Flack which had been referred front Council on 19th April 1988 for consideration: "That Rochford District Council joins with the Sourhend Community Health Council in wholeheartedly supporting the following all Party Early Day Motions on the Health Service which have been tabled in Westminster: 1. This House calls on U.N. Government to fund all MRS pay increases in full. 2. This House calls on U.N. Government to provide sufficient funds to cover increased cost of drugs to the MRS and other essential supplies. 3. This House calls on U.N. Government to provide the MRS with the additional 2% recommended by the Select Committee on Social Services as necessary to meet increasing numbers of aged, new Government initiatives and new medical advances. 4. This House calls on H.M. Government to give the Ni-S an extra lp in the pound from basic rate ncome Tax or an extra 1 a week in National nsurance. 5. This House calls on H.M. Government to appoint a Royal Commission to investigate the needs of the NJTS and inequalities of provision in different part of the country."

33 Health and Housing Services n considering the Motion the point was made that the latest pay increase would be fully funded by the Government. The problems of funding and inequality of treatment were seen as stemming from a need to improve the efficiency of the NTS rather than a lack of resources. Responsibility for that matter rested with Central Government and it was being actively progressed at that level. On a show of hands the Motion was declared LOST. RECOMMENDED That no action be taken upon this Motion. (929) 223. AUTHORTY TO SSUE NOTCE OF SEEKNG POSSESSON (Minute 30/87) - The Chief Executive reported that the arrangements whereby authority to issue Notice of Seeking Possession was delegated to the Director of Health - and Housing and the Principal Assistant (Housing) needed to be revised in consequence of the restructuring following the retirement of that Director. Members noted that the job title of the Principal Assistant (Housing) had been changed to Chief Housing Manager and a new appointment of Housing Manager had been made. The post holder, who was due to commence on 6th June would be required as part of his normal duties to issue Notices of Seeking Possession in accordance with Council policy and legislative requirements. RECOMMENDED That the Council delegate authority to issue Notice of Seeking Possession to the Chief Housing Manager and the Housing Manager. (196) (CE) 224. FRE SAFETY AND SAFETY OF PLACES OF SPORT ACT PART V The Secretary to the Council reported that the Secretary of State for Home Affairs had made an Order which would bring into force on 1st June 1988 Part V of the Fire Safety and Safety of Places of Sport Act 1987, thereby implementing the proposals made by the Popplewell nquiry following the disastrous fire at Valley Parade Football. Ground, Bradford in 1985, Members noted that the part of the Local Government (Miscellaneous Provisions) Act 1982 which dealt with Public Entertainments Licensing would be amended to provide for licensing by Local Authorities of premises used for sporting events to which the public were invited as spectators, the practical effect of that amendment and that the Act also made provision for variation of the conditions attached to a Public Entertainments Licence issued under a Local Government (Miscellaneous Provisions) Act A Member expressed concern at the level of charge for a first grant of Licence, which could adversely affect charitable events and it was agreed that this point would be clarified. RECOMMENDED (1) That the Head of Environmental Services be authorised to carry out inspections and visits and to make recommendations upon the issue of Licences for premises in which sporting events licensable under the 1987 Act are held. (2) That the Secretary to the Council be authorised to issue Licences under the 1987 Act on the recommendation of the Bead of Environmental Services

HEARTBEAT AWARD SCHEME The Council considered a report of the Head of Environmental Services on the Heartbeat Award Scheme which had been devised by the Health Education Authority in conjunction with the nstitute of Environmental Health S Officers with the aim of improving public awareness of those factors which W adversely affected coronary health and detailing proposals for the implementation of a local scheme by the Council. RECOMMENDED That the Heartbeat Award Scheme he implemented.