1 CYNGOR CYMUNED GWAUN CAE GURWEN GWAUN CAE GURWEN COMMUNITY COUNCIL Minutes of the Ordinary Meeting of the Council Held at the Tairgwaith Community Centre On Tuesday 8 th March Present. Cllrs. D.Davies (Presiding), D.Jones, G.Moore, J.Hall, L.G.Williams, A.Herdman, J.Penston, J.E.Jones, C.Puw, M.Pugh, I.P.Lewis. Apologies. Cllrs. S.Sunderland, L.Davies, N.Treharne Trustees Carmel Chapel. Myrddyn Morgan a trustee of Carmel Chapel discussed with council members the estate of Carmel Chapel and the position of Trustees at present. MM stated that the Chapel in Gwaun Cae Gurwen is up for sale at present and they also own part of the Carmel Cemetery (Clerk to seek further information on Burial Grounds). RESOLVED that council members meet at the Carmel Cemetery on Monday 21 st March 2016 at 4.00pm, to discuss the boundaries of the cemetery Minutes of the Ordinary Meeting of the Council held at the Tairgwaith Community Centre on Tuesday 9 th February These were confirmed as a true record and signed by the Chairperson. 1

Matters arising upon those minutes. a) The Old School, Ysgol Y Glyn (min 150a refers), the Clerk updated council members on the following; Following a recent meeting at Canolfan Maerdy, the group agreed to formalise the steering group (Y Banwen Steering Group). The first meeting will be at 2.00pm on 17 th March 2016, it will be made up of representatives and have a remit to agree a constitution, initiate funding applications and move forward to incorporating a structure capable of agreeing contracts and employing staff, two new partners with potential to enhance the options for the centre are to be invited to participate. The make-up of the steering group will be as follows; GCG Community Council 3 Reps. CM 2 Reps. Local community 2 Reps. NPTCBC 1 Officer Rep, plus the County Councillor for Brynaman and Tairgwaith. NPTCVS 1 Rep. YMCA Swansea 1 Rep. NPT Homes 1 Rep. RESOLVED that Cllrs C.Puw, A.Herdman and G.Moore attend the above steering group on behalf of council. b) New Clerk (min 150b refers), following interviews held on Tuesday 1 st March 2016, L. Llewellyn has accepted the post of Clerk to the Gwaun Cae Gurwen Community Council and will start from 1 st April 2016, office accommodation to be looked at. RESOLVED that MK handover with New Clerk. 2

3 c) Casual Vacancy, Tairgwaith Ward (min 150c refers), no letter received for March. RESOLVED that Notice of vacancy is distributed by Council members throughout the communities. d) Representation at the East Pit Revised Opencast (min 152 refers); the first meeting to discuss the benefit scheme will be held on Monday 21 st March RESOLVED that Cllrs. M. Pugh, G.Moore and D.Davies attend the above meeting on behalf of council Aman Group of Local Councils. The next meeting of the Aman Group of Local Councils will be held at the Glanamman Community Education Centre on Thursday 3 rd March 2016 at 6.30pm. RESOLVED that the Clerk sends apology for non attendance on behalf on council One Voice Wales. The next meeting of the Committee will be held at the Neath Community Centre on Wednesday 9 th March 2016 at 7.00pm. RESOLVED that Cllrs G.Moore and D.Jones attends the above meeting on behalf of Council. 3

4 167. National Botanic Garden for Wales. Cordially invite council members to attend the South African Veldt in Bloom, a new and inspirational textile exhibition, to be held at the science centre on Friday 18 th March 2016 at 2.00pm. RESOLVED that the matter be noted Community Panel. The Clerk stated that the community panel situated by the GCG cenotaph is leaning quite badly and needs to be repaired. RESOLVED that the Clerk obtains cost from Alan Williams s contractors to stabilise the community panels Financial Assistance. Eisteddfod Genedlaethol Urdd Gobaith Cymru. RESOLVED that the matter be deferred Commemorative Plates. The following commemorative plates were presented during the month; Mr and Mrs Roy Windsor Diamond Wedding Anniversary. Reports and Representatives of Committees, Sub Committees and External Bodies. a) Cllr G.Moore Rules for community centres, updated council members on the recent sub group meeting, the committee decided to recommend that with the exception of charges the rules should be incorporated in the lease Planning Applications. RESOLVED that no objections be made against the following planning application; a) Application No P2016/0091 2No semi detached two storey dwellings, plus associated off street car parking (Full application), Land off Church Lane, Cwmgors Accounts Paid and Income Received March Accounts Paid.
