2 Welcome to the 2018 NATO Resource Conference hosted by France, in Paris, at L Ecole Militaire, from 16 to 17 October The theme of the conference is: «Resourcing a Coherent and Credible Alliance». In the context of the evolving security environment, and based on the outcomes of previous and upcoming Summits, the Conference will create a unique opportunity to highlight the Alliance s commitment to responding swiftly and firmly to new security challenges, including funding aspects. The Conference will bring together decision makers to discuss how to best resource the Alliance, with a focus on political, institutional, and military adaptation to ensure the security of our populations into the future. The NATO Resource Conference is aimed at the strategic level in order to solicit participation, engagement and inputs from across the Alliance. It will provide an excellent opportunity for senior leadership within the NATO Resource Community, Nations, NATO HQ, the Strategic Commands, and NATO Agencies to exchange views on the most important resource challenges and constraints. The 2018 NATO Resource Conference is intended to sustain and enhance confidence in the use of common funding to create awareness, understanding, and support for the work ongoing in NATO HQ and the Strategic Commands, as well as to promote an improved mutual understanding of the Nations positions, views and concerns. The desired output is facilitation of a truly integrated approach when dealing with current and future resource challenges, based on Summit outcomes, and in recognition of the future uncertain security environment. The event will consist of presentations and panel discussions to promote these aims. 3

The conference on the 16th and 17th will take place in the auditorium Foch. The entrance for conference participants will be located at 21, place Joffre. You will be asked to present an ID. If you have problems accessing the Ecole militaire, please use the main entrance located at 1, place Joffre or call one of the emergency contacts. IMPORTANT: each participant will receive an entry pass during the icebreaker. This pass will allow you to access the Ecole militaire for the duration of the conference without having to present each time an ID. Please, do not forget to return your badge at the end of the conference! How to get there? Nevertheless, you can choose to go the Ecole militaire by your own means: M 8 Station Ecole militaire Exit Ecole militaire M 6/8/10 : La Motte-Picquet-Grenelle Exit Avenue de Suffren Building on the experience of the War of the Austrian Succession ( ), Louis XV decided to open the first Royal Military College to train young French military officers. Under the auspices of the architect Ange-Jacques Gabriel ( ), the building was completed by Between 1756 and 1787, the school trained around 200 cadets a year, among which Napoléon Bonaparte ( ). However in 1787, the Royal College was closed and the site was left abandoned. At the end of the 19th century, the building finally welcomed the French War School. Since then, the Ecole militaire has been devoted to officers training and is now home to all higher military education academies, including the Center for higher military studies (CHEM), the French War College, the Institut de recherche stratégique de l Ecole militaire (IRSEM). Between 1951 and 1966, it was home to the NATO Defence College. 8 9

6 //// LES INVALIDES //// A site visit is scheduled on the 16th from 15:30 to 18:00, consisting in a guided tour of the Army Museum and of the Hotel des Invalides. How to get there? A complementary bus shuttle service is planned between the Ecole militaire and the Invalides and then between the Invalides and the hotels of Saint-Augustin, Sainte-Geneviève and Lacordaire (see timetable page 12). Until the 17th century, there were no hospices in France for disabled soldiers. In November 1670, Louis XIV decided to build amid the plain of Grenelle the Hôtel des Invalides to give his war veterans a home. Under the auspices of the architect Libéral Bruant ( ), the project was completed by It was then felt that the veterans required a chapel. Thanks to Jules Hardouin-Mansart ( ), the chapel was finished by This chapel was known as Église Saint-Louis des Invalides. Shortly after, Louis XIV commissioned Mansart to construct a separate private royal chapel referred to as the Église du Dôme from its most striking feature. The domed chapel was finished in The Invalides are now hailed as a masterpiece of the French classical style. As an hospice, a barrack, a convent, an hospital and a fabric, the Hôtel was a genuine city governed by military and religious rules. At the end of the 17th century, it welcomed up to 4000 residents, organized in companies overseen by military officers. Under the Consulate and the Empire, Napoléon reformed the institution to make it a national military pantheon. In 1840 was built in that respect, under the Dome, the tomb of the Emperor. Today, the Invalides is classified as a historical monument and is a Place of National Remembrance. About 50 organisms are still active. Among them, the Institution Nationale des Invalides in the southern part of the complex is pursuing the first vocation of the place. //// LE CERCLE NATIONAL DES ARMÉES //// A cocktail followed by a dinner will be hosted by France at the hotel Saint-Augustin from the Cercle National des Armées on the 16th between 20:00 and 23:00. Nevertheless, you can choose to go to Saint-Augustin by your own means: M9 Station Saint-Augustin Exit Ecole militaire 3 minutes walk from the exit Address 8, Place Saint-Augustin PARIS Contact Phone: Fax: The Cercle National des Armées was founded by presidential decree in 1887 and by the law of April 16, 1924 authorizing its construction on the former grounds of the Pépinière barracks. Construction works took place from 1925 to 1927 on grounds made available thanks to the destruction of part of the Pépinière barracks, notably its façade. It was inaugurated in 1928 by the President of the French Republic at the time Gaston Doumergue. The Cercle National des Armées de Terre et de Mer was thus relocated from avenue de l Opéra to place Saint-Augustin. The building is of neo-classic inspiration. Military symbols can be found in the carved ornaments. Remarkable statues atop the façade s columns are the works of the institute s sculptors: Jean- Antoine Injalbert s Turco, François-Léon Sicard s Poilu, Jean Boucher s Marin and Paul Landowsky s Cuirassier. War symbols (helmets, picks, flags) can be admired on either side of the 2nd floor window, on the side of the 35 rue Laborde façade. A horse-pulled cart can be seen above the 3rd floor window
