1 National Heritage Areas National Park Service U.S. Department of the Interior Heritage Areas 101 PLACE-BASED, COMMUNITY-DRIVEN CONSERVATION & ECONOMIC DEVELOPMENT What are NHAs? National Heritage Areas (NHAs) are designated by Congress as places where natural, cultural, and historic resources combine to form a cohesive, nationally important landscape. Through their resources, NHAs tell nationally important stories that celebrate our nation s diverse heritage. NHAs are lived-in landscapes. Consequently, NHA entities collaborate with communities to determine how to make heritage relevant to local interests and needs. NHAs are a grassroots, community-driven approach to heritage conservation and economic development. Through publicprivate partnerships, NHA entities support historic preservation, natural resource conservation, recreation, heritage tourism, and educational projects. Leveraging funds and long-term support for projects, NHA partnerships foster pride of place and an enduring stewardship ethic. Benefits of NHAs Some of the long-term benefits of NHA activities include: Sustainable economic development NHAs leverage federal funds (NHAs average $5.50 for every $1.00 of federal investment) to create jobs, generate revenue for local governments, and sustain local communities through revitalization and heritage tourism. Healthy environment and people Many NHAs improve water and air quality in their regions through restoration projects, and encourage people to enjoy natural and cultural sites by providing new recreational opportunities. Improved Quality of Life Through new or improved amenities, unique settings, and educational and volunteer opportunities, NHAs improve local quality of life. Schuylkill River National Heritage Area coordinates the annual Schuykill River Soujourn - a 7-day, 112 mile guided canoe and kayak trip, which provides a wealth of learning opportunities for participants. Education and Stewardship NHAs connect communities to natural, historic, and cultural sites through educational activities, which promote awareness and foster interest in and stewardship of heritage resources. Community Engagement and Pride By engaging community members in heritage conservation activities, NHAs strengthen sense of place and community pride. The NHA Program NHAs further the mission of the National Park Service (NPS) by fostering community stewardship of our nation s heritage. The NHA program, which currently includes 49 heritage areas, is administered by NPS coordinators in Washington DC and seven regional offices - Anchorage, Seattle, Oakland, Denver, Omaha, Philadelphia and Atlanta - as well as park unit staff. NHAs are not national park units. Rather, NPS partners with, provides technical assistance, and distributes matching federal funds from Congress to NHA entities. NPS does not assume ownership of land inside heritage areas or impose land use controls. NHA Facts Forty-nine NHAs have been designated by Congress since Each NHA is created through individual federal law. NHA designation recognizes the national importance of a region s sites and history. Through annual Congressional appropriations, NPS passes funds to NHA entities. Although most entities are authorized to receive up to $1 millon annually over a set period of time, actual annual appropriations range from $150,000 $750,000. The financial assistance component of the program is secured with legal agreements, accountability measures, and performance requirements for NHA entities. NHA designation does not affect private property rights. 4-1

3 Feasibility Study for a National Heritage Area in the Sacramento San Joaquin Delta Delta Protection Commission Proposed Themes Theme 1 America s Inland Delta at the Heart of California The vast size, unique shape, and geographical location of the Delta have contributed to its importance as an ecological and cultural landscape. The Delta is a rural region that lies in between major urban centers of northern California, and has often been used as an area for leisure activities for those wanting an escape from city life. While suburban sprawl has threatened the Delta landscape, innovative solutions, such as the Delta Protection Act, have helped preserve the Delta s rural character. Theme 2 From Marshland to Farmland Reclamation of the Delta The significant undertaking of reclaiming the Delta from a tule marsh to an agricultural landscape was one of the largest scale reclamation projects in the United States. Innovative equipment was developed in the Delta for reclamation, and used throughout the world for a variety of purposes. Reclamation, however, led to land subsidence, gaining widespread attention from scientists and policy makers. Theme 3 Multi Cultural Contributions and Experiences in Rural California A number of minority groups, including Chinese, Japanese and Filipinos, have established communities in the Delta and made significant contributions into shaping the Delta into the agricultural landscape that it is today. Often the successful farm laborers