1 INTERNATIONAL HYDROGRAPHIC ORGANIZATION MESO AMERICAN & CARIBBEAN SEA HYDROGRAPHIC COMMISSION MACHC Electronic Chart Committee Working Group 2 Meeting Summary Notes 5-6 December 2011 St. Kitts and Nevis, WI 1. Welcome & Introductions: The Chair of the ECC, Katie Ries, was unable to attend and conveyed her regrets. The acting ECC Chair welcomed everyone in attendance followed by introductions. Representatives from Brazil, Cuba, France, Mexico, Netherlands, United Kingdom, United States, and Venezuela participated in the meeting. The representative from Colombia was unable to attend the Monday, 5 December meeting, but was able to join on 6 December when the meeting resumed. A list of participants is available in Annex A. The next action was approval of the Agenda, which is attached at Annex B. 2. Review of Outstanding Actions: The Group reviewed the outstanding action from the 11 th MACHC as well as those from the 28 September Conference Call. All of the actions from the 11 th MACHC have been completed. Of the 28 September Conference Call action, most were resolved. One of the critical remaining issues was the gap of ENC coverage of Cuba. However, the Cuban representative was able to provide the ECC with much of the data to fill this gap. In all, information on 48 of the Cuban cells was provided, although none are available at this time. Expected dates of availability will be provided within the next month. ACTION: Cuba to provide additional information on the anticipated dates of availability of their ENC cells by 31 December (Ángel Acanda Reyes) Additionally Venezuela provided updates to the dates of availability of their cells noted in the Annex of the draft Report, with most Usage Bands 4 and 5 cells expected to be available by July Finally, the identified gaps in coverage have potentially been resolved with the recent availability of data provided to the UKHO. The potential use of the Port Analysis to determine the priority for the construction of ENCs was discussed. Initially proposed in Suriname, France provided a sample analysis, (see Annex C), which provides an excellent example for the Working Group. The Netherlands suggested that AIS data will similarly serve as a good method to assess vessel traffic, although it may be more difficult to use. ACTION: UK will look into the content of AIS data to determine its usefulness and report back by 31 January (Tim Lewis)

Specific Country-to-Country break-out sessions: The meeting resumed on the morning of 6 December 2011 with small group break-out sessions among countries for discussions of specific outstanding overlap and/or gap issues. The results were captured and will be incorporated in the final report. They are as follows: To address the outstanding overlaps, the group agreed to the following: US/UK/Mexico/Cuba: Coverage being reassessed in light of new data received from Cuba. Mexico/Cuba: Decision reached on location of cuts at 85 degrees west longitude. UK/US: Will be addressed/resolved during the week of 12 December at a meeting in the US. Colombia/Venezuela: A Memorandum of Understanding (MoU) to address the overlap between CO300026/VE has been accepted and will be submitted to the respective authorities for approval. A meeting is scheduled for March in Colombia for official signing and will apply to the ENCs, INT and IBCCA charts. Venezuela/UK/Netherlands: Resolution on an approach for resolving progress on VE200005, VE and VE will be addressed at a meeting between Venezuela and UK early in 2012 and a separate meeting with the Netherlands in March In summary, of the 18 overlaps, 10 have been resolved. With the finalization of the above resolutions, the remaining overlaps will have been resolved. The following outstanding gaps were address: Cuba: Planned coverage being reassessed based on recent information from Cuba. Bahamas: (4 locations) Being addressed by the UK pending assessment of available data. Roatan, Honduras: Being addressed by the UK pending assessment of available data. Charco Azul, Panama: Being addressed by the UK pending assessment of available data. Venezuela: (6 locations) Coverage planned to be available by July The group also developed options for coverage should gaps remain. They are as follows: Priority Ports Analysis: The type of vessels calling on a specific Port may have a later IMO- ECDIS requirement deadline than July 1, 2012 MACHC CBC: Focused assistance from CBC for Hos who may need assistance. WEND Principle: Partnering with another HO to provide coverage on a temporary basis Raster Coverage: Although there is concern that not all Raster Coverage can be read/displayed in an ECDIS, it was considered acceptable only as an interim measure until ENCs are available for this area. (It was emphasized that this should be the very last resort after all other options have been exhausted) 4. The ENC Coverage Report: The draft ENC Coverage Report was introduced. New information on ENC coverage of Cuban waters had just recently been received and will be incorporated into the final 2011 Report. It was further requested that all updates to the report be forwarded to the
3 Chair by 31 December The final report will be forwarded to the Chair, MACHC by 31 January Action: All Member States to provide any updates on ENC coverage in their waters to the ECC Chair by 31 December (All Member States) 5. Work Plan for 2012: The initial draft of the Work Plan for 2012 was presented and is available as Annex D. At this time, there are no plans for a mid-year face-to-face meeting. All activities will be conducted via teleconference calls. 6. Summary for MACHC Plenary: This was developed as the remaining issues were resolved. 7. Other Issues: The representative from Suriname indicated that even though the graphics in the report included a note that This graphic does not reflect MACHC endorsement of national boundaries it was not satisfactory. This issue was elaborated during Plenary and it was agreed that the national boundaries of Suriname would be removed on future graphics. Action: Technical Coordinator will remove the boundaries of Suriname on future graphics of the ECC ENC Coverage Report. (Leland Snyder)

