1 7 Annual Factsheet *Response data from the December W data collection or the period January December 7. in collective shelters at Pulka s Transit site Overview: In 7, the North East ia emergency needs continued to increase as humanitarian assistance and access scale-up considerably. The DTM Rd XX identified,7, persons in displacement including,9 in camps and camp-like settings,,,79 people displaced in host communities and an additional,9, returnees. Despite continuous limited access by road, the increased number of helicopter flights greatly improved mobility of humanitarian partners to deliver needed shelter/nfi and camp management support outside MC. In addition, the scale-up of rapid response capacities led to improved response time, in particular in terms of delivery of NFI core items and emergency shelter solutions. The sector action plan for 7 included the development of multi-sectorial framework for camp improvement, concerted site planning initiatives, strengthened shelter and NFI guidelines, gaps analysis as well as roll-out of the reception management strategy and toward the development of NFI pipeline mechanisms. In a bid to improve rapid response following sudden displacement of populations, the overall humanitarian response was enriched with the initialization of the RRM operational framework, Emergency Tracking Tool - tracking alerts and sudden movements of population in and Northern on a weekly basis - as well as the OCHA-supported Local Coordination Mechanisms to improve operational coordination in hard-to-reach areas. In addition, 7 saw improvements in advocacy towards humanitarian assistance through the establishment of the Humanitarian Pool Fund (HPF), with a total of USD.7M allocated to sector partners for the humanitarian response. As a result of the improvement of access, coordination and capacities, including resources, the number of partners increased from partners in to 9 collaborating partners in 7. These partners were ACF, OXFAM, ICR, NRC, IOM, CRS, UNHCR, COOPI, DRC, ian Red Cross and ICRC, Mercy Corps, ACTED, Secours Islamique France, UNICEF, Solidarites Internationale, HARAF, CECEED, INTERSOS, GREENCODE. continuedaerial view of Government Secondary School (GSS) camp in town The sector developed gap analysis and prioritization and played a key role in the effectiveness of the response on the ground as well as development of camp improvement framework. This assisted in the concerted improvement of large sites with drainage, site planning or multisectoral coordinated assistance, such as in,,,,, Muna corridor, among other locations out of the 9 camp assessed and prioritized based on flood-prone conditions, congestion and risks, as part of the sector ¹ contingency planning and operational preparedness exercise. In line with the emergency needs, the response delivery was highest in State, followed by State and State. Key figures (HRP 7) Population in Need:,, Shelter sector target population:,, Funding Required: $7. Million People reached by Shelter-NFI Interventions: 7, DMS/CM sector target population:, Funding Required: Sector Partners $. Million People supported through DMS/CM Interventions: 7, Response: Camp Coordination and Camp Management capacities largely scaled-up in 7 in view of greater access and capacities. From 7 sites supported by site management activities in December, the network of site facilitation was extended to camps at the end of 7, with an increase of site management partners, from to partners. people, including camp managers, IDPs and partners, were reached through CM trainings through direct and on-the job training modalities. 2 7 Annual Factsheet *Response data from the December W data collection or the period January December 7. Many of the partners who established presence in Northeast part of the country during the past year largely scaled-up in mid-7 and supported through the Humanitarian Pool Fund. Nonetheless, coverage has still been uneven, with enormous gaps remaining. % of the response was delivered in host communities, 9% in camps and % in return areas. The response has been restricted by access and security considerations, as well as limitations on capacity and coping with this year major influx of population. The provision of emergency shelters focused on rapid response to large movements of populations, setting of new IDP sites as well as impact during the rainy season. This response was supported in particular within the framework of the contingency plan developed in May 7 to prepare and response to the rainy season and extreme weather incidents as well as the preparedness and response plan to large movements of populations, revised in October 7. Within the framework of the Humanitarian response Plan 7, HRP sector partners provided assistance to an overall 7,7 families with shelter and/or NFI while partners outside the HRP reported having supported an additional,99 families with NFI related items. 7 DMS/CM Annual Activities Factsheet, emergency shelters were constructed in 7 and, emergency shelter kits were distributed., and, transitional and transitional shelter kits were delivered to IDP populations in the states targeted through the HRP. While 7 households benefited from rental support.,79 shelters were either repaired or improved in view of the harsh weather conditions.,9 families were supported with basic full NFI kit,,99 families with Improved NFI kits and,9 families with loose items, including blankets, kitchen items, among other items. The HRP end of the year review does not however provide the entire picture of the funding or delivery in the sector in 7, as it does not include significant contributions outside the humanitarian response plan: ICRC extensive delivery consistently shared with the sector for operational coordination, who participated to an additional,7 families supported with NFI and shelters; the Government of ia (NEMA, SEMA, PCNI, MRRR) support to the response; ian civil society and private sector as well as International partners who received funding for shelter/nfi in 7 but were not part of the HRP 7, such as CRS, ACTED or Secours Islamique. ¹ # of eligiblel individualsl biometrically registered # of IDPs, GoN institutions, partners and site managers trained on DMS/CM 7, # of sites assessed for viability # of sites improved through site planning, maintenance and /or basic site work IDP Sites sheltering 9,9 individuals,79 /# of reports capturing displacement data published # of displacement sites receiving site facilitation support (mobile and dedicated) #of return assessments/surveys published # of IDPs reached by awareness and communication campaigns *Sources: Shelter & DMS/CM sector W, Financial Tracking Service (FTS) November, 7 and DTM Rd XIX.
