There were thousands of them. I saw a rider at 8.30am on Monday morning passing through Betley. Marshalls were placing signs along the roads towards Carisbrook and Maryborough to warn traffic of the public event and there were more bikes on the road near the Golf Club moving through towards Carisbrook before heading into Dunolly. At 11.30am back in Broadway the late arrivals were being welcomed by cheers from enthusiastic volunteers; there were some exhausted looking riders among them. The early birds had travelled in the best part of the day as the wind sprang up just after lunch and the temperature was in the low 30s, so no wonder some people looked tired. A volunteer with the Bike Network, Robin Regester, told me he has been taking part or working as a volunteer with the Great Victorian Bike Ride for over 30 years. Robin said there are just over 3,000 riders taking part this year accompanied by 300 support staff. He said it is busy looking after all the riders but it is not as busy as last year when 4,000 riders took part in the event. The logistics involved in organising an event such as this are amazing. Forty vehicles are hired each year to carry the equipment, the food and the volunteers. Apparently there are two sets of kitchen and toilet blocks with one set being put in place the day before the riders arrive and the other set travelling onto the next destination therefore leapfrogging one another town to town. In each overnight stop, such as Dunolly, local groups are co-opted to organise barbecues, stalls, mobile phone charging stations and entertainment. Riders may take the full tour of nine days, 540km for a fee of $1,055 or they may choose a five-day tour or even a three-day tour, both of which would be cheaper. But as Robin said that is all found so camp site fees, food and insurance are covered. According to Robin the main costs are insurance and complying with OH&S requirements. He mentioned that one of the major problems was getting rid of grey water, as it has to be disposed of correctly in approved locations. The shops in Broadway were kept busy selling cold drinks and ice creams, books, and knick-knacks on Monday and the cake stall to raise funds for the Hospital Garden did very well. The people manning the stall packed up after lunch, having almost sold out. I bought some delicious Continued on page 4.

Was on the cake stall during the arrival of the Great Vic. Bike Ride. So many bikes of all shapes and sizes and riders the same. We did a great trade with the hungry arrivals who had come from Avoca via who knows where. Driving home was fun talk about Look Bike. After my mention of walnuts last week, I was very surprised to find one out in the paddock. I reckon that it must have been taken from the walnut orchard out the road by one of the crows that seem to have moved in to our plantation. It is very strange how something you hear of for the first time or after many years keeps turning up. Mr Ramble who, as you know, is Irish, has often told me that he started driving at nine years old. When I asked about a licence, he said you only had to send five shillings to the relevant department and your licence arrived. Then I asked what was the first car he drove and I couldn t believe my ears when he said it was a Hupmobile! This would have been in about I d never heard of it before the story in the WR a few weeks ago. Next year is a leap year. Watch the fellas this is the year that woman can propose to men. There is also going to be a super nova next year. The galaxy that we will see explode did so about nine million light years ago! It was just as well the pool had been filled it was very warm and, on my way home, I could see dozens of mainly young people around there. The fact that there was no open hotel in town went down like a lead balloon. I reckon the bowls club did a very nice trade. Thank you to everyone, community groups, businesses and volunteers who helped make yesterday a success. Despite there being no pub the riders found the bowling club, inundated the pool, loved the historic buildings and enjoyed the bush dance. Marion Da Costa, Secretary Dunolly and District Inc Did anyone hear the report on the ABC morning show about the Bike Ride in Dunolly? Apparently the riders were greatly taken by the art installations at the Court House and pictures were on their Website. The riders were very happy with the way they were treated in Dunolly. R Mecredy What a marvellous day with the visitors enjoying all that Dunolly had to offer. It was wonderful to see so many happy people giving Broadway a vibrant buzz. The cafés were overflowing and bicycles everywhere. The swimming pool was overflowing with grateful cyclists cooling down before the big storm caused everyone to rush off. A bit of welcome rain never hurt anyone. It was lovely to chat to so many nice people who were all very impressed with our lovely old buildings and shops including the Museum, Court House and Town Hall. The Oozin Blues at the camp site and the fabulous Bush Dance at the Town Hall were real hits with the riders. The energy of the young people dancing the polka was a joy to watch. Dunolly stall holders did a great job and everyone must be quite exhausted it was something pretty special. WHY WE NEED OUR SES The wind