Port of Everett SUMMER 2015 PORT SIDE Creating Opportunities for Economic Success! Waterfront Revitalization Begins Port s Environmental Cleanups Earn Praise Celebrating a Decade of Direct Aerospace Shipments

Port of EVERETT Commission meetings Commission meetings are at 5 p.m., the first and second Tuesday of each month at the Port s Waterfront Center, 1205 Craftsman Way in the Blue Heron Room (2 nd floor). The public is encouraged to attend. PORT COMMISSION (Elected for 6-year terms) 1205 Craftsman Way; Suite 200 PO Box 538, Everett, WA Ph: (425) lisam@portofeverett.com Web: CEO/Executive Director Les Reardanz Port Side team This issue of the Port Side is written and produced by the Port of Everett s Public Affairs team, Lisa Lefeber and Catherine Soper, with assistance from Ellen Hiatt. The publication is printed by DCG ONE. Troy McClelland District 1 Tom Stiger District 2 Glen Bachman District 3 A Message From Your Port Commission First half of 2015 off to a positive start The first half of the year has been full of activity, growth and economic opportunity in all areas of Port business. At the Seaport, the Port s cargo operations saw an increase in both vessel calls and tonnage. Vessel calls through May totalled 80, up from 70 port calls over the same period last year. Tonnage reached nearly 222,000 tons, up from 182,522 during the same period last year. We also welcomed new cargo handling equipment and completed a dock strengthening upgrade at the South Terminal. Both of these investments have strategically positioned the Seaport for continued growth, allowing us to maximize our dock space and accommodate heavier cargoes. Our Real Estate and Marina divisions also bring forth positive news. In recent months, we have had the pleasure of welcoming two new tenants to the Waterfront Center, OceanGate and All Ocean Services. Another well-known tenant, Bluewater Distilling, experienced business growth, nearly doubling its footprint in preparation for the grand opening of its new restaurant and lounge this summer. These additions bring Waterfront Center to 95-percent occupied. The Port s Marina and Craftsman District Boatyard also enjoyed 95-percent occupancy this season. The boatyard experienced its highest levels of occupancy, and we saw a jump in both storage and moorage occupancy levels at the Marina. Lastly, but most certainly not least, I am happy to report that the Port has reached a major milestone completion of the final phase of environmental cleanup at the former Everett Shipyard site. The significance of completing this multi-year, $8 million upland and in-water cleanup is that the Port can now move forward with the first phase of the mixed-use development, known as Waterfront Place Central. The project brings at least $33 million in public infrastructure, plus immediate opportunities for private developers anticipated at $330 million. At full build out, the project will support more than 2,000 jobs and $8.6 million in new tax revenue for the city. Troy McClelland, Port Commission President What s Inside? 3 Port of Everett Impacts Are Far Reaching An independent economic impact study finds the Port of Everett supported 35,130 jobs in 2014 Ports are thriving gateways to international trade and economic prosperity. The impact ports have on job growth, generation of business revenues and overall quality of life is extraordinary. America s seaports are responsible for $2 trillion in annual trade revenue, providing nearly 5 million people with familywage jobs. This makes ports an invaluable force in spurring local, state and national economic growth. The Port of Everett is no different. In fact, a recent economic impact study by Pennsylania-based Martin Associates found that Port of Everett operations support 35,130 direct, indirect and induced jobs throughout the region. The breakdown shows the Port s Marine Cargo and Industrial Properties support 33,376 of those jobs, while the Marina and Waterfront Place support 1,753. Furthermore, the report shows that the Port s critical logistics tie with the local aerospace industry accounts for an additional 20,000 jobs. In addition to regular activity, the Port has a very ambitious capital investment strategy that is designed to create additional economic opportunities and jobs for the region. In the next five years, the Port is expected to invest $134.2 million in capital projects $44.5 million this year alone. This construction activity will support approximately 3,300 temporary construction jobs over the next five years. state & local taxes Port activity contributes nearly $373 million in state and local taxes; $220.8 million at the state level and $152.2 million at the local level income, Revenue & Local Purchases Port activity generates $3.9 billion in wages, salaries and local consumption; the average annual salary of those directly employed by port-related business is $86,703 The Port generates $4.3 billion of revenue back into the community Firms directly dependent on maritime activity at the Port make $583 million in local purchases, which supports the 3,546 indirect jobs e c o n o m y & J O B S 3

