In addition, because the revised air pollution control system allowed by Permit No AC could cause an industrial waste discharge in violation of the existing NPDES Permit, a new condition of certification is being proposed to resolve that issue. For previously marked utilities on construction of one or two family dwellings where the contractor remains in custody and control of the building site for the duration of the building permit. (2) The system shall report the results of the study to the Legislature on or before February 1, 2007, along with recommendations for further legislative action.