gusts, the roof starts lifting and you re not up to climbing the ladder so the SES is your first phone call. Julie DISAPPOINTING RESPONSE FROM MINISTER Unfortunately for our town, it is clear that the issues we confront do not raise many concerns for our ministers in Melbourne. A few weeks ago, I sent a letter to Jenny Mikakos, Minister for Families and Children, detailing at length the concerns our parents have regarding policy guideline changes to Supported Playgroup. The main concern for us is that SP will now only be accessed by families who hold a current Health Care Card. There is no guarantee that card holders will have access to the service either, as sessions will be limited to eight family participants. The letter I received from Ms Mikakos is a word-forword copy of the reply to Costa Di Biase's letter. Clearly our minister is far too busy to oblige me with a letter that addresses the issues I took the time to raise with her. MP Louise Staley is petitioning the Legislative Assembly on our behalf, so watch this space. Kath Ryan Dunolly Supported Playgroup Reference Group UPDATE DUNOLLY SUPPORTED PLAYGROUP In a letter I received nine days ago the Minister for Families and Children assured me there would be a Supported Playgroup in Dunolly next year. This is great news. In a phone call from Maureen Campbell, the manager of access and participation for the Department of Education, she indicated her surprise that representatives of Dunolly were not at a meeting she had organized with the council. Neither Kath Ryan nor I were informed of the meeting or of any invitation by Ms Campbell. This comes as no news to anyone from Dunolly who has tried to deal with the Maryborough council. Also at that meeting it was decided that the preschool would always be available to host a Supported Playgroup. The person in charge of the facilities at the kindergarten has not as yet been informed of either decision by the council. This is yet another example of council making decisions without consultation with the concerned residents. We don t have to wonder if the good outcome would have been achieved had it been left to the council. Costa Di Biase

4 Page 4 Volume 30 Issue 46 THE WELCOME RECORD 2 December 2015 SES UNIT FUNDING DEFERRED Central Goldfields Shire council has deferred a decision over whether to continue funding the Maryborough and Dunolly SES units to its December meeting. At the last council meeting the council s General Manager, Technical Services, David Sutcliffe, told councillors several other councils had already stopped funding their local SES units or were in the process of doing so. For the last financial year the state government provided $12,853 for each unit with the council providing a further $12,853 for each unit. But at its April meeting the council resolved that its preferred option is to cease its contributions to the existing arrangement in which it matches state funding on a dollarfor-dollar basis. Instead it has been urging the Municipal Association of Victoria to lobby the state government to broaden the fire services levy to become an emergency services levy, enabling the SES to be funded in a similar way to fire services. This follows the VicSES becoming an independent statutory authority accountable to the Minister for Police and Emergency Services, aligning it with agencies like the CFA which does not get council funding. But in recent weeks the acting CEO of VicSES contacted the council urging it to continue providing funding for the Maryborough and Dunolly units. The MAV has recommended that the councils should not individually enter into MOUs for funding with the VicSES, Mr Sutcliffe told the meeting. While praising the work of the local SES units, Cr Wendy McIvor and Cr Barry Rinaldi both voted against the motion, in favour of upholding the April decision to cease council financial contribution. As a council we provide rent and rate-free premises for both units and I think that is a generous gesture and that s what I m advocating continues, Cr Wendy McIvor said. Cr Rinaldi said that if the council continued to fund the SES then it should also fund the CFA, adding which we are not going to do. The issue we have before us is that the state government have taken control of the SES in a financial sense, Cr Rinaldi said. Councillors Nixon and Henderson suggested that options for Pyrenees shire to contribute funding for the local units be explored as parts of that shire also received the benefits of the service the units provide. We basically look after Avoca too because they don t have an SES unit, Cr Henderson said. Cr Geoff Lovett said it was important that the matter be ready to resolve at next month s council meeting. Back at the footy ground the Dunolly Football Club were cooking up a storm with a barbeque and the netballers were kept busy washing hair and making riders look the part for the night s activities. The SES and CFA provided more food stalls in the vicinity of the Bowling Club which hosted 500 plus visitors for the evening. The place to be after the ride was definitely the swimming pool which the council managed to fill with water just in time. John Moir had his 1929 Oakland 6-cylinder Automobile parked outside the fish shop in Broadway. It had plenty of admirers and some people wanting to go for a drive in it that was on offer as well. John said when he bought the car some 20 years ago it had been partly restored by an excellent mechanic and he said there are absolutely no vibrations, which is amazing for such an old car. Everyone I spoke to seemed to be enjoying the ride and their visit to the goldfields towns along the way. One chap I spoke to had flown in from West Australia with five friends to join the ride and he was most interested in the buildings and the history of the places along the way. It was wonderful to see so many people in town and it is to be hoped that some of them return for another visit sometime. 