1 1010 SIDDINGTON PARISH COUNCIL DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE MEETING ROOM AT THE VILLAGE HALL AT 7.30PM ON TUESDAY 10 TH MAY 2018 PRESENT Cllr J Hall (Chair), Cllr N Selby (Vice-Chair), Cllr N Deller, Cllr J Hayward, Cllr E Jones, Cllr A Painter, Cllr M Painter, Cllr A Prosser, Cllr A Pugh, Cllr M Turner and Cllr A Wagstaff.. Cllr S Parsons (GCC/CDC) (from 7.40pm) and Clerk of the Council R Cowley were also present. 1 ELECTION OF CHAIRMAN OF THE PARISH COUNCIL Cllr Hall had previously indicated that he would not be standing for re-election. Cllr Hall proposed Cllr Hayward as Chairman. This was seconded by Cllr Turner and the Parish council was all in favour. Cllr Hayward then chaired the rest of the meeting. 2 ELECTION OF VICE-CHAIRMAN OF THE PARISH COUNCIL Cllr Deller proposed Cllr Selby for Vice-Chairman. This was seconded by Cllr Wagstaff and the Parish Council was all in favour. 3- APOLOGIES There were no apologies for absence. 4 - MINUTES OF THE PARISH COUNCIL MEETING ON 10 TH APRIL 2018 The minutes of the previous Parish Council were unanimously approved as being a true record. Cllr Parsons joined the meeting at this point. 5 MATTERS ARISING FROM THE MINUTES NOT DEALT WITH ELSEWHERE ON THE AGENDA There were no matters arising. 6 CLERK S REPORT The Clerk had no report to make as matters were covered elsewhere on the agenda. 7- POLICE REPORT FOR SIDDINGTON AREA Date 3 rd MAY 2018 Produced by: PC 2221 DAVIS Summary This report covers the period of 1 st April 2018 to 30 th April During this period there were 4 crimes. 2 1011 A Siddington woman arrested yesterday for striking PC Deb Coop has been charged with assault and bailed to appear at court in next month. All residents are welcome to attend. Cllr Hall confirmed that he would be carrying out the monthly inspections of the equipment. Cllr Deller would be meeting with Gill Portlock of Amey to look at positioned of directional signs. Cllr Hayward thanked Cllr Deller for all his hard work in arranging the set-up of the new defibrillator. 9 - OUTSTANDING ISSUES LIST Removal of grass island on Church Avenue ongoing. Cllr Parsons indicated that he may be able to assist with funding. Pursue new village signs. Cllr Hall reported that he and the Clerk had met with Richard Gray of Highways to look at locations for the village gateways signs under to 50/50 Community Scheme. The Ashton Road entrance would have two new signs, Park Way would have one, and Siddington Road would have one (with the hedge trimmed back to make space). Richard Gray would forward designs and specifications in due course. Wall between 1 Empire Villas and the junction with Church Avenue ongoing. It was noted that although the Clerk had written to Bathurst Estate some time ago, no action had been taken. The Clerk would take photos and Cllr Hayward would write to the Bathurst Estate, pointing out the dangers to pedestrians HIGHWAYS, FOOTPATHS & HEDGES (GCC ref nos) Replacement of missing Siddington school sign ongoing Clear drain at the railway bridge stanchions on Ashton Road. Richard Gray of Highways was pursuing this with Highways England as it was believed the Historic Railways Estate or Network Rail, as successors to British Rail, remained liable for the upkeep of the drains and tanks. Ongoing Drain area on Park Way opposite The Twenties regularly blocked during heavy rain. Still flooding during heavy rain. Ongoing Faded weight limit sign at Park Way / Ashton Road junction ongoing. Handrail on steps leading from Upper Siddington bridge to canal still missing Cllr Hayward was arranging repairs.

