1 District 51 submits the following motion, having passed committee unanimously. MOTION To amend the Policies and Procedures Manual of Southeast Texas Area to allow verbal announcements, flyers and displays from the conferences and committees of Young People in Alcoholics Anonymous at Assemblies & Conventions The third edition of the Policies and Procedures Manual of Southeast Texas Area specifies that the Area meet quarterly under the section Area Assembly Meetings on pages 6-7. This section permits verbal announcements, flyers, or displays to be made at these meetings only from events sponsored by one of five classes of entities: SETA, Area 67 Districts/Groups, the General Service Office, the Texas State Convention of Alcoholics Anonymous, or Intergroups/Central Offices within the boundaries of Area 67. We move that the following amendments be made to the Policies and Procedures Manual, to allow verbal announcements, flyers, or displays from the conferences and committees of Young People in Alcoholics Anonymous to be allowed at Assemblies and Conventions, including when the event is held in cities outside SETA Area 67: 6. Verbal announcements, flyers, or displays shall be allowed at all SETA Assemblies and Conventions if the events are sponsored by any one or more of the following entities: a. SETA Assembly sponsored events, including, SETA Conventions and SETA service committees; b. Events sponsored by SETA districts and/or groups; c. General Service Structure of AA events sponsored by the General Service Board or General Service Office of Alcoholics Anonymous, including General Service Conferences, International Conventions, SWRAASA. Regional Forums, Special Forums and Other similar events; d. Texas State Convention, including when held in cities outside of the SETA Area 67 Area; and e. Intergroups/Central Offices events, such as workshops, sponsored by Intergroups/Central Offices and their service Committees located within the boundaries of SETA Area 67; and f. The conferences and committees of Young People in Alcoholics Anonymous, including when held in cities outside of the SETA Area 67 Area. RECENT AREA PRACTICE: In October 2016, the SouthEast Texas Area gave a one-time allowance for Texas State Conference of Young People in A.A. (TXSCYPAA) to have flyers at our 2017 SETA Convention. The issue was submitted to an Ad Hoc Committee. The Ad Hoc Committee did not present their findings and was eventually dissolved. Without a recommendation, flyers from TXSCYPAA were thereafter denied and the issue left unresolved. 1 of 8

2 INTENT: District 51 would like to see all YPAA activities shared at the Area level and a better exchange of information and unity created between YPAA committees and the SouthEast Texas Area. BACKGROUND: Hopefully the workshop gave everyone a better understanding of what Young People in A.A. groups and conferences are all about. YPAA conferences are indeed well established A.A. events as recognized by GSO and noted in two of our Box 4-5-9s. In the P-4 Pamphlet, Young People and A.A., it mentions YPAA Conferences and encourages our younger members to seek YPAA meetings. But where? On page 6, it says, Young people s conferences are held in the United States and Canada and around the world. For information, consult your local A.A. area, intergroup office, or search online for YPAA. We believe that this seems to imply that our Areas may have a responsibility in helping to make that information available to other members of the Area. A question answered by the previous Area ad hoc committee was: What measures does TXSCYPAA take to ensure that it follows traditions? TXSCYPAA (our local active YPAA committee founded in 1980) has an Advisory Committee that provides guidance to the Host Committee. Members of this committee are A.A. members. According to their By-laws, the Council must operate within the principles of the 12 Steps, 12 Traditions and 12 Concepts of Alcoholics Anonymous. It is also suggested that all members of TXSCYPAA s Advisory Council and its Host Committee, conduct themselves in adherence to the principles of the 12 Steps, 12 Traditions and 12 Concepts of Alcoholics Anonymous. In addition, YPAA Conferences provide visible evidence that large numbers of young people are achieving a lasting and comfortable sobriety in Alcoholics Anonymous. The three legacies of A.A. -- Recovery, Unity, and Service -- are the backbone of YPAA, just as they are throughout A.A.. They regularly contribute to the A.A. General Service Office, as well as to the Area Service Structure in the local areas in which they are held. In fact, our Area has accepted contributions from TXSCYPAA. So, if Young People in A.A. conferences are A.A. events, held by A.A. members, for A.A. members and our own literature directs us to our local Areas for more information, shouldn t we make that information available here in this forum? One of the questions that the district asked in this research was: How are other A.A. Areas cooperating with YPAA? After looking throughout the 79 United States A.A. Area websites within the General Service Conference, we were encouraged to see that there was actually A LOT of cooperation throughout our Fellowship. Though a good number of Area websites were fairly bare of easily verifiable information and/or password protected, MORE THAN HALF have some kind of visible or tangible YPAA presence like event announcements and website links. 2 of 8

