3 1.0 INTRODUCTION 1.1 Paul Mew Associates is instructed by The Woodberry GP Practice in relation to the proposed development at The Woodberry Practice, 1 Woodberry Avenue, London, N21 3LE. 1.2 The application site s location is presented on a map in Figure 1 of this report; the site s boundary is displayed on an Ordnance Survey (OS) map base in Appendix A. Site Location 1.3 The project site is positioned within around one kilometre to the north of Palmers Green town centre, around the same distance further north of the site is the smaller neighbourhood centre of Winchmore Hill. The site has a public transport accessibility level (PTAL) score of 2 which is a poor level of accessibility as defined by Transport for London (TfL). 1.4 The site currently comprises of a GP practice which occupies the corner plot of the A105 Green Lanes junction with Woodberry Avenue. 1.5 The A105 Green Lanes is a principal local thoroughfare which starts at Canonbury in the London Borough of Islington to the south and leads all the way to Enfield town centre to the north. 1.6 The area immediately adjoining the site is mixed use in character. The properties fronting onto Green Lanes comprise of some small bespoke commercial properties and residential dwellings whereas the roads leading off of Green Lanes in proximity to the site are predominantly residential in character. Winchmore Hill Methodist Church is around 60 metres to the south of the site on Green Lanes. There is a large Sainsbury s supermarket around 250 metres immediately to the north of the site on Green Lanes.
4 Existing Site Operations 1.7 The application site contains a two-storey building. The principal pedestrian access is from Green Lanes. The site does not have a vehicle access or any offstreet car parking spaces. The roads adjoining the site are not within a controlled parking zone (CPZ), staff and patients who drive to the surgery make use of kerb side parking in the vicinity of the site. 1.8 As part of the Government agenda to move services to the community and make them more accessible for patients, the practice has been appointed by Enfield Clinical Commissioning Group to provide seven day a week access to GP and Nursing services for south west Enfield. The practice started providing this service on 27 th February The practice is planning to provide services between the hours of 8am to 8pm Monday to Sunday. The vast majority of the current patients at the practice live locally within around one mile The Woodberry Practice is currently constrained by the cramped nature of its existing premises which has been the case over an extended period. Much of the operational space afforded at the practice is substandard to modern requirements. The practice has made several unsuccessful attempts to relocate to new and local purpose built developments in the past The existing floor plans are presented in Appendix B of this report for ease of reference. Proposed Development 1.12 The proposals comprise of a single storey rear extension providing an additional 70 sqm floor area. The extension will enable the practice to reconfigure its premises and have a positive impact in providing patient access through the building and extending the delivery, choice and variety of services the NHS requires and ensure that the needs of their patients are met.
5 1.13 The practice had 20 staff until 21 st January There is now 26 staff at the practice, the majority are working on a part-time basis. Of the 26 staff a maximum of 14 will be on duty at any particular time. The new extension will also allow for teaching medical students. A maximum of two staff will be taught at any one time. They are likely to travel to the practice by public transport as they will be travelling from UCL or the Royal Hospital in Central London The proposed floor plans are presented in Appendix C. Recent Planning History 1.15 A planning application pursuant to the single storey rear extension as described above was submitted to Enfield Council in January 2017, the application was subsequently withdrawn by the applicant in June The Enfield Council planning application reference number is 17/00175/FUL Enfield Council s Highways and Transportation Department submitted its formal consultation response on the planning application in March The full assessment, recommendation, and reason is extracted as follows for ease of reference: Assessment: The proposals do not include details on the existing number of consulting rooms, number of doctors, nurses and other medical staff and whether the resulting building will lead to more consulting rooms being included. Details of the existing and proposed scenarios and the quantum of development including floor areas should be provided. In any event, the site has no off-street parking. Woodberry Avenue has significant demand for on-street parking and this will be made worse by the new changes to Green Lanes including the reduction in the level of onstreet parking provision resulting from the Cycle Enfield Project (which is currently on-going). There will be much fewer parking bays in and around the vicinity of the surgery. With fewer parking spaces on Green Lanes, any on-street parking capacity on the side roads, including Woodberry Avenue will be in very high demand.