What s New with public access at the Port? Edgewater Beach Access Restored It was a historic day in Mukilteo this past spring when a beach beloved by Mukilteo residents was granted legal public access after nearly 70-years of being closed. Edgewater Beach officially opened April 15 in a celebratory event with the Port of Everett and the City of Mukilteo. The access is made possible by the Port acquiring the tank farm from the U.S. Air Force, and investing more than $2 million into a new access road (First Street) from the Mt. Baker Avenue rail crossing to the beach. The infrastructure includes a two-lane road, walking path, utilities, a new sewer main and waterline. Fisherman s Harbor Trail System Now Open The Port has wrapped up a major environmental cleanup at the former Everett Shipyard site located at 14 th Street and W. Marine View Drive the future site of Fisherman s Harbor (see pages 8-9). As part of the project, the Port constructed the new Fisherman s Harbor trail system that provides access through the site and connects to the Port s larger 6-mile continuous waterfront trail system. New Public Spaces Coming Soon to Waterfront Place South Marina Plaza: The new South Marina Plaza will be located adjacent to the South Marina Building (home to Alpine Boats & Cross Water Yacht Sales; east of Anthony s Woodfire Grill). The project includes re-purposing the area to allow for a pedestrian street, amenable to future events, gatherings and more, with tables and barbecue grills. Boxcar Park: Interim improvements were made at the site of the future 2-acre Boxcar Park, located just north of the Everett Yacht Club at water s edge. The project included re-grading for enhanced parking and pedestrian access. Future projects include installation of a new picnic shelter along the waterfront trail. Jetty Landing Park: Jetty Landing Park is located south of the Port s Boat Launch at 10 th Street and W. Marine View Drive. The Port is planning to install a new nautical themed picnic shelter for park visitors to enjoy. Both the South Marina Plaza and Jetty Landing Park projects are in final design and will begin the permitting phase later this year. Weyerhaeuser Building Prepares to Relocate in Preparation for the City s Grand Avenue Bridge The City of Everett has begun work on their new pedestrian bridge to connect Grand Avenue to Waterfront Place. The bridge, which is on pace to begin construction in 2016, will offer a dual purpose for the City by providing a route for necessary utilities and enhancing public access to the waterfront. In preparation for bridge construction, the Port is finalizing the details for relocation of the Weyerhaeuser Building slated for early 2016 the third move for the historic structure. The Port s new mixed-use development, known as Waterfront Place Central, calls for the building to be sited at the new 2-acre Boxcar Park, and for it to reopen for public use as an outdoor performance venue and marina clubhouse. To bring this vision to life in the future development plan, the 43-foot tall building will need to move before the bridge is installed. 5

Investments Attract New Cargo and Expand Capacity for Heavy Shipments A Stronger Wharf The recently constructed 140-foot heavylift pad at South Terminal doubles dock strength, allowing the Port to handle heavier cargoes. Stevedores Make a Winning Team in Everett The Pacific Maritime Association held its 67 th Annual Safety Awards Banquet for the Washington Area in March, handing out a bulk of awards to Everett s stevedoring companies, SSA Marine and Jones Stevedoring. New Equipment The Port s new 150-ton GMHK 7608 mobile harbor crane (shown right) and three new, 45-ton Hyster reachstackers bring new business and add cargo handling efficiencies. Port of Everett Helps Bridge the Gap for Infrastructure Project in Canada 6 Some of the impressive safety awards included Reduction in Injury Rate with zero injuries, 1 st Place Stevedore Group C (Washington Area), 0 Injury Rate (Washington Area), and 1 st Place Stevedore C (West Coast). The Port of Everett The Port Seaport of Everett specializes Seaport Specializes in handling handling high value, High Value, Heavy Cargoes for: heavy cargoes for: AEROSPACE MANUFACTURING CONSTRUCTION ENERGY FOREST PRODUCTS After more than a century of service, the Walterdale Bridge that spans the North Saskatchewan River in Edmonton, Alberta, Canada, is getting replaced with materials being shipped through the Port of Everett. Some of the materials weigh as much as 80 metric tons. The new bridge will feature two, 142-foot tall arches equivalent to a 13- story building. The Port of Everett is strategically positioned to take on these unique, oversized project cargo shipments, the Port s Chief Operating Officer Carl Wollebek said. Overdimensional is our niche. It s what we do best. The bridge components arrive at the Port of Everett from Korea via Austral Asia Line vessels and are offloaded in pieces. They are then loaded onto both truck and rail for delivery to their final destination in Alberta. In total, 46 bridge pieces have been transported through the Port of Everett. An additional 14 pieces are expected throughout the year.

