2 Mining and sustainable development in Roșia Montană Roșia Montană is a mining community with a 2,000-year tradition. Here, people and mining have co-existed since ancient times. Mining has created the local heritage and turned the entire area of the Apuseni Mountains into an important economic centre of Romania. Without mining, people leave in search of a better living, and a deserted locality gradually degrades and risks disappearing completely. Roșia Montană will revive through modern and responsible mining, which will generate economic development throughout the area. Economic development will secure the funds necessary for patrimony rescue and valorisation, as well as the rehabilitation of the environment, which is now polluted as a result of former exploitations. Roșia Montană Gold Corporation (RMGC) has committed to support the sustainable development of the community in Roșia Montană, by creating jobs and programmes meant to improve people s living standard. Moreover, RMGC has committed to ensure the rescue and valorisation of the cultural heritage of the area, for tourism purposes, and solve the existing environmental issues, which are a real danger for people s health and for the future of the area. This leaflet is intended to highlight the benefits that the new Roșia Montană project, renegotiated in 2013, brings to Romania and the community in the Roșia Montană area. In Roșia Montană it will be significantly less than this level; RMGC is bound to make environmental rehabilitation investments and pay for all potential damages; The mine in Roșia Montană will operate based on the model of the most modern mines in Europe, where mining underpins the long-term development of the whole region. RMGC has built a pilot station in Roșia Montană for the treatment of the acid waters generated by former exploitations Fish live in the aquarium supplied with water cleaned in the treatment station 3

6 Over 30 million USD already spent by RMGC for rescuing the heritage at Roșia Montană ALBURNUS MAIOR NATIONAL RESEARCH PROGRAM, THE MOST COMPRE- HENSIVE ARCHAEOLOGICAL RESEARCH PROGRAM IN ROMANIA ( ) Scientifically coordinated by the Romanian National History Museum and authorized and initiated by the Ministry of Culture; 80 Romanian and foreign specialists and over 300 local workers involved annually; 13 archaeological sites researched, 15,000 artifacts discovered, preserved and rehabilitated; 7 Roman necropolises and over 1,400 graves, inhabitable and sacred areas researched; Over 150 reports and studies comprising over 5,000 pages; 6 books published and other 14 under way. In February 2010, RMGC opened, the first Gold of the Apuseni Mountains exhibition in the future Mining Museum. 7 ROMAN GALLERIES RESEARCHED AND SET UP FOR VISITING PURPOSES Archaeological research was conducted in the Cătălina-Monuleşti complex of underground galleries dating back the Roman, medieval and modern age, for the reopening and restoration of these galleries for tourism. 140 km of galleries researched throughout the area (Roman, medieval and modern galleries), of which 7 km were identified as belonging to the Roman age. Following restoration works by RMGC, parts of the Roșia Montană galleries have become accesible to visitors ICONIC BUILDINGS RESTORED RMGC has restored the building of the Old Mayoralty of Roşia Montană - a project worth 1.5 million dollars. In partnership with the local authorities, RMGC will set up the building as a hotel, once the mining project starts. RMGC has restored the iconic building of the old mayoralty of Roșia Montană 5

8 RMGC commitment: over 70 million USD for heritage preservation and development of the Roșia Montană area for tourism purposes ARCHITECTURE: INVESTMENT PLAN IN EXCESS OF 40 MILLION USD RMGC will restore and bring back into service all the houses in the protected area of the historical centre of the commune, so as to be rendered inhabitable again (over 300 houses); Restoration of the Square and infrastructure of the Historical Centre; Restoration of the ponds - Tăul Mare, Tăul Brazi, Tăul Anghel; Restoration of churches and landscape. ARCHAEOLOGY: INVESTMENT PLANS IN EXCESS OF 26 MILLION DOLLARS Completion of underground researches and in situ set-up for tourism purposes - Cătălina-Monulești complex of galleries; Setup of an archaeological park - Carpeni, Tău Găuri areas; Making of replicas of mining technological installations from various historical eras and their display in a museum; Rescue archaeological research in Orlea perimeter; Archaeological monitoring of all excavation works in the construction, operation and closure phases of the mining project, through the Chance Finds Protocoles - applicable throughout the impact area of the project, both above and underground. 9 HERITAGE PRESERVATION outside THE FOOTPRINT OF THE MINING PROJECT INVESTMENT PLANS IN EXCESS OF 5 MILLION DOLLARS Support for research with a view of learning about ancient, medieval and modern mining in the Apuseni Mountain areas like Zlatna/ Almașu Mare, Bucium, Brad etc. Research, preservation and restoration of Balmoșești fortification - tourism valorisation; Restoration projects for the historical centre and historical buildings in nearby areas. ROȘIA MONTANĂ WILL BECOME A REAL TOURIST attraction IN ROMANIA AND IN EUROPE RMGC will restore and set up the historical centre of Roșia Montană for tourism (hotels, hostels, coffee-shops, restaurants, local traditions, recreation areas); The company will establish a mining museum complex, of reference in Europe; There will be an integrated tourist route for all protected areas, to be included in the national and international circuit; The community will develop, there will emerge related activities and the infrastructure will be improved. 10 500 million USD for the sustainable development of the Roșia Montană area The plans for the Roșia Montană Project provides the allocation of a total budget of 500 million USD throughout the mine operation, for the sustainable development of the communities in the mining project area. 200 MILLION USD INFRASTRUCTURE (roads, sewerage, water, electricity supply etc.) 145 MILLION USD CLEAN AND GREEN ENVIRONMENT (cleaning of existing pollution, replanting of vegetation, setup of parking lots, tree planting, etc.) 70 MILLION USD PATRIMONY AND tourism (rehabilitation of the historical centre, setup of the Roman galleries, Mining Museum, archaeological parks, valorisation of the immaterial patrimony - research, preservation, revitalisation of celebrations and mining traditions, integrated tourist routes, hotels and hostels etc.) 85 MILLION USD COMMUNITY (social programmes, development of the local business environment, health and education programmes, ongoing vocational training and reconversion of the workforce etc.) 8

