The bill is numbered H.R. 4733, and the corresponding committee report is House Report We apologize for any errors or omissions in our discussion of these documents, and would appreciate any input/feedback on how to make improving corrections. The ordering of items generally reflects their presence in the bill does not mean to imply any relative importance. DEPARTMENT OF ENERGY Advanced Scientific Computing Research - $5 M for computer upgrades at the National Energy Research Scientific Computing Center (NERSC) at the Lawrence Berkeley National Laboratory. Of the Interior and California of a plan to minimize the impact of drainage waters. Other Department of Defense, Civil Corps of Engineers- Construction $5 M for San Timoteo Creek (Santa Ana River Mainstem) Central Valley Project - The Department of the Interior is authorized to collect $540,000 from CVP water and power contractors, and remit that amount annually to the Trinity Public Utilities District. The assessment is payable 70 percent by the CVP Preference Power Customers and 30 percent by CVP Water Contractors. SJVDP-The costs of the San Joaquin Valley Drainage Program will be classified as reimbursable or nonreimbursable by the Secretary of the Interior and collected until fully repaid pursuant to the SJVDP-Alternative Repayment Plan. Fusion Energy Sciences For fusion energy sciences, the House bill provides $255 million, a small increase over the $244 million that was appropriated in FY00 and the Administration FY01 budget request of $247.3 million. In addition to this amount, the bill also includes $25 million from defense funds for high average power lasers under the inertial confinement fusion (ICF) account, a boost of $15 million over the FY00 level. The proposed levels, while still an increase, are substantially below historical levels. If funding were adjusted for inflation, the FY 95 fusion energy sciences budget was $400 million. California wins a large share of federal fusion spending, which supports roughly 1,400 direct jobs in the state at companies such as General Atomics and SAIC, universities (including U.C. campuses at Berkeley, Davis, Irvine, Los Angeles, San Diego and Santa Barbara, and others), and national laboratories at Livermore, Berkeley, and Sandia-Livermore.

10 California Institute Energy & Water Appropriations Special Report, June 29, 2000 Page 10 Inertial Confinement Fusion (ICF) The bill provides overall funding for ICF programs (including NIF) of $365 million as compared to the Administration's requested level of $340 million. For the National Ignition Facility (NIF), the bill provides the Administration's requested level of 74.1 million, with additional dollars postponed due to a lack of Administration budget specifics.
