6 Tasks for the development of the Northern Sea Route 1. Improvement of the legislation support of the activity on the Northern Sea Route - adoption of the Federal law On the Northern Sea Route. 2. Development of the infrastructure of the Northern Sea Route including: construction of icebreakers of the new generation; survey of the bottom contour on route of the movement of ships; updating and construction of the aids of navigation; reconstruction of objects of the infrastructure of sea ports located along the Northern Sea Route.

7 Tasks for the development of the Northern Sea Route 3. Improvement of the tariff politics: establishment of the arctic tonnage due the rates of which are determined taking into account ship tonnage, ice class of ship, distance of the assistance and season of navigation; establishment of the payment for services of icebreaker and ice pilotage the rate of which is determined taking into account ship tonnage, ice class, pilotage distance and season of navigation. 4. Organization of the arctic navigation: establishment of the Northern Sea Route Administration as a federal state institution.

Ice class and classification society, date of last examination. 10. Construction of bow (ice knife or bulb-bow). 11. Expected time of sailing through the NSR. 12. Presence of certificate of insurance or other financial security in respect of civil liability for environmental pollution damaged. 13. Aim of sailing (commercial voyage, tourism, scientific research). 14. List of deviations from the "Requirements to the Design, Equipment and Supply of Vessels Navigating the NSR.

13 Legislation support of the activity on the Northern Sea Route 1. Adoption of the federal law on the Northern Sea Route with the purpose: - to ascertain legal status and boundaries of the Northern Sea Route; - to approve Rules of the navigation within the water area of the Northern Sea Route; - to establish the Northern Sea Route Administration; - to bring regulation of the tariff system up to the present standard. 2. Development of the Rules of navigation within the water area of the Northern Sea Route including: - rules of the icebreaker escorting of ships; - rules of the ice pilotage of ships; - rules of the escorting of ships on the recommended rules; - rules of the radio communication; - provision on the navigational, hydrographic and hydrometeorological support of the navigation of ships.