All sustainable development activities are carried out in partnership with the people from the community and the local administrations, institutions and associations. The community is permanently informed and consulted about all major decisions which will turn Roșia Montană into a prosperous and economically and socially stable locality. 13 THE COMMUNITY SUPPORts THE MINING PROJECT At the county referendum on 9 December 2012 the inhabitants from Roșia Montană voted in a share of nearly 80% FOR THE RESTART OF MINING in the Apuseni Mountains and for the start of the mining project in Roșia Montană. The restart of mining is seen by the local community as the only opportunity for new jobs and area development. Manifestation in support of the mining investment RMGC has invested + 30 MILLION USD in building the modern Recea neighborhood in Alba Iulia, for the families involved in the resettlement process within the Roşia Montană Project. To the present, 125 families from Roşia Montană have moved and live in the new residential neighborhood. Recea neighborhood in Alba Iulia, built by RMGC The whole infrastructure of the area will develop with the mining project Together with the Mayoralty and the Local Council in Roșia Montană, RMGC drafted a strategic plan for the socio-economic development of the commune of Roșia Montană. Thus, 500 MILLION USD is forecast to be invested in the sustainable development of the Roșia Montană area. 200 MILLION USD is expected to be invested in infrastructure for the rehabilitation and construction of roads, supply of drinking water in Roșia Montană and Abrud, water networks, electricity and sewerage in the area, telephony networks and internet. 10

14 The communities from Roşia Montană and the Apuseni Mountains reject the inclusion of Roşia Montana on UNESCO list UNESCO regulations do not enable the inclusion of Roșia Montana on the tentative list in lack of the local community s support According to the provisions of UNESCO Convention, signed by Romania, and the Guide on drafting the file for registration on UNESCO List, without the support of the local community, no site can be proposed to be nominated as UNESCO monument. Nearly 50 communities in the Apuseni Mountains have Pro-mining manifestation at Roșia Montană, January 2012 expressed, in letters sent to the central authorities, their support for the mining project and disagreement with the inclusion of Roşia Montana on UNESCO list. At the local referendum on 9 th December 2012, 71% of those who voted in the largest mining communities from the Apuseni Mountains (Roșia Montană, Abrud, Bucium, Zlatna and Baia de Arieș) said YES to mining. In Roșia Montană, the percentage of mining supporters was 80% of the voters. According to the study conducted by UNESCO expert and ICOMOS member Dennis G. Rodwell, the proposal to list Roşia Montană as a UNESCO heritage site contradicts the procedures of the institution and is ungrounded. Without the support of the local community, no site can be proposed to be nominated as UNESCO monument. What the communities say The undertaking of certain NGOs to include Roşia Montana on UNESCO tentative list is made in bad faith, being initiated only to stop the mining project; The opponents to mining have never provided realist alternative solutions, in the absence of mining, for rescuing the patrimony which is in an advanced and rapid state of degradation; This can be noted from the letters against the project, where arguments for stopping the mining project are presented, without giving a concrete heritage rescuing solution. The heritage in Roșia Montană is already being rescued, by the investments within the mining project In Roşia Montană, heritage rescuing has begun! RMGC has already invested 32 million dollars to rescue the cultural heritage in Roşia Montană, conducting in the area one of the most comprehensive archaeological research programmes in the history of Romania, which has revealed vestiges unknown before; RMGC is to make additional investments, in parallel with the mining project, in excess of 70 million dollars for the restoration of the cultural heritage of the Roşia Montană locality. 16 Opinions of independent experts: The solution for heritage rescuing is responsible mining Acad. Răzvan Theodorescu, President of the Arts, Architecture and Audio-Visual Section of the Romanian Academy, 2011: I have carefully examined the while mining project, exchanged opinions with a series of experts and what we have to do is not choose between the valorisation of the cultural heritage and industrial development, but find the best way by which industrial development can ensure the protection of the heritage. The mining project proposes a viable solution, which must definitely be carefully monitored, but the important thing is that it enables us to rescue a cultural heritage very important for the Apuseni Mountains and for Romania. Edward O Hara, General Rapporteur for cultural heritage matters, Parliamentary Assembly of the Council of Europe, Informative report, Roşia Montană: RMGC Project can provide the economic foundation for the sustainable development of the whole area, determining a positive social and environmental impact, as well as in terms of cultural development. From the point of view of the cultural heritage, it can be considered as an exemplary project of responsible development. 12

