3 Costa Rica Green Valley CRGV is located in the province of Alajuela, canton of Grecia, twenty minutes away from Juan Santamaria International Airport, and to the northeast of the capital city of San Jose. CRGV is comprised of an area of 300 hectares. It is divided by the Pan American highway and naturally bounded by the canyons of three rivers, two of which are part of the most important rivers of the country s central areas. Because of these geographical features, CRGV benefits from a varied topography with spectacular views. This region of Costa Rica is recognized as having one of the best climates in the world. For over one hundred years, sugar cane was cultivated and processed at the mill in the farm. Other small areas were dedicated to planting coffee and other agricultural products. Ultimately, what was once Finca e Ingenio La Argentina (Argentina Mill and Farm), was sectioned among the owners families. One of these family groups will be developing Costa Rica Green Valley. GRECIA CRGV IMAGE 1: NACIONAL CONTEXT The Costa Rica Green Valley initiative is being developed based on a concept of mixed development, and there are plans to include one or several industrial parks; residential projects; health facilities such as clinics or hospitals; spaces for educational and cultural activities such as theaters; office buildings; commercial and hotel activities. The necessary infrastructure required for such activities is being anticipated. 1

4 1. STRATEGIC LOCATION The technological and mixed development park, Costa Rica Green Valley, is strategically located at the entrance gateway of the Central Valley s West, exactly in the intersection of ROUTE 1 (San SAN CARLOS Jose San Ramon road) and Grecia s motorway. Thousands of inhabitants from almost all the cities in the West go through this route every day. They commute to work in the city of San Jose, given the lack of sources for quality work close to the population. The daily commute of individual vehicles and public transportation NARANJO SARCHI SAN PEDRO DE POAS HEREDIA to the capital city generates unnecessary fuel consumption, road congestion, environmental pollution, and increased levels of CO2 SAN RAMON PALMARES GRECIA CRGV in the atmosphere, all due to the lack of a core generator of wellpaid jobs for the people of the West. Costa Rica Green Valley will bring change by creating quality jobs directly at the place where the trained population is found. A reduction in the commute will save workers time, the carbon footprint and the amount of vehicles in the national roads will be reduced, all of which will result in an ALAJUELA SAN JOSÉ improved quality of life for the residents of the Central Valley s West PUNTARENAS ATENAS and of the country. The figures are overwhelming; more than 300,000 people live in the Central Valley s West, with a human development index (HDI) above the 2012 world s average, over Latin America s average, and over Costa Rica s average, according to a 2013 UNDP human development report. Distances in kilometers from the different cities of the West (San Ramon, Naranjo, Palmares, Sarchi, Grecia, Atenas, and San Pedro de Poas) to Costa Rica Green Valley do not exceed 25 kilometers, and the longest travel time is 20 minutes. Costa Rica Green Valley has a solid foundation for achieving success, generating jobs, and being a model for the country. It enjoys the support of local governments in the West. It has a master plan for an inclusive, mixed use of the land housing for different socioeconomic strata, commerce, manufacturing, information technology services, health sciences, and universities; it relies on a strategic location and on the essence of Costa Rica: its people. 7 2. ACCESS TO THE SITE NICARAGUA NICARAGUA Access to Costa Rica Green Valley will be direct and expeditious, GUANACASTE ALAJUELA HEREDIA ATLANTIC OCEAN avoiding congestion. Moreover, there is additional access through Grecia s motorway (Arnoldo Kopper Vega), by the National Liquor Factory, by Santa Eulalia of Atenas, by Rosario of Naranjo and the PUNTARENAS CARTAGO SAN JOSE LIMÓN road to Tacares of Grecia. Internally, streets have been planned to allow traffic flow, and there will be pedestrian walkways and PACIFIC OCEAN PANAMA bikeways. PUNTARENAS With the reconstruction of the national route San Jose-San Ramon, travel time from Alajuela to Grecia would diminish, making it possible to add a great work force from the city of Alajuela, which has a population of more than half a million of inhabitants. Right on the property, in the intersection between Route 1 and Grecia s motorway, the government plans to develop a cloverleaf interchange, simplifying access to the project. The land for this cloverleaf interchange has already been expropriated. The southern sector of the project is connected to the northern part of the estate through a highway underpass. It will be accessible from the Bernardo Soto highway upon construction of a bridge over Valverde stream that will allow access to the cloverleaf interchange. 5

