1 RFP Corrigendum 01 The RFP document for selection of Transmission Service provider for the Package- 2 against tender specification ESD-765/4 has been modified to the extent below: S. Clause 1.4 At the expiry of the TSA, the SPV along with the assets will be transferred to the Long term Transmission Customer(s) or nominee of Long term Transmission Customer(s) at the depreciated value. 5. Clause 1.5 (a) a) Provide to the Bidders a Survey Report for the Project at least thirty (30) days prior to the Bid Deadline. The Survey Report will contain information regarding the transmission line, i.e. voltage level, line configuration (i.e., S/C or D/C), indicative route alignment, conductor type, conductor configuration and type of terrain likely to be encountered. 6. Clause Project Schedule (Annexure C) Scheduled COD for overall Project: 5th May, Clause The Bidders should submit the Bids so as to reach the address specified in Clause by Hrs. on 15th October 2009: 8 Clause Important timelines are mentioned below: Date Event 10 th Aug 2009 Issuance of RFQ and RFP At the expiry of the TSA, all the assets of the SPV including Substations, Transmission Lines and other related physical assets will be transferred to the permitted nominee of the State Government at zero value. a) Provide to the Bidders a Survey Report for the 765kV line which has already been provided at the RFQ stage. The Survey Report will contain information regarding the transmission line, i.e. voltage level, line configuration (i.e., S/C or D/C), indicative route alignment, conductor type, conductor configuration and type of terrain likely to be encountered. However, Survey for all other lines will be the responsibility of the Bidders. Power Transmission Company Ltd. 9 Clause The Bidders shall submit the Bid which shall remain valid up to 12th April, The BPC reserves the right to reject any Bid which does not meet the aforementioned validity requirement. 10 Clause The cost of this RFQ including RFP is Rs. 11,250/- (Rupees eleven thousand two hundred fifty only) including VAT (12.5%) or USD 225 (US Dollars two hundred twenty five only) including VAT (12.5%) which shall be non-refundable. This amount shall be payable by a crossed demand draft or banker s cheque drawn in favour of Executive Engineer (A) Electricity Transmission Design Circle, UPPTCL payable at Lucknow. 11 Clause Opening of Envelope I (Non-Financial Bid): 15:00 hours (IST) on 15th October, 2009 Opening of Envelope II (Financial Bid): 15:00 hours (IST) on 20th October, Annexure 1 List of Long Term Transmission Customers Read as The Bidders shall submit the Bid which shall remain valid up to six months from the date of submission. Other end digital PLCC cabinet (which are inter face points with UPPTCL, Other PPP Package & generator of Bara, Meja, Karchhana) shall also be procured by the developer. The interface would be associated for erection, testing & commissioning of these cabinets. 3. Stringing of Bus for spare bays is under the scope of developer. The Steady state active power flow from 765kV Bus in UP, considering Ultimate system peak load of 18957MW, has been preliminary worked out by UPPTCL and is enclosed in the CD. 2. The indicative MW & MVAR loadings of different 765, 400 & 220kV feeders as worked out by UPPTCL and enclosed in the CD. 3. The indicative ultimate system short circuit levels as worked out by UPPTCL ( as enclosed in the CD) show that short circuit levels of 40KA for 1sec will be sufficient for all substations except for Rewa Road, which should be 63KA for 1 sec. 4. OPGW shall be laid on the lines as mentioned above. 5. The repeater station, wherever required shall be commissioned by prospective Developer.