3 11 - PLANNING Footpath from Spire View to canal towpath The Clerk reported that the new footpath surface would be laid during better weather. Cllr Parsons reported that he would be meeting on site with Mike Barton of Public Rights Of Way (PROW), and would also be looking at the footpath from the Coach Road to Love Lane The Parish Council considered planning applications received by Cotswold District Council to 2 nd May /01456/TPO 06/00057/TPO Applicant: Mr Webb, c/o agent Alasdair Jeffrey, AJ Arborists Limited, 4 The Approach, Aldsworth, Cheltenham, GL54 3QU Proposal: T1 - Beech tree - perform approx. 2m overall crown reduction. Reduction needed to reduce tension on cable brace and clearance from the house at Coach House, Fraziers Folly, Siddington, GL7 6HR Consultation expiry date: 15 th May 2018 No objection. The Parish Council noted planning decisions of Cotswold District Council to 2 nd May /00414/FUL CT.0692/S Rear single storey extension at Wynarth, Siddington Road, GL7 1PE. Application permitted. Cllr Parsons reported that CDC planning enforcement were checking whether the new dwelling at Siddington Fields had been mislocated PLAYING FIELD/FOOTBALL CLUB/GRASS-CUTTING The Clerk reported that Siddington FC and Chesterton FC had been asked to provide a joint proposal for shared use of the pitch and clubhouse at the playing field but nothing had been received. Although the playing field would not be suitable for cricket matches, Siddington Cricket may wish to install practice nets in the future, although they were currently using others elsewhere FINANCE The monthly schedule of cheques for May had been circulated with the agenda. The cheque totals were: R Cowley Expenses (phone bill & stationery) Siddington Village Hall Room hire Playsafety Ltd Playground inspection J A Gardiner Internal audit F Lovatt Grass-cutting Siddington Village News - Grant H Carter Playing Field grass-cutting 1477 R Cowley Clerk s salary (May) It was also noted that the first tranche of the precept had been received from CDC amounting to 17, The Clerk presented the monthly spreadsheet showing expenditure compared with budgets, and the accounts statement.

4 1013 The Clerk presented the annual internal audit and the annual return, which the Parish Council unanimously approved, and which was signed by the Chair and the Clerk. The Clerk would now submit this to external auditor. 14 STANDING ORDERS The Parish Council unanimously approved and adopted the new Model Standing Orders as provided by the National Association of Local Councils (NALC) CORRESPONDENCE F= Finance H= Highways P=Planning PF=Playing Field PC=Parish Council H 1 response from Richard Gray of Highways regarding potholes in Siddington. PC 2 Revised Model Standing Orders provided by NALC for approval and adoption. PC 3 Confirmation from Bathurst Estate of direct debit arrangements for payment of playing field rent from H 4 Copy correspondence between Richard Gray of Highways and Network rail regarding flooding by the old railway bridge. PC 5 Salary scales from 1 st April 2018 provided by NALC. The Parish Council unanimously approved the Clerk s position on the new scale rates with effect from 1 st April The Clerk would advise the payroll service. PC 6 Letter from HMRC requesting that PAYE be paid by direct debit rather than by cheque. As paying by cheque remained an option, the Parish Council agreed to continue to use this method for the time being. PC 7 Update on GDPR from NALC/GAPTC. H 8 from Richard Gray of Highways regarding new village gateway/speed signs. PF 9 RoSPA playground inspection report. It was agreed to budget for replacement of the toddler swings in PC 10 Quote from Bob Berry for paving bus stop area on Ashton Road. The Parish Council unanimously approved the quote and the Clerk would ask Bob to proceed. PC 11 Training opportunity Being A Better Councillor from GAPTC. PC 12 CPRE magazine Countryside Voice.

5 COUNCILLORS REPORTS Cllr Selby reported that he had forwarded his notes on preparing for the c106 negotiations for the Chesterton development to CDC officers and had offered his assistance in liaison with Cllr Nicholas Parsons at CDC. The Parish Council agreed that Cllr Selby should continue in this role on behalf of the Parish Council. Cllr Mrs Painter expressed her thanks to Cllr Hall for his time as Chairman, and the Parish Council was in full agreement. Cllr Painter, Cllr Mrs Painter and Cllr Prosser left the meeting at this point for a prior engagement. Cllr Parsons reported that The USAF were expanding the bird-strike area round the Fairford base. As the lakes created by gravel extraction attract birds, future gravel extraction might be affected. Hoburne Cotswold had submitted two planning applications for 92 static caravans each South Cerney. The Clerk would forward details to the Chairman. Cllr Jones reported that some of the whips in the nature area had lost their bamboo canes. The Clerk would purchase replacements PUBLIC QUESTION TIME There were no members of the public present. There being no further business, the Chairman thanked members for attending, and the meeting closed at 8.50pm.
