1 SHIAWASSEE AIRPORT BOARD MINUTES OF REGULAR MEETING MARCH 23, 2000 Meeting called to order by Chairperson Joe Sawyer at 7:10 p.m. Members Present: City of Corunna Dave Dumond Caledonia Township Sue Krantz City of Owosso Mike Dvorak Owosso Township Richard Gute Shiawassee County Joe Sawyer Agenda: Craig Hook, Board Advisory Chair, was absent. In attendance for Craig was Co- Chair Greg Papendick. Also in attendance: Andy Reichert, Bob Hoschner, Dan Ferrier, Dave Caswell, Randy Carlton and Kim Omer from Carlton Tree Service, Debbie Randolph, Judy Papendick, Ken Quarles, Richard Sack, Gerald Morford, and Julie Morford. The Agenda was approved as amended by Mike Dvorak with the changes to place Dan Ferrier and his comments under New Business. Seconded by Sue. Election of Officers: The Election of Officers was held at the February 24, 2000 Board Meeting. Those elected were: Chairperson: Joe Sawyer; Vice-Chairperson: Dave Dumond; Treasurer: Sue Krantz; Secretary: Jerry Morford (Airport Manager) Minutes of Regular Meeting: Dave motioned to accept the February 24, 2000 minutes as read. Sue seconded. The March 9, 2000 minutes were amended as follows: 1) as mentioned in item 8 there has to be a thermostat but need a non-programmable one; 2) per the last page of the minutes, the windows are to be white vinyl wood-grain interior and white vinyl exterior. Dave motioned to accept the March 9, 2000 minutes as amended. Seconded by Mike 1

2 Citizens Comments: None Communications: Greg Papendick, attending for Craig Hook from the Shiawassee Airport Advisory Committee, mentioned that the Advisory Board spent a lot of time discussing: 1. The Conservation Program. 2. that the numbering of the hangars should be starting soon. The main terminal will be the Center for the numbering starting with A, all the hangars to the West of the terminal will be W plus a Group Letter and a hangar number. The same rule applies to the East of the terminal. a. Joe mentioned that a master copy of the numbered hangars should be taken to Central Dispatch so they will know the location of each hangar. b. A copy of the master numbered-hangar layout also will be sent to each entity in Shiawassee County. 3. Greg passed out three (3) different sign designs, by Jim Brichan, for the location at Comstock and Airport Trail (off M-21). The sign can be seen easily from M-21 and will be made from 8 brick with a concrete base and plastic panels with vinyl lettering. There is also space, on the sign, for other businesses to display their store name. Jim is a local pilot and it was suggested that it would be good to have him do the signage for the Airport. Dave proposed to go ahead with the top design on the page, which was the sign with the 8 brick, concrete base, and plastic panels with vinyl lettering. It was also mentioned that a small sign should be displayed, on the new sign, giving Jim credit for the design. Dan Ferrier of Owosso Airport Association (OAA) gave a report of the Cookout that is coming up on May 21, Everyone is invited to come and help make this a very successful Dawn Patrol. The times are 7:00 to 11:00 a.m. on Sunday, May 21, Financial Report: Profit and Loss: 1. Joe mentioned that on the Profit and Loss Statement, the Miscellaneous Income was high because we received the bond ($3,010.00) from Carlton 2

