1 MEMORANDUM TO: FROM: Ronald Milone, Director, Travel Forecasting and Emissions Analysis Program, COG/TPB staff Meseret Seifu, Principal Transportation Engineer, COG/TPB staff SUBJECT: Transmittal Information for the COG/TPB Version Travel Demand Model DATE: December 4, 2017 Ref: Ver2 3 70_2016CLRP_OCAQC_Xmittal_v3.docx PURPOSE This memorandum describes the modeling files and input files that are part of the model transmittal package for the National Capital Region Transportation Planning Board (TPB) Version Travel Demand Model. It also contains some control totals for the model. BACKGROUND The TPB staff develops and maintains, with consultant assistance, a series of regional travel demand forecasting models that are used for the regional transportation planning process in the Washington, D.C. area. The most recent in this series of models is the Version Travel Model following the adoption of two resolutions on October 18, 2017: R3-2018: Resolution finding that the Virginia Department of Transportation (VDOT) and the Maryland Department of Transportation (MDOT) off-cycle amendment to the 2016 Constrained Long-Range Plan conforms with the requirements of the Clean Air Act Amendments of 1990 R4-2018: Resolution approving the Virginia Department of Transportation (VDOT) and the Maryland Department of Transportation (MDOT) off-cycle amendment to the 2016 Constrained Long-Range Plan for the National Capital Region. The adoption of the two resolutions formalizes the approval of the planning assumptions and technical methods used to support the latest conformity analysis, including the Version Travel Model. This memorandum accompanies a compilation of application files and input files that are accessible via the COG FTP site. The memorandum includes a listing of compiled files and a comprehensive summary of regional control totals. Staff has executed all modeling scenarios twice to ensure that the model results can be replicated. Staff has also updated the travel model user s guide so that recent updates are explained. To request the model, interested parties should follow the procedures listed on the Data Requests webpage ( The Ver model, like its predecessors in the Ver. 2.3 family of models, is an aggregate, tripbased, four-step travel demand model. All models in the Ver family have a modeled area that covers 6,800 square miles and is divided into 3,722-Transportation Analysis Zones (TAZs), which includes 47 external stations. The calibration report, validation memo, and user s guide can be found on the model documentation webpage ( As noted above, the Ver model was recently applied by TPB staff in support of the off-cycle air quality conformity (AQC) analysis of the VDOT and MDOT amendments to the 2016 Constrained, Long-Range Transportation Plan (CLRP) and the FY Transportation Improvement Program (TIP). A listing of projects assumed in the amended 2016 CLRP and FY TIP may be obtained using the following link: 4 CONTENTS OF THE MODEL TRANSMITTAL PACKAGE The travel demand modeling work supporting the AQC analysis consists of five analysis years: 2017, 2020, 2025, 2030 and Land activity inputs to the travel model were based on the Metropolitan Washington Council of Governments (COG) Round 9.0 Cooperative Forecasts, which were adopted by the COG Board on November 9, This is the same land activity data that was used for last year s AQC analysis. A comprehensive summary of travel modeling files contained in the transmittal package and a comprehensive summary of global modeling results are attached. FILE STRUCTURE AND APPLICATION OF THE TRAVEL MODEL As noted in the user s guide, the travel modeling inputs and application files are organized in a rigid subdirectory system. Details about the actual subdirectories that are part of the transmittal package can be found in Table 1. The subdirectories are organized by Cube Voyager scripts, inputs, and supporting application files. Note that the model application requires Cube Voyager software ver , which is not included in the transmittal package, since it must be purchased from the vendor (Citilabs, Inc.). To execute the model for a specific year, one of the following batch filenames is entered at the command prompt in the root subdirectory: run_model_2017_base.bat (for 2017 Base) run_model_2017_final.bat (for 2017 Final) run_model_2020_base.bat (for 2020 Base) run_model_2020_final.bat (for 2020 Final) run_model_2025_base.bat (for 2025 Base) run_model_2025_final.bat (for 2025 Final) run_model_2030_base.bat (for 2030 Base) run_model_2030_final.bat (for 2030 Final) run_model_2040_base.bat (for 2040 Base) run_model_2040_final.bat (for 2040 Final) The user s guide explains why each year includes both a base and final scenario (Section 2.4, Special Modeling Procedures, pp ). Note 1: The "Base" model run must be executed before the "Final" model run, as the latter process uses files created by the former process. Furthermore, the 2020 Base and Final runs must be executed before the subsequent years (e.g., 2025, 2030 and 2040), since the post-2020 simulations utilize files produced in the 2020 simulation, due to a modeling procedure known as the Metrorail constraint through the regional core (see Sec of the user s guide). 3

4 Note 2: As noted in the user s guide (pp. 37 and 43), the automated procedure to generate transit walksheds and calculate the percent of each zone within walking distance to transit service has now been turned off by default. This is because most users of the model will not need to run it (since we provide the output areawalk.txt files) and this process sometimes stops prematurely and is one of the main reasons that users contact us. If a user chooses to run this process (say, because they would like to make changes to the transit network that will affect the walk percentages), they can turn the procedure back on by removing the REM at the beginning of the line containing call ArcPy_Walkshed_Process.bat %1 in the run_modelsteps_*.bat batch files. Further details about how the model is structured and how to set up your computer for running the model are provided in the relevant chapters of the user s guide: Chapter 3: Hardware and software requirements Chapter 4: Mechanics of the model application process Chapter 5: Preparing to run the model Chapter 6: Running the model To minimize running times, the Version Travel Model, like its predecessors, is configured to execute some modeling steps in parallel, using Cube Cluster, in some steps, and concurrent command windows, in other steps. The model has been designed to use a maximum of 8 cores (in highway assignment). Chapter 8 of the user s guide ( Use of parallel processing to reduce model run times ) describes how parallel processing is used in the model. This chapter also includes a table (Table 20, p. 96) showing how to change batch files to run on computers with fewer than 8 cores. ADDITIONAL FILES AND MODEL DOCUMENTATION Additional documentation is included in the Docums folder of the transmittal i.e., Ver2.3.70_Conformity2016_OCAQC_Xmittal\Docums. This folder includes the one data file and several documents: Data file rd90_tpb3722.txt: This file contains the Round 9.0 land activity data referenced in the memo below. This data has not undergone the CTPP-based employment adjustment, so it is not suitable for use in the travel model, since it represents data that has not been adjusted to have a consistent definition of employment throughout the modeled region.
