1 TRACECA Route Attractiveness index 1 Part 2. Railway Index. Background. TRAX illustrates the attractiveness indications of a route chosen by a transport operator. The set of criteria utilized had to match the views of the operators. The weighing of the criteria must also reflect the priorities and weights considered by the transport operators. The criteria chosen are particularly: Time Costs Reliability Safety and security the transport time needed to move cargo from its origin to the final destination (OD) the transport costs used to move cargo from its origin to the final destination The transport reliability as an essential pre-condition for state-of-the art logistics transport providers in the global business Cargo safety and security also as an essential pre-condition for state-of-the art logistics transport providers The selection / weighing of the criteria ave been based on several interviews with transportation operators in the TRACECA region and in Western Europe. The criteria meet the state-of-the-art experience in transport research. Final objective Intermodal Index TRAX is focus on development Intermodal Index by including the road and railway born transport links along the TRACECA routes and the Trans-Russian routes.