3 Tree Surgery. It is to be refunded at the completion of the tree trimming project. 2. Workman s Comp shows a refund. The first agent denied the policy but Jacob s Insurance Company found another agent to contract with for Comp Insurance and the premium being $ less, which is the refund. 3. Utilities Other was discussed and it was decided that Jerry should check to see what $ was intended. 4. Joe mentioned that the Profit and Loss was down $12, this year. Unpaid Bills: 1. Carlton Tree Service $3, the bond for tree trimming service 2. Heritage Equipment - $ tires for the lawn mower 3. Sue was concerned whether the clean up of the fuel tank leakage on Randolph s fuel tank, by the Terminal, had been taken care of. Jerry mentioned that everything was cleaned up and supervised by PSI (an Engineering Company from Lansing, MI). During excavating the runway lights were broken by the excavating company. John R. Howell Electrical Contractor was hired to repair 3 broken wires (paid for by AvFuel). Jerry also hired John R. Howell Company to repair miscellaneous lights on the runway that we were unable to fix. 4. The Beacon light has a broken lens per Dan. It will cost $2, to buy and fix the light. The glass that is on the beacon is discontinued. Dan is checking into the matter for the April meeting. 5. Jerry mentioned that he has been in contact with Rick Freeman of Rowe Engineering regarding the bill ($4,715.16) for the survey of land sold to Young Oldsmobile. Dave mentioned that the bill is too high. Per Joe there were nine (9) parcels that were surveyed. Jerry will check to see what the original prices were at the beginning of the sale. The bill needs to be broken down to see what portion Indian Trails needs pay. The bill will not be paid at the present meeting, but the Board will be informed at the April meeting. 6. Staples - $76.25 a cordless 2-line telephone that Jerry uses in the office of the Terminal. 7. Per Joe, the payroll numbers for Jerry and Dan are not on the Unpaid Bill Statement but for the reports taxes are being taken out for both. 8. Jerry attended a Quick Books Seminar in Kalamazoo, Michigan amount of $75. Motion by Dave to pay the bills except for Carlton Tree Surgery and Rowe Engineering Services. Seconded By Sue. 3

4 Manager s Report: 1. The Conservation Reserve Program is a ten (10) year program through USDA which has the Airport tied in a contract. Jerry mentioned that the Federal government no longer pays for farmland so we need to turn the area into prairie, since farms attract deer. Jerry didn t know the name of the farmer but Dave informed Jerry that it was Mr. Gilbert Wildermuth. 2. Friends of the Shiawassee River have done studies with U of M. Their conclusion: a. Shrubs around the walkway will keep people off the airport runways b. Hardwood timber was planted because they would never get high enough to have to trim. The area is to be constructed as a wetland. Ducks Unlimited has put about $ into the deal. 3. Joe mentioned that we might have to take Ducks Unlimited to Court, which will cost us money. 4. Richard mentioned that the deal started out as a student project and the original notes stated that prairie grasses were supposed to be planted. 5. Greg mentioned that the Airport does not want wetlands. 6. Jerry mentioned that Juan Zapata (MDOT) does not like the idea of duck habitat being constructed at the airport. 7. The Airport Board is against the Ducks Unlimited proposal. a. Dave mentioned that we should put Ducks Unlimited on notice. b. The Board did not approve the planting of trees. c. Joe discussed the Ducks Unlimited Flyer, published in 1998, which was given out at a recent seminar at the Airport. d. Richard Sack mentioned that it was an aeronautical experiment with U of M. e. Greg mentioned that it started out as a good idea. 8. Bob Hoschner mentioned that you would have all types of animals in the woods and they would come out onto the runways and taxiways. 9. Richard Sack mentioned that the area would be covered with swale. 10. Unanimous with the congregation If it flies, we don t want it here. 11. Dave mentioned that the Ducks Unlimited should be put on Notice and they should attend the April Board Meeting. Mike mentioned that a letter from Attorney Bill Brown informing Ducks Unlimited there should be no further action from the organization until there is approval from the Board. Mike made a motion expressing our concerns for the wetlands, grasses, and trees, and how those would attract ducks, deer and other wildlife. Seconded by Richard. 12. Dave mentioned that Jerry should get with Tina Tuller from USDA regarding a letter telling them there is no deal. 4

