3 3 World Day of Prayer On Friday, 1st March the churches in Hutton Cranswick will be holding a joint service for Women s World Day of Prayer. The service, which has been written by the women of Slovenia, starts at 2.00pm at the Methodist Chapel. Refreshments will be served afterwards. Please come and join us for this special service. 4 4 Support our colour theme for 2019 It s 25 years since Hutton Cranswick in Bloom was formed in It seems appropriate to mark this in our floral displays this year. At the recent meeting of the In Bloom group we decided to concentrate on the colours of the Yorkshire flag: blue, white, yellow and green for the annual displays in containers and hanging baskets, with a touch of silver to mark the Silver Anniversary of getting started. There have been one or two changes recently in volunteers ability to do this, either because of work commitments or health issues or moving away. In particular, we need someone to look after the two large metal troughs situated either side of Hotham Road junction. Ideally it would mean planting them up and watering through the growing season. 7 7 As I write this piece, the early signs of spring are starting to show through. Snowdrops can be seen in gardens and on the verges at the side of some roads, crocus and daffodil plants are poking their green shoots through and some early buds are starting to form on branches of fruit trees. This is a great reminder for us that the circle of life goes on, season after season, year after year. The world around us will change at different times and seasons, but that cycle will keep on following the same pattern, year on year. Or will it? Recently there were reports that many species of insects could be extinct within a century. Whilst we might see many insects as being a pest, we have to remember they play a vital part in pollinating our crops. Without insects, our food supplies would be severely interrupted. Insects are a vital part of the food chain without insects the whole balance of nature would be upset. School children have been on strike protesting that our governments are not doing enough to prevent climate change. It started with one sixteen-year-old in Sweden who stood up to be counted and now it has spread to other counties. It is easy to dismiss them as pupils who simply want to skip lessons, but I have no doubt that many of these protestors are genuine in their concerns. I do not claim to be a climate change expert I am not a great scientist who has done lots of research but I can read. I can read the reports that qualified people have put together, and I can make my own conclusions. I am aware that some people see the changes in our climate as simply being part of a natural cycle. Other disagree and are sure that human activity is contributing to these changes. Whilst there might be uncertainty in some peoples minds, can we afford to take that risk? Can we afford to sit back and do nothing in the hope that things will get better? I don t think we can. Some will argue that there is little that we can do as individuals that will make a real difference but that doesn t mean we stop trying. Each little step helps each little step shows that we care. Whether you believe that the world and all that inhabits it was created by God, or whether you believe that it all started with a big explosion millions of years ago, the fact is that this is the only planet we have. It is a planet that provides what we need to maintain life, and we need to take care of it. As you enjoy those green shoots of spring that are starting to show through, let s ensure that we take the action needed for those green shoots to be seen by future generations. Valjean meets the broken-spirited Fantine, promises to care for her daughter Cosette as Fantine is about to die, and finds his own life completely changed as a result of that promise. This is a deeply powerful film that s rich with raw feeling, the grittiness of life in 19th century France, and the conflict between right, wrong and the concept of redemption. 9 9 Planning permission granted - let s get this built!! In January planning permission was granted for our proposed building. We believe a more modern building would greatly enhance the facilities within the village and offer a greater choice of activities. We are now planning to build this new facility for the village which will meet these aspirations. To do this we will need to raise 400,000. We are putting the project plan and detail in place so that we can identify the next steps for putting the new building in place. We are seeking funding through various charities and trusts. We are looking locally to suppliers and trades people who are prepared to offer their expertise in creating our new building. Please get in touch with Mike Wardell on In December we launched our appeal and started on our fundraising with our brick sponsorship. (More detail is on the form below). 