(31991)(hes) 226. HOUSNG ACT 1985 GRANT AD FOR GROUP HOMES FOR THE DSABLED The Head of Environmental Services reported that an enquiry had been received from the MENCAP Homes Foundation whether adaptation works at properties used as group homes for the disabled under the 'Care in the Community' initiative would attract house renovation grant aid. Members noted that the Housing Act 1985 empowered Local Authorities to pay house renovation grants for adaptations needed to make a dwelling suitable for the accommodation, welfare or employment of a disabled person, eligible works being assessed having regard to the recommendations of the Social Services Authority. t was anticipated that demand for this type of grant aid would be satisif led by the provision for mprovement grants in the 1988/89 capital programme. Resolved that applications for grants be invited for works of adaptation to dwellings for group homes for the disabled. (191)(HES) 227. HOUSNG ACT 1985 UNFT HOUSE ND}JRST THE DRVE, RAYLEGH (Minute 316/86) The Head of Environmental Services reported on this property which had been found unfit for human habitation in 1986 but sold to the present owners in August 1987 without any of the works accepted by the Council for completion by February 1988 having commenced. The new owner had now submitted a revised schedule of work and drawings to repair and improve the property and had obtained planning permission. The Head of Environmental Services tas sarisified that the proposed scheme would render the property fit for human habitation

35 Health and HousingServices Members noted that the Housing Act 1985, Section 265 required that where an undertaking had been accepted but the works had not been carried out within the specified period the Council should make a Demolition Order which would normally require demolition within six weeks of the Order becoming operative. Having regard to the proposals submitted by the owner, they considered it entirely reasonable and appropriate to specify a period of twelve months to enable the repairs and improvements to be completed. Resolved (1) that the Council being satisfied that Midhurst, The Drive, Rayleigh has not been rendered fit for human habitation in accordance with the undertaking given on 19th February 1987, make an Order re4uiring demolition of the property within 12 months. (2) that should the work to reconstruct the condemned property be completed to the satisfaction of the Head of Environmental Services within 12 months, the Demolition Order be revoked. CARAVAN STES AND CONTROL OF DEVELOPMENT ACT 1960 RVERSDE TRALER PARK LMTED, WALLASEA SLAND ROCHFORD The Head of Environmental Services reported on a request from the owner of this Caravan Site for two amendments to his Licence. Resolved (1) that Site Licence No.4 be amended as specified in the report, in accordance with the Caravan Sites and Control of Development Act 1960, Section 8. (2) that approval be given to the amendment to the site layout plan and location of roads as specified in the report. (1480)(HES) 229. CARAVAN STE WTLLBRDGE YACHT CL,P00LES LANE, HULLBRDGE The Head of Environmental Services reported that in 1981 the Council issued Caravan Site Licence No.91 to Mr L.S. Ford in respect of 0.4 acres of land at the rear of Sharon, Pooles Lane, Hullbridge and toning part of the site known as Hullbridge Yacht Club. This land had now been sold and an application had been received for consent to be given to the transfer of the Licence to the new owner, H & B Groundwork Contractors Limited to which there were no objections. Resolved that no objections be made to the proposed transfer of Caravan Site Licence No.91 to FL & B Groundwork Contractors Limited. (15392)(HES) 230. CONTRACT PROGRESS REPORT The Committee considered the report of the Head of Environmental Services on the progress of a number of contracts as at 1st May (647)(HES) 231. The Committee discussed the "Fire over England" Armada celebrations (Minute 333/87) in the light of the information that the Rayleigh Mount Local Committee would accept a beacon on that historic site only for the one day celebration the cost of which would be of the order of 1,000, and ratified their earlier decision to proceed with the arrangements MEETNG WTH REPRESENTATVES OF ROCHPORD SPORTS COUNCL The Committee noted the Minutes of the Meeting held on 30th March (701) S37. TURRET HOUSE FARM PROPOSED OPEN SPACE (Minute 171/88) S The Committee considered the joint report of the Secretary to the Council and Director of Development on the proposals for landscaping and fencing this open space thereby preventing the incursion of horseriders from the existing unadopted public highway onto the open space. Members noted that the cost of 17,200 could be met from the provision within the Capital Programme for land acquisitions, and the timetable for the planting and fencing works. The scheme which had the agreement of the NPFA was subject to the grant of planning permission. The NPFA had commented that it would like to see some p]ay equipment provided on the site and suitable items would be identified in due course. RECOMMENDED (1) That the revised plan and planting scheme be approved together with the fencing, access, bridging and site clearance works at a total cost of 17,200. (2) That for the purpose of Regulation 4 of the Town and Country Planning General Regulations 1976 application be made for the change of use of the site to public open space. (8797) (SEC,DD)