6 There are no pick-up and drop-off areas within the site to enable adequate servicing of the development. It is not thought that any increase in the number of consulting rooms and therefore patients can be accommodated in this location. The lack of parking on site and the proposed expansion of the surgery services will increase demand for parking in an area which has parking pressures to be exacerbated by Cycle Enfield. The proposal is therefore not considered to be in line with policy 45 and 47 of the DMD and T&T cannot support the scheme. Recommendation: Objection Reason: The applicant has not set out what the existing and proposed parking demand is and there is no capacity on-street to accommodate the increased parking demand, contrary to DMD and London Plan policies. The site is located at a main junction and there is no pick up/drop off area within the site to deal with patients to the surgery. The lack of a servicing facilities poses a highway safety risk to the general public contrary to policy 47 of the DMD This report has been prepared to provide additional information on the traffic and parking impact of the proposed development for submission with a new planning application to the London Borough of Enfield The following chapter sets out the policy context relevant to this study.
7 2.0 POLICY ASSESSMENT 2.1 This proposal has been assessed in light of the current transport planning policy guidance at the local, regional and national level. 2.2 The London Borough of Enfield s Local Development Framework is the current overarching framework for development in the Borough until Enfield Council is currently updating its Local Plan but the new version is yet to be formally adopted. 2.3 At the regional level the Mayor s London Plan (2016) is a material planning document which sets out the overall strategic plan for London, setting out an integrated economic, environmental, transport and social framework for the development of London over the next years. 2.4 At the national level objectives for the integration of planning and transport are set out in the National Planning Policy Framework (NPPF). London Borough of Enfield 2.5 Enfield Council is currently updating its Local Plan, which is the plan for the future development of the Borough to address its need to accommodate an increasing number of people. A public consultation ran until February 2016, the results of which are being reviewed and the new plans set out. 2.6 The currently applicable Local Development Framework replaces the previous Unitary Development Plan and sets out the Council s overall ambitions and aspirations for Enfield s future until The lead document in this framework is The Enfield Plan - Core Strategy which was adopted by Enfield Council in November 2010, and sets the spatial planning framework for development of the Borough.
8 2.7 Chapter 7 of the Core Strategy outlines the policies for Delivering Physical Infrastructure in the Borough. The relevant section of Core Policy 24 The Road Network which relates to sustainable travel is extracted below: The Council will encourage sustainable travel choices and reduce growing congestion levels through the promotion of Travel Demand Management Programmes, and will support the use of low carbon vehicles, including electric vehicles. Standards for the provision of off-street parking in new developments and requirements for transport assessments, travel plans, car clubs and car share schemes will be set out in the Development Management Document; 2.8 The relevant section of Core Policy 25 which relates to pedestrians and cyclists is extracted below: The Council, working with its partners, will seek to provide safe, convenient, and accessible routes for pedestrians, cyclists and other non-motorised modes by: Developing and implementing improvements to strategic and local walking and cycle routes in the Borough; Improving the quality and safety of the public realm, implementing streetscape improvements to be outlined in the Enfield Design Guide and relevant area action plans, fostering road safety, and implementing Streets for People initiatives; 2.9 Enfield s Development Management Document (DMD), adopted in November 2014, builds on the Core Strategy and appears to be the most significant document in terms of private car parking provisions etc Chapter 7 of the DMD outlines transport and parking related policies for Enfield. DMD 45 is the policy for parking standards and is extracted below:
9 2.11 As is shown above, Enfield Council subscribes to the minimum cycle parking and maximum car parking standards as are set out in the London Plan.
