Order: Councillor Breen proposed to retender the contract with agreed criteria. Cllr. Crimmins seconded this proposal. Vote taken. Cllr. Breen, Cllr. Crimmins, Cllr. Maher voted in favour. Cllr. Mahon, Cllr. Heney, Cllr. O Muirí voted against. Chairperson Cllr. Heney had the casting vote. Proposal rejected. Vote taken on the granting of a 3 year licence to Fingal Market Management. Cllr. 2 B. Proposed Addition to the Record of Protected Structures of High Park, Gracepark Road, Drumcondra, Dublin 9 Order: Agreed. Recommend to City Council c. Order: Agreed. Recommend to City Council MOTIONS Motion in the name of Councillor Bronwen Maher That the Legion Hall in Killester's Middle Third and Abbey Field be added to the record of protected structures due to the hall's historical and cultural importance, and with reference to research undertaken by Patrick Hugh Lynch, M.Lit. which outlines the significance of the Legion Hall. Order: Report back to next North Central Area Committee meeting Motion in the name of Councillor Gerry Breen That the city council erect signs along the promenade telling that cycling is prohibited along this walkway (there have been a number of accidents with cyclists and there is a perfectly good cycle path adjacent to the coast road) Motion in the name of Councillor Declan Flanagan That this Council calls on the Minister for the Environment to provide the promised funding to ensure that the planned regeneration of the Buttercup Estate, Darndale goes ahead. These houses are in a delapidated state and there is anti-social behaviour occurring because of the neglected state of many of the houses and surrounding area. This project was due to start this year and must proceed Motion in the name of Councillor Gerry Breen That Dublin City Council move to set up a one stop shop for all business enquiries in the city council from planning, environmental health requirements, fire certificate, etc and that this service be made available on a walk in basis. Order: Refer to City Council Motion in the name of Councillor Pat Crimmins Can the Manager investigate placing a security camera in Donaghmede Park close to the housing area in Grange Abbey area which would be operational mainly in the evening time and weekends as there is a lot of anti-social behaviour in the park and residents are too intimidated to use the park? Also can you arrange with the Parks Department to have the Donaghmede Park cleaned up regularly as there are a lot of cans and broken bottles around the park due to the anti social behaviour?

Motion in the name of Councillor Pat Crimmins Can the Manager see if a by-law can be imposed so that planning permission be required for planting some trees which may cause problems in future years. The evergreen tree popularly known as Leylandii is the one that causes much annoyance to people living close proximity to these trees Motion in the name of Councillor Pat Crimmins Can the Manager see if a speed ramps can be placed on Grange Abbey Grove road, as this road is constantly being used for joyriding and speeding? Motion in the name of Councillor Pat Crimmins Can the Manager see if speed ramps can be placed on Swan s Nest Road as there are ramps on all surrounding roads? Motion in the name of Councillor Pat Crimmins Can the Manager request that a Lollypop person be placed near Scoil Eoin on the Greendale Road? Motion in the name of Councillor Andrew Montague That the manager upgrades the footpath from Castletimon Road to Gaelscoil Cholmcille, to provide a decent quality footpath, without the puddles and potholes to encourage parents and pupils to walk to school, rather than drive. There are no longer any active plans for the Lawrence Lands, so there should not be a problem providing the footpath. It may be many years before a new plan emerges Motion in the name of Councillor Deirdre Heney That a report be given on previous suggestions to breach the causeway on entrance to Dollymount strand and if report can include a summary of various investigations/consultancies into this suggestion over recent years and if a definitive decision was made or if investigations into the possibility are still on-going Motion in the name of Councillor Maurice Ahern That the Manager comment on the recent staff embargo issued by the Dept. of Finance and to outline the effects of same on local services including 1. lifeguards 2. north central area cleansing 3. parks opening hours 4. swimming pool hours, if normal extended Summer hours will apply to northside swimming pool 5. other services 6. if the City Council have made a formal submission to the Dept. of the Environment seeking an exemption to the embargo and if she will specify details of any exemptions applied for.

Motion in the name of Councillor Tom Stafford That the manager refer to location on Kincora Grove, Clontarf, Dublin 3 close to the bend at number 98 and say if she can arrange to have two traffic calming ramps installed (one across from 98 and one before the bend coming from Castle Ave direction) as residents are worried that a traffic accident is waiting to happen due to the speed of motorists taking the bend which is extremely hazardous Motion in the name of Councillor Bill Tormey That the Manger give me a final update on the replacement of the black bin outside 80/82 Collins Park (beside millenium stone) that was damaged by DCC workers and brought to the waste depot of Collins Avenue for repair include a date for re-installation Motion in the name of Councillor Ruairí McGinley That the Manager install SLOW traffic signs on St Brigids Road/Abbeyfield Motion in the name of Councillor Edie Wynne That the Manager consider the installation of Traffic Calming measures on Elm Mount Park Motion in the name of Councillor Claire Byrne That the Manager undertake the appropriate works to upgrade/protect the entrance point from Malahide Road to Elm Mount Road. Problems include: a. Verge at entrance to Elm Mt Rd from Malahide Rd constantly being cut up by trucks b. Overgrown trees at this location c. Parking problem at the chicane on Elm Mount Road necessitating double-yellow lines Motion in the name of Councillor Mary O Shea That the Manager organise for all shores on Kincora Avenue to be cleaned immediately; that the lids on the shores be lifted and all waste/debris be properly removed as part of this process; that these shores be put on a regular cleaning rota Motion in the name of Councillor Paddy McCartan That the Manager install "Children At Play" signs on all entry points to Kincora Drive Motion in the name of Councillor John Lyons Will the Manager detail the current position with regard to the legal proceedings enacted against the encampment on the Lawrence Lands; will she outline what action is being

5 taken in respect of this encampment and the progress to date to find an alternative location for the occupants Motion in the name of Councillor Kevin Humphreys That the Manager seek a detailed explanation for the ongoing reluctance of the planning enforcement section to enforce planning conditions regarding the Regency Hotel; that she specifically ask for an explanation as to why an apparently unauthorised connection to the drainage system or water supply continues, months after it was discovered, and why there has been no intervention with the hotel when it is advertising functions for its conference centre on its website in blatant contravention of a recent An Bord Pleanála decision; and that she ensure that an unambiguous message is sent from this committee to planning enforcement that the level of leniency shown by the Department to the hotel is unacceptable and in the view of this committee, the Department is simply not carrying out its statutory duty in this regard.
