REGULAR BUSINESS - APPROVAL OF MEETING MINUTES Chairman Meadows asked for a motion to approve the August 27, 2018 special call meeting minutes Vice Chairman Perry motioned Member Mesecher 2 nd Vote: 3-0 Motion Carries OLD BUSINESS None NEW BUSINESS e. Consider a finding of no historical significance for properties located at 405 Arkansas Avenue, 410 Crepe Myrtle Street, 1720 W. 3 Page 2 of 8 Ms. Wilson stated I want to introduce Sergeant Jana Bernard. She is our code compliance officer. She is also a detective and she is the one that has given us this list to look at tonight so if you have any particular questions over these, she can answer. The first one is: 105 W. Orange: This is an eighty-six year old residence that is located in the Old Orange Historic District. This has been previously approved. This is signature only. I m just showing you the picture to remind you that it has already been done. 405 Arkansas Avenue: This is a sixty-eight year old residential structure. It is in the one hundred year flood plain and all of these houses have been deemed substandard. The house is open to predation. It has flooded multiple times and has been empty quite a while. 410 Crepe Myrtle: It is a sixty year old residential property. This is located in Ridgemont. This has flooded multiple times and is open to predation. It is abandoned. Some of these houses where the outside looks you might could fix it up, when you go on the inside the floors are falling through W. Church Street: This house is long and hard to get all in one picture. It is completely open to predation. Doors are open and windows knocked out Cochran: This is off of 37 th Street and this is a sixty-four year old structure. This house is open and has flooded several times. It doesn t look to bad from the front but the floor is falling through Brown Avenue: This is a sixty year old residential structure. It looks like somebody is there but actually it has been abandoned so long that people are parking their vehicles over there. The front looks pretty good but it has been abandoned for quite some time and the back doesn t look so good. It is open to predation. Some of the boards on one of sides are gone. Chairman Meadows asked if all of these have been flooded. Ms. Wilson stated all of these have been flooded but one of things that we have been doing is giving all the owners flood information on the homeowner assistance program. Anything that they have done to the house they can get reimbursed through the reimbursement program and we also have the hazard flood mitigation that was going on. So these homeowners have all been giving that information. This is for environmental clearance, Section 106 only. If the owner still decides to do something, this is environmental clearance. This just clears the way to make sure we don t have anything and that the house isn t historic and there is no historic architecture or there is nothing cultural significant on these homes. Chairman Meadows asked for a motion to approve Member Mesecher motioned Vice Chairman Perry 2 nd Vote: 3 0 Motion Carries Page 3 of 20

Consider an application for a Certificate of Appropriateness from Bret and Rebecca Johns to demolish a structure located at th Street Mr. Knauf stated we have Mr. Johns here and Bret if you just want to talk about your property and why you want to demolish it. Bret Johns 705 Pine, Orange, TX: We purchased th August 16, 2017 and you all know what happened on August 30, The house was empty for approximately a year before that. The owner of the property felt like it was unsafe to live in. It was making her sick. She said there was places in the house where the floor was soft and also some of the repairs or updates to the house, I really don t think we re up to code. In the pictures you will see ductwork tacked on ceilings, the hot water heater in the kitchen exposed. I know at one point there was a garage going to be built. I live right next to the house, we approached the city and there was no permits. With that being unpermitted, I feel that a lot of the work repairs or somewhat improvement were probably not up to code. I m not sure when the roof was put on but the house was built in I bought the house. She approached us with a really low number. I bought the house for that number because I was afraid if we didn t buy it, it would be sold to somebody for that same amount. We had drug dealings out of that house. They were there for a while and then left. Family members came in and then they left. Richard Rolley was his name and he passed away and his wife had the house and she is the one who sold it to us. There are some broken and open windows. There is an upstairs. I haven t even been up there. There is no way it is up to code. We were in the house the other day to take interior pictures. Ceilings are starting to come down, tape in most of the rooms has come off. Every room is about like this and mold growing. It has been like that since we first went into it. I think if it was tight it might even be worse right now. A little bit of air flow is maybe good for it. This is one of the windows that was attempted to be closed but is rotten at the sill. The porch, our son actually went through the hole right there and obviously it s been patched several times by the old homeowner. We have not done anything with the house since we have had it. We have contacted a couple of demolition people and have some bids. We are hoping you guys will allow us to take it down. I had talked to a couple contractors after the storm and they felt like it would be if we wanted something there it would be cheaper to knock it down and build something. Our plan is just to knock it down and turn it into green space. It is sort of a weird little lot because we have an alley right there and there is a big AT&T box on the corner. I don t know if someone built a house and tried to put a garage on it if there is really enough room with the city setback. You might be able to build a tiny little cottage. We talked about that at some point, maybe doing a rental property or something but at this point our intention is just to knock it down and turn it into green space. Chairman Meadows asked have you actually looked at the structure itself or had somebody look at it. Mr. Johns stated I had a contractor in it and he just felt like it would have to come down. He didn t tear a lot of stuff out. He pulled some paneling back. Chairman Meadows stated I think they put the roof on that right after Rita. Mrs. Johns stated yeah they did it themselves and if you go on the back part of house, there is not a continuous sheet of metal. They ran short and Page 4 of 20