10 The London Plan 2.12 The Mayor of London, through the legislation establishing the Greater London Authority (GLA), has to produce a spatial development strategy (SDS) which has become known as the London Plan The most recent iteration of the London Plan is dated March Chapter 6 of the London Plan relates to London s Transport At the regional level the London Plan Policy 6.3 sets out the Mayor s approach to assessing the effects of development on transport capacity, parts A, B, and C of Policy 6.3 are extracted as follows: Policy Assessing effects of development on transport capacity Planning decisions A). Development proposals should ensure that impacts on transport capacity and the transport network, at both a corridor and local level, are fully assessed. Development should not adversely affect safety on the transport network. B). Where existing transport capacity is insufficient to allow for the travel generated by proposed developments, and no firm plans exist for an increase in capacity to cater for this, boroughs should ensure that development proposals are phased until it is known these requirements can be met, otherwise they may be refused. The cumulative impacts of development on transport requirements must be taken into account. C). Transport assessments will be required in accordance with TfL s Transport Assessment Best Practice Guidance for major planning applications. Workplace and/or residential travel plans should be provided for planning applications exceeding the thresholds in, and produced in accordance with, the relevant TfL guidance. Construction logistics plans and delivery and servicing plans should be secured in line with the London Freight Plan and should be co-ordinated with travel plans This Transport Statement has been prepared in accordance with TfL s Transport Assessment Best Practice Guidance; the impacts of the proposed development
11 on transport capacity are fully assessed within this report in accordance with Policy 6.3 of The London Plan Policy 6.13 of the London Plan relates to the provision of parking in new developments; at the strategic level the guidance states that: The Mayor wishes to see an appropriate balance being struck between promoting new development and preventing excessive car parking provision that can undermine cycling, walking and public transport use In terms of guidance for parking standards, The London Plan sets maximum parking standards in Table 6.2 and minimum cycle parking standards in Table The London Plan does not prescribe a specific car parking standard for D2 GP practices which is the focus of this study. The document does however prescribe minimum cycle parking standards at a rate of one long-stay space per five staff and one short-stay space per three staff. In instances where there are no specific car parking standards for a certain land use category it is usually the purpose of the Transport Statement/Assessment to assess the proposals and any associated impacts on a first principles basis is discussed in Chapter 4 of this report and relates to the local and regional planning policy guidance for the provision of parking for all modes of travel in new development. National Planning Policy Framework (NPPF) 2.21 The main planning policy documents which provide a context for national sustainable transport is The Government s White Paper New Deal for Transport (1998) and the National Planning Policy Framework (NPPF) New Deal for Transport set out the choices needed to tackle road congestion and pollution, mainly by persuading people to use cars less and encouraging more sustainable modes of travel.
12 2.23 The NPPF sets out key sustainable transport objectives. Promoting sustainable transport is an integral part of transportation policy. Two relevant extracts from section 4 Promoting Sustainable Transport of the NPPF are set out as follows: 32. All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether: the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure safe and suitable access to the site can be achieved for all people improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe. 35. Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people. Therefore, developments should be located and designed where practical to accommodate the efficient delivery of goods and supplies; give priority to pedestrian and cycle movements, and have access to high quality public transport facilities; create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones; incorporate facilities for charging plug-in and other ultra-low emission vehicles; and consider the needs of people with disabilities by all modes of transport. 36. A key tool to facilitate this will be a Travel Plan. All developments which generate significant amounts of movement should be required to provide a Travel Plan The following chapter sets out the site s accessibility to local amenities and public transport nodes.
