Main Report 2 3 On 2 June 2009 the Pentlands Neighbourhood Partnership considered the attached report by the Chair of Firrhill Community Council providing feedback from the Stakeholders Day organised by the Community Council to gather opinions and ideas on the progression of the Colinton Mains Park and Pavilion project. The stakeholders had been provided with three options for discussion on the future of the pavilion, as detailed in paragraph 4 of the attached report. Option 3 was selected by the stakeholders as the best way forward. Decision 4 The Partnership agreed: a) To note the presentation on feedback from the Colinton Mains Park and Pavilion Stakeholders Day. b) To recognise the work of Craig Cunningham, Senior Sports Officer, and colleagues in working with the local community and partner agencies to take forward proposals for the park and pavilion c) To condemn the failure of the Council to obtain all sums due from the developer, Applecross, towards the Colinton Mains Park and Pavilion project.

2 d) To request the Director of City Development to obtain updates on progress made in collection of sums due from the Applecross receiver, PricewaterhouseCoopers, and to report back to the Neighbourhood Partners hip. e) To refer the Partnership s decision to the Council meeting on 25 June 2009 for information. Recommendation 5 That the Council notes the decision of the Pentlands Neighbourhood Partners hip. 3 1 PENTLANDS NEIGHBOURHOOD PARTN E RS H I P Item no Report no Appendix Colinton Mains Park & Pavilion Update Pentlands Neighbourhood Partnership 2 June 2009 Purpose of report 1 This report informs the Partnership of the decision made at the Stakeholder Meeting of 14 May for the Colinton Mains Pavilion. Main report 2 Oxgangs Neighbourhood Centre created the Twin Project eight years ago sourcing funding (f30,ooo) for two feasibility studies and a proposed f2 million to build a new pavilion. Since then there has been much change in both council and financial structures. The existing Pavilion is not fit for purpose and does not meet Health & Safety criteria. In the interim local teams and residents have been displaced to facilities at Meggetland and Sighthill. The Park pitches are complete but cannot be used to their full potential until there are changing rooms. 3 AC Oxgangs Football Club have 17 teams aged 5yrs-I9yrs, Firrhill High School and St Marks Primary School all access the park and the Jake Kane Centre manage pitches for city wide users. There is also a demand for Girls football, but this is out of the question with the present facilities. 4 Three options were provided to the meeting for discussion. 4.1 Option 1: A new stand alone building with six changing rooms, male and female toilets, small server and a general purpose/community room. This option has been costed at f 1.4 million. 4.2 Option 2: Keep use of the existing building. This would involve a major overhaul and refurbishment with four changing rooms costing f 600, Option 3: As Option 2, but including an extension of the building to include a further two changing rooms, giving six in total, toilets and a general purpose/community room. This is costed at f 1 million. 1

4 It was suggested that if a new build was the chosen option, the old pavilion could be sold off to ED1 to manage as workshops, etc. However there are workshops being built as part of Phase 2 of the Dunedin Canmore development (completion 2010). All present agreed that a new build would be the preferred option. Crucially, though, there is not enough money presently for Option 1. It might be possible to tap into other funding, but sourcing funding, completing applications and going through the bidding process, requires people able and willing to do this, and can take months, whereas this project is now time critical. It was confirmed that if the old pavilion is refurbished football teams will be provided with portakabins and the large existing bothy can be used for storage. The bowling club will also be provided with a portakabin for storage and their electricity meter re-sited. The initial vote was tied. A second vote resulted in 8:6 in favour of Option 3. A report must now be submitted to the Culture & Leisure committee in June 2009 for approval. It is hoped that after due process this project will commence early F i nanci al I m pl icat io ns 9 There is f 200,000 ring fenced from Applecross, the Meggetland developers, available for the Pavilion. Sport Scotland have approved funding of f50,000 per changing room maximum f 300, I1 The City of Edinburgh Council has a city-wide Parks & Pavilion budget of f 1.2 million. Of this, f 750,000 is earmarked for pavilions. It should be noted this budget is for capital costs only and does not cover running costs. The combination of the three funding streams gives a potential total off 1.25 million. It should noted that although Colinton Mains is a priority it is unlikely that CEC would agree to the whole f750,000 pavilion budget being allocated to one project. Environmental Impact 12 The refurbishment of the Pavilion will result in more and better use being made of the Park.
