1 DRAFT REPORT Prospective Aquatic Nuisance Species Outreach Partners Columbia River Basin A List of Water-related Businesses within the United States Portion of the Columbia River Basin and Recommendations on How Best to Utilize Their Help in Preventing An Inadvertent Introduction of Zebra Mussels or Other Aquatic Nuisance Species through Public Outreach and Education William Zook Pacific States Marine Fisheries Commission July

2 Introduction This report was requested by the Columbia River Basin (CRB) Aquatic Nuisance Species (ANS) Work Group in order to identify potential public education and outreach partners in the United States (US) portion of the Columbia River Basin. Because the majority of non-local boaters utilize one or more marina, concession or other water related business prior to launching their boats, working closely with these businesses to educate the public about the risks of inadvertently introducing ANS by not cleaning their boats properly before launching into new waters can be a vitally important tool in ANS prevention. Marina Outreach Activities Several partial lists of marinas located in the Columbia River Basin were provided by CRB Work Group members. These lists, from the US Army Corps of Engineers, the Oregon Boater Safety Board, the Columbia River Inter-Tribal Fish Commission and several state fish and wildlife agencies, were integrated to serve as a starting point for a field check to compile a complete list of prospective ANS outreach partners. A field reconnaissance of the Snake and Columbia rivers was conducted between April and June, The survey included that portion of the Snake River from Ontario, Oregon to the mouth, and Columbia River from the Canadian boarder to river mile 30 at the town of Cathlamet, Washington. In addition, the three large reservoirs of the Columbia Basin Irrigation Project; Banks Lake, Moses Lake and Potholes Reservoir and the three major reservoirs of the Yakima River Basin were included in the survey. The attempt to document all potential outreach partners in this basin required extensive reconnaissance and did not rely on the incomplete lists previously referenced. In order to assure complete coverage, every possible physical observation point was accessed, interviews were conducted, and local resources such as visitor s centers, chambers of commerce, and directories were utilized. Approximately 90% of the businesses identified as potential outreach partners within the CRB where visited during the survey. Zap the Zebra brochures, a copy of the latest Pacific State Marine Fisheries Commission (PSMFC) news release and copy of the Missouri Basin River Watch partnership description were provided to each prospective partner. In addition, a sample of zebra mussels was shown and questions were answered. Prospective partners were all advised that they would receive a follow-up letter proposing some sort of working relationship to prevent the inadvertent introduction of zebra mussels or other ANS by proving information to the boating public through their business. In addition, pictures of each site were taken and are included in the attached listing of water related businesses that have contact with boaters. 2

3 Findings A total of 130 water-related businesses that have frequent contact with recreational and/or commercial boaters were identified from approximately 150 business contacts. The majority of the businesses identified as prospective partners had some basic knowledge of zebra mussels and prevention methods. Nearly all the businesses contacted expressed genuine concern and a willingness to assist in a prevention effort, most without any form of compensation. Recommendations The recommended approach to working with this group of businesses differs from the approach taken by the Missouri River ANS Work Group due to the number of businesses involved (nearly three times that of the Missouri River Basin) and their willingness to participate in a voluntary outreach partnership. Specific recommendations for working with CRB business contacts are as follows: 1. Each of the businesses on the list of prospective outreach partners should be mailed an information packet containing the following outreach materials: A cover letter thanking them for their interest and proposing a working partnership based on their voluntary participation in providing outreach information to their boating clients. A packet of Zap the Zebra brochures, a Zap the Zebra poster, Stop Aquatic Hitchhiker promotional materials, a copy of the Minnesota DNR cleaning video, a sample of zebra mussel shells and the request that they identify and prominently post directions to the nearest wash facility. A poster developed for this purpose should be designed and provided within the packet of materials sent to each business. 2. Each business accepting the invitation be become an ANS outreach partner should be advised of a commitment by the involved water resource management agencies to give all participating businesses public recognition for their involvement as partners, if they return a self-addressed post card we provide with their packet of outreach information agreeing to participate. The exact form of public recognition is yet to be determined, but may include paid newspaper advertisements or recognition in various agency newsletters with broad distribution. 3. Whatever the form and substance of the outreach partnership eventually adopted by the CRB ANS Work Group, it should be implemented as soon as possible and well before the 2005 boating season. 3