s e a p o r t Aerospace Just-in-time Trade Manufacturing Efficient Value Celebrating a Decade of Direct Aerospace Shipments Port of Everett & Westwood Shipping Lines Mark Milestone In August, the Port of Everett and Westwood Shipping Lines will celebrate the 10 th anniversary of weekly, direct aerospace shipments from Japan to Everett. In the early 2000s, the Port Commission made the strategic decision to invest more than $50 million to improve the Port s Infrastructure to streamline and improve the aerospace logistics chain to support the world s largest aerospace manufacturer, The Boeing Company. This investment included the installation of the two, 40-ton gantry cranes at Pacific Terminal and the construction of Mount Baker Terminal, a custom aerospace facility in south Everett. These combined investments provided the infrastructure necessary to seek a partnership with Westwood Shipping Lines to bring aerospace shipments directly to the Port of Everett. Prior to this investment, the ships unloaded in Seattle or Tacoma and the parts were barged to the Port of Everett. These infrastructure investments allowed us to successfully compete for the 787 and 777X airplane programs, Port of Everett CEO Les Reardanz said. By investing in our infrastructure and developing this partnership with Westwood Shipping Lines, we are better able to support our customer and job growth in the community. The Port and Westwood have worked together to successfully transport all of the oversized components for the 747, 767, 777 and KC-Tanker. We look forward to supporting the 777X with the same level of service when the program comes online, the Port s Chief Operating Officer Carl Wollebek said. The Port of Everett now supports more than 35,000 jobs in the region, up from 6,000 in 2005, and supports the largest export custom s district in the State, and the third district on the U.S. West Coast. Coming soon! New Port Video Captures Aerospace Logistics in Action In honor of the 10 year anniversary of direct ship calls for the aerospace industry, the Port of Everett is working with Everett-based Sierra Media to capture a video of the operation and all of its critical partners at work. A Westwood ship ties up at the Port of Everett Seaport s Pacific Terminal. Cranes off-load oversized containers full of aerospace parts to be staged on the dock. Based on manufacturing need, containers are selected and loaded onto a barge. Watch for the video at the Port s YouTube Channel or at The barge is tugged to Mount Baker Terminal, the Port s shipping facility in Everett. At Mount Baker Terminal, cargo is off-loaded from the barge and placed directly onto railcar. The containers travel via rail directly into the manufacturing plant for final assembly. 7

Discover Explore Relax Dream Redefining Everett: A Destination in the Making Waterfront Place is transforming into Everett s premier gathering waterfront destination, brimming with activity from early morning to late evening. Imagine, it s a summer morning, the year A group of fishermen are getting their usual sunrise start over steaming cups of coffee, stacking their nets and traps as they prepare for a day on the water. Sailors and boaters are headed out early too, their pleasure craft quietly slipping out of the marina, the sun reflecting off their polished hulls. Back in the Craftsman District, baristas in Seas the Day Café serve up custom cappuccino and latte orders to a group of dog walkers, regulars from the area making their morning stroll on the Esplanade. A businessman at the hotel in Fisherman s Harbor finishes up his morning run before a day of meetings with Boeing. Resident cyclists cruise the W, the trails along the waterfront piers and wharf, waving at the shopkeepers as they ready their wares. The fishing rod gear fabricators and sail makers, cheese makers, bakeries and metal art shops will soon be alive with visitors here to sample their craft goods. Design professionals arrive with rolls of plans in hand, ready to get down to work on everything from urban planning to landscape architecture to high-end home design. At lunchtime, delighted summer school kids on a field trip learn about marine mammal rescues and watch a baby seal bask in the sun as they enjoy a picnic lunch at Boxcar Park. Retirees walk along the Esplanade, enjoying the view and stopping to stretch on the wellness equipment along the way. Through glass storefronts, architects are bent over drawings; craft distillers are meeting with local distributors to talk strategy; a creative firm is reviewing concepts of wall color. The day is in full swing, and nowhere is that more obvious than on the docks. Boaters greet each other as they arrive at their boats, coiling lines for an afternoon cruise. The 3 p.m. Working Man s Wind is about to blow at the Jetty and the water taxi