5 2 December 2015 THE WELCOME RECORD Volume 30 Issue 46 Page 5 CENTRELINK SCAM The Australian Competition and Consumer Commission is warning consumers to beware of scammers imitating Centrelink officers to trick you into handing over your money or personal details. The ACCC has received a spike in contacts about fake rebate scams in which the scammer claims to be from Centrelink or the Department of Human Services. One hundred people contacted the ACCC about this scam last month, compared with 20 reports in May. Four people have reported losing over $3,000 to this scam in the past six months, with 300 contacts in that time, ACCC Deputy Chair Delia Rickard said. How these scams work You receive a call from someone claiming to be from the Department of Human Resources or Centrelink. The caller tells you that you are entitled to more money but you must provide some personal details to prove your identity. At this point the scammer attempts to gather as much as they can about you for identity theft. If you provide these details the scammer will then ask you to send money directly via a wire transfer service and or may even direct you to your nearest Post Office to pay the fee. The scammer may claim that your Centrelink payments will be cut off unless you pay the fee. If you send any money via wire transfer, you will never see it again it s nearly impossible to recover money sent this way. You will also never receive the promised rebate or refund. If you refuse to do this, the scammer might use any bank details you provided to access your bank account directly and attempt to steal your money. These details may also be used in the future for identity theft. Protect yourself If you receive a phone call out of the blue from someone claiming to be from a government department and they claim that you are entitled to money, hang up, Ms Rickard said. If you have any doubts about the identity of any caller who claims to represent a business, organisation or government department, contact the body directly. Don t rely on numbers, addresses or websites provided by the caller find them through an independent source such as a phone book or online search. Never give your personal, credit card or online account details over the phone unless you made the call and the phone number came from a trusted source. If you think you have provided your account details to a scammer, contact your bank or financial institution immediately, Ms Rickard said. You can report scams to the ACCC via the Scamwatch report a scam page or by calling FUNDING CUT TO RURAL COUNCILS Ripon MP Louise Staley has called on the Andrews Labor Government to compensate rural councils following the savage cutting of $1 million dollars a year to each council that was previously set aside for roads and bridges funding in country Victoria. Each of the seven local councils in the seat of Ripon is now looking at cost-saving measures to make up for the loss of funding for road and bridge maintenance. In State Parliament recently Ms Staley challenged the Andrews Government to compensate local councils and ensure that country roads are not allowed to deteriorate further. Local roads must be maintained for safety. The removal of the country roads and bridges program means these councils have to find an additional $1 million per year for their roads Ms Staley said. Call in to discuss it with us or ring Vicky any evening on Vicky Frizzell Vicky s View SHOP NEWS RECHARGE IT If you think recharging your mobile phones, ipads and other devices is a bit of a chore then you would have been amazed at the amount of work it takes to recharge thousands of them in a few hours. The Neighbourhood Centre and the Pony Club worked together all afternoon and evening on Monday to recharge the communication devices for the Great Victorian Bike Ride people. At times we were practically running around the tent to keep up with the long queues. Most of the cyclists were grateful for the service, but a few got quite precious about their phones, especially when they were not one hundred percent charged or were covered with dust from the strong winds. However that was something nobody had any control over. By the end of the evening my back was well and truly aching and I had only done a three hour stint. Others had been there much longer. 