5 Page 4 of 8 so it is overlapping. Chairman Meadows stated you can do that if you do it right. Mr. Johns stated there has been vermin issues when we find dead rats around. Somebody s cat is doing their job. We plan on maybe keeping the fence up and painting it. I do mow the grass. My son was just in town so he mowed it for me. I keep the yard up the best I can and right now the alley is a mess because AT&T came in there with their fiber optic cable and tore up my alley. So there is piles of dirt and stuff back there. Chairman Meadows stated he hates to have to keep tearing stuff down. Mr. Johns stated he understands as he has been on your committee and know what you guys are going through. Chairman Meadows asked if we can table this for thirty days. Mr. Knauf and Mr. Johns stated yes. Chairman Meadows stated if nothing else, I d like to look at it and just see and to have a clear conscious. Mr. Johns stated that is fine but if you guys do not approve it, I do not plan on doing anything. Chairman Meadows asked for a motion to table Vice Chairman Perry motioned to table for thirty days Member Mesecher 2 nd Vote: 3 0 Motion Carries b. Consider an application for a Certificate of Appropriateness from Nancy Carroll to repair the front porch railing, repair the siding and replace wood rot at 611 Orange Avenue Chairman Meadows asked if Ms. Carroll was here. Mr. Knauf stated no. She actually lives in Friendswood and she is not able to make it. What she wants to do is just replace the railings with more spindle type and repair the siding. Chairman Meadows stated so it is all like kind and you talked to her. Mr. Knauf stated yes and then repaint it. Member Mesecher asked is that the two story. Mr. Knauf stated yes on the corner across from Judge Pennington. Chairman Meadows stated that anytime that somebody is trying to repair, replace or improve something, I have no issues with that. Member Mesecher motioned to approve Vice Chairman Perry 2 nd Vote: 3 0 Motion Carries c. Consider an application for a Certificate of Appropriateness from the Church of Christ to replace all exterior windows with energy efficient windows and repair or replace the roof at th Street Dr. Kevin Dileo: Dr. Dileo stated I am just part of the committee from the church and Ian McLoud is also on that committee as well. We just looked around and it is just time to kind of renovate and update some things. Not so much the roof at this time but really more toward the Page 5 of 20

6 Page 5 of 8 windows. The building was approximately built in the mid 40 s and with our recent set of storms, they have really taken a beating. The windows are leaking. They are not efficient and we just wanted to try to see about updating those. The ones in the auditorium, that s the older lead glass and those are really bent in and we do get a lot of water and drip from that. Chairman Meadows asked are you going to have them re-leaded. Dr. Dileo stated Chris is right here and he could probably answer anything. Chris stated there are basically two types of windows that we are thinking about using in the auditorium which is the main part of it. Typically for an old building in the late 40 s to late 50 s, they were trying at that time to reinvent the wheel of a window and they have steel windows. Steel and leaded glass doesn t do the job too well and the leaded glass really doesn t have much strength to it. A lot of what you see is bowed out and doesn t have any strength in it. So we are going back with an aluminum clad exterior with a wood interior with a whole new leaded glass insert. Chairman Meadows asked so that they will be going back with some sort of design glass in it. Chris stated correct. Chairman Meadows asked what is in it now. Chris stated diamonds and I think its amber and red or amber and a cherry color. Chairman Meadows what color are these or is that an actual color. Chris stated it is really not going to have an actual color to it. It is different textures of opaque glass. There is like three or four different textures. Chairman Meadows asked who the manufacturer is. Chris stated that is a company out of South Carolina that does commercial type. It is a triple pane application so the art glass is actually in the center of two pieces of clear glass. Dr. Dileo stated the first part of the building is the auditorium and is going to have that design and then you can see it kind of moves, the transition and goes back. Those will all have just regular picture windows that will have the same or one of the opaque features that are in that design window but it will just be solid on all those picture windows. Chairman Meadows asked is it solid now. Dr. Dileo stated yes it s solid now. Chris stated some or most of them are sliders. Chairman Meadows asked so anything that has a design in them you are going to put a design in and anything solid you are going back with solid. Dr. Dileo stated yes. Chris stated yes just a solid opaque and all stationary, all picture windows. Dr. Dileo stated I talked to Tom in passing to clarify before coming here and he said that would be fine. Chairman Meadows stated none of them are bigger than four by four, right. Chris stated no, none of those are. All of them are well above the minimum for tempered safety glass. Vice Chairman Perry asked about the roof. Mr. McLoud stated we are fighting with the insurance company. They just denied us. Dr. Dileo stated so now the roof is off the table. Chris stated every window would be custom sized to fit the opening. So we are not closing any opening and we are not expanding the opening. Chairman Meadows asked what color it is going to be. I know you said it was going to be wood on the inside. What on the outside. Chris stated I think that is to be determined. There is some option in the colors. Dr. Dileo stated we are hoping it will be a color that very closely mimics the brick. Chairman Meadows asked when you actually pick one out, will you bounce it off us again or to Kelvin. Mr. McLoud stated yes. Chris stated I might add that we started talking about the auditorium windows being aluminum clad exterior with the wood exterior. That is kind of so we can go with this set up of triple pane with the art glass. It s not only energy efficient but it also protects your leaded glass and adds strength. The rest of the windows will be of the same color but they will be a vinyl perimeter Page 6 of 20

