1 BARTON UNDER NEEDWOOD PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 1 SEPTEMBER 2016 AT BARTON UNDER NEEDWOOD VILLAGE HALL Present: - S van Daesdonk (Chairman) G Hughes E D Sherratt (Vice Chair) A Kennedy M Naylor J Taylor s A Jones L Brant S Theaker Parish S Rumsby 2 Members of the public Press Action Points Responsibility Deadline 1 Chairman s welcome and opening remarks. The Chairman welcomed everyone to the meeting, thanking them for attending. 2 Apologies for Absence Apologies were received from s L Bennett, J Jones, Sara Botham 3 Parishioners Forum A resident brought up his letter concerning public transport difficulties. asked what it was he wanted the Parish Council to do. The bus service operations had changed and the altered timetable did not tie in with connecting train times. No public consultation had been made. Whilst some journeys were supported by the County Council, there was no statutory requirement to consult. Kennedy said the disruptions to the service may be to do with works at Streethay and buses will resume. Evening routes 812 are affected as they are not using Trent Valley Road. It was suggested writing to the General Manager of Midland Classic saying a complaint had been received copying in Tim Corbett, Mark Deauville and our Borough s. The X7 and X12 Yoxall service seems to have been increased, yet Barton services had been decreased despite the population growth. Timetables have not been widely distributed/accessible although they are available on line, not everyone has internet access. The resident also queried the viability of re-opening Barton Train Station Extra money could be available for rail transport but the deadline for applying of 18 November may be too late for us to pursue. Kenneday was aware of talk of a station at Alrewas to service the Arboretum. The Vice Chairman recalled this being pursued when Bombardier located in Barton but nothing came of it. Brant said the Three Rivers development also talked of improvements to local transport. Barton could easily be served by passenger trains as it is on the Cross Country route but it just depends on them slowing down, stopping and starting off again. s Naylor and offered to look into this; they would ask James Bailey what the current policy is. The resident recalled that there should have been no land disposal of Barton station platforms without Parish Council consultation. A Barton Turns resident said that it was becoming dangerous for residents in the evenings at the current A38 works location as the lights were off. There were also concerns that the manhole covers on the carriageway had s Naylor & 1

2 very little tarmac cover. 4 Police Report /ESBC / Semi-Rural Neighbourhood Co-ordinator No Police representative was present, nor was there a representative from ESBC. The Chairman announced that a new PCSO Pete Bradbury was being transferred from Uttoxeter to Needwood. He will meet with the Chairman next week to discuss village issues. said the Neighbourhood Watch list should be on Smart Alert. PCSO Bradbury is keen to get into the schools. Recent criticism had been received about littering on Collinson Park it was thought PCSO Bradbury may be able to encourage the schools to have a campaign. It was noted that Tiptree Parish Council had employed a security guard as residents were unhappy with local policing. had circulated a brief regarding a parking issue on the zig zags on Main Street. Photos had been taken of offenders. A letter was to go to businesses asking for their support and a press release had been drafted to go with that. The Vice Chairman suggested make a written note as well as photographs as this could then be used as contemporaneous evidence. The Chairman suggested obscuring the name of the van as well as number plate on the photographs. A Jones asked about parking issues in the loading bay on Crowberry Lane and whilst this was a different issue, all were in support of a coordinated campaign. A Jones would coordinate the letter drop to the businesses. will issue the press release to newspapers and Radio Derby. would prepare a laminated notice to warn people of the campaign. A Temporary notice on the loading bay was discussed. A Jones 5 Minutes of the last Parish Council Meeting It was proposed by Hughes and seconded by Kennedy that the minutes be accepted. All agreed. 6 Committee Reports : 1. Finance There had been no finance meeting, but it this would be scheduled before the next full meeting. All s were content with receipts and payments. Hughes was highlighted that other Parishes were increasing their precept by small increments each year in anticipation of the Grant being withdrawn. Sherratt advised that when the grant is not passed on the precept will increase at that point. It was noted that the new houses were already providing an increase in the precept. 2. Village Enhancement Scheme Minutes from the meeting had been circulated to all s ahead of the Parish Council meeting. suggested that if and when a new application came in or amendment to existing plans for the drop off area, there should be a public exhibition and notice given of an emergency meeting to discuss the proposals. 6.3 It was agreed to obtain a Dropbox with unlimited space a training session could be provided. Some documents are too big to . All Agreed. 7.1 HIAMP The VEC Committee had put some questions together - to be discussed in correspondence. Mark Deaville had been invited to come to the village to look at traffic issues during peak times. 2

