4 1. INTRODUCTION The ALTERENERGY project is formed mainly by the regional public authorities as partners. In order to identify the small communities to work with in the development of the SUSTAINABLE ENERGY ACTION PLANS (SEAP), the ALTENERGY project envisage within it rules and basis, that each region is going to make a selection in accordance with the communities interest. Within the project Guidelines 1 are created, establishing the general recommended but not binding criteria. This Guidelines also recommends a roadmap on selection process, asking for transparent and participative practice. In order to accomplish this task, the regions partners in the project are invited to use a procedure of open call to communities/municipalities of less than inhabitants of respective regions to express their interest and become a target community. After the expression of interest of small communities, the selection and negotiation process is carried out resulting in an official resolution of each Municipal Council on their commitment to join the ALTERENERGY project. The resolution should express the compromise to participate in the Action Plan elaboration and the intention of the small community/municipality to join the Covenant of Mayor. The position of the Municipality of Kotor as a partner in the ALTERENERGY project is a somewhat specific in the framework or the task 4.1. Namely, Kotor itself is a municipality and not a region. Here we should recall the Covenant of Mayor Initiative is targeting the local public administrations with the legal status of municipality and democratically elected representatives. The Covenant of Mayor does not include the possibility of partnership with smaller administrative units (boroughs, municipal districts, neighbourhoods, etc). Thus, in the case we are facing the single signing entity within the Covenant of Mayor framework may be the Municipality of Kotor itself and not the smaller administrative units forming part of the Municipality. On the other side, the population of Kotor largely surpass the threshold of inhabitants, so it is not within the target size established by the ALTERENERGY project. This situation requires a specific selection process that is not based on the same procedure - open call, expression of interest, negotiation, Municipal Council resolution - as in case of other partners that are regions. In the following text the selection criteria, process, and outcomes are explained. 1 Target Communities Identification Report 4

OBJECTIVES The objective of the selection process is to identify communities within the bordes of the Municipality of Kotor which are accomplishing the ALTERENERGY general criteria 2 for small community, and which are representative for both extrapolation in other neighbourhoods of Kotor and are representative from the standpoint of replicability potential to other municipalities on the Adriatic Area. Furthermore, the target communities should minimize the potential barriers to the implementation of the planned activities and on the other hand guarantee the maximization of the expected benefits. Following the recommendation from the Guidelines to avoid the selection of a high number of target communities, the Municipality of Kotor expected to chose two communities- municipal districts in this case - that form part of the Municipality. Each of them should belong to a specific typology widely present in the region and should be different between them. Besides this, it is worth stating that the Municipality of Kotor is willing to work, within the ALTERENERGY project, on the SEAP outlining for the two communities and for the whole municipality. 2 According to the Guidelines exposed in Target Communities Identification Report 5

6 3. SELECTION CRITERIA There are four main criteria established in the Target Communities Identification Report: 1. Commitment to cooperate in the Alterenergy Project 2. Competence/experience 3. Context advantages 4. Replicability However, for each of the four general criteria, besides the sub-criteria recommended by the Guidelines, we establish sub-criteria which introduce some specificities considered relevant. Within the Context Advantages, the two additional sub-criteria have been introduced: Compact urban structure with relatively dense energy demands Presence of the public amenities, buildings and infrastructures in the community is included, as we consider that the publicly owned and managed properties are easier to influence and to create good practice examples for the inhabitants. In what regards the Replicability, we paid attention to the sub-criteria that Urbanistic and Building conditions in the target community are common in the Municipality and in the region, Social and Demographic conditions in the target community are typical of the Municipality and region, Presence of the touristic premises, as this is one of the main economic activities in the municipality and in Montenegrin coastal region in general. 6

7 4. SELECTION PROCESS Once established the criteria for selection, the analysis of the communities forming part of Kotor Municipality has been accomplished. There are 56 neighbourhoods within the borders of the Municipality of Kotor. We consider that the first set of criteria - Commitment to cooperate in the Alterenergy Project is accomplished by all the communities forming part of Kotor Municipality by extension of the commitment of the Kotor Municipality itself as a partner in the ALTERENERGY Project. Similarly to the previous point, the Competence and Experience are owed to the Municipality as a whole and cannot be split amongst smaller functional and administrative units as all are managed from the Municipality. Out of 56 neighbourhoods we focused on five urban neighbourhoods (compact with relatively dense energy demands). So, very small and/or spread and low density neighbourhoods have been considered not suitable for the project. After the presence of the public amenities, the choice has been further focused on three urban neighbourhoods. After this first round of selection the communities of Kotor Old Town, Skaljari and Dobrota remain as interesting. In terms of urbanistic and building conditions, Kotor Old Town is an excellent example of a Historic walled city, densely constructed, with high level of heritage protection. In this sense, it is representative typology and fits well with the replicability criteria. Both Skaljari and Dobrota allocate a number of public amenities, has relatively dense energy demands, has social and demographic conditions that can be considered typical and representative for posterior replication. Finally, taking into account the presence of the touristic premises and the size of the community, Dobrota has been chosen as more appropriate one. Thus, within the ALTERENERGY project, the Kotor Municipality is going to focus on the two communities Dobrota and Kotor Old Town. 7

The Community of Dobrota, located at the coastline towards the inner parto of the Boka Kotorska Bay, is the most populated in the municipality. Due to its geographical location, it has a mild Mediterranean climate with average annual temperature of The economic activities are mainly based on tertiary activities: retail, truism and services. Dobrota counts with numerous touristic facilities. The average bruto salary in Kotor is around 700 /month. The unemployment stays for around 10%. Demographic forecast indicates stable total population, means neutral growth. Average family accounts for 2,98 members. Dobrota concentrates an important number of public amenities, including kindergarten, elementary school, two secondary schools, Faculty of Maritime studies, students residence, psychiatric hospital, etc. Main experiences in the field of energy and environmental sustainability The Kotor Municipality carries out continuous improvements in public street lightning system. Even though not systematically, there also exist some experience in procurement of energy efficient equipment and some energy audits have been done. It also worth mentioning that Kotor Municipality has an Energy Manager. The Municipality of Kotor recently adopted the Strategic Plan for Development This document identifies important challenges in the field of energy efficiency, renewable energy utilisation and environmental sustainability, including waste management and water cycle. It foresees the implementation of pilot solar energy installations, elaboration of the energy efficiency action plan, improvement of the facilities for the selective collection and recycling of the urban solid waste, etc 8

The Community of Stari Grad, located at the coastline in the Boka Kotorska Bay, is the oldest in the municipality. It represents the core of the historic walled city and it concentrates a great amount of the cultural and historic monuments. The specificity of Stari Grad is that due to its valuable cultural and historical heritage it dserved the inclusion in the UNESCOs list of World Natural and Cultural Heritage. This fact is extremly important as it conditions the possible interventions aimed for the energy behavior improvements of the buildings within the Old Town. It is characterized by a mild Mediterranean climate with average annual temperature of Economy is mainly based on tertiary activities: retail, truism and services. FINAL REMARKS As in the particular situation of the communities, selected by the partner Municipality of Kotor, it is not possible to subscribe the resolutions as it is indicated in the document TARGET COMMUNITIES IDENTIFICATION REPORT : In any case, all the target communities, after selected, are obliged to formally confirm their commitment to join the Alterenergy project and to implement its scheduled activities. Therefore, it is requested an official resolution of the Municipal Council, possibly adopted during an event opened to local citizens and to stakeholders. We recommend to find an appropriate alternative, in form of Official Letter, Declaration or Memorandum of Understanding, in order to officialise the selection of the communities of Dobrota and Kotor Old Town 14