17 Opinions of independent experts: The solution for heritage rescuing is responsible mining David Jennings, UK archaeologist, CEO Oxford Archaeology Unit, Evaluation of the documents regarding the archaeological procedures and processes, Roşia Montană Mining Project: Alburnus Maior National Research Program, established in response to the proposals related to the Roşia Montană mining project, is one of the most comprehensive cultural heritage preservation programmes ever made in Romania. Dr. Beatrice Cauuet, CNRS archaeologist, University of Toulouse, Report on Rescu Archaeological Research, Roşia Montană: In the context of rescue archaeology and a large scale opencast mining project such as the one proposed by RMGC, the idea of preserving a part of the ancient mining works, ensuring public access in safe conditions, where possible, and thus establishing a mining museum in situ fully supported by the mining company, is reasonable. Denis Rodwell, UK architect, UNESCO expert, Report, Roşia Montană: The proposal made by certain nongovernmental organisations to list Roşia Montană as a UNESCO heritage site is ungrounded and is contrary to the procedures of the institution, as the will of the community is critical in the nomination process. 13

18 Opinions of independent experts: The solution for heritage rescuing is responsible mining The Independent Group for Monitoring the Cultural Patrimony in Roșia Montană (GIMPCRM), 2011 The appeal to include Roşia Montana in Romania s tentative list for UNESCO is nothing but an attempt to artificially stop an industrial project. Technically speaking, and in the event that such an inclusion would actually happen, this would not bring, for the moment and on the medium-term, any physical change in the deplorable condition of some of the local monuments. On the medium- and long-term, it actually means throwing the problem in a future equally deprived of financial resources. UNESCO protection, for instance, does not rescue from ruin and downfall localities such as St.Louis, Senegal, with a heritage significantly more consistent than Roşia Montană. The deplorable condition of other mining sites in Romania, such as Brad, Bucium, Almaşu Mare, equally relevant for the history of mining in Roman Dacia like the one in Roşia Montană, proves the true attitude towards heritage assets, when these are not associated with other interests. Conclusions of the report The Cultural Heritage in Roșia Montană. Current situation and real perspectives, a result of GIMPCRM research conducted over six months, in 2011: The archaeological researches conducted from 2001 to 2006, financed by RMGC, were comprehensive, rigorous, achieved in a professional manner. In the absence of massive interventions, in a timeline of approximately 5-10 years, the degradation of the architectonic fund will reach the limit where no restoration/ preservation activities are possible anymore. The researched elements with cultural heritage value, which, from objective reasons, cannot be valorized by preservation in situ, can be restored as natural scale replicas, based on the model of museum setups in Europe, such as Killhope (UK) and Lascaux (France), the high technological level of the replicas enabling the close rendering of all constructive details. Collateral investments (environmental rehabilitation, construction of utility infrastructure, social cohesion etc.) are critical for the rescuing and valorization of patrimony assets. Until now, only the mining company has proposed a financially-sustainable development of the Roșia Montană area. The Independent Group for Monitoring the Cultural Patrimony in Roșia Montană (GIMPCRM) was established in GIMPCRM members are important names of the Romanian culture, who gathered together in order to analyse and monitor the processes of research, preservation and restoration of the cultural heritage in Roşia Montană. This group operated from February 2011 to May 2012, and published the work The Cultural Heritage in Roșia Montană. Current situation and real perspectives in This group, the activity of which is currently suspended, consists of important names of the Romanian culture, including two members of the Romanian Academy - the President of the Arts, Architecture and Audiovisual Section, Acad. 24 OLD MAYORALTY - THE SYMBOL OF ROȘIA MONTANA The building is owned by Roșia Montană Local Council. It was built in 1897 in the baroque style of the Austro-Hungarian Empire. It was used as mayoralty until 1968, when the building was devastated by fire. INITIAL CONDITION, 2011 Building rooms of the buildings were then used for various purposes, until 2005 when the building was completely abandoned. In 2010, RMGC started a building restoration project.