7 2 December 2015 THE WELCOME RECORD Volume 30 Issue 46 Page 7 Two Different Books - Same Subject Drug taking in sport has long been the subject of sensational media reports. Two books I have read recently detail two of the scandals that have occurred in the last decade. Both delve into the administration of sport, the politics involved and the enormous amounts of money generated by sport. Chip Le Grand is the author of The Straight Dope which is about the ongoing saga at the Essendon Football Club. Being a long time fan of the Bombers I hesitated to read this book as I thought I had probably read and heard most of it. However, I was surprised to learn just how much more complicated it was than the reports in the press. I was shocked at the lack of responsibility taken by the club s management and how right from the start the scandal was badly handled. The author, who has won awards for his coverage of the Essendon drug scandal, takes a forensic approach to the subject and probes into the club and its problems. He found that the management was so bad that employees were not sure who was in charge or to whom they should report. The author also looks at the involvement of ASADA (Australian Sports Anti-Doping Authority) and the AFL hierarchy and the many mistakes that were made along the way which has resulted in damage to young men s careers, broken friendships and much more. The lack of management at the club meant that, once Stephen Dank was employed by it, he was able to bypass the club doctor and treat the players by saying he had the medical team s approval to do so. When the club doctor found out that pills were being handed to the players without his approval, he was incredulous. (Chip Le Grand, P.64) Stephen Dank did not keep records of what drugs were used at the time and the ASADA investigators now doubt that the peptide in question was even used by the club (p.264). But, although the players were cleared by ASADA, they are still waiting to hear if they will be charged by WADA (World Anti-Doping Agency) which intends to investigate and go over exactly the same evidence as ASADA. The second book Seven Deadly Sins is written by David Walsh and tells the story of Lance Armstrong and the seven times he won the Tour de France. David Walsh is a sports journalist with The Sunday Times in London and he was always keen on covering the Tour de France as he enjoyed the time on the road with other reporters and the riders. When Lance Armstrong competed in the Tour after his treatment for cancer David Walsh was very suspicious of the times he was achieving; especially on the hill climb as, in earlier years, Lance had not been in the top 10 riders to do well. Over the following 13 years the author interviewed many people associated with the sport and his book is an amazing account of those years and particularly of the control that Lance Armstrong had over his teammates and the sport in general. It took many years of accusations and retesting before Lance Armstrong was finally banned from the sport. In the 2012 interview with Ophra Winfrey on TV in the United States, he finally admitted that he had taken drugs while competing, even though he had vehemently denied it for years previously. His excuse was that every cyclist in the race was also using drugs. The story that David Walsh recounts in his book it quite different, of course. He cites instances when Lance bullied other riders and sacked riders if they were not taking the drugs properly to get the right results. One young rider told the author that he was a cyclist not a chemist and that the management of the drugs was beyond him (David Walsh, 2012). David Walsh fortunately had the support of his editor at The Sunday Times and they published many articles about Lance Armstrong and the doping allegations; they were often abused by their readers for being too harsh on a top sportsperson. The author was also ostracized by other journalists because of his persistence in investigating the doping allegations against Lance Armstrong. David believed that most journalists only wanted good news stories about the tour. Seven Deadly Sins is a fascinating read detailing the pursuit of truth by the author and the courage of the few people who were prepared support him in achieving that aim. My sons have always followed the Bombers and as teenagers they were members of the cheer squad travelling by train across town to Windy Hill for home games. Over the past few years, because of the doping saga, they, along with many others no doubt, have lost interest in football and share a disappointment and disgust with the club and its administration that will take a long time to overcome. I believe that much the same thing has happened to the many fans who have followed any of the sports in which doping has taken place; fans who have enjoyed watching sport and cheering on athletes only to find the athletes, who they have so admired and placed on pedestals, have feet of clay. Choir practice is on Sunday at 1.00pm. It was good to have Bradley along to help us. On the 13 December, our service will be at 2.30pm with Rev Gi Won Kang and a Christmas afternoon tea afterwards. The colossal machine dwarfed their inferior camper-trailers and flapping tarpaulins. Donny climbed down the dozen steps from the cabin and favoured everyone with a ruddy beefy-faced grin. "G'day! G'day!" he shouted. "Good to know you, two thumbs up!" This was accompanied by the showing of said thumbs. "No, I'm not Santa even though I've got his build!" He chuckled at the open-mouthed denizens of the campground. "But Merry Christmas