1 Wing Parish Council Minutes of the Parish Council Meeting Held on Tuesday 27 th September 2016 in the Small Hall, Wing Village Hall. Present: Councillors: Mrs L Stuart (Chairman), Ms S Roe, Mr J Hughes, Mr J Lomas, Mrs C Hellgren-Derry, Mrs L Tabiner-Crush, Mr M Kelly & Mr J Benson. Planning Applications Mr Evans attended the meeting to ask for an update on the activities at Mount Pleasant Farm. The Parish Council informed him that they had reported the building activity which had commenced without planning permission and had been informed that the planning enforcement officer was investigating. Councillor Glover confirmed that this was the case. With regards to the removal of hedges and trees this had been passed to the District Council and the Forestry Commission to investigate. Concerns regarding large lorries accessing this site would have to be made to the Highways Authority as at present there was no weight limit on the roads. Concern over the amount of dog mess in the village was raised, particularly in Long Spinney, and Councillor Lomas reported that he had highlighted 37 piles of dog mess not picked up in Long Spinney and Councillor Stuart reported bags of dog mess being left in Heley s field. This was a major problem in the parish and the Parish Council were looking at ways that it might be resolved including highlighting the mess with fluorescent spray which would at least stop people walking in it, and dog DNA testing. Further discussion would take place on other options including surveillance cameras. The advised that the legality of cameras and storing data should be sought and Mark Reynolds agreed to do some research on behalf of the Council. (a) Apologies were received from PC Paula Boston. (b) Councillors S Roe, V Day and L Tabiner-Crush declared an interest in Agenda item 4(a) permission to post a banner for the Wing Singers Musicathon in January 2017 as they were members of the choir. (c) It was PROPOSED SECONDED and RESOLVED that the minutes of the meeting held on Tuesday 16 th August 2016 were a correct record and signed by the Chairman. Councillor N Glover gave a report to the meeting. This would be included in the next issue of What s on in Wing. (a) The gave the following report to the meeting: Actions from July/August Meeting 593 (c) - Queens 90 th Budget Long Spinney - The Long Spinney committee had decided to use the money for a bench the same as the existing bench to be located close to the new gate overlooking the meadow ponds. Bikes Recreation Ground they had been removed 599 Signs around village Ivor had been asked to remove them unless they are for village organisations (not businesses). s Received Action / MR /JL JL from Lance Redler- Wing Singers: You may remember that, at the end of January this year, a 12hr non-stop 'Musicathon' was held in the village hall in aid of the Stoke Mandeville scanner appeal. More than 4,000 was raised from that event. We are holding a similar 'Musicathon' on 29 January next year and planning has of course started. The takings will go towards Stoke Mandeville's recently launched 'eye see appeal', that aims to raise 265,000 for 5 specialist machines for the Eye Dept. The Scannappeal office has purchased a professionally made advertising banner for us to use, giving the date, location and purpose. We very much hope that the Parish Council can agree to this being displayed on the outside curve of the Recreation Ground fence, opposite the start of the High Street -
2 ideally from 1 January. The Musicathon Committee would be very grateful if this request can be considered Councillors Roe, Day and Tabiner Crush took no part in the discussion or vote on this item. Approved. Post Received Note from Peter Clay 29 Prospect Place Thanking the PC for the Wing in Bloom tokens and offering to continue tending the flowers outside the village hall and by the village pump. He would be asked to continue to tend these areas and would be thanked for his continued support. VD Tree Report This has been circulated and full discussion will be deferred until the October PC meeting. Footpath Mill Cottages to Cottesloe The was asked to report the footpath, from Mill Cottages to Cottesloe where the bushes and hedges and grass verges were very over grown. Dog Poo Long Spinney A report from Councillor John Lomas On the working party yesterday, we marked all the dog pooh with the fluorescent pink spray. There was even more found today and I counted 32 sites in all. Such is the quantity that I have used all the spray from the can John Hughes gave me. So if anyone has more spray, can I borrow it for our next visit on Sunday. Is it worth buying some more spray or is it time for DNA testing and some covert cameras? It was agreed to explore the various options including Dog DNA testing, continued use of fluorescent spray and surveillance cameras and a small working party would be set up to look at all the options. The and Mark Reynolds would investigate