is boarding kite boarders and wind surfers gear for the ride. As the sun sinks lower, many of the shift workers are wrapping up their day and Fisherman s Harbor restaurants are starting to fill with happy-hour goers. As the boaters call it a day, families, young couples and teenagers begin to arrive at Boxcar Park with lawn chairs and coolers, ready for a screening of Ferris Bueller s Day Off at the Weyerhaeuser Muse. On other nights, in the same space, children will dance with their parents to music of a local band as the Waterfront Concert Series plays. Just now, a sandy, happy family who has spent the day at Jetty Island, order fish and chips at the Fish Market. The kids restrain the dog at the adjacent picnic table. While this summer day is coming to a close, the forecast for tomorrow looks just as promising. Life Served Fresh Daily More Info: 8

E n v i r o n m e n t Port of Everett Recognized as a Leader for its Significant Environmental Cleanups Environmental remediation made possible through partnership with Washington State The Port of Everett was recognized by the Washington Public Ports Association with the Environmental Project of the Year Award for its significant Waterfront Place Central cleanup projects. Between 2006 and 2015, the Port completed a fast-paced, innovative cleanup program across the 65-acre waterfront property, removing nearly 150,000 tons of contaminated soil (equivalent to 68,000 dump trucks of sand), remediating several contaminated groundwater plumes, dredging contaminated sediment from the bay, and removing failing bulkheads and other old creosote treated wood structures. The Port, working in partnership with the Washington State Department of Ecology, divided the 65-acre former industrial property into six separate cleanup sites to systematically deliver the cleanups on schedules that dove-tailed with site redevelopment. In June, the Port completed the final major environmental cleanup at the former Everett Shipyard site (see right). It is in the best interest of the community and the Port to turn these brownfield sites into economic assets, which is why we have taken an aggressive approach to our environmental cleanups, Port Commission President Troy McClelland said. These cleanups don t get less expensive or less complex. The property is being transformed into a new mixed-use development Waterfront Place Central to include public access, retail, commercial, residential and more. Construction is expected to begin on the new mixed-use development in 2016 (see pages 8-9). 12 The Waterfront Place cleanups and subsequent redevelopment were made possible through the Remedial Action Grant program, a funding partnership with the Washington State Department of Ecology and the Washington State Legislature. If the State Legislature funds the Remedial Action Grant program for the 2015/2017 biennium, the Port will continue this environmental remediation work across the harbor returning contaminated sites to productive use and clearing the way for a transformed waterfront that supports economic growth and provides public access to a healthier harbor. What was accomplished? Investment: Approximately $20 million (including Port contribution, state grant dollars and settlement funds from other responsible parties) 99% of all contaminated materials removed 150,000 tons of contaminated soil removed 8,400 tons of concrete and asphalt recycled 11,000 cubic yards of contaminated sediment removed 700 creosote treated pilings removed 5 docks, 360 feet of bulkhead, and other marine structures removed 360 feet of environmentally-safe bulkhead reconstructed 360 feet of enhanced public access on the water Groundwork laid for future phases of improvements and renovation of the northeast corner of the Central Marina 2007: The Everett Shipyard Site before cleanup began 2015: The Everett SHipyard Site now, following cleanup

r e s t o r a t i o n Interim Cleanup Planned for South Terminal Mill-A Site The Port is working under an Agreed Order with the Department of Ecology (Ecology) to investigate potential contamination in the upland soils and in-water sediments at South Terminal Mill A, related to former industrial operations conducted on the site. The Port, Ecology and legacy partners are in the early-planning phase, examining various cleanup concepts that could integrate with future terminal uses. The Port has proposed to combine the cleanup actions with its terminal expansion needs to reach the Port Commission s direction to plan for and construct 1,000+ foot berths in the 2020 time frame. Under the supervision of Ecology, the Port and its partners will conduct an Interim Cleanup Action (ICA) that will integrate with the future site cleanup. The purpose of the ICA is to remove significant quantities of contaminated in-water sediment and enhance