13 3.0 EXISTING PARKING CONDITIONS 3.1 During the planning application consultation process regarding the since withdrawn scheme, parking for the proposed rear extension has been raised as a point for concern and further review. Refer to paragraph As a result we have carried out a series of parking surveys in order to establish the current supply versus demand of existing kerb side parking spaces in the vicinity of the doctor s surgery at the peak demand periods. 3.3 The roads adjoining the site are not within a CPZ, kerb side parking is unrestricted on Green Lanes as well as the residential roads leading off of the A105. There are however a small number of two hour waiting restriction parking bays on Green Lanes immediately to the south of the site. 3.4 All safe, legal, and practical publically available parking spaces within around a 200 metre walking distance of the site has been quantified in accordance with the generally prescribed industry standard guidelines set out in the Lambeth Council Survey Guidance Note. From experience we are aware that Enfield Council s transportation department accepts the Lambeth methodology for parking stress survey assessments such as this. The parking survey area is presented on a map in Figure 2 of this report. Survey Inventory 3.5 All vehicle crossovers and kerb space within five metres of junctions has been eliminated from the surveys. The remainder of the parkable kerb space within the survey area has been measured on-site. The total distance of kerb space between crossovers / junctions has been recorded and split into increments of five metres in accordance with Lambeth Council s parking survey methodology. 3.6 The parking survey inventory is presented in Table 1 as follows, additionally refer to Figures 3 a-f:

There are also five time restricted kerb side parking opportunities on Green Lanes immediately to the south of the site which operate Monday to Friday from 930am to 430pm, and Saturday from 8am to 630pm. Surveys 3.8 Based on patient attendance records for the period June 2016 to June 2017 supplied by the applicant it can be seen that the busiest operational hours of the surgery at present are Mondays from 8am to 3pm and Wednesdays from 3pm to 7pm. Further information on patient attendance numbers is suppled in Chapter 4. The parking surveys have therefore been carried out during these times on typical days, that being Monday 3 rd July and Wednesday 5 th July A summary of the results of the busiest sets of parking surveys are presented in Tables 2, 3, and 4 of this report, full details presented in Appendix D.

Out of the 179 total parking opportunities identified, 146 cars have been observed to be parked leaving 33 free spaces. In addition an average of three cars have been observed to be parked in time restricted bays on Green Lanes leaving two spaces free It is noted that there are more cars observed to be parked on Fernleigh Road and Woodberry Avenue than there are total spaces based on the inventory measurements. This is due to the fact that there is a proliferation of dropped kerb crossovers serving private driveways throughout these roads which has led to numerous stretches of kerb space less than five metres remaining between driveways As explained, the total distance of kerb space between crossovers / junctions has been recorded and split into increments of five metres in accordance with Lambeth Council s parking survey methodology therefore any increments less than five metres has been excluded from the inventory. However in practice
16 cars are still able to park on kerb space less than five metres without necessarily causing an obstruction to an adjacent driveway/access This point is reinforced in the Lambeth methodology whereby it is stated that: Note that stress levels of over 100% stress (or 100% occupancy level) are possible. This is because small cars may need less space than 5 metres to park, meaning that additional cars can be accommodated It should also be noted that, in addition to the number of cars parked on Woodberry Avenue in Table 2, an average of nine additional cars have been observed to be parked across private driveways during this period. The surveyor noted that all of the cars parked over driveways were there for long periods of time throughout the survey days therefore it is a reasonable assumption that these cars are the residents or visitors to the properties rather than visitors to local commercial premises or the surgery as these parking occurrences would occur over a short period of time and the surveyor would have noted a change in the cars parked over driveways. 17 3.15 The results in Table 3 illustrate that the average parking stress of unrestricted kerb space within the parking survey area is 77% between 11am and 3pm on a typical Monday morning/afternoon. Out of the 179 total parking opportunities identified, 138 cars have been observed to be parked leaving 41 free spaces. In addition an average of four cars have been observed to be parked in time restricted bays on Green Lanes leaving one space free As with the preceding time period and for the same reason explained herein, more cars have been observed to be parked on Fernleigh Road and Woodberry Avenue than there are total spaces based on the inventory measurements In addition to the number of cars parked on Woodberry Avenue in Table 3, an average of 11 additional cars have been observed to be parked across private driveways during this period. Again the surveyor noted that all of the cars parked over driveways were there for long periods of time throughout the survey days therefore these cars are expected to be the residents or visitors to the properties rather than visitors to local commercial premises or the surgery. 