1 LAKE HAUTO CLUB NEWSLETTER SPRING 2012 Editor: Kim Thomas PRESIDENT S MESSAGE By Kenneth Snyder Winter is nearly over and it was a good winter for the Club. When we had that snow in October, I thought that it was a sign that we had a bad winter in front of us. Having no snow has helped the budget. I realize that no snow is good for us but bad for the commercial people that plow. The board is working on a lot of projects as you see in this newsletter. We are keeping our eye on the budget at all times. We had an excess of $62, from last year s budget with very careful spending. The board decided to put the money to good use. $14,000 went to paying the truck off, $15,000 went to roads, $10,000 went to fix the back hoe, $20,000 was for a capital improvement fund and $3,000 went toward improvements at Eastwood Beach. The board has been investigating whether we should fix our back hoe or purchase another one. We had two different large equipment companies look at the current back hoe and it was decided that we would replace the one we have. We put a lot of money into this back hoe, and to repair it this time, it would cost over $7,000. The board considered whether to purchase a small backhoe or a large one. They even looked at not buying any backhoe and instead rent a piece of equipment when we need one. It was decided to buy a smaller back hoe for the work that we do. The back hoe was delivered on March 13 and we paid cash from the reserve account that was designated for back hoe repair. We sent out bid packages for three roads to ten black topping companies. We will soon be walking the roads with the companies that are interested. The roads we are bidding are White Oak Road from the lake over Hemlock and White Oak Roads and stop at Hemlock Road, from Hemlock to Laurel Terrace, and Spruce Terrace if we get the pipe under the road. Of course we will only pave the roads we have the money for. There was a $ assessment for roads. This board keeps the road assessment money in a separate account so all the road money is used for roads. In the budget there is currently $10,000 added to roads and we have $60,000 from last year s assessment. With each assessment we will normally get $60,000. The total for roads is $130,000. The estimate we have received is $125,000 for the roads we have scheduled. When we get the bids back, we will have the exact number. Three board members have reviewed all the roads in Lake Hauto and have established a 3 year plan, which Jamie Kane will explain later in this newsletter. The large amount of patching of the roads last year held up because of the good winter we had. We will be doing spot patching early this year. We have completed the engineering plans for Spruce Terrace as Lake Hauto would want to do the drainage. The request came from a member that wants it done their way and has threatened to file a law suit if we do not review the drainage. Overall, we have kept the attorney fees very low, but if members file law suits, they should know that they are ultimately suing themselves. The board has the responsibility to look at the entire picture and not just one road. Everyone must realize that what we do on the upper roads will affect the lower roads and eventually all the water ends up in the lake. To update you after last summer s storm damage, the green belts are not entirely cleared of debris and we have exhausted every effort to get them clean at no cost. The board will be taking bids to complete the clean up or establish a schedule for our maintenance crew to complete the cleanup. Again I would ask all members to clean up your own lots. As a result of the storm last year, we lost the fence around the Oakwood court. Presently we have a bid for board approval to replace the damaged portion and not the entire fence. Our employees are going to take down the damaged fence in an effort to save cost. We are currently working on upgrading the beaches. Crescent Beach will be done first. The contract has been signed for the work that will be done. If you would like to see the plans of what is going to be done, there are drawings in the office for you to view. We are changing from the metal picnic tables to all wood. We have finished 32 tables and will keep building until we replace them all. Our maintenance crew is building them. If you go down to the beach you will find some of the new tables. They are stronger and easier to maintain. All pavilions at the recreational areas now have rain gutters which will stop some of the wash out surrounding them and control the water that comes off the roofs. We will have security this year. It will be the same schedule as last year and is within our budget. The company will be Jim Henry Security. There will be some changes in the Fish Derby that LAKE HAUTO CLUB PAGE 1 SPRING 2012