5 13. Jerry is to get with Mr. Gilbert Wildermuth, (the farmer) regarding the planting of the fields. Dave also mentioned that the farmer was supposed to get back with the Board regarding his rebate. 14. Greg mentioned there is a form from MDOT regarding use of land that we need to get. We have to make sure that Joe Sawyer gets a copy of the form. 15. Mentioned by several, including Board and the audience, you can t make wetlands temporary. Old Business: 1. Tom Dwyer, Treasurer of Shiawassee County, has everything all set for the checking account for Jerry and Dan. There is some paperwork to finish on the matter. 2. There are no plans in the future for a road by the Reichert hangar per Bob Andrews. At the present Andy Reichert has a year-to-year lease. Dave motioned that execution of a Standard 20-year lease for North Condos (3 owners) contingent upon completion of improvements. Seconded by Sue. 3. There were 2 bids for the Tree Trimming Project. The low bidder ($60,175.00) went to Carlton Tree Service of Owosso, Michigan. The owner is Randy Carlton. a. Randy Carlton and Kim Omer were present at the meeting and will deliver the paperwork for the project to the Airport Manager on March 24, 2000 b. Bob and Jerry will take the paperwork to Lansing then steps begin for the approval: 1. 1 week approved 2. Board has to sign the contract 3. Mark Noel (MDOT-AERO) will finish the paperwork. Dave motioned that the Board Chairperson be authorized to sign on behalf of the State, for the local tree removal. Seconded by Mike 4. The Emergency Plan will be taken up at the Shiawassee Airport Board April, 2000 meeting. Jerry mentioned that Shiawassee County Sheriff and the Caledonia Fire Department each has a copy of the Emergency Plan. The Emergency Plan is already in effect. New Business: 1. Jerry received ten (10) 12 Ga. ShellCrackers (shot from a shotgun) from the DNR, Dave Dominic, Wildlife Division Supervisor to be used to scare the deer from the Airport. The latest incident occurred several days ago 5

6 when Steve Lund saw a lot of deer when he was trying to land his plane. Per Richard Sack the bullets are black powder. Tina Tuller, USDA, said that the only way to get rid of the deer is to shoot them. a. A Professional Hunter from Nuisance No More will kill, clean up the area, and fill out all paperwork and charge $70.00 per deer. b. Darting was mentioned by Greg. Steve Lund has a friend with a deer farm. Greg will check to see if we can dart the deer and get rid of them. The price is $ The Airport needs a small lawnmower to mow around the light poles, and smaller areas that the large riding mower cannot reach. Linda Cole of Durand Equipment Company has a riding mower for $4, Joe mentioned that Shiawassee County just purchased a 48 John Deere. The idea was tabled until the April, 2000 meeting. Joe mentioned that Jerry should contact Christine Volek, the County Coordinator. The Board has budgeted $5, for equipment replacement. 3. Dan has found a cement lawn roller that he would like to purchase for $ for the Airport. Dan mentioned that he could make a roller for $ $ a. Greg mentioned that he made a roller out a propane tank too long won t hardly turn with a four wheel drive. b. A 7 or 8 foot roller is better c. Joe mentioned for Dan to fix a roller between $ $ and bring the bill to the next meeting. 4. Radio Bids: a. Sky Sports of Linden, Michigan 9 hr battery, $10.00 more for longer battery, case included ($27.55) - $ (figures were added wrong on bid form). b. Sascon Aviation, Owosso, Michigan 2 Icom batteries 6 & 9 hours which can be attached to a belt or pocket - case included ($23.20) - c. Jerry contacted Gary Randolph of Randolph Air Service but a bid was not received. d. The radio users will use their own headsets. Motion by Richard to purchase the radio at Sascon Aviation at quoted price of $ with the extra battery. Seconded by Mike.. 5. Dan Ferrier mentioned that his hangar, which is located behind Sascon Aviation, is in rough condition. He would like to build a new hangar in the same location using natural walls with no posts in the doorway. The matter will be put on the agenda for next month. 6. Dave Dumond said that he appreciates the updating of items. (Shiawassee Airport Board Agreement. 6

7 7. Future Business should be put on the agenda for next month. The Rules and Procedures should be revised since it has been three (3) years since revision.