7 Page 6 of 8 frame and with the same one of the textures that will be in there as far as opaque glass. Chairman Meadows stated I don t have any issues with that especially down here. Chairman Meadows stated we will make a motion for the windows to do what you are going to do but when you actually pick color out come here and let us sign off on them. Vice Chair Perry motioned to accept Member Mesecher 2 nd Vote: 3 0 Motion Carries d. Consider an application for a Certificate of Appropriateness from Michael Mathis to make repairs, paint and remove the front porch screen at th Street Michael Mathis 3602 Old Kountze Rd, Silsbee, TX: Mr. Mathis stated we are renovating and working on and well we have several houses over there that we are going to be renovating. There is the front porch screen and it s torn and the screen door is disrepair as far as the framing is concerned on it. So our idea was to take the screen out and open it back up to its original look. Chairman Meadows asked is it a wooden screen. Mr. Mathis stated the screen is just a cheap screen and the door is metal and something that was purchased ten, fifteen years ago. We were really looking to open up that and just do away with that. Chairman Meadows stated you are talking about the door. Mr. Mathis stated yes the screen door. You have the front porch there and it has got a screen door right at the front and it s all screened in. Chairman Meadows asked is it a screened in porch. Mr. Mathis stated yes. It has got columns and stuff. The screen door was an add-on and screens. At one point it was open. Chairman Meadows asked if the windows are wooden or have they been changed out. Mr. Mathis stated it has wooden and it has the single pane. We are not changing any of that as far as the windows are concerned. There are some windows that are cracked and broke and all we would like to do is just change the single pane and replace with another single pane. Chairman Meadows stated you are saying single pane. Is it two single panes. Mr. Mathis stated yes an upper and a lower. Chairman Meadows stated that is actually a double hung. Mr. Mathis stated yes, I guess what I am saying is it s not a like a newer style where you don t have air space in between. It s single glass. There are four that are cracked. We want to paint the outside with the same color. It is like a basic white. Chairman Meadows stated just get with Kelvin and get that signed off on. Mr. Mathis stated right. There are some little eave damage and a loose board here and there that we want to repair. Chairman Meadows stated maintenance is not an issue. Chairman Meadows asked so you are wanting to take the screen off the porch. Mr. Mathis stated yes and open up the porch so you can actually see it in its original form. We would like to take the front with the windows and we would like to paint the window trims a separate neutral tone color. Whichever color that I think you had mentioned Sherwin Williams has a list. We will go by the list and just do a neutral tone and just something to let it pop out. The two windows and the door frame. Chairman Meadows stated we have some preapproved colors that he can just sign off on. Page 7 of 20