18 typical Wednesday afternoon. Out of the 179 total parking opportunities identified, 127 cars have been observed to be parked leaving 52 free spaces. In addition an average of two cars have been observed to be parked in time restricted bays on Green Lanes leaving three spaces free Again more cars have been observed to be parked on Fernleigh Road and Woodberry Avenue than there are total spaces based on the inventory measurements for the reasons explained herein In addition to the number of cars parked on Woodberry Avenue in Table 4, an average of seven additional cars have been observed to be parked across private driveways during this period. The surveyor noted that all of the cars parked over driveways were there for long periods of time throughout the survey days therefore these cars are expected to be the residents or visitors to the properties rather than visitors to local commercial premises or the surgery In summary whilst the parking conditions on certain roads within the study area such as Woodberry Avenue and Fernleigh Road have been observed to be over capacity, overall there is spare capacity especially on Green Lanes in both unrestricted and time restricted kerb space. A105 Corridor mini-holland Scheme 3.22 We have also looked at the impact of the mini-holland proposals for Green Lanes which was under construction and partly completed during the parking surveys The kerb side inventory in Figures 3a-f illustrates the extent of the works completed to-date and the total number of available kerb side parking opportunities at the time of the surveys. As is shown in Table 2, there are currently a total of 21 unrestricted kerb side parking opportunities on Green Lanes within the study area and five parking opportunities in time restricted bays.
19 3.24 Looking at the specific stretch of Green Lanes within the parking survey area between the junctions of Carpenter Gardens and River Avenue, as part of the mini-holland proposals the number of parking opportunities will decrease from 26 total parking opportunities to 19 in accordance with the plans provided at pages 8 and 9 of the Cycle Enfield Statutory Consultation document dated July These plans illustrate the changes to the A105 corridor between Station Road and Fernleigh Road and Woodberry Avenue to Crestbrook Avenue respectively An average total of seven spare parking spaces have been observed to be available on Green Lanes between 8am to 11am and 11am to 3pm as is shown in Tables 2 and 3 of this report. Once the mini-holland works are complete there will be no available spaces on Green Lanes however there will still be a minimum total of 26 spare kerb side parking opportunities within the wider survey area There would appear to be scope to introduce two new unrestricted kerb side parking opportunities on Woodberry Avenue adjacent to the Green Lanes junction as part of the highways works associated with the mini-holland scheme Whilst the Woodberry Avenue junction stop-line will remain in the same place, the running carriageway of Green Lanes will be will be set-forward as a result of the new segregated cycle lane and an additional kerb build-out thereafter to accommodate inset parking bays immediately to the north and south of the junction. This would allow the potential provision of one new unrestricted kerb side parking opportunity on each side of Woodberry Avenue to the east of the existing Doctors Bay Currently these stretches of kerb space are regulated by double yellow line markings however the aforementioned junction works means that the double yellow lines may not need to protrude as far into Woodberry Avenue and we would therefore recommend that the Council considers this option to offset some of the significant losses to the availability of kerb side parking opportunities
20 which have resulted on Green Lanes in the vicinity of the application site as a result of the mini-holland works For the avoidance of doubt the location of the potential new unrestricted kerb side parking opportunities on Woodberry Avenue are illustrated in the diagram below: Potential new sections of unrestricted kerb space on Woodberry Avenue resulting in two additional kerb side parking opportunities adjacent to the practice. 21 4.0 TRAVEL MODE & PARKING IMPACT ASSESSMENT 4.1 As explained the proposals comprise of a single storey rear extension providing an additional 70 sqm floor area at the Woodberry Practice. The site does not have a vehicle access or any off-street car parking spaces at present and, owing to the constraints of the site it is not possible to provide a vehicle access or offstreet parking under the proposals. 4.2 Enfield Council subscribes to the parking standards set out in the London Plan. The London Plan does not prescribe a specific car parking standard for D2 GP practices which is the focus of this study. The document does however prescribe minimum cycle parking standards at a rate of one long-stay space per five staff and one short-stay space per three staff. 4.3 The practice had 20 staff until 21 st January 2017 however there are now 26 staff at the practice the majority working on a part-time basis. Of the 26 staff a maximum of 14 will be on duty at any particular time. An additional four staff will be on-site at any one time under the proposals. 4.4 The new extension will also allow for teaching medical students, up to a maximum of two staff will be taught at any one time. Students are likely to travel to the practice by public transport as they will be travelling from UCL or the Royal Hospital in Central London. There will be no additional staff working at the site under the proposals according to the planning application form. 4.5 On this basis up to 20 staff will be on-site at any one-time. In accordance with the Council s minimum cycle parking standards as prescribed in the London Plan the proposals would require up to four short-stay and seven long-stay cycle parking spaces under the proposals. This number of cycle parking spaces will be provided under the proposals in accordance with the Council s policy requirements. This aspect of the proposals can be adequately secured as a condition of any future planning permission.
