge to be significantly repaired after crashes. The pavement is a separate structure affixed to the Bridge and past concerns led to the directional priority signage. In this context, the 7.5t weight restriction serves a structural protection purpose. 4) WYBUNBURY TOWER: The proximity of HGV traffic on Bridge Street and Wrinehill Road, to this iconic listed monument (The Leaning Tower of Cheshire) is a significant concern. The Tower Trust have not been contacted by the Promoter to discuss its structural condition and the impact of HGV vibration. 5) WYBUNBURY MOSS (National Nature Reserve): The site boundaries lie within 200m of Wrinehill Road. The site is already subject of a Diffuse Water Pollution Plan due to concerns regarding its fragile ecosystems. Natural England recommend that the HS2 contact them and consider air quality impacts at this stage. A121 HS2-P2A (23) PAGE 23 HOC/00083/0024
25 SUMMARY OF CONCERNS (b) Traffic & Transport (Environmental Statement Volume 2, Community Area 5, South Cheshire SECTION 14; Traffic & Transport. July 17). 6) LONDON ROAD (BOAR S HEAD JUNCTION): This is a complex junction with a difficult and constrained right-hand turn (from Woore to the South) onto Wybunbury Road. The official recording of RTI data does not reflect the number of incidents that occur here on a regular basis. Wybunbury Road has a 7.5t weight restriction, there are no verges or pavements and HGVs will not be able to pass other vehicles on parts of this road. The Promoter s findings state (and we concur) that: : Wybunbury Road between the A51 London Road and Wrinehill Road major adverse effect as a result of an increase in HGV traffic. 7) A51 LONDON ROAD: The Promoter s findings state (and we concur) that; : A51 London Road between Checkley Lane and the B5071 Wybunbury Road major adverse effect as a result of an increase in HGV traffic 8) CUMULATIVE IMPACTS OF HS2 ON WIDER RURAL ROAD NETWORK OF THE WYBUNBURY PARISHES There is no evidence available that provides assurance to the Wybunbury Ward Parishes that the cumulative impacts of other HS2 works have been factored into construction route metrics. Table 34 Typical vehicle trip metrics for construction sites in the South Cheshire Area highlights the importance of Checkley Lane, Mill Lane, Den Lane, Casey Lane, Back Lane, Chorlton Lane, Newcastle Road and the A51. These metrics were further increased in April 2018 (*Supplementary Environmental Statement). With access limited on Checkley Lane and Mill Lane, traffic coming from the West and South, trying to get to the M6 or Crewe, will inevitably also follow the construction traffic through Wybunbury Village. Road connectivity (and its economic implications) across all Parishes will be compromised for extended periods 9) CUMULATIVE IMPACTS OF HS2 and OTHER STRATEGIC PROJECTS The Wybunbury Parishes are very aware that Cheshire East Council, Highways England and Housing Developers will also be engaged in major construction projects in the same areas South of Crewe as HS2. Whilst Cheshire East Council will cover these issues in their own petition, it should be noted that such works will also impact on the wider hinterland of the Wybunbury Parishes. Road Connectivity must not be compromised. A121 HS2-P2A (24) PAGE 24 HOC/00083/0025
26 WAYS FORWARD The Wybunbury Parishes support the principles underpinning the HS2 Project and the wider benefits HS2 will bring to Crewe, Cheshire and the North-West. The Parishes have worked constructively and collaboratively with HS2 Ltd since 2014 and expect to continue to do so. AIM TO MINIMISE /REMOVE CONSTRUCTION TRAFFIC FROM THE RURAL ROAD NETWORKS 1) The proactive use of haul roads alongside the HS2 route-bed is mentioned rarely in the literature (Table 34, ; ES Vol 2, CA5). The use of Haul Roads must be maximised and developed further in relation to: Bar Hill to Checkley (East) Checkley (West) to Den Lane Den Lane to Chorlton Chorlton to A500 (Construction Depot: Shavington) Whilst it is understood that these sections of the route require significant structural engineering that may overlay haul roads, the maps suggest that there remains capacity within the HS2 safeguarded land areas for the haul roads to be retained or modified (and used) for longer periods throughout the life of the project. 2) More effective use of haul roads would minimise road haulage hire and maintenance costs, reduce CO 2 emissions (and other pollutants) and minimise damage to rural road integrity. 3) If the Whitmore Heath to Bar Hill tunnel is not to be supported (May Up-date 2018), the revised use of haul roads opens up further opportunities to reduce construction traffic on rural roads in South Cheshire (and also at Bar Hill, Onneley and Woore). 3a) After completing the Whitmore Tunnel, it is proposed that (as exemplified by Cross Rail engineering), the tunnelling plant be transferred to begin tunnelling through Bar Hill from the North. Tunnel spoil may then be transferred by haul road North (to the Den Lane site) or South to Whitmore Heath. 3b) This may also negate the need to utilise some of the borrow pit provision at Checkley and Den Lane. Costs incurred by the more innovative use of haul roads and re-ordering of tunnelling schedules will be countered by the reduction in road haulage costs, highways mitigation costs and the costs associated with re-modelling Woore Village.