navigation for the Port s Pacific Terminal berth. The work will take place during the 2016/2017 in-water work window. The final cleanup actions that may integrate with terminal expansion will take place in the 2020 time frame. This project is a great example of how business and environmental remediation can work together to create better performing assets for operations and the environment. Cleanup of this property will improve the environmental quality of Port Gardner Bay and create an enhanced seaport facility for the future. This work is needed to support the Port s current customer mix, compete for new business and implement the Port s Marine Terminal Master Plan. More Info: Port to Capture Legacy of the Pt. Defiance Fishing Vessel She is one of the last of her kind an icon of days when the commercial fishing fleet and a community of immigrants shaped Everett s waterfront. Larger than most of its class, the 60-foot wooden-hulled purse seiner, Pt. Defiance, built 100 years ago in Tacoma, has been decommissioned after it sank last October while moored at the Port of Everett Marina. The Pt. Defiance had been homeported in Everett since That s when Butch Barcott s father, Vince, bought the vessel and put it to work in Puget Sound waters, taking in bottom fish and salmon. My father and I both tried to keep tender loving care of the boat, but it was old and showing its age, said Barcott, who owned the vessel after his father. It was a very serviceable boat for him and for me. I made a living on it and retired off of it. Its service to Everett s historic fishing fleet will not go unnoticed. Former owner Butch Barcott shared historic photos of the vessel images that show the vessel represented more than fishing, but also jobs and family. The sheds, the fishermen and their families, and the vessels of a oncemighty fishing fleet had their stories told through the Port s Historical Interpretive Program with interpretive exhibits, a website and a book. The Pt. Defiance will find its final place incorporated into these historic markers. The Barcotts were all fishermen by heritage and by trade. His grandparents from both the Barcott and Borovina families all immigrated in the late 1800s from Yugoslavia. Barcott donated copies of many historical photos of the boat, which will be posted on the Port s historic website, and incorporated into an interpretive panel to be sited at Fisherman s Harbor in Waterfront Place. The Port continues to work with the current vessel owner to determine costs and responsibility related to the sinking. 13

p o r t b r i e f s 14 On the Move... Marina Office to relocate within the Waterfront Center this Summer The Port of Everett s Marina Office will begin operating from its relocated space within the Port s Waterfront Center facility in July. Relocation came as a result of a new tenant deal with All Ocean Services, which will soon occupy the 1,532 square foot space currently held by the Marina Office (see page 11). The new location is adjacent to the North Marina within view of marina operations and providing enhanced visibility for tenants and visiting boaters. port earns 18 TH CONSECUTIVE CLEAN financial AUDIT The Washington State Auditors Office presented the Port of Everett with its 18 th consecutive clean audit following completion of their annual audit of the Port. This year s accountability audit focused on procurement, safeguarding of assets and financial condition for the 2014 fiscal year. NAVY NEWS: New DESTROYERS COMING TO EVERETT Naval Station Everett will welcome three new destroyers to the base over the next few years; the USS Kidd, USS Gridley and USS Sampson. These destroyers will replace three aging frigates currently home-ported in Everett, bringing vessel inventory at the base to five destroyers and an aircraft carrier, the USS Nimitz. This is great news for the city as this represents jobs for the community. This increase in naval presence is expected to bring an additional 279 jobs to the community, in turn boosting local spending and growing the tax base. SPONSORing community tourism In May, the Port Commission awarded $15,000 in sponsorships to community events that support tourism within the Port District. Sponsorship recipients included the City of Everett s Fourth of July Festival, the Mukilteo Lighthouse Festival, Fresh Paint Arts Festival and Wheels on the Waterfront Car Show. For more information on these community events see page 4, or visit the Port s website at Current Marina Office Location Future Marina Office Location RAIL INFRASTRUCTURE Improvements The Port is currently soliciting bids for a rail infrastructure project that will add approximately 650 lineal feet of new rail track at the north end of the Seaport and improve an existing rail spur at South Terminal by rehabilitating sections of track and extending