1 MINUTES OF A MEETING OF ASHLEY GREEN PARISH COUNCIL HELD ON 23 rd July 2014 AT THE OLD SCHOOL, ASHLEY GREEN AT 8.00PM Present: Councillors Axon (Chairman) (JA), Tucker (Vice Chairman) (RT), Hollylee (JH) Watts (RW), Trickett (JT), Watkins (GW), Ship (JS), B Pomells (Clerk) (BP) Residents and Visitors: M Smith (Ashley Green resident), M Lister (South Central Ambulance Service) Presentation from Mark Lister Ambulance Service - re Public Access Heart Defibrillators. Mark confirmed that the Ambulance Service was trying to develop Community First Responders throughout its area in addition to making defibrillators available in nearby public places and they were looking for local volunteers by visiting all Parish Councils. Volunteers would be trained by Mark Lister, on a two day course run at an ambulance station (or could be held within the village if there was a good number of volunteers). There is no charge for the training which is supported by the Ambulance Service. There is a cost for purchasing the defibrillator kit which is approximately 2,000. The kit includes a gps location device, defibrillator and first aid essentials. The Parish Council concluded that it would need at least two kits, one for each village, if speedy local response was to be effective to heart attack victims in the Parish. Possible venues for siting the equipment were The Golden Eagle in Ashley Green and Coronation Hall, Whelpley Hill (to be discussed further). Cllrs JT from Ashley Green and JS from Whelpley Hill put their names forward as volunteers. ACTION: Posters to be advertised in noticeboards and leaflets to be distributed. Names to be collated and training booked Meeting commenced at 8.25pm 1. Apologies CCllr M Shaw, DCllr A Garth 2. Declarations of interest in matters to be discussed None 3. Minutes of previous meeting and matters arising (3.1) Minutes of previous meeting on 14 th May 2014 were signed as a correct record. (3.2) Matters arising Cllr JA discussed hedge cutting with a local contractor and also flailing along Hog Lane to make a footpath possible.the contractor quoted about 35ph to undertake the work. Other areas for hedging action, as well as upper parts of Hog Lane, were to be advised. Parish Warden contract was ed to Cllrs JA and RT. Item 5.1b Accounts were completed, had been signed by JA and Clerk, and sent to Mazars. Item 7.2 The next Highways meeting was scheduled for Friday 19 th September. TfB have had another reshuffle of staff and duties and the Parish has lost Paul Snell (recently appointed Local Area Technician),who has been replaced by Rusty who was the Office LAT. The position for an Office LAT to cover the AG & WH area is currently vacant. Items 8 Planning updates were by Cllr RT on 9 th July. Item 9.1a Clerk had ed Nora Maw s details to Cllr JH. 1

2 Item 9.3 following JA s to David Stowe, he contacted the Clerk about siting the new notice boards but had not given a definitive approval. Item 9.4 It was unclear if Dacorumbe contacted by Cllr RT re Mr Webb s portacabins and illegal building at Two Fields Farm, WH. Item 12 JA confirmed that the Mash family owned the former football pitch in the layby along A416 Chesham Road. The land is currently under discussions for sale. 4. Finance and Official Business (4.1) Current Finance: Clerk/RFO s report & cheques for signature The current position was noted, and deemed satisfactory 5. Countryside (5.1) Update a) Parish Map update Cllr JA confirmed that substantial further changes had been made to the footpath map. All the points raised by a resident were incorporated which therefore increased the approximate cost from the original estimatec 400 to an amount of 800. Cllr JA asked for approval to spend this additional sum of money, which was agreed. Cllr JA confirmed that he was very pleased with the final draft of the map. Cllr RW reminded Cllr JA that the Community Association had offered to assist with the costs of the footpath map. b) Proposed footpath changes at Flamstead Farm The owners at Flamstead Farm would like to change footpath 2B and had offered to fence and redirect the footpath so that it did not run through their property. Cllr JA stated that there had been a spate of burglaries in/around the village and he had no objections to the proposal from the owners of Flamstead Farm given the undertakings made in their proposal. ACTION: Cllr JA to contact Bucks RoW c) Two Dells Lane Cllr JA has had a couple of informal talks with resident Mark Broschomb, who had confirmed that he was prepared to assist with clearing along Two Dells Lane in August to create a proper footpath. He will provide the machinery and manpower and was asking the Parish Council to pay his men for their time. ACTION: Approved in principle and Cllr JA to contact MB to confirm details. 6. LAF and Highways (6.1) LAF Meeting Meeting had been attended by Cllrs RT and JS. The meeting was poorly attended. Local priority budgets were glossed over and decisions re spending seemed to be already decided. (6.2) Highways Cllrs JA, JT and Clerk were due to meet with Transport for Bucks on Friday 19 th September when a review of priorities would be undertaken following completion of the bulk of summer road maintenance No road markings were reported at Northchurch Lane j/w John s Lane (at top of Pancake Wood) ACTION: Clerk to contact TfB 2