the legalities involved in use of surveillance cameras and the storing of the data. Councillor Hellgren-Derry would organise the working party on behalf of the Council. CHD/ / MR/ JL Fly Tipping Wing The was asked to report a dumped fridge at the Stewkley Road/Cublington Road junction which will be removed by AVDC. Contact from Mr Newark resident of Moorlands regarding the blocked footpath across to Waterloo Farm Barns The had received a telephone call and from Mr Newark regarding the very large dung pile blocking the public footpath. Mr Dinnen was going to speak to the tenant on behalf of the parish Council but then received the following I have received a rather formal telephone call this morning from Alistair McVail of the BCC Rights of Way team regarding the problems with the public footpath across Waterloo Farm. He advised me that he is dealing with the tenant farmer, and that I should not meet with the tenant as arranged, also that any problems should be referred to the RoW Enforcement team. He said that the tenant had agreed to clear and maintain the footpath across the cultivated land. I also raised the issue of the manure heap obstructing the footpath, and was advised that it will be cleared as part of the maintenance
3 work He also said that, contrary to my understanding, the land owner (or tenant) has no obligation to clear a public footpath on uncultivated or pasture land. This would also apply to the scrub land behind the gardens at Waterloo Barn and the BCC Highways department would clear the footpath in the event of a problem. When I questioned this situation Mr McVail said that this land should be on the grasscutting schedule, and that he would ensure that it would be added. He was however unable to confirm whether this parcel of land belongs to the owners of the Waterloo Barns or is part of Waterloo Farm. I will therefore not be talking to the tenant but suggest we ask Keith Stuart if he is willing to monitor the situation on behalf of all the interested parties in Wing, provided this is acceptable to the BCC RoW team Approved: To continue to monitor the situation. / KS/ MD/ Bucks CC Complaint from Mrs Cross regarding broadband connections in Wing Mrs Cross had been directed to the AVDC website to register for faster broadband which was now disconnected. The reported that she had referred her to Councillor Netta Glover. Playground Inspection The reported there were a couple of items raised under the playground inspection report which required action. AGREED to defer this to the Finance and HR committee meeting on the 11 th October. Reminder: Joint public meeting with Mentmore PC Bucks CC Unitary Proposals Wednesday 19 th October 6.30pm Mentmore Village Hall Reminder: Finance & HR Meeting 1 st Draft 2017/18 budget, 6 months expenditure update & other financial and HR matters. Tuesday 11 th October 7pm Committee Room The had circulated a report on pension providers and had recommended that the Parish Council considered using NEST as the Parish Council provider. After further discussion it was UNANIMOUSLY approved to use NEST to provide a pension for Parish Council employees. (b) Details of the meeting with Paul Lambert Associates held on 13 th September had been circulated. Councillor Stuart outlined details of the development of the Recreation Ground and proposed timescales. At this point it was anticipated that the project would be completed by the end of The Section 106 money had been received from Martin Grant Homes and the Section 106 from Taylor Wimpey had been approved but not yet paid. The Parish Council had been informed by telephone that their application to the New Homes Bonus for 208,000 had been approved and official confirmation would be received after their final approval process had been completed. An application was also being made to the London Marathon Fund by Wing Tennis Club with support from the Parish Council. It was UNANIMOUSLY agreed to approve the minutes of the meeting and the actions and recommendations. (c) None (d) None (e) The following planning applications had been received and comments made: 16/03200/APP 49 Dormer Avenue, Wing First Floor rear and single storey front extension. No Comments 16/02910/APP 17 Aylesbury Road, Wing Demolition of existing garage/lean to and construction of single storey front extension. No Comments. She had been advised that once logged on the register the valuation amount could not be changed and was advised to return it to the the nominal value of 1. This had now been amended Items for Discussion: (a) to approve recommendation for bench in Long Spinney from balance of Queens 90 th Celebrations budget (b) to discuss weed clearance (c) update S106/New Homes Bonus Recreation Ground Project (d) to approve appointment of solicitor to complete agreement and commuted payment from Martin Grant Homes (e) to discuss Tree Survey (f) to approve: (a) Approved. (b) The Parish Council had received notification from Bucks CC