ROCUPORD DSTRCT LOCAL PLAN OPEN SPACE PROVSON (Minute 173/88) The Committee considered the appended report of the Secretary to the Council regarding the request from the Policy and Resources Committee that this Corrtniittee should report urgently on the programme and priorities for the acquisition and development of the open space requirements identified in the District Plan and setting out proposals in that respect. The Secretary had suggested that a policy should also be adopted to improve the planting within existing open space in the years ahead. RECONMENDED (1) That the Policy and Resources Committee be advised that Ka preliminary to determining a programme and priorities for the provision of the open space identified in the District Plan, designs and estimates with a capital and revenue cost of the individual projects he obtained. P. (2) That the Councilts Landscape Architect he asked to prepare the necessary designs for consideration after the recess. (3) That resources permitting consideration be given to additional planting within the existing parks and open spaces. (2081) (51W) 239. LESURE LASON WORKNG PARTY The Assistant Chief Executive reported that it would be necessary for early decisions to be taken within the approved budget on the arrangements for the organisation of the leisure events programmed by CRCA Leisure and the Council. The Committee considered that because uany of those events took place during the summer months, it would be advisable to give delegated authority to the Council side of the Leisure Liaison Working Party to determine the most appropriate arrangements within the constraints of the approved budget. RECOMMENDED That the Council side of the Leisure Liaison Working Party be given delegated authority to determine the organisatioaal arrangements for the leisure events programmed within the approved estimate provision. (131) (ACE) 240. GROVE PARK RESDENTS ASSOCATON The Committee considered a report from the Chief Executive on a request from the Secretary of the above Association for the provision of an adventure playground at Grove Road Open Space. Members were mindful that the residents concerned were prepared to undertake the work and fund raising of capital towards the cost of the scheme and were looking to the Council to provide whatever assistance it could afford. The Committee considered that this venture deserved their support. RECOMMENDED That the Chief Executive be authorised to meet the representatives of the Residents Association as outlined above. ANNE ROLEYN AREPL - ROCRFOP.D The Committee considered a report from the Chief Executive regarding correspondence from a group of people interested in providing some community facility in the above area. They were ympathetic to the need for that provision and noted that he had already made arrangements for such a meeting. (248)

DSTRCT COUNCL/SPORTS COUNCL LASON ARRANGEMENTS (Minute 268/87) The Secretary to the Council reported that in recent years the Council had appointed the Chairman and Vice Chairman of the Leisure Services Committee and the Vice Chairman of the Council and the Leader of the Council to meet with representatives of the Rochford Sports Council. RAYLEGH GRANGE COMMUNTY CENTRE FLAG_POSTS (Minute 578/87) The Committee considered the report of the Secretary to the Council that the Community Association to whom the Centre was to be leased had sought the Council's approval to the erection of two 2Oft. flag poles on the building, one either side of the band alcove. This would require planning permission and as the Council were the freeholders of the Centre it was considered that the deemed consent procedure should be used. RECOMMENDED That for the purpose of Regulation 4 of the Town and Country Planning General Regulations 1976, application be made for the erection of two flag poles at the Rayleigh Grange Community Centre. The list of sites shown in the Plan requires updating in that there are 3 acres of land in unknown ownership within Sweyne Park which require to be purchased and Millview Park now extends to some 14.7 acres. Although not part of the District Plan policy, there are certain other areas of open space which need to he included in the programme and these are also referred to in the appended report. The Policy and Resources Committee asked this Committee to report urgently on the programme and priorities. (b) Before the Committee can recommend a programme it will he necessary to have assessed the capital costs of the individual projects (including acquisition where necessary) and the maintenance costs once the works have been completed. None of these projects can start, however, without the benefit of