anyway to ya!" he boomed. The band of spectators lifted their stubbies and cans in feeble acknowledgement. "Er... yeah," they said. Donny's brood were itching to set up. The screams of his three girls and the yells of his two boys, followed by the whimpers of his vexed wife, could be heard from the rear of the pantechnicon where the control room was located. Donny stalked off saying, "I'll have this sorted in a jiffy - don't you worry." Hydraulic bangs, whirrs and hums ensued as walls shifted, exchanged places and extruded from the vehicle. Box-like sections slid out in all directions, nearly knocking down some nearby tents. "The kids have all got to have their own rooms," Donny explained. One tentative middle-aged camper edged forward and CAMPING IN STYLE asked, "Do you really need all this space?" "Oh, sure," Donny said. "That bit over there is the recreation room. That one there is the cinema room. That one folding down now is the fully equipped kitchen complete with an automated chef. Isn't it grand?" Donny's kids were busy chasing each other through the labyrinth. Donny's wife, Meagan, approached with a worrisome look upon her face. "The robot chef reports that a few ingredients are missing for the evening meal," she said. "No worries, Luv, I'll just launch the drone and it can fetch for us." Donny pressed a button. A hatch opened in the top of the pantechnicon and an industrial-sized drone emerged. It made a noise like swarming wasps and whizzed off toward the north. The incredulous campers exchanged looks. "He has a drone?" they asked each other. "Sure," Donny said. "Fully independent like them newfangled smart drive cars. Look here, you can see where it's going on this wall-screen - it has its own camera!" Donny pushed another button and a plush leather recliner slid out. "Ah, that's better," he said as he sank into leather-bound luxury. He cracked open the chilled can of beer which came with the chair and glanced at the pictures coming in from the drone. "You know," he said to nobody in particular, "next year I might take a break, stay at home and send the drone on holidays instead... what do you reckon?" At one stage the tent just took off and hit one of our volunteers in the head. What a day we put on for them! I would say that they all took a bit of Dunolly with them when they rode out on Tuesday. It was a privilege to see how an organised activity with thousands of participants such as this is run. Thank you to all those who helped out at the tent. We got to see that no matter what we are doing, such as cycling Victoria, we can t do without our phones! CHRISTMAS PARTY My goodness the year has gone quickly because it s time for our wonderful Christmas party already! Sunday 13 December at 6.00pm. The Labor Member for Western Victoria, Jaala Pulford, today announced Dunolly Primary School was one of the schools in the region participating in the State Government-funded program from Term 1, Under the $13.7 million Breakfast Clubs program, students who attend participating government primary schools will be provided with a free breakfast every day. With statistics suggesting up to one in seven children in some regions arrive at school with an empty stomach, the provision of free breakfasts will ensure the students no longer go hungry. Under the program, participating schools with existing breakfast clubs will get their free food delivered directly to their door. The Andrews Government has partnered with Foodbank the largest welfare food agency in Australia to establish and lead the state-wide program, using their existing warehousing, storage and freight network. A total of 174 schools will join the Breakfast Club program at the start of Term 1, 2016, with another 75 schools from Term 2, 2016, and 251 on board from Term 3, We all know that breakfast is the most important meal of the day because it sets our children up to concentrate, learn and be at their best, Ms Pulford said. The Breakfast Clubs program is another way in which the State Government is making sure Dunolly kids start their day on a full stomach, she said. Freemasons worldwide are dedicated to the improvement of society and Freemasons make funds available to students who prove themselves worthy of encouragement in their pursuit of excellence. In addition to the Freemasons Foundation many local Masonic Lodges offer scholarships in the areas where they operate; one being the Maryborough Regional Masonic Scholarship. Those lodges around the Central Goldfields area of Victoria, namely Avoca, Carisbrook, Maryborough, Talbot and St George of Dunolly all donate funds to assist one student, from either secondary educational institute in Maryborough (Highview or Maryborough Education Centre) who are about to enter their VCE year. Applications for this scholarship have closed for 2016 and interviews are being conducted with the selection panel to decide which student will be provided with the grant of $600 a year during their VCE years (making the scholarship worth $1,200). Selection for this scholarship is based on the criteria of academic achievement, community involvement, dedication to their studies and their desire to make a difference. A presentation will be made at the relevant awards evening. Regional Masonic Scholarship Press Release KNOW