8 Access from the Fanal intersection is also possible should the Municipality of Grecia fix a small stretch of road. According to an analysis of the site, the south side of the land is optimal for developing future industrial parks. The southern sector of the project is connected to the northern part of the estate through a highway underpass. It will be accessible from the Bernardo Soto highway upon construction of a bridge over Valverde stream that will allow access to the cloverleaf interchange. Access from the Fanal intersection is also possible because the Municipality of Grecia fixed a small stretch of road. For these industrial sites there is a proposal to locate a plant, whether in the park in condominium, or outside the park. Both modalities are eligible for the benefits of the new law on free zones. UTILITY DATA CENTER IT R&D LABORATORY S CLUSTER GREEN VALLEY CONFORT SOLUTIONS A science park (highlighted in orange): for projects concerning the technical and university training of qualified personnel that these developments and global manufacturers will require. These projects can be specific training programs locally developed within the complex itself in-situ or a combination that will take advantage of the proximity to technical institutions such as INA (located in Greece, Naranjo, and Alajuela), and universities such as UCR, located in Tacares of Grecia (just 10 minutes away from the complex), the Universidad Latina, and other universities established in Grecia and other cantons of the West. 8

In addition, these solutions aim to prevent commuting and provide a safe, reliable place to live, away from urban overcrowding and large conglomerations, with commercial, sport, and entertainment possibilities in the same location. It is also, of course, a strategic location for enjoying the daily wonders of nature and the ecology of the area, while at the same time "being as far away and as close as you want" to the metropolitan area. Unlike other developments of this type, housing solutions are offered for different social strata, from lowincome housing, to housing for the middle class, as well as for high-level executives that need to be near their workplaces. In a special way, CR Green Valley Business and Technology Park seeks to contribute responsibly: to the planet; to the national goal of being carbon neutral; to business solutions, research, housing and recreation, all under the banner of "GREEN ECONOMY, 9

13 NICARAGUA 4. OBJECTIVES The main objective of this project is to promote the development of the Central Valley s West. The majority of the country s ATLANTIC OCEAN population resides in the Central Valley, an area known as GAMA (Great Extended Metropolitan Area). The western sector includes the cantons of Grecia, Alajuela, Atenas, Naranjo, Palmares, San Ramon, Poas, and Valverde Vega. It holds a population of great CRGV GAMA PACIFIC OCEAN PANAMA capacity and skills, humble, hardworking people with solid principles and values. The inhabitants of these areas have been forced to commute to San Jose and other more distant areas in search of work and opportunities. According to this year s Ministry of Commerce Exports Report, PANDUIT is the third largest industrial exporter of wiring and communication products, positioned along with Intel and Conducen. It generates two thousand high profile jobs in specialized areas, and over 90% of workers are from the area. Additionally, Panduit has developed a commercial link with national suppliers and, especially, with neighboring suppliers. CRGV is a socially responsible company with an ambitious agenda that includes community, schools, and students in the area. BACKGROUND HISTORY Finca La Argentina has a rich and century old history related to a Spanish family that came to America, like so many other Iberian families, in search of opportunities in the late 1800s. The story begins in San Andres, a Spanish town in the Province of Soria, the most barren and coldest province of all Spain. It is not difficult to imagine the impression that these Spanish emigrants received upon reaching one of the most fertile places in the world, where all you need to do is throw a seed in the ground for it to sprout. Thus, the children of Felipa Vitoria, widow of Herrero, who had emigrated in the late XIX century, convinced her and her brother Moises to sell their lands in San Andrés de Soria and buy the first piece of land of what was later to become Finca La Argentina. This first terrain was named Castilla, and it has been, until today, the heart of the estate, where the Casa Grande is found. This house is representative of the old hacienda houses of Costa Rica, different from the lavish homes of ranchers in other parts of Latin America. Felipa Vitoria gave birth to six children of whom only two had offspring: Felisa, and Ramon, who married Maria. She and Felisa 13

16 became widows six months apart of each other, Maria in Costa Rica, and Felisa in Spain. Therefore, Cipriano, Felisa s brother, and at the time the only one of the Herrero Vitoria brothers who was alive, brought Felisa from Spain, and became the head of the family. Management of the farm became his responsibility and that of his five nephews. Those nephews are the parents of the current generation. Casa Grande symbolizes the agricultural past of the family, dedicated to sugar cane plantations and coffee production. The family also built a town center with a church, a school, a rustic grocery store, a soccer field, and a multiuse hall; with time the latter became the center of a vibrant community, a reflection of the social life of the local population as a public meeting space so common in Costa Rican culture. La Argentina became an icon with a unique identity. Presently, everyone who lives west of the metropolitan area knows where it is, not only on account of being a town center, but also because of its strategic location. 14