I received a letter from a company that was interested in putting up a cell phone tower on our property. We sent a letter back and we have not received any response to date. I am assuming that it has been determined that we do not have the ideal location. Just a reminder that the date of the Annual Picnic is set for August 11, Jennifer Lavine and Jamie Kane will have more information in this news letter. There was a change in the date of when you have to remove your boat from the Club docks. This year it will be the second weekend in October. We feel that if we have a good September, this will give the members more boating time. The board has spent many hours reviewing our rules. We are about ¾ of the way through them and within the month we will finish reviewing them. There are very few changes. Occasionally we have added a rule, but we feel that every few years the board should review all of the rules because time changes and you have to change with the times. Recently there were two rule changes and one new rule passed. The first rule change Swimming, Section F, #l No person or persons will be permitted to swim more then 42 Ft. offshore. At the Club beaches, swimming will be confined to the designated area. It was passed March 15, 2012 Second rule change - Watercraft #17. No diving and or swimming will be permitted from water craft at any time except from the Breast of the Dam out 75 feet, there will be markers. It was passed March 15, 2012 New rule: Only proper licensed and inspected (where it applies) motor vehicles can be parked on CLUB MEM- BERS properties. It was passed March 15, 2012 We have hired a new employee, Terrance (Terry) Duke. He has the experience that is needed to maintain our community. All in all we are in pretty good shape. We came out of 2011 with an excess amount of money in the budget. We have built a trailer, paid off the red pick-up truck and green dump truck. We are debt free with a little excess money. We have all kind of tools that the employees need and as a result now they have built new fishing docks, a dock/ bridge for Birch Pools to be used by the children for fishing on the island, and built 32 new wooden picnic tables. Gutters have been installed on all pavilions and new roofs have been installed on all buildings. We have installed gutters along the full length of Lake Drive and done extensive patching on all roads. We have held an Easter Egg Hunt, Fishing Derby, and had music at the beaches during the summer. We are currently redoing the Rules and Regulation. There are too many projects and accomplishments to mention in this message. This is the work of your Board of Directors. They spend many hours on various projects and they are now spending even more hours on new projects. I thank the board for all the hard work that they do behind the scenes to make each project successful. HAVE A GREAT AND SAFE SUMMER. Save-the-Date: Saturday, August 11 th, 2012 Our picnic plans are well underway with a Luau Pig Roast theme this year! We are hoping to bring a little Hawaii to Lake Hauto so get your grass skirt or your favorite Hawaiian shirt ready for this annual event. We will continue to meet once a month to iron out all the party planning details so please join us any time you can. We re searching for some interesting raffle prizes and/or any volunteer time the day of the event. 4 DOCKS By Paul Whitley The mild winter we experience has provided our maintenance staff with time to complete some inside work. Last year s severe weather caused damage to some of our docks. These docks have been repaired or replaced and will be ready for spring installation. New fishing docks should also be in place when warmer days arrive. As waterfront property owners already know, building or purchasing a dock does not come cheaply. Floats, hardware, and lumber costs quickly add up. Manpower and a backhoe are required for installation. We must repair or replace some docks annually so we are not hit with a huge bill all at once. Speaking of fishing, Birch Pools Pond will have a floating bridge in place by mid-april which will create easy access to the island. Shoreline brush has been removed. A children s fishing derby is being planned for late April art Birch Pools. The idea for changing the location of the derby is to utilize a location where the fish can be kept in a closed environment. It seems logical to assume that greater fishing success can be expected. The boat docks will remain in place for use until mid-october. The extra time will hopefully result in an extra fishing trip or a boat ride to enjoy some fall foliage. Children s Fishing Derby April 28th At Birch Pools $2.00 per child. Register in the club office Attention Fishermen and Women Opening Day of 2012 trout fishing season is March 31, 2012 at 8:00 a.m. 16 years of age and older must possess a valid fishing license. Lake Hauto Club follows the opening day for Schuylkill county since we are mainly fed by the stream coming from the Schuylkill county end of the lake. For all other rules go to the web site: DOCKS Dock fees are due by March 31, If not paid, you will lose your slip. Slips will be assigned mid April to those on the waiting list. 5 Fish By Jamie Kane Fishing season is again upon us. The fishing club had a meeting recently to determine the best way to create fun for all fisherman and children. We will be stocking the lake this year with trout, blue gills, crappie bass, shiners, and crayfish. The