He confirmed that no planning permission has been sought for the extension built. ACTION: Clerk to draft letters to both the Enforcement Team and Paradigm Housing. Cllr RT to forward contact details to Clerk 8. Village matters: (8.1) Parish items and update: a) Allotments JH Cllr JH had cleared the paths with the strimmer but stated it would need to be done again before the end of the summer. ACTION: Cllr JA to forward Nora Maw s telephone number again to JH b) Cllr RW asked that when FISCO cut the grass in AG the area behind the Memorial Hall be included to allow the doors to the rear of the hall to be kept clear. ACTION: Clerk to contact Andrew Devoy at FISCO 3

4 (8.2) Parish Warden: a) Report Ashley Green Playground No report was received from the Parish Warden. Outstanding jobs to be dealt with were:- - Staining of Wellhouse - Installing the new noticeboards at AG near the Glebe and at Coronation Hall, WH. - Assistance with clearing the new path along Two Dells Lane - Works to the playground at Ashley Green full breakdown of costings required ACTION: Clerk to contact Parish Warden (8.3) Ashley Green - JT Cllrs JH and JT had met with PCSO Andy Petrowski regarding the parking issue at Snowhill Cottages and also the fact that drivers were reported speeding within the cul de sac ACTION: Signage Caution beware children needed. Resident M Smith had managed to find 5 lamposts in the Parish, to see if they could be upgraded at less than the quoted high cost of changing to LED lamps. Proposed closure of the Recycling Centre in the layby along A416 - Difference of opinion from Councillors was noted. Residents nearest to the centre do not want it but Cllr JA said he was worried about rubbish being dumped elsewhere. There is also recycling at the pub but concern that if this became official the landlords might object. If the recycling area were to stay, it has been suggested that CCTV be installed, but again it was arguable as to how effective this would be in deterring trade waste. (8.4) Whelpley Hill RT Cllr RT stated that the bus service to Whelpley Hill was effectivelynon existent - Red Rose bus service no longer served the village and the Arriva service was inadequate. ACTION: CCllr MS to follow up Former War Memorial at Whelpley Hill it was possible that a wooden plaque be mounted at the Coronation Hall. Cllr JA was happy to fund 50% of the cost in conjunction with the Church. All names of the dead from WW1 and WW2 from the parish were recorded in St John s Church and on the refurbished War Memorial outside the Church. The advertised Motor Racing experience at Bovingdon on the runway. Bovingdon Action Group were leading the fight to prevent this enterprise on ground of disturbance and noise The case was going to planning appeal and a meeting was to be held in September by Dacorum Council. Recent Open Gardens event at WH had raised approximately Website Clerk reported she was experiencing problems uploading documents to the website. 10. 5 11. Any Other Business Nominations sought for replacement of Parish Members to the Chilterns Area of Outstanding Natural Beauty Conservation Board no opinions from Councillors. Devolution of Services Councillors noted that under current proposals and funding devolution of services could not bring benefit to this parish, the amounts of money on offer for the work expected to be done were simply too small.