were able to acquire land, which led to statewide and national concern about immigration issues. A handful of historic communities in the Delta reflect the region s diverse heritage. Theme 4 This Fertile Land California s Cornucopia The Delta is recognized as one of the most fertile agricultural regions in the country, contributing billions of dollars to the California s economy. Large quantities and a vast diversity of crops have been grown in the Delta and exported throughout the world, and the Delta has also been an innovative center for farm equipment development. Theme 5 Our Precious Water Resource California s Hub of Water Conveyance and Conflict The Delta is as a water supply source for about two thirds of California s residents and over seven million acres of the state s farmland. Two major water projects, the Central Valley Project and the State Water Project, transfer water from the Delta to Southern California. Surrounding issues have led to perhaps one of the most complex resource challenges that California has ever faced. 1 Delta Protection Commission Delta National Heritage Area Feasibility Study 4-3

SHORT TITLE. This Act may be cited as the Sacramento-San Joaquin Delta National Heritage Area Establishment Act. SEC. 2. SACRAMENTO-SAN JOAQUIN DELTA NATIONAL HER- ITAGE AREA. (a) DEFINITIONS. The term Heritage 2 Area means the Sacramento-San Joaquin Delta 3 Heritage Area established by this section. 4 (2) HERITAGE AREA MANAGEMENT PLAN. The 5 term Heritage Area management plan means the 6 plan developed and adopted by the management en- 7 tity under this section. 8 (3) MANAGEMENT ENTITY. The term man- 9 agement entity means the management entity for 10 the Heritage Area designated by subsection (b)(4). 11 (4) SECRETARY. The term Secretary means 12 the Secretary of the Interior (b) SACRAMENTO-SAN JOAQUIN DELTA HERITAGE AREA. (1) ESTABLISHMENT. There is established the Sacramento-San Joaquin Delta Heritage Area in the State of California. (2) BOUNDARIES. The management 7 entity for the Heritage Area shall be the Delta Pro- 8 tection Commission established by section of 9 the California Public Resources Code (5) ADMINISTRATION; MANAGEMENT PLAN. (A) ADMINISTRATION. For purposes of carrying out the Heritage Area management plan, the Secretary, acting through the management entity, may use amounts made available under this section in accordance with section 8001(c) of the Omnibus Public Land Management Act of 2009 (Public Law ; 123 Stat. 991). (B) MANAGEMENT PLAN. (i) IN GENERAL. The Heritage 4 Area management plan submitted under 5 this paragraph shall 6 (I) ensure participation by appro- 7 priate Federal, State, tribal, and local 8 agencies, including the Delta Steward- 9 ship Council, special districts, natural 10 and historical resource protection and 11 agricultural organizations, educational 12 institutions, businesses, recreational 13 organizations, community residents, 14 and private property owners; and 15 (II) not be approved until the 16 Secretary has received certification 17 from the Delta Protection Commission 18 that the Delta Stewardship Council 19 has reviewed the Heritage Area man- 20 agement plan for consistency with the 21 plan adopted by the Delta Steward- 22 ship Council pursuant to State law (6) RELATIONSHIP TO OTHER FEDERAL AGEN- CIES; PRIVATE PROPERTY. The provisions of section 8001(e) of the Omnibus Public Land Management Act of 2009 (Public Law ; 123 Stat. 991) shall apply to the Heritage Area. (B) PRIVATE PROPERTY. (i) IN GENERAL. Subject to clause (ii), the provisions of section 8001(f) of the Omnibus Public Land Management Act of 2009 (Public Law ; 123 Stat. 991) shall apply to the Heritage Area. (ii) OPT OUT. An owner of private property within the Heritage Area may opt out of participating in any plan, project, program, or activity carried out within the Heritage Area under this section, if the property owner provides written notice to the management entity. (7) EVALUATION; REPORT. The provisions of section 8001(g) of the Omnibus Public Land Management Act of 2009 (Public Law ; 123 Stat. 991) shall apply to the Heritage Area. (8) EFFECT OF DESIGNATION. Nothing in this section 4-11
12 hsrobinson on DSK69SOYB1PROD with BILLS 6 1 (A) precludes the management entity from 2 using Federal funds made available under other 3 laws for the purposes for which those funds 4 were authorized; or 5 (B) affects any water rights or contracts (9) AUTHORIZATION OF APPROPRIATIONS. (A) IN GENERAL. There is authorized to be appropriated to carry out this section $20,000,000, of which not more than $2,000,000 may be made available for any fiscal year. (B) COST-SHARING REQUIREMENT. The Federal share of the total cost of any activity under this section shall be determined by the Secretary, but shall be not more than 50 percent. (C) NON-FEDERAL SHARE. The non-federal share of the total cost of any activity under this section may be in the form of (i) in-kind contributions of goods or services; or (ii) State or local government fees, taxes, or assessments.