consensus from the fishing club meeting was that we need to reestablish the food chain that help the fish thrive. Good fishing is slowly returning, and we anticipate with the influx of smaller bait fish that we can contribute to a quicker recovery and improved fishing. The children s fishing derby is scheduled for April 28, 2012 at Birch Pools. With the help of volunteers, the shoreline at Birch Pools has been cleared and clean of all debris. A bridge is being constructed so that there is access all around the pond. The derby will be broken into 2 groups this year with a three fish limit. Children ages 2-9 will fish from 9:00 to 11:00. Children ages will fish from 11:00 to 1:00. Fishing in Birch Pools pond will be restricted to only children under 15 from April 28-May 5, Fishing at Birch Pools is open to all Lake Hauto residents May 6 th, Please limit your trout to three per day. 6 Roads By Jamie Kane We had an exceptionally mild winter and the roads are in pretty good shape. With the collaboration of the board, we spent some considerable time and did a comprehensive road survey. We rated roads for repaving and notated issues that we believe to be detrimental to the life of the roads. The purpose of our road survey was to develop a 3-5 year road program that will hopefully give visibility and an understanding of the current Lake Hauto board direction. The 2012 road paving project is out for bid on three roads; White Oak, part of Hemlock, and Spruce Terrace. The 2013 Road program is slated to be used for Deer Trail Lane. We have also allocated money to perform more milling and repaving of bad spots this year. We will eventually get caught up if we continue on our current course. 8 Recreation Happenings: Youth Basketball Camp - We are currently accepting ages 5-14 years to learn the basic skills of the game. This camp will be held in late June to mid August on Monday and/or Wednesday mornings. We hope to divide the campers into two groups of one-hour sessions each. We would also like to welcome current high school ball players as assistant instructors for the camp (volunteer time may be used as community service hours). ----Any interested persons may tvec@ptd.net ---- We encourage sports instructors to collaborate with our committee to arrange camps for other sports, such as soccer, baseball, tennis, etc. Please contact Kim at the office if you are interested. LHC Kids Club Hauto native Megan (Watkins) DeAngelo has graciously volunteered her time to run a craft program at the beach this summer. We are accepting ages 5-12 years and will be starting sessions in mid June. We would like to schedule two, one-hour sessions possibly during swim lessons. More information will be provided as we get closer to June. Excuse our construction Playgrounds, beaches, and picnic areas will be getting a little face-lift this spring. These updates will address sloped areas to make them safer with terracing and steps while slowing down the erosion of playground mulch and beach sand. Gutters and downspouts on our pavilions will route water to drainage areas to prevent the overflow of water into pavilion areas. Large rocks have been relocated to the Crescent beach area for some of our earliest plans to get started shortly. You ll also notice many new picnic tables constructed by our maintenance staff. Thank you to Bill Schmidt and Willy (last name & new hire) for all of your hard work. They look great! In closing, Oakwood s basketball court was hit hard by the July storm. We will be clearing debris & fencing to make an area for possibly skate hockey or skateboarding in the future. We are looking to purchase some new play equipment to replace some of our more aged pieces. RULE CHANGES From the Board of Directors meeting on March 15, 2012 The following are new rules that will become effective 30 days from the date of this posting unless there is a written objection by 20% of the membership. RULE CHANGES F. SWIMMING Old rule: 1. No person or persons will be permitted to swim more than 150 feet offshore. At the Club beaches, swimming will be confined to the designated area. New rule 1. No person or persons will be permitted to swim more than 42 feet offshore. At the Club beaches, swimming will be confined to the designated areas. B. WATERCRAFT Old rule: 17. No diving and/or swimming will be permitted from watercraft at any time beyond 150 feet from the shoreline of the lake. New rule: 17. No diving and /or swimming will be permitted from watercraft at any time except from the breast of the dam out 75 feet. There will be markers for the area. 11 IMPORTANT It is a Lake Hauto Rule that all pets must be on a leash. Along with this, the Lake Hauto Club is asking you to curb your pets and pick up after them. It is not fair to the other members and is simple common courtesy. The other members should not have to clean up after your pet. We live in the woods; however, this inconsiderate behavior will not be tolerated. Thank you for cooperating! ATV Courtesy: 1. Please watch your speed when riding on the paths so as not to tear them up. 2. Always yield to pedestrian traffic. 