3 3. Transport & Environment had not got any further with the Neighbourhood Plan. Newbold Quarry an update had been posted on the Facebook page they were pumping water back under Station Road into the quarry. This will now be pumped back into the lakes then they will move back to recommence excavation at the Station Road end. had looked a South Derbyshire s Local Plan part 2 Drakelow had been identified as local centre for development. Whilst there was minimal development identified for the Southern villages, Rosliston was the nearest to us with 600 houses in total. 4. Planning (s to refer to Addendum 2) Brant reported that the first meeting with electronic planning applications had gone better than expected. The Committee were still using signed forms as proof of evidence of having looked at plans. Some details were being lost on screen as compared to paper prints. The trimming of the Oak Trees on Sutton Crescent had been permitted the wording being that it was good for the tree. felt we should keep tabs on conversions or new builds to keep rolling total of windfall sites. The count of the allowance up to 2031 only starts from the acceptance of the local plan (October 2015). It was thought that at 6 monthly intervals, ESBC should be asked to advise on the current running total. Action - assessment of TPOs c/f Brant 5. Village Hall A meeting was scheduled for the following Tuesday. asked about the water coming through the roof. This appeared to be a design fault but a builder is on board and works are being undertaken. felt a gully sucker should be ordered for the carpark. He was reminded that this is a Parish Council matter not a Village Hall responsibility. 6. Holland Sports Club The AGM was scheduled for 28 September when the Constitution would be passed. The plans for trees to be cut down to increase the size of the pitches had stalled. The trees cannot be felled as a watercourse runs underground here which the trees soak up. Without them, the pitches would be waterlogged. The new treasurer is working on the figures and we have asked for a copy. It is feared that if their spend is greater than their income the club may have to close. There is a dog fouling issue and something would be put on the website. The Borough have advised of enforcement plans for prosecution. L Brant was asked to look at the Constitution as Councillors would like another opinion. Brant 7. Burial Ground A site meeting would take place on 5 th September to commence works, all health and safety aspects are to be covered. There would be an update on social media following the site meeting. A photo of the Memorial Wall had been sent to the Chime and to the Burton Mail s Tuesday People. A copy had also been posted on Facebook. 3

4 8. Parks and Open Spaces The maintenance contract was still outstanding. The tree had been removed at the Fishpond with wood to be collected. Car park the repainting had been done along with the additional car park space advised that a gully sucker would be needed following the next heavy downpour. Collinson Park there had been reports of excess littering and it was queried whether we need to increase picking? Brant said it was immaculate when she passed through so the problem had been rectified. The use of the park varies so it was not thought necessary to increase the pick. It was suggested that as litter dropping is an offence, we talk to the new PCSO about it. Risk assessment in previous Minutes to contact ESBC Parks & Open Spaces to look at their generic assessments and adapt their model to our needs. Brant asked if we had a response about the lighting repairs on Gilmour Lane there had been no response from John Tradewell and the would chase again. Potters Way Taylor said work is starting. There had been a problem in the Fishpond. A white, thin, cotton-like reed is infiltrating the aerator. Taylor had been advised that the pump should be lifted every three months to clear the weeds. will have a look at this on return from his holiday. Action disable fishing spot s had not seen the gentlemen to discuss plans. Mill Lane plot of land from Barton Consortium. had discussed the use of the plot with a member of Barton Rovers but they were not interested. Bellways have not completed their obligation to offer the land to us. to pick up on his return. P&OS 9. Human Resources Nothing to report. 10. Allotments 6 vacant plots were being viewed this weekend. 7 Community Speedwatch A Jones reported the team had not been out as much in August due to holidays. They had been out at the bottom of Efflinch Lane between 7.15am 8.15am. 15% were speeding, with the fastest recorded at 52mph approaching the bend exiting the village. This exercise will be repeated as school buses have been seen speeding. The Police speed camera van has also been in. 8 Administration Councillors referred to items on Addendum 1 for consideration, all accepted. 1. Fishpond - emergency works Chas. 5 9 Correspondence The Schedule was referred to. 1. The offer to buy back a Burial Plot was discussed and s agreed that no more than 50 should be offered. 2. Cameron Homes Development a schedule of preparation works to take place before Christmas had been sent there were concerns that the 30K S106 monies could go to ESBC. The Chairman has asked for clarification. Taylor would be the main point of contact on this development. 3. A Jones had responded to the Fire Safety consultation but had not been impressed. 4. HIAMP this looked to be a strategic approach rather than a plan. It was thought few Parish Councils will respond, and it would be an opportunity it to raise our profile by responding. The Village Enhancement Committed had put together some questions and it was agreed to send this. 10 Reports from Representatives on Outside Bodies A Newbold Quarry Liaison was due in October, any issues should be forward to 11 Councillors Reports Nothing to report. 12 s Report The had received a complaint that a street sweeper had not been seen in the village for some time, enquiries were made of ESBC and the was advised of their visits including the week commencing 22 August. 13 Dates of Future Meetings: Thursday - Future meetings would be 6 October, 3 November, 1 December 2016, 5 January, 2 February, 2 March The Chairman thanked those present and closed the meeting at 8.46 pm 5