17 6. THE SITE The site is characterized by a heterogeneous topography and extensive hydrology; hence, the environment makes possible a diversity of uses. It is important to mention that, unlike other places in the Central Valley, the soil type is suitable for developing major infrastructure, both in terms of its capacity to bear weight, as its permeability. Parts of the site have slopes of over 30 percent, which are being considered for housing projects given their excellent panoramic views and lush vegetation. In most cases, these steep areas are located around the perimeter of the property bordering the rivers Colorado, Grande, and Rosales, which have carved deep canyons into the landscape. The law establishes regulatory protections for these big rivers, as well as for secondary watercourses and the system of artificial irrigation channels found at the site. They have 50, 30, and 10 meters banks respectively (on each side). The northern side of the property receives water from a natural spring around which a green recreational area is being planned. The southern property has a natural spring with available water. 15

19 7. TOPOGRAPHY Approximately 60% of the site is suitable for development without restrictions and it offers possibilities for high quality development. In this 60% of the farm, the land has an incline of less than 30%. The north side is like a gentle rolling valley. It has an outstanding panoramic view towards the mountains and volcanoes of the area. The south side, known as Los Cedros, is shaped like an inverted container, with a relatively flat upper part, except for Cerro Vargas. The edges of the site fall sharply forming river canyons, creating amazing views, and reinforcing a natural protective boundary that gives privacy and security to the area. 21 8. VEGETATION AND CLIMATE Climate and vegetation are among the property s many outstanding assets. The area s climate is classified as one of the best in the world. Altitudes in the northern area range between 700 and 750 meters above sea level; and, in the southern part, it ranges between 600 and 700 meters above sea level. A striking feature of this climate is the significant temperature differences between day and night. Overnight, cold air creeps from the volcanoes and surrounding mountains. This favors, with a good weather analysis in hand, the possibility of planning and designing the proposed developments in a sustainable and environmentally friendly manner. These natural green boundaries create a biological corridor that surrounds the property and encourages the proliferation of natural flora and fauna. All this represents a great gene bank that will make the expansion of native vegetation on future green areas of the project easier. This does not represent a constraint to the construction of infrastructure; instead, it facilitates the development of the property in view of the environmental procedures required by the regulations in force in the country. Developers with a clear environmental vision have launched reforestation efforts involving nurseries of native species and the protection of the already existing environment, in order to enhance the beauty of the site. 19

23 9. HYDROLOGY The hydrological network is one of the most striking features of the site. It consists of natural and artificial elements that assist venting of rainwater and springs. The richness of the hydrological characteristics of the property offers an extraordinary opportunity to achieve the different uses projected at the site. There are great rivers: the Rio Grande, the Colorado and the Rosales rivers; a series of small streams, such as the Valverde stream and its tributaries; and a series of interconnected artificial irrigation channels. In the XIX century, when the property was intended for agricultural use, Anastasio, one of the Herrero Vitoria brothers, developed the irrigation system. With extraordinary vision and skill, he took advantage of the natural hydrologic conditions and existing topography to design an irrigation system based largely on the force of gravity, which supplies water to the entire farmland. Over a century later, this system is still running smoothly virtually in its original form. It is yet another remarkable condition of the property and one that offers design possibilities regarding recreational, aesthetic, and functional projects. Watering needs can be satisfied with all these water irrigation systems. 21

24 It also has the right to purchase drinking water from an outlet of the AyA (the water company) that goes through it. This is a unique feature in the area. 26 10. WILDLIFE Wildlife is very diverse and representative of this area of the Central Valley, and the same is true of the vegetation. Wildlife inhabits the river canyons and some areas where there has been no agriculture. However, by changing land use and reforesting the site, native species will increase and become revitalized. 24

28 11. INTERNAL ROADWAYS With the same wisdom that the centennial irrigation channels were plotted, and at the same period of time, the estate s internal roadways were designed and built. They are distributed throughout the farm with coherence, deep analysis, respect for topography, and common sense. 31 14. CONCLUSIÓN Time, circumstances, and generational shifts impose a change in the use of the property. The same love of the land and the desire to coexist and contribute to a community that has been there for over a century, in absolute symbiosis, is more alive than ever today. The site is spectacular and possesses great versatility. The diversity of the land, its location, topography, climate, and many other aspects make Costa Rica Green Valley suitable for different activities strengthening its centennial tendency towards mixed use of the land. The site provides access inside and outside the country. Together, all these characteristics allow for great possibilities and combinations. Among its great qualities we can highlight quality of the soil, quantity and quality of the water, scenic beauty, excellent climate, security, lush vegetation, and wildlife. Architectural endeavor is the rigorous and enthusiastic gaze set upon the little things in life, sublimating the ordinary, making it work well for example, a window that allows the landscape in, a courtyard designed knowing that man will discover the stars in its midst, providing a limit to infinity. Rogelio Salmona The numerous rivers, streams, and irrigation channels, along with the impressive and widely varied topographic features, the founding conditions of the estate and its social repercussions, to date provide a unique historical, visual, and recreational interest.