planning permission and this in itself can be a long process. As mentioned previously it is expected that much of the land not already in the Council's ownership will have to be acquired compulsorily and planning permission is a statutory pre requisite in the Compulsory Purchase Order procedure. The Secretary suggests therefore that the best way forward wouid be to commission the Council's Landscape Architect now to design schemes for each of the sites where proposals do not already exist. These designs would be submitted to the Committee for approval after the recess and for the first resolutions to be passed in the deemed consent process. An estimate of the capital cost and revenue implications of each of the designs would also be available at that time along with details of any existing priorities. The Director of Finance advises that the design fees can be met from the sum set aside in the Capital Programme for land acquisition. t is hoped that an estimate of the fees payable will be available at the Policy and Resources Committee. Cc) n the current year the Council wiil be undertaking the development of the Millview Park and Turret House Farm Open Space and in 1989/90 there will be substantial expenditure on Sweyne Park and probably Grove Road Open Space as well. (d) As the Sweyne Park Panel of Members have reported landscaping and tree planting schemes take many years to mature. Although the timescale for achieving the policy is short and resources are limited the Secretary believes that the Council will wish at least as a goal to pursue high standards of provision from the outset. (a) The Secretary also feels that Sany of the established parks and open spaces would benefit from more tree planting, flowering, shrubs and spring bulbs. f the Committee support this view and resources permit, then like the proposals for the beautification of the car parks a small number of areas could be dealt with annually

42 AGENDA TEM 16 ROCHFORD DSTRCT COUNCL POLCY AND RESOURCES COMMTTEE 12TH APRL1988 REPORT OF THE SECRETARY TO THE COUNCL ROCHFORD DSTRCT LOCAL PLAN OPEN SPACE PROVSON (a) Members will be aware that as part of the recent departmental restructuring, the Secretary became responsible for the Council's Leisure land holdings with effect from 1st April From his discussions with the Directors of Development, Finance and Leisure it is apparent that the Council must determine a programme and list of priorities for the hundreds of acres of open space identified in the Local Plan to be by Policy LT1 is attached to this report and the acreages of the various sites have been added to demonstrate the scaic of the task ahead. * provided (b) t will be appreciated that generally speaking the sites listed under (A) of the Policy are already in Council ownership. n list (B) however only (ix) land rear of South Street, Rochford is in the Council's freehold. (i) Little Wheatleys and (v) Clencroft Nurseries are the subject of option agreements but the remainder will have to be acquired and there seems little doubt that in some cases this will involve the use of compulsory powers. With list (A) the sites will have to be laid out as open space and with list (B) the sites will have to be acquired all by (c) The achievement of this Policy is a major objective for the Council given the timescale and it represents a heavy commitment on both capital and revenue expenditure which will require careful planning. (d) Of the sites in list (A) all will require landscaping and planting schemes to varying degrees and decisions on their use as a prerequisite to obtaining planning consent. Contracts for the approved works (e.g. landscaping, planting, car parks, play equipment, etc.) will then have to be let and this will need to be phased over a number of years because of the impact on the capital programme. Provision will also have to be made in the capital programme to meet the acquisition costs of the land in list (3). Capital spending has revenue implications as regards maintenance and debt charges. (e) The larger areas in the Council's possession and Millview 'Park are not within the Council's grounds maintenance contract at the present time and the others are maintained as "rough grass". &s the development programme proceeds, therefore, there will be entirely new maintenance costs for some open spaces and higher costs for others where they are brought into more formal use. (f) Grove Road Open Space (29 acres), the land at Bedloes Corner (2.2 acres), and the extension to Brooklands (0.6 acres) all in the Council's ownership do not appear in the lists but will have to be included in the programme. RECOMMENDED That the Leisure Services Commmittee be requested to report urgently on the programme and priorities for the acquisition and development of the open space requirements identified in the District Plan and paragraph (f) above.
