Open forum -No members of the press or public attended the meeting. 52. To receive and accept apologies for absence. -Apologies for absence were received and accepted from Cllrs Darby & Sher. DCllr Stephen Hollowell also sent his apologies. -Present Cllr Bailey (Chairman), Cllr Biggs, Cllr Brown, Cllr Cunnington, Cllr Grubb, Cllr Packer, Cllr Scott, Cllr Stanton, Cllr Usher & the Clerk. CCllr M Clarke & DCllr C Clarke also attended the meeting. 53. Matters arising from previous minutes (for information only) -Street doctor updates; 13/3/ Station Rd/Short Lane Problem: Kerbs Description: Dropped Kerb Request - Public Street/Town: Station Road,Cogenhoe And Location: Junction with Station Rd / Short Lane 23 Details: A resident in a wheelchair has asked if a dropped kerb could be installed at the end of this footpath so that he can access the pub. At present he has to complete his journey from the current

2 dropped kerb further back on Station RD, on the road, which is very busy. 21/6/ Problem: Drains 6/10/ Description: Blocked/Damaged Street/Town: York Avenue,Cogenhoe And Location: Between Village hall & Cogenhoe Primary School, York Avenue, Cogenhoe Details: Storm drain appears to be blocked which causes footpath to be flooded when there is heavy rain Problem: Drains Description: Blocked/Damaged Town/Village: Cogenhoe Location: drain outside 22 RD, Cogenhoe Details: Some jetting work was recently completed, observed by a councillor, but this drain was missed completely as it has been before and this area floods in heavy rainfall. Description: Potholes 24/6/16 Work Instructed: system will be jetted at next cyclic visit 08-NOV :23 Work Complete. Referred to Trevor Gray. Re-opened Reissued from web. Referred to DEC- Trevor Gray :22 07-OCT :42 gullies to be cleansed on routine gully empting programme. Referred to Trevor Gray. 10/2/17 works to be completed within 4 months.. Street/Town: Church Street,Cogenhoe And Location: outside 31 Church Street Details: pothole that when full with water means that vehicles splash water onto front door that is causing damage to residents door Problem: Sign Description: Damaged/Missing 21/2/17 works to be completed within 3 months.. Street/Town: Station Road,Brafield On The GreenStation Road,Brafield On The GreenStation Road,Brafield On The Green Location: Junction of Station RD & Billing Wharf 20/4/ Details: Fingerpost sign has been knocked down by car, bumper left on verge with number plate NV52 YUA (photographic evidence held). Problem: Drains Description: Blocked/Damaged Street/Town: Cogenhoe And Location: Opposite 3 Mill Lane, Cogenhoe Details: Drain is completely obscured by debris / leaves etc. This area has had recent problems gully cleaned 21/4/17. 4 9/6/ Details: Vegetation is so overgrown / overhanging that street light is being obscurred. Problem: Sign Description: Damaged/Missing Outside NCC Control - I have referred this to South Northants Council for action using ref: AF Referred to South Northants Council Street/Town: Orchard Way,Cogenhoe And Location: Junction York Avenue & Orchard way Details: Street sign knocked over by vehicle, been left laying on grass verge - Dog bin ordered (Station Rd) chased - Litter pickers purchased, high-viz jackets ordered. now delivered to the school who are planning a litter pick in the next couple of weeks. 56. Police Matters. Twitter mentions; None -Crime statistics update April 2017 Clerk (details from ) figures not available yet crimes 57. To receive reports from County & District Councillors DCllr C Clarke had organised some black bags for the litter pick that she gave to Cllr Cunnington to take into school. She also reported that the bookings had opened for the SNC activity hub, which could also be booked online at She also confirmed that there were no high-rise buildings with cladding in the South Northants area. CCllr M Clarke reported that the recent Women s Cycle Tour had been a great success. He also advised that most departments were now located at Angel Square, the new council building; the new building was projected to save 36,000 per week compared to the 12 buildings that were previously being run. Whilst parking was still a bit of an issue the new building was very modern with good ICT facilities, meaning that it was virtually paperless. 58. Chairman s Report including -Defibrillator training 26

5 Cllr Bailey reported that the training had been attended by approx. 40 residents and had been well received. The statistics that the East Midland Ambulance service had provided had shown the importance of the defibrillator scheme. 59. To receive update from Cllr Cunnington re website. -To receive usage figures for May Cllr Cunnington reported that there had been 743 visits in May; June s figures were not yet available. 62. Bus shelter To receive update from Clerk re progress -Update from Land registry & sent to residents re permission to replace. It was agreed that, as the residents who own the land where the existing shelter is located, are not happy for the shelter to be moved back to allow a seat to be fitted a new location would be investigated. 63. Flood Investigation Rd sent to Castle Ashby Estate re drainage ditch -A response had been received from Mark Henderson the estate manager, who had referred the matter to the farm manager. It was agreed that a letter re responsibility for ditch maintenance should also be sent to Roe Farm. 64. Grass cutting contract -Clarification of contract as discussed at last meeting. -The Clerk confirmed that the contractor had been reminded that cutting should be increased to every 3 weeks during the growing season. 65. Pocket park -Update re risk assessments Cllr Biggs -It was agreed that the Clerk would try to obtain some sample assessments for the working party to use as a starting point. 28

7 66. Speed gathering devices -Update from Clerk -The Clerk advised that the device would cost 450 for a 2-week hire period plus the carriage costs. It was agreed that this should be installed as soon as possible. 67. Community Governance Review -Request from Brafield-On-the-Green PC to tidy up boundary but no specific suggestions as to where this would be. -It was agreed that further detail needed to be provided for any consideration to be given to this suggestion. 68. Hedge 68 Station Rd Cllr Scott -To consider contacting owner -It was agreed that a letter be sent to the residents requesting that they cutback the hedge that is causing an obstruction to the pavement. -It was also reported that the hedge at 50 Station Rd was also obstructing the footpath, it was agreed a letter should also be sent to the residents. -It was also reported that a tree was overhanging the corner of Nene Rise / Station Rd, it was agreed that this would be reported through street doctor. (Cllr Grubb to clarify exact location). & Cllr Grubb 69. Correspondence Issued S Mann Highways re issues raised last meeting reply received 8/6/17 An response had been received which had advised that the surface dressing on the Billing Road had failed due to the weather, it would be repaired at the contractor s expense. Further investigation was required about the Station Rd. road closure. Residents 2 Rd re speeding 70. Information for the Chairman (no legal decision can be made on this information) -Cllr Packer reported that the cherry tree outside 18 The Piece needed cutting back as it was overhanging The parking space & that the lime tree outside 48 York Avenue was obscuring the view on the junction. It was agreed that the Clerk would report these. -Cllr Usher reported that there were several Jewson skip bags dumped in and a further one on Rd. Clerk to report. 72.