SHOM Report Source: UPDATE ON THE AVAILABILITY OF SHOM CHARTS IN THE FRENCH ANTILLES, September Saint-Martin et Saint-Barthélemy Saint-Martin has a hospitality infrastructure which allows it to be one of the most appreciated destinations in the Caribbean. The island mainly caters for North-American clientèle and, to a lesser extent for European and South-American visitors. The island remains one of the most attractive cruise destinations in the world with a total of passengers travelling to or from Saint-Martin in 2009 (see On the French side, the Marigot harbour is designed for passenger traffic. In Sint-Marteen the Oyster Pond harbour is mainly design for trans-island traffic, whereas the deep water harbour of Pointe-Blanche can receive most of the cruises and deals with major part of the island's imported goods. This harbour has seriously developed its cruising activities since its opening in 2000, and now up to four liners can moor alongside the dock. In 2008, its reception capacity was enhanced by the construction of a dock accessible by the biggest liners in the world (around 6000 passengers). The Marigot harbour on the French side, not having the infrastructure for bigger keel clearances, has targeted an upper class clientèle travelling on smaller crafts (100 to 360 passengers)(iedom, December 2010). This latter also deals with 70 to 80 stopovers per year from big cruise-liners, which more often than not anchor close by (and pay a right to do so), and more rarely come alongside, as for example the Sea Dream, 101 meters long with 110 passengers. These boats of mini-cruising style are a major benefit to Saint-Martin, since they bring more upper class clientèle than the liners stopping at Philipsburg (data 2009, Because of its small surface and its aridity, Saint-Barthélemy does not have the necessary assets for agriculture or industries. In the 60s, the economy of the island converted to residential and upper class tourism (hotels and villa rentals). A rich clientèle, mainly North-American, regularly stays there and contributes to the overall image of a luxury destination. No comprehensive data is available, so harbour and airport statistics contribute to the knowledge of the tourism evolution. In 2009, the number of visitors to Saint-Barthelemy decreased to Among those visitors, were passenger arriving on ferries (+2%) and on cruise-liners (+12,4%). The maritime firm Voyager, and its ships Voyager 1 and 2, conducts all year long comfortable and speedy transfers between the islands of Saint Barthélemy (St Barth), Saint Martin (Sint Maarten) and Saba. These 2 ships undertake 28 Saint-Martin (Marigot ou Oyster Pond) Saint Barthélemy journeys, and 35 reciprocal journeys per week. The Great Bay Express company also does 38 return trips between Philipsburg and Saint-Barthélemy. Guadeloupe In 2010, PAG received a total of passengers, which is 0,7% less than in This deficit is mainly due to the international segment and more particularly to the cruises (-5,5%); the 2009 social crisis in Guadeloupe seems to have deeply altered the confidence of cruise-liners and their clients. In fact, the year 2009 was marked by a severe general strike that paralysed Guadeloupe for 44 days.
11 The cruise business has therefore decreased significantly for the second year in a row (-4,2% in 2009) to reach passengers. This data, compiled during a civil year, does not allow for a clear understanding of the last few cruising seasons which were very uneven. Actually, the season (that finished in April 2010) was the best from the past 4 years. The season, on the contrary, does not seem to have started very well. The deficit is not as strong however for the trans-islands activity (-0,8%). While Sainte-Lucie decreased 13%, it is Martinique's and Dominique's results which portray the clear reconfiguration of the internal traffic. With -20% over 5 years, the deficit noticed a few years ago for Fort-de-France is confirmed and simultaneously Roseau, on the Dominique island, received one third more passengers. The archipelago traffic -which represents the biggest share of passengers (72%)- has gained passengers (+0,3%) to reach in If this growth rate is confirmed, the PAG could get back to its 2008 number of passengers ( ) within a year or two. Martinique Martinique reached a total of cruise passengers in 2010, which represents a 7% increase (Caribbean Tourism Organization, Latest Statistics 2010, February 11, 2011). The revival of the cruise activity, in constant decline since the year 2000, is one of the development goals of the Fort-de-France harbour. After reaching the number of passengers in 1995, the infrastructure only received tourists in This decrease is even more significant since the Caribbean region is the first cruise destination in the world. The lack of originality in the touristy products with respect to the nearby cheaper English speaking islands and the dull image due to social conflicts, can explain the low competitiveness of Martinique and Guadeloupe in this very competitive environment mainly dominated by strong North-American holdings. The fallout from the 2009 February social crisis was the cancellation of about twenty ship stopovers. The passenger traffic of the nearby islands (Sainte-Lucie, Guadeloupe, Dominique) is declining as well, from passengers in 2004 to in The airlines competition, which offer a quicker transfer, and the disappearance of some firms, play a major role in this evolution.