22 4.6 In instances where there are no specific car parking standards for a certain land use category it is usually the purpose of the Transport Statement/Assessment to assess the proposals and any associated impacts on a first principles basis. 4.7 In order to predict the additional demand for parking arising from staff and patients, and therefore the parking impact as part of the proposed development, the surgery has carried out a series of travel mode surveys of its current operations. 4.8 The Woodberry GP Practice administration conducted a patient and staff travel survey on Monday 3 rd and Wednesday 5 th July 2017 to coincide with the days that the parking surveys in Chapter 3 were carried out. The patient survey comprised of a questionnaire form which patients filled in at reception stating time of arrival and estimated departure, main mode of travel, if they drove where they parked, and their home post code. Members of staff completed the same questionnaire. 4.9 A total of 112 patients completed the questionnaire over the two days of survey, furthermore 13 members of staff who were on-duty completed the questionnaire on each day The results of each survey setting out the main mode of travel are set out in Tables 5 and 6 as follows: Table 5. 24 4.15 The data in Table 8 illustrates that 43% of staff parked in Woodberry Avenue, 29% parked on Green Lanes, 19% parked on Barrowell Green, and 10% (one car) parked in the designated doctor s bay on Woodberry Avenue Finally, based on the stated time of arrival and estimated time of departure of each patient who took part in the survey and who specified this information, the average duration of stay for both the Monday and the Wednesday surveys is 24 minutes As explained, the proposed new extension will consist of a new accessible reception area with an enlarged waiting room open to the reception area, and a disabled toilet. There will be new consulting rooms that will comply with NHS requirements and standards. The existing ground floor will be refurbished to accommodate enlarged consulting rooms The number of consultant and nurse appointments for the year 01/04/2016 to 31/03/2017 was 39,244. Under the proposals the practice estimates a maximum of 10,000 extra appointments will be catered for annually however this is considered to be very much a worst case scenario as the type of appointments offered will be for other services currently not available which may have longer consultation time and therefore less patient throughput Notwithstanding, taking the worst case scenario increase in patient numbers the following calculations can be made: 10,000 patient visits / 50 working weeks a year = 200 visits per week; 200 visits / 7 days = 28.5 visits per day; 28.5 daily visits / 12 opening hours per day = 2.4 visits per hour; If 62% travelled by car (as per the patient survey data herein) then 2.4 visits per hour x 62% = 1.5 additional car visits per hour As is shown in the parking survey data in the previous chapter, even accounting for the mini-holland works on Green Lanes which will result in a decrease in the number of kerb side parking opportunities adjacent to the surgery, there will still
25 be a minimum total of 26 spare kerb side parking opportunities within the wider survey area in any given hour A worst case additional 1.5 cars parked on the roads within the parking survey area would result in a minimal and insignificant change in parking stress on the local highway and would likely fall within hourly/daily fluctuations in parking patterns and therefore largely go unnoticed Based upon the various locations that patients currently park such as Woodberry Avenue, Green Lanes, Barrowell Green, and the nearby Sainsbury s car park, the minor increase in hourly parking demand arising from the proposals will be well spread out over a wide area and will therefore be barely noticeable in any one location As well as patients there will be an increase in staff as a result of the planned expansion. A total increase of four members of staff would be on-site at one time. Based on the existing staff travel mode survey data in Chapter 3 81% currently drives to work, applying this ratio to the four new staff it can be reasonably expected that three additional staff will drive to the site under the proposals Again it is considered that this would result in a minimal and insignificant change in parking stress on the local highway and the small increase in staff parking demand will also be well spread out over a wide area and will therefore be barely noticeable in any one location Based on the results of the parking surveys as well as the general additional supporting information herein it is our professional view that the proposed scheme would have a minimal and insignificant impact on the adjoining highway in terms of road capacity, highway safety, and neighbouring amenity and the development should therefore be allowed.