that they were not undertaking any weed clearance in the parishes. They had advised that Parish Council could undertake this task but any operatives administering weed killer would have to be trained and obtain a City and Guilds qualification. It was agreed to approach Ivor to see if he would be willing to undertake the training should the Parish Council decide to take this work on. It was agreed that the research details of the costs for the training. It was also agreed to look at local contractors who may be qualified to do the work. There was one local contractor who was qualified in a neighbouring parish who could be asked to quote for the work and it was also agreed to approach Ascott and Goldleaf Groundcare to see if they would be in a position to quote. (c) Councillor Stuart had already reported on this under agenda item 4b. (d) The Parish Council were required to appoint a solicitor to deal with the legal agreement for the Meadow Way development green space and the commuted sum for the maintenance of this area. It was PROPOSED SECONDED and RESOLVED to ask the to appoint a solicitor on behalf of the Council. (e) This was deferred to the October Parish Council meeting (f) The had circulated the letter from Paul Lambert Associates which would form the Contract to manage the development of the Recreation Ground with the Parish Council. It was PROPOSED SECONDED and UNANIMOUSLY RESOLVED to accept the letter as the legal contract with Paul Lambert Associates and for it to be signed by the Chairman on behalf of the Parish Council. After considering the quotations received it was PROPOSED SECONDED and UNANIMOUSLY RESOLVED to accept the quotation from Kempston Survey for the amount of 830 plus VAT to provide a topographical survey of the Recreation Ground to include the area of the social club which was required prior to any building work commencing. /JL / PLA / PLA
5 Contract with Paul Lambert Associates to project manage the recreation ground To discuss and approve quotes for topographical survey of recreation ground (as required by contractors) (g) to approve the drafting of a communications and social media policy for the Parish Council (h) to approve request for representative on Wing Charities (i) to discuss and approve registration of Wing Social Club as a community asset (j) to discuss and approve the co-option of non members of the parish council for specified periods to use their expertise and skills on committees (g) It was agreed to defer this item to the October meeting. Draft policies had been circulated and councillors were asked to look at them and make comments to the prior to the next meeting. (h) The Parish Council had been approached by Wing Charities for a representative from the Parish Council to sit on their committee. It was agreed to ask Councillor Stuart to represent the Parish Council and Councillor Vicky Day also expressed an interest in being involved. (i) It was agreed that Wing Social Club was an asset to the village and that AVDC should be asked to register it as a community asset. This would then mean that if the building was ever put on the market for sale the community would be able to bid for it. Councillor Hughes had agreed to lead on this project and submit the application to AVDC. It was PROPOSED SECONDED and RESOLVED that the Parish Council approved the application to AVDC to register Wing Social Club as a community asset. (j) The Parish Council had 3 very strong applications for the casual vacancies. As there were currently only 2 places, and the Parish Council would have liked to appoint all 3, it was agreed that the unsuccessful applicant would be asked to sit on a Parish Council committee and to be involved in Parish Council meetings as a non- voting member until such time as another vacancy may arise. LS JH 607. To discuss application and cooption for 2 vacancies on the parish council At this point in the meeting the press and public were asked to leave. The had circulated the details of the applicants to members. The Parish Council had received 3 very strong candidates for the casual vacancies. It was agreed that the Parish Council would have to take a vote and the two candidates with the most votes would be appointed. The unsuccessful candidate would be asked to join a Parish Council committee and be involved with Parish Council meetings as a non- voting member until such time as another vacancy arose. The advised the Council that the legal process of giving 10 or more local electors a chance to call a by election for any future vacancies would have to be followed, but that if no election was called the Parish Council would then be able to co-opt to the vacancy. It was PROPOSED, SECONDED and RESOLVED to appoint Mark Reynolds and Kathryn Levett to fill the 2 vacancies and Clive Parish would be asked to join a Parish Council committee. Councillor Stuart agreed to speak to Clive Parish and the would inform the successful candidates. / LS 608.