3 Of that number, MORE THAN HALF of those Areas have either a YPAA standing or support committee (with and without a vote), a Liaison or they provide time on the Area agenda for a report when available. There are as many variations of support, as there are Areas. We believe that the autonomy inherent in Tradition 4, allows us the freedom to move around in this loose garment to truly represent our Area and all that it offers. Many Areas do not strictly follow any formal A.A. pattern, but have adapted to the unique needs to serve the A.A.s in their Area. Also, on page 12 of the Area s Policy & Procedure Manual, we noticed that the Area actually extends an invitation to Al-Anon and Ala-Teen to participate at our Area Conventions. This was added to the P&P back in January of We applaud this, though we hope that if we are willing to invite non A.A.s to participate in our Conventions, then why not actual members of A.A. that are so active in service as evidenced in YPAA? WHY IS THIS MOTION NECESSARY? Since Young People in A.A. was not among the approved entities listed in our P&P manual, AREA 67 required a motion to allow that presence or to receive permission to have flyers for a Young People's Conference in our Area in We believe that this was a simple oversight. It was suggested that, in defining "Cooperation Not Affiliation" (as it is called in Amendment 24 on page 21 of Area 67 s P&P) we have inadvertently created a barrier that has kept our Area Fellowship in the dark about the amazing work that Young People in Alcoholics Anonymous have done and are doing, IN OUR AREA AND BEYOND, in bringing young people from obscurity into recovery, fellowship and service. Throughout 2018 and especially in the last few district meetings, our discussions have turned to the involvement of young people both in our district and Area 67. In all of those discussions, our agreement has always been unanimous. There is little doubt that young people can and should play a vital role in AA and its future. Bill W acknowledged as much in a letter to ICYPAA dated June 15, 1969, congratulating them on the 12 th occasion of the Young People s conference. Bill wrote in recent years I have found nothing for greater inspiration than the knowledge that A.A. of tomorrow will be safe, and certainly magnificent, in the keeping of you who are the younger generation of A.A. today. Currently, this dedicated group of young A.A. members are currently working to bring the regional YPAA Convention (HACYPAA, also called the Heartland Conference) to Houston next year. District 51 plans to provide them with a letter of support. As they bid for the Heartland Conference, these young A.A.s need our support more than ever...just as much as we need theirs. We re incredibly proud of them. These members have been especially helpful in the set up and facilitation of the Wednesday night A.A. meeting at the adolescent treatment facility in SW Houston. With this great enthusiasm and participation, we see no better time than now. Just last year, a motion made the General Service Conference agenda concerning a more recognized inclusion for YPAA within the A.A. service structure, so there is clearly a growing consciousness and push. 3 of 8

4 If we want to encourage younger people to participate in A.A. service, we believe that we should embrace an arm of A.A. that does just that. At this time, we have only asked for the opportunity to have YPAA events advertised alongside other A.A. events as noted in our motion. However, District 51 highly encourages greater YPAA participation at the Area level. As with other Areas throughout the United States, there are many examples and options in which to achieve District 51 s stated intent. We hope that Area 67 will convene a new ad hoc committee to explore our options further in how this may serve members within our Area. We can be the hand reaching out to the hand reaching out. 7 De ese número, más de la mitad de esas áreas tienen ya sea un Comité de soporte o de apoyo de la YPAA (con y sin voto), un enlace o proporcionan tiempo en la agenda del área para un informe cuando esté disponible. Hay tantas variaciones de apoyo, como áreas. Creemos que la autonomía inherente a la tradición 4, nos permite la libertad de "movernos" en esta "prenda suelta" para representar verdaderamente nuestra área y todo lo que ofrece. En todas esas discusiones, nuestro acuerdo siempre ha sido unánime. Hay pocas dudas de que los jóvenes pueden y deben desempeñar un papel vital en la AA y su futuro. Bill W reconoció tanto en una carta a la ICYPAA fechada el 15 de junio de 1969, felicitándolas en la 12ª ocasión de la Conferencia de los jóvenes. Bill escribió "... en los últimos años no he encontrado nada para una mayor inspiración que el conocimiento de que A.A. de mañana será seguro, y ciertamente magnífico, en el mantenimiento de ustedes que son la generación más joven de A.A. hoy ".