Discuss decorative street lighting in the historic districts Mr. Knauf stated back in the early 2000 s the city had a program to install decorative street lights in the Historic District. It was a cost share and the city paid for I think the installation at the curb and the people paid for the lamp and the globe and the connection to the house is what I have been told. Chairman Meadows stated that is what they did. Mr. Knauf stated there has been some interest and Council Member Pernell has gotten some interest and has done some research into the cost of the lamps. I think there is some interest from the people that live in the Old Orange Historic District to buy some more street lamps. We are trying to find street lamps that are very, very close to what is existing and that way it is all compatible. Chairman Meadows stated I think it is a great idea if you can figure out a way to fund it. Vice Chairman Perry stated I have been asking about it for a long time. Chairman Meadows stated that I do know when those were put in that the lamps were $ and last time this was brought up they had went up. Mr. Knauf stated that I think we have gotten some more recent prices. Council Member Pernell stated yes. I am close to fifty people and if we can get at least fifty people interested, the lamp kit with the pole and everything is $ Chairman Meadows asked if it is the same company. Council Member Pernell stated I don t know what the previous company was but I sent them a picture of the lamp pole that is front of my home and it is almost identical. It is twelve feet tall. Chairman Meadows stated I just changed the bulb out in mine and I think it was twelve feet. Council Member Pernell stated we are staying at twelve feet. If you go taller and have it cut down, that is an extra almost $ Chairman Meadows stated twelve feet is fine. The higher you get the less light you get out of it. Vice Chairman Perry stated my yard doesn t have a sidewalk but I want one so where would I put it. Chairman Meadows stated it pretty much would be four feet off the street. That s where these were placed. It would be in the city easement. There has got to be a city easement. Mr. Knauf asked do you think it would be better to have them all at the curb or let people choose where to put them in their yard. Chairman Meadows stated they would look better along the curb. Council Member Pernell stated but not everybody has sidewalks and them being in the easement would be wonderful but not everyone has sidewalks. We have people on Burton and nobody on Burton has sidewalks. Chairman Meadows stated I personally don t care where the put they but if they are going to make them match like in our neighborhood they would have to go in the same spot. Council Member Pernell stated I have about ten to twelve people to get fifty to get that $699 price and on the same street going down the same way should be put in the same spot. Vice Chairman Perry stated you can put my name on that list. Chairman Meadows but I think next to the street would look better if you do or don t have a sidewalk but no issue. Page 8 of 20

9 Page 8 of 8 Mr. Knauf so maybe make a recommendation to the City Council to continue looking at it. The city didn t budget any money for this, this year. The Historic Preservation can just encourage the city to look at it. Chairman Meadows asked if there was any chance at getting any funding for it like grants. Mr. Knauf stated I don t know of any. We can do a Google Search but I don t know of any. Council Member Pernell stated that is a good idea to look for grants. Council Member Pernell stated the next time you are in Beaumont, they have decorative poles all down Calder Street and someone suggested that we think about incorporating those poles on 16 th Street. I need to ask them how they found the money to put the poles that they have in. They are all downtown and on a lot of streets and at night time it is absolutely gorgeous. Member Mesecher asked if might be expanded to areas around Shang-ri La. Mr. Knauf stated possibly but that is a City Council decision. If other areas want them but we need to get direction from the City Council on whether to pursue it or not. Council Member Pernell stated the more we get the cheaper they are. Chairman Meadows and again the more you get the installation will come down too. The homeowner was required to install the power to it. What they did last time is that they had a contractor come in bury the tube, concrete and put the pad down and stub out under the sidewalk into the yard and you had run conduit out to that and tie it into your power. Mr. Knauf stated we will just have to see if Council is interested in doing that again or not. It just depends and probably need to look at it during the upcoming budget preparation cycle. Chairman Meadows asked when that starts. Mr. Knauf stated we really start with that late June with the Council. Department heads are starting to put budget requests together but really it gets presented to the Council it late July early August. 11 MEMORANDUM To: From: Subject: Historic Preservation Commission Members Kelvin Knauf, Director of Planning and Community Development Consider an application for a certificate of Appropriateness from Michael Mathis to make repairs to the primary structure at th Street Date: April 3, 2019 Attached is an application for a Certificate of Appropriateness from Michael Mathis to make repairs to the primary structure at th Street (Mr. Mathis is the same person who received approval for a Certificate of Appropriateness on March 19th for the property located at th Street). Mr. Mathis desires to repair and repaint the house. Part of the siding is damaged, some windows need to be replaced, part of the eaves need to be repaired, and the porch columns need to be straightened. Making these repairs and re-painting the house its original color will restore this property and enhance the Old Orange Historic District. Page 11 of 20

15 MEMORANDUM To: From: Subject: Historic Preservation Commission Members Kelvin Knauf, Director of Planning and Community Development Consider an application for a Certificate of Appropriateness from Chrisleigh Dal Sasso for demolition of a structure located at 1001 Orange Avenue Date: April 3, 2019 Attached is an application from Chrisleigh Dal Sasso to demolish the house located at 1001 Orange Avenue. While the exterior of the house is not deteriorated, Mr. Dal Sasso said that the interior is deteriorated. Also, Mr. Dal Sasso said that a vagrant has been entering the building and sleeping there. This application was originally considered by the Commission on July 16, At that meeting, the Commission voted to table any consideration of the application. Since that time, Ms. Dal Sasso has tried to sell the property but received no offers to buy the property. Page 15 of 20
