1 Shinfield Plan Consultation statement Draft of 18 May 2015

2 Consultation Statement 1. The Initial meeting of the Neighbourhood Plan preparatory working group was held on 16 May The purpose of a neighbourhood plan was outlined and the topic based system for identifying issues was proposed and agreed. 2. On the 21 st May 2012 Shinfield Parish councillors formally approved the initiative to create a neighbourhood plan. 3. The first meeting of the steering group was held on 24 May The meeting: Sought approval to proceed with a NHDP Identified the parish council as the lead for the plan Established the steering committee Identified key topics to capture issues facing the parish: o Housing and parking o Education (including adult education) and childcare o Community and social facilities o Shops and local businesses (including the science park) o Transport and access o Sports and recreation areas and facilities o The natural environment Identified the vision Identified the objectives 4. The Neighbourhood Plan group ran a stall at the Jubilee event on 4 June 2012 promoting the neighbourhood plan, and seeking community involvement see appendix 1: What is it all about? leaflet. 5. On 20 June the parish council wrote to all local groups and organisations inviting them to send a representative to the public meeting on 5 July see appendix 2. The meeting was also publicised to the community in the Shinfield Parish Council Summer newsletter 2012, which was delivered to all households in the parish in June 2012 see appendix people attended the inaugural meeting on 5 July and received a presentation from Councillor Peter Hughes see appendix 4. Many of the attendees signed up to get involved in the focus groups. 7. Following the initial meetings of the focus groups, the decision was taken in the autumn of 2012 to merge the seven groups into four. This was in recognition of the overlap in the work of the groups. The four remaining focus groups were: a. Transport, Access, Housing, Parking and Business b. Education c. The natural environment d. Sports and recreation Additional administrative support was brought in to support the work of the focus group and steering group. 8. From 2 August to 13 September 2012 Wokingham borough Council published the application for a neighbourhood plan area for Shinfield as a public consultation. 22 representations were received, all of which were in support of the application. On the 25 th October 2012,

3 Wokingham Borough Council Executive Committee officially approved to designate Shinfield as a neighbourhood plan area. 9. A presentation on the progress of the neighbourhood plan was given by Councillor Peter Hughes at the South of the M4 SDL parish and community partnership forum meeting held on 8 November 2012 at Shinfield St Mary s Junior School. See appendix 5 (minutes) and appendix 6 (presentation). 10. Following formal approval from the borough council, a dedicated website for the neighbourhood plan was commissioned and developed during February and March of This website included details of the emerging neighbourhood plan, a calendar of focus group meetings and news and information for residents on the planning applications for the SDL as they were received. The website was linked to the parish council website and was promoted via printed pens distributed at various events. 11. Following progression of the village centre design for the SDL, the parish council conducted a Supermarket survey to identify the community s opinion on a preferred supermarket provider. This was aimed at raising public awareness both of the neighbourhood plan and of the coming development within the parish. The survey was carried out predominantly online via the shinfieldplan.org website and via voting cards that were distributed at local schools and at key points within the parish. 12. Over the course of the autumn and winter of 2012 and spring of 2013, the focus groups met to review and identify issues facing the parish, relevant to their topic area. With the exception of the sports and recreation group, all the focus groups created issues logs. 13. At the South of the M4 SDL parish and community partnership forum meeting held on 13 February 2013, Councillor Peter Hughes gave an update on the progress of the neighbourhood plan to the 27 attendees. See appendix 7 (minutes) and appendix 8 (presentation) 14. On Saturday 9 th March 2013 the development consortium held two stakeholder workshop meetings at Oakbank School involving members of the focus groups, to review the proposals for the village centre design. 15. In the spring of 2013 the sports and recreation committee, in collaboration with Wokingham Borough Council, commissioned a sports audit summary to review the existing and future sports need for the parish. (See appendix C of the main plan) and this forms the basis of the planned sports provision. 16. In conjunction with Wokingham Borough Council, members of the steering group and the communities and recreation focus group worked with the council and town planners Allies and Morrison to develop alternative designs for the village centre, which included the development of the proposed new community centre on the site of the closed Royal British Legion club.

4 17. During the spring of 2013, the issues logs created by the focus groups were used by the steering group to form the basis of the 19 Questions survey. This survey was launched in May and ran until 19 th July. See appendix 9. Paper copies of the questionnaire were distributed with the summer 2013 newsletter to all households in the parish. Copies were also available from the local library and the post offices in Shinfield, Three Mile Cross and Spencers Wood. The survey was also available to complete online on the shinfieldplan.org website. A quick summary of the responses was published in the autumn 2013 newsletter see appendix 10 and a more detailed summary is attached as an appendix to the main plan. 18. During the autumn of 2013 the steering committee reviewed the results of the 19 questions survey and the work undertaken at the focus group meetings and a set of initial policies was developed. 19. At the South of the M4 SDL parish and community partnership forum meeting held on 11 September 2013, Councillor Peter Hughes gave an update on the progress of the neighbourhood plan. See appendix Following a review of these initial policies by John Romanski at Planning Aid, the steering group, with assistance from Alex at Maroon Planning, worked during early 2014 to review the policies and develop them into clear land use planning policies. This was to bring the policies in-line with the National Planning Policy Framework paragraph 17, which states that policies Should provide a practical framework within which decisions on planning applications can be made with a high degree of predictability and efficiency. 21. In addition to working on the policy wording, the steering group worked to gather additional evidence to support the policies on parking provision, carrying out a survey of 1,500 homes across the parish, to understand the levels of car ownership and parking habits of residents. The survey, which was run both online and as a paper survey, was carried out in the early autumn of See appendix 12. A summary of the survey results are included as an appendix to the main plan. 22. The steering group ran a stall at the Spencers Wood Carnival on Saturday 20 September 2014, promoting the neighbourhood plan and updating residents on the progress of the developments, including the details of the work to be carried out to construct the Eastern Relief Road. 23. Throughout the autumn of 2014 the steering group worked to finalise the draft plan, and following review by Wokingham Borough Council, the draft plan was issued for a preinspection review in January 2015 and was approved by the parish council on 18 May Following approval of the draft plan, the steering committee have worked to publicise the consultation of the draft plan. This will focus on an event on 3 July at Shinfield Parish Hall

5 from 2 10pm, giving residents an opportunity to find out more about the plan, meet councillors and steering group members and get answers to their questions. 25. Over the course of the three year period, more than sixty focus group and steering group meetings have been held. There have been regular updates to the community through the focus group meetings, the WBC Community Forum meetings, through the parish council s newsletter and through the shinfieldplan.org website. 26.