YOUR COUNCIL WEBSITE The Member for Western Victoria, Jaala Pulford, said a newly launched website would give local residents greater insight into the performance of Central Goldfields Shire and other councils across the state. The Know Your Council website allows, for the first time, the community to compare and contrast performance of similar councils across a range of services and other measurers. Examples of the 66 different and diverse measures include: Cost of indoor aquatic facilities Satisfaction with community consultation and engagement Active library members Kerbside collection bins missed Current assets compared to current liabilities Ms Pulford said reporting was mandated to take place annually and identifies trends over time, detailed financial performance and allows for easy comparisons with similar councils. Councils also have a space on the site to explain their results. The website acts as a one-stop-shop for all things local government and delivers on the Andrews Labor Government s commitment to ensuring councils are transparent and accountable, Ms Pulford said. For the first time, residents in the Central Goldfields Shire will be able to access the details of council performance with the click of a button instead of needing to read through dense annual reports, she said. His 2011 Tour de France victory inspired thousands of followers to get back on their bikes and get into cycling. Factor in the nation s soaring petrol prices, congested roads and overcrowded public transport and the impetus was there for a major resurgence in pushbike sales. Along with working out at the gym, jogging, swimming, hiking and bushwalking, cycling is one of Australia s key growth sports, gaining 1.6 million new participants over the past decade. According to Roy Morgan Research, men s involvement in cycling has leapt 22% in 10 years (up from 16%), women are at 16% (up from 9%) and all age groups have shown an increase except boys of years. The surge has even created a new label MAMIL (Middle- Aged Man in Lycra). The Loddon Valley is developing as a region of interest for cycling clubs and events, with its farms and grasslands, goldfields heritage, state and national parks, lakes and welcoming small towns making an enticing combination. The Great Victorian Bike Ride focused on the area in 2011 and revisited the Loddon Shire this week, during its 2015 event from 28 November to 6 December. Groups such as the Central Victorian Veterans Cycling Club have raced in different parts of the region for some time, but now stage criterium events in Tarnagulla each year as part of the town s annual festival in October. The local Council has now made it easier for cyclists to explore the Loddon Valley with the recent installation of new signage on 12 walking/cycling trails in the district. The trails concerned are around Boort, Bridgewater, Inglewood, Laanecoorie, Pyramid Hill, Serpentine, Tarnagulla and Wedderburn. The Bridgewater River Walk, for example, offers several options of up to 2km return, passing the town s swimming hole, fishing area, river rapids, carved wooden figures and several historic sites. The Laanecoorie River Walk is an easy 2.4km loop following the Loddon River, while the The Pon Pon Trail at Serpentine leads to the little known Pon Pon Swamp, a treasure-trove of plants, animals and Aboriginal heritage. Tarnagulla is well served, with trails to the town s historic cemetery, exploring local heritage sites and circling the reservoir through box ironbark forest. All trail signage includes icons showing points of interest and rest areas and distances are provided so people can determine whether they wish to ride or walk the whole trail, or just part of it. The boards even have a Quick Response, or QR, code so the sign and map can be loaded directly into a smartphone or computer. GPS data on all trails can also be accessed from the web and any risks are clearly spelt out. For more information about the website and council performance across the state, please visit Jaala Pulford Media Release SHIRE PERFORMING WELL The first information released on the Know Your Council website indicates the strong performance of Central Goldfields Shire, says Council CEO Mark Johnston. Central Goldfields compares well with other parts of the State, according to the state government site that Volume 30 Issue 46 Page 21 collects data from local governments across Victoria. CEO Mark Johnston says the Know Your Council website allows users to compare up to four councils at a time for services ranging from animal management to maternal and child health programs. Overall the results for Central Goldfields are very good, both in comparison with similar councils and on a statewide basis, he says. There are some very strong results, particularly around animal management, use of aquatic facilities, food safety, governance, library members and aspects of the road network, while there is always room for improvement and we have some areas to work on. Being the first year of data Mr Johnston says the system will be further developed and refined. The data represents indicators rather than absolutes and there will be some anomalies or differences in interpretation which I would expect to be addressed over time he added. CGSC Media Release