the spur 100 lineal feet. Further, the project will add a double rail siding that constructs approximately 3,300 lineal feet of on-terminal working track. The planned rail improvements will more than double the operational capacity of rail at the Seaport, increasing the on-site storage from 46 rail cars to a total of 106 rail cars. This will provide the capacity necessary to enhance cargo operations and reduce congestion and delays on the mainline. Marina Recapitalization Underway The Port of Everett has completed a master planning process to develop a phased Marina Recapitalization Plan to renovate its marina facilities over the next 30 years. This multi-year recapitalization identifies and prioritizes upgrades throughout the marina to be implemented in the most efficient and cost effective manner. The first phase of recapitalization is currently underway in the northeast corner of the Central Marina, and includes realignment of docks, removal of aging docks, dock upgrades and boathouse relocations. Community bus tours Waterfront Place Project Office Scuttlebutt Restaurant The Port introduced its first-ever bus tour program in April, bringing approximately 100 people along to view Port operations in action. The tour included a never-before-seen look inside the Port s Seaport, as well as detailed information about the new mixed-use Waterfront Place Central development. 15 Port of Everett Builds Our Future Leaders through Internship Program Port internships help students transition from college to career An internship is a great way to jumpstart a career; a chance for students and recent grads to test out their skills and gain valuable, on-the-job experience. This has been demonstrated thoroughly at the Port of Everett. Over the years, our established internship program has recruited top-notch college students from various fields of study, including communications, environmental studies, engineering, planning, information technology, records management and more. We find great value in our internship program here at the Port, said Les Reardanz, CEO/Executive Director of the Port of Everett. Not only does it allow us to develop our future leaders, but it also provides opportunity for the team to grow. Interns bring fresh perspective and new ideas to the table that we often times integrate into our processes. The Port hires two or three interns a year, typically in the summer months. Interns take on daily duties and are given a project to take ownership of during their internship. Projects have included development of the Port s Harbor Tours, and creation of an Environmental Sustainability Report. Many interns use their experience to secure jobs right here in our community. Others enjoy their time at the Port so much, they seek employment when jobs become available and bring their skill set back to the Port team (see below). Port staffers who interned at the port share their experience... Brandon Whitaker Waterfront Place Project Manager My internship laid the foundation for my professional career. Staff showed me the ropes and networked me amongst our peers. I am thankful for those experiences and the professional opportunity provided by the Port. Carmen Gaspar Accounting Clerk My time working at the Port of Everett, from starting as an intern to now, has been a wonderful experience. I ve learned so much, and I m still learning. The Port has been a tremendous school for the 17 years I ve worked here. Catherine Soper Public Affairs Specialist Completing an internship at the Port was the best career decision I ever made. I took the leap from college to my field of study, and instantly felt like I was a valued member of the team. I never felt that I was just the intern. The encouragement and training I received helped me to develop and continue to build confidence in my skill set. Elise Gronewald Environmental Remediation Specialist I gained so much more than I ever expected I would during my internship at the Port. Not only did I get the chance to learn in my field of study, but I also had the opportunity to learn about all areas of Port business from seaport operations to marina and real estate. Nichole Ordona Administrative Assistant Interning at the Port provided me an opportunity to observe and take part in the complex inner workings of this bustling organization. Now working in a permanent capacity, I m incredibly lucky to work at such a great organization and with exceptional people, all striving to help grow and support our community. Paul Hagglund Marine Terminals Customer Service Manager As an intern at the Port, I learned a great deal about working on a small, flexible team in a fast paced environment where communication, trust and respect are key elements to success. I also gained an understanding of terminal operations and the whole logistics process. 15
