3 City of Auburn Auburn...as it was then: "Gold! Gold! Eureka! I found it!" It was in the Auburn Ravine, Rich Ravine and Baltimore Ravine waterways where these exuberant cries first echoed. The Chana, Woods and Stevens parties were all part of the early exploring groups in search of gold in the foothills of the Sierra Nevada. May 16, 1848, was the date most remembered by Claude Chana when he discovered gold in Auburn Ravine. Chana's lucky find was the first gold discovery in Placer County. Welcome to Auburn! The City of Auburn, California, is the county seat of Placer County. Auburn is geographically located Northeast of Sacramento and Southwest of Lake Tahoe. The town is nestled in the foothills of the Sierra Nevada Mountain Range at a comfortable 1,300 feet elevation. Auburn is situated on the edge of the Auburn State Recreation Area and overlooks the beautiful American River Canyon which offers an abundance of outdoor recreational activities. The area quickly developed into a robust mining and supply camp, and it became officially known as Auburn in In 1850, the population had grown to 1,500, and Auburn became the seat of Placer County in First on horseback and mule, then by wagon and stagecoach, the settlers traversed along Nevada, Sacramento, Auburn Folsom and Foresthill trails. The trails would later become commercial and residential streets, and they are still in use today. The Central Railroad came to Auburn in 1865 following a heated contest with its competitors. Auburn was first incorporated in 1860 and again in The stately Placer County Courthouse was constructed in 1898 at the site of the 1853 Court House Building structure. The City of Auburn has 12,500 residents within the city limits and an estimated 44,000 population in the greater Auburn area. Auburn owns and operates the Auburn Municipal Airport. The city encourages industrial growth through its Airport Industrial Park and light industry in other parts of the city. Visitors can enjoy one-of-a-kind shopping and dining experiences in the commercial business districts of Downtown, Old Town, Auburn Town Center, and Highway 49. The combined business districts have 49 great restaurants to satisfy diverse appetites, specialty clothing and gift stores, antique stores, art galleries, book stores, museums, and area wineries and wine tasting. Visitors from out of town can stay at the Auburn Holiday Inn, with 96 rooms, conference rooms, nearby restaurants and located an easy walking distance to all business districts. Town of Loomis Loomis takes its name from one the of town's pioneers, James Loomis. At one time, James Loomis was the whole town--saloon keeper, railroad agent, express agent, and postmaster. In the early part of the 20th century, Loomis was the second largest fruit-shipping station in Placer County. Loomis remained part of unincorporated Placer County until December 17, 1984, when the Town of Loomis officially incorporated. The town was in danger of being annexed by its neighbor rocklin and the residents voted to incorporate to preserve local control, partly on the issue of preserving the "small town" character and historic structures such as the High Hand and Blue Goose fruit packing sheds which sit between Taylor Road (a segment of historic Highway 40, also known as the Lincoln Highway) and the Union Pacific Railroad tracks.

4 City of Colfax Filled with charm and small-town atmosphere, Colfax is located in California's Sierra Foothills between Sacramento and Reno. Colfax is a convenient stop for vacationers traveling from the San Francisco Bay Area to destinations near Lake Tahoe and beyond. The Speaker of the House, Schuyler Colfax, was sent by the President to check the progress of the rail work. His great oratory and personal charm made him so popular with the citizens that they named the new settlement after him. The new town was laid out by the Central Pacific railroad and sold to two merchants from Auburn. Their names were Mr. Kohn and Mr. Kind. On July 29, 1865 they started the selling of lots to prospective merchants and other folks. It appears that Kohn and Kind realized around $7,000 for all their properties. The finished rails reached Colfax in September and the town remained the terminus of the line for over a year. The railroad truly transformed this area in a hurry. Before this, people living here were mostly involved in supplying the miners passing through to other areas and catering to their needs. Roads consisted of hard- packed dirt with freight wagons and dusty stages providing travelers with their "comforts." City of Lincoln The city of Lincoln, California, rests at the base of the Sierra Foothills in picturesque Placer Valley with the cities of Roseville, Rocklin, Loomis, and Newcastle located nearby. Situated on Hwy 65, Lincoln was named after Charles Lincoln Wilson, a transportation executive and the builder of the California Central Railroad. The first settlement in Lincoln was made in 1859 by John Chapman, G. Gray, John Ziegenbein, and E. A. Gibson. In 1862 and 1863, Lincoln became very prosperous and had a population between 400 and 500. It wasn t too long ago that the population of the quiet little city of Lincoln was a little over 17,000. But in early 2006, Lincoln s population reached over 33,000 reflecting the City s march forward on its smart growth plan. As a result of the City s 2002 strategic plan (City of Lincoln Strategic Action Plan, May 2002) new office buildings, shopping centers, housing developments and custom home properties could be seen all around the Lincoln area. In concert with its strategic growth plan, the City intends to maintain the small town charm and character of its historic downtown.