26 4.26 The proposal is considered to be in compliance with Policy DM45 of Enfield Council s development management plan as well as Policies 6.3 and 6.13 of the London Plan.
27 5.0 SUMMARY 5.1 In summary, the proposals comprise of a rear extension at the Woodberry Practice, 1 Woodberry Avenue, London, N21 3LE. The site does not have a vehicle access or any off-street car parking spaces at present and, owing to the constraints of the site it is not possible to provide a vehicle access or off-street parking under the proposals. 5.2 This report has been prepared to assess the parking impacts of the proposed development on the adjoining highway for submission with a full planning application to Enfield Council. 5.3 The project site is one kilometre to the north of Palmers Green town centre, around the same distance further north of the site is Winchmore Hill. There are three bus services with high peak period service frequencies available from stops within very close proximity to the site on Green Lanes. Despite this the site has a public transport accessibility level (PTAL) score of 2 which is a poor level of accessibility as defined by Transport for London (TfL). 5.4 A parking survey has been carried out in accordance with industry standard guidelines during the peak operational hours of the surgery so as to illustrate existing parking conditions on the roads adjoining the site as well as to assess any associated impacts on parking conditions arising from the proposals. 5.5 The surveys revealed that, whilst the parking conditions on certain roads within the study area such as Woodberry Avenue and Fernleigh Road have been observed to be over capacity, overall there is spare capacity especially on Green Lanes in both unrestricted and time restricted kerb space. 5.6 Once the mini-holland works are complete there will be no available spaces on Green Lanes however there will still be a minimum total of 26 spare kerb side parking opportunities within the wider survey area. However there would appear to be scope to introduce two new unrestricted kerb side parking opportunities on Woodberry Avenue adjacent to the Green Lanes junction as
28 part of the highways works associated with the mini-holland scheme as set out herein. 5.7 Based on the highest number of additional patients that can be expected to access the surgery under the proposals, an additional 1.5 hourly vehicle trips are projected to access the site. 5.8 An additional 1.5 cars parked on the roads within the parking survey area would result in a minimal and insignificant change in parking stress on the local highway and would likely fall within hourly/daily fluctuations in parking patterns and therefore largely go unnoticed. Furthermore, based upon the various locations that patients currently park the minor increase in hourly parking demand will be well spread out over a wide area and will therefore be barely noticeable in any one location. 5.9 A total of four additional members of staff would be on-site at one time under the proposals. Based on the existing staff travel mode survey data, three of the additional staff members will drive to the site under the proposals. Again it is considered that this would result in a minimal and insignificant change in parking stress on the local highway and the small increase in staff parking demand will also be well spread out over a wide area and will therefore be barely noticeable in any one location Based on the results of the parking surveys as well as the general additional supporting information herein it is our professional view that the proposed scheme would have a minimal and insignificant impact on the adjoining highway and is therefore in compliance with Policy DM45 of Enfield Council s development management plan as well as Policies 6.3 and 6.13 of the London Plan.