3. Please yield to motor vehicle traffic, especially on Lake Drive. 4. 12 Lake Hauto Club 2013 Calendar by the Beautification Committee With the success of our 2012 Calendar sale, the Lake Hauto Beautification Committee has decided to create a 2013 Calendar using digital photos submitted by Lake Hauto club members. We are still working out the dynamics for this project, but if you are interested in participating, please us at lakehautobeautification@mail.com so that we can create a participants list. With this list we can contact you with details and photo submission dates. Thanks for all your support in The Lake Hauto Beautification Committee Use fertilizers and pesticides sparingly - if at all - and follow package directions carefully when determining how much of a product to use. Landscape using native plants. Natives require less fertilizer and fewer pesticides to look their best. Remember that all storm drains and canals eventually drain into the lake. Never dispose of unwanted household chemicals, waste oil, fuels, lawn and yard debris, or any hazardous material in a storm drain. Recreational Vehicles 1. Operators and occupants MUST display current rec tags. 2. Operating hours are from 9:00 AM to 8:00 PM 7 days a week 365 days a year. 3. Operators of recreation vehicles shall be sixteen years of age and possess a valid driver s license. ****Look in the Rules & Regulations for the complete list of rules. Permits are needed for the following: Building Permit for new home $ Road Opening Fee $ Building Permit for an addition $ Building Permit for landscaping or deck $25.00 Building Permit for a shed $25.00 Tree Permit Shed Guidelines $10.00 per tree Let it first be stated that unattached sheds are in violation of our deed restrictions. However, as unattached sheds increase in number, the board has addressed this problem by setting guidelines for unattached sheds. Therefore, the board has adopted the policy that they will not issue citations for this deed restriction violation as long as the following standards are met: 1. A Building Permit is applied and paid for, including the submission of a site plan and obtaining a site inspection. The shed fee at this time is $ The shed size must be no greater than 12 feet wide, 14 feet long and 12 feet high. 3. No concrete or masonry foundation, floor or pillars. This is to be a temporary structure, not a permanent one. 4. The shed must be of wood construction. No plastic, metal, tarps (tent-like structures), Quonset huts, metal storage buildings, unlicensed mobile homes or trailers, truck bodies, unused automobiles or boxes are permitted. 5. The shed must be located at the back of the house (away form the street) and abide by all of the building setback regulations currently in effect dealing with adjacent lots. 6. The shed color(s) must be subdued, natural and blend in with the surroundings so as to not stand out. 7. All neighbors on adjoining lots agree with the design and placement of the shed. 13 Building Plans By Chester Gangaware Building permit application delays are due to incomplete information when the application is submitted. Some common areas of incomplete information are: 1. Completed site plan see attached : Key areas to include are the lot dimensions, size of the building and where the building will be in respect to any existing building and the property lines. Keep all setbacks. 2. Elevations of the building/structure. Front, rear and side views of the structure to be built and where it will be attached to any existing structure if it is an addition. 3. Contractor insurance. If the contractor has not done work in the Lake before they must submit a copy of liability insurance. Just ask the contractor. If they have done work before get a copy of the Contractor Liability Insurance. 4. You must also get a permit from the Township or Borough. Township or Borough permits do not replace the need for a Lake Hauto permit. Reminders The Board of Directors would like to clarify a policy that Commercial vehicles are not permitted to park in any of the club parking lots or on any greenbelt areas. This also includes no parking in the parking lot of the Community Center. Any vehicles found on club owned property will be subject to fines imposed on the member. All contractors need to register with the club office and obtain a permit from the club. They will have to supply the office with a copy of their liability insurance. BOAT RULES: In case you are considering purchasing a new watercraft, the rules are as follows: a) The length of all Inboard/Outboard (I/O) watercraft only must be 20 foot or under with no greater than a 4.3 Liter engine. b) The outboard watercrafts must be less than 19 feet and have engines of four cylinders or less. c) Personal watercraft engines are limited to 135 horsepower or less. d) Pontoon boats will be 20 feet or less and have motor of four cylinders or less. Pontoon boats are measured by deck size. e) Power watercraft registered and operated on Lake Hauto prior to 1975 are excluded. That includes leaves, tree limbs, and grass clippings. NOT PERMITTED: tires, concrete, stumps, railroad ties, garbage or tree trunks.