5 City of Rocklin Although officially incorporated in 1893, Rocklin s recorded history begins 150 years ago when Joel Parker Whitney established Spring Valley Ranch. Over the years, 25 miles of crushed stone roads, 12 granite bridges, stables, barns, and housing for 200 ranch hands and their families were all constructed on this sprawling 30,000 acres, now considered the first developed property in Rocklin. After the last Whitney family member died in 1926, the ranch began to deteriorate. The planned communities of Stanford Ranch and Whitney Oaks now occupy much of the former Spring Valley Ranch. As Rocklin evolved, the City saved many of the original granite bridges used to cross creeks on the Spring Valley Ranch, and the City s Recreation Comm. designed parks with the bridges. The City s original claim to fame came with the mining of granite. In 1910, 22 quarries operated in Rocklin and, in 1912, nearly 2,000 train carloads of granite were sent out of town. Granite for the state capitol and many of the buildings in San Francisco came from Rocklin s quarries. City of Roseville Roseville is a progressive city with its eye on the future, but all the while retains and celebrates its rich historical railroad roots. What started as a town developed by disappointed miners from the famed Gold Rush has blossomed into a thoroughly developed, independent city boasting an estimated population of 104,655 residents (as of January 1, 2006). Roseville incorporated on April 10, 1909 and is a charter city operating under a City Manager-Council form of government. The strength and balance of Roseville s diverse economy allows the city to thrive. Business ventures in Roseville range from technology, healthcare, agriculture and financial services. Roseville s parks and recreation programs and educational systems also make Roseville an amazing place to raise a family. Abundant recreational programs, numerous neighborhood parks, wonderful golf courses, state-of-the-art fitness centers and thousands of acres of open space provide a great way for every one of all ages to soak in the warm California sun. Granite Bay The unincorporated Placer County community of Granite Bay had a population of about 20,000 residents at the 2000 census and covers an area of approximately 25 square miles. It is situated on the north shore of Folsom Lake about 25 miles northeast of Sacramento on the eastern edge of the Sacramento Valley at the base of the Sierra foothills. The community boasts of a very high quality of life due to it's great location, sound community plan, first rate schools, numerous churches, a low crime rate and excellent recreation opportunities. The community is home to some of the Sacramento areas finest and most exclusive homes. The community was officially recognized as "Granite Bay" in As an unincorporated community, the Placer County Board of Supervisors is the local governing body, and a local Municipal Advisory Council provides input and advice to the Supervisors.

6 Placer County: Demographics Income As shown in Figure 1, Placer County s per capita personal income in 2004 was close to $39,000, higher than both the Sacramento Region (almost $33,000) and the state (over $35,000), but lower than the Bay Area (approx. $49,000). Placer County per capita personal income grew by 52% from 1994 to 2004, surpassing both the Sacramento Region and the state growth rates in that period (almost 50% and just under 52%, respectively), but below the Bay Area s growth rate of 64%. Labor Force In 2005, Placer County had a labor force of just over 162,000 people, with almost 156,000 employed. The County had an unemployment rate of 3.9%, lower than all the comparative areas, demonstrating Placer County s relatively FIGURE 1 The median household income, as reported by the U.S. Census Bureau, is the middle value of the household incomes (income of all household members aged 15 and above) within a certain location. In 2005, Placer County s median household income was around $62,000, the second-highest income among the counties within the Sacramento Region and much higher than California. Between 2000 and 2005, Placer County experienced an approximate 8% increase in median household income, which was lower than California and other counties within the Sacramento Region, but slightly higher than the average growth rate of the counties within the Bay Area. Ethnicity The 2005 population in Placer County was approximately 82% White with about 248,000 people. The second largest ethnic group in Placer County was Hispanic, representing approximately 10% of the total population with almost 32,000 people. With 82% of the total population, the White ethnic group in Placer County has a significantly higher proportion of population than the Sacramento Region (57%), the Bay Area (45%), and California (almost 43%). The Hispanic ethnic group (about 10%) represents a smaller proportion of Placer County s population than that in the Sacramento Region (around 19%), the Bay Area (about 22%), and a significantly lower proportion than in the state overall (almost 36%). Over the past ten years, Placer County s White ethnic group composition decreased 4% age points; the largest increases in composition were seen in the Hispanic (over 1% age point) and Black (almost 1% age point) ethnic groups from 1995 to DOF projects that the proportion of Whites to the total population in Placer County will continue to decrease (almost 4% age points by 2015) with other ethnic groups, primarily Asian & Pacific Islander and Hispanic, increasing their proportion of the population, though at much lower rates than the comparison areas. The White ethnicity composition shift from 2005 to 2015 in Placer County is smaller than what is projected for the Sacramento Region (about -8% age point shift), the Bay Area (close to -7% age point shift), and the state (approximately -7% age point shift). strong economy. Placer County also had the highest increase in its labor force, in line with its population growth almost 59% growth from 1995 to 2005, significantly greater than the Sacramento Region (almost 28%), the Bay Area (about 4%), and California (close to 16%).

7 Population Placer County s population has grown significantly over the past five to ten years. In fact, the County ranked 34th in the U.S. Census Bureau s list of the 100 Fastest Growing U.S. Counties with 10,000+ Population in 2005: April 1, 2000 to July 1, This growth has produced changes in the County s FIGURE 2 demo. composition and has naturally led to growth in housing units to support the population increases. Figure 2 shows that in January 2006, Placer County s total population reached almost 317,000 people, about 14% of the entire Sacramento Region. The highest populated incorporated cities within Placer County are Roseville (about 105,000) and Rocklin (almost 51,000). FIGURE 3 is projected to see growth of close to 31% between 2006 and 2015, which is a higher rate than the Sacramento Region s, Bay Area s and California s respective pro-jected increases of approximately 24%, 11%, and 16%. Figure 3 shows that Placer County s population is projected to increased by about 97,000 people to over 413,000 residents by Overall, the County In addition to the incorporated cities, the Census Bureau provides 2000 population data for places within Placer County that are not designated as incorporated cities (shown in Figure 4). By far, places within the Valley region have the highest population and growth since 1990 of the three Placer County regions. Rocklin and Roseville had the greatest increase in population from 1990 to 2000 with respective growth rates of 91% and 79%. Although some places within the High Country region are relatively small in population, two of them, Kings Beach and Tahoe Vista, grew considerably during the 1990 to 2000 time frame with respective rates of about 44% & 46%. Parks & Recreation The expansive range of Placer County s elevation and landscape characteristics provides ample opportunity for recreational and leisure activities for every season and every region within the County. This explains the continuing and growing popularity of Placer County among residents and tourists seeking active leisure. Topographical and geographical descriptions of each of the three regions in Placer County are as follows: The Valley: Rich agricultural lands, recreational amenities, and cultural activities characterize the Valley area of Placer County. Folsom Lake State Recreation Area offers opportunities for activities such as boating, water skiing, fishing, swimming, horseback riding, and camping. The Gold Country: Wellstocked lakes with tree-lined shores characterize the worldfamous Gold Country. The search for gold brought many to the hills of Placer County. Hiking along old wagon trails through the Tahoe National Forest is a hike through the area's history. Off the beaten path, adventure seekers can experience gold panning, nature photography, or river rafting. Fans of water activities will find a large number of opportunities for fun and adventure. Numerous commercial companies offer canoeing, kayaking, and rafting trips for different skill levels along the picturesque routes on the American River. The High Country: Those seeking adventure or rest and relaxation can enjoy the splendor of the High Country. Abundant opportunities for hiking, camping, mountain bicycling, and horseback riding are available during the summer and fall seasons. Snowmobiling, ice skating, downhill and cross-country skiing, and sledding are popular in the winter and early spring. The various ski resorts located in or in close proximity to the High Country region are major tourism draws to Placer County in winter, offering many activities to its visitors.