11 11 Hutton Cranswick Methodist Church Sunday Service: Cranswick Minister : Rev d Robert Amos Inter-Church Prayer Fellowship Mondays 9.30 am at 13a Orchard Lane Do you see yourself as a glass half empty, or a glass half full? Optimist or pessimist? My favourite definition of a pessimist is Someone who puts prunes on their All Bran! or Twixt the optimist and pessimist the difference is droll The optimist sees the doughnut the pessimist sees the hole. It is said that John F Kennedy always tried to have a positive outlook on life. He used a story of twin brothers, one of whom was always pessimistic and one who was always optimistic, the proverbial eternal optimist. This presented an opportunity for scientists to carry out tests and studies, to which the parents agreed. Accordingly the pessimistic lad was placed in a room full of toys, computer games and other diversions that were the current rage, then left for an hour. The optimistic boy was placed in a room full of manure for an hour. After the hour was up, the scientists opened the door of the pessimistic boy s room and found the toys broken and the computer screen smashed. The boy was mumbling My brother probably has lots better things than I have. He s probably having a lot more fun. When they opened the optimistic boy s door they found him still wading through the manure, digging deep with his hands and saying With all this manure, there must be a pony in here somewhere. In the Christian calendar we are in the season of Lent. It always seems to come across with a negative image. It should be more than just giving up chocolate or alcohol for a period of time. Lent should provide a opportunity to let our glasses refill - to embrace the freedom to be ourselves, a season to turn away from the things that hold us back spiritually and mentally and to make time to be with God and to help us to put our lives, work, health and spirituality into some order and perspective. Christians believe Lent is an opportunity to walk with God during these 40 day, by praying a bit more, reading something that helps us to reflect on Jesus'. To replace a negative with a positive Give up complaining focus on gratitude. Give up harsh judgments.. think kindly thoughts. Give up discouragement... be full of hope. Give up hatred return good for evil. Give up anger be more patient. Give up gloom enjoy the beauty around. Give up jealousy pray for trust. Give up gossiping control your tongue. Give up giving up hang in there! Cllr Thompson Item No.9(a) - 19/006(a) - Non-pecuniary - Part ownership of adjacent land. 19/003 Minutes Resolved That the Minutes of the Meeting of the Council held on the 19 th December, 2018, be approved and signed as a correct record (proposed Cllr Thompson/seconded Cllr Swan). 19/004 Hutton Road Housing Scheme, Dukes Close It was agreed to consider agenda item 23 following consideration of the Minutes. David Siddle, Rural Housing Enabling, gave an overview of the Scheme and the sales and lettings processes. Together Housing was developing the Scheme and the homes marketed by Together Homes. Construction was expected to be completed in May/June, 2019 and would provide 12 new homes for rent and sale. The contractor was to make good any damaged grass verges once the housing scheme was complete. The Scheme comprised: 2 four-bedroom houses to be sold at full market value; 6 homes for rent (4 two-bedroom houses and 2 two-bedroom bungalows) and 4 homes for sale on a shared ownership basis (2 three-bedroom houses and 2 two-bedroom bungalows). The homes for rent will be at 80% of full market rent and the shared ownership shares would be available from between 25% and 75% depending on what share the purchaser was able to afford. Priority was to be given to local residents and those with strong connections to the village. The homes for rent would go to households who had their names on the housing register. The shared ownership homes would be sold to those who had registered their names with the local HomeBuy agent. An open afternoon was to be held on Wednesday, 13 th February, 2019 between 3.30 pm and 6.00 pm at the W.I. Hall. A comparison on house prices on the shared ownership properties, and the monthly rent on the rented properties with similar developments in the East Riding was noted. David Siddles answered questions raised by Councillors. 19/005 Police Report The Office of the Police & Crime Commissioner for Humberside Engagement Officer, for the East Riding, had requested Parish Councils to provide the Top 3 Community Safety issues / priorities for their area. It was agreed to report; dog fouling; speeding and inconsiderate parking as the top 3 safety issues in the village. Updates for East Wolds/Coastal and Driffield/Rural for December, 2018 were noted. 19/006 Planning Matters The following decisions were noted: (a) 18/03081/PLF: Erection of two dwellings (substitution of house types Plots 7 and 8 following refusal of 08/00482/PLF and allowed on appeal APP/E2001/A/09/ ), Land and Buildings, Rear of 99 Main Street, Hutton Cranswick, East Riding of Yorkshire Full Planning Permission Approved 4 Conditions. An from Cllr Mrs Evison outlining concerns raised by Brandesburton Parish Council, relating to traffic issues, was discussed and noted. Cllr Thompson reported he had been contacted by two parishioners expressing concern of the potential increase in traffic if the application was approved. (b) 18/00078/REFUSE: 18/01025/PLF: Conversion and raising of roof height of existing garage/workshop to form dwelling, following removal of car port, Land and Building, North of The Willows, 3 Station Road, Hutton Cranswick, East Riding of Yorkshire, YO25 9QZ Appeal to Planning Inspectorate against the refusal of planning permission Written Representations Resolved Not to submit a written representation (proposed Cllr Thompson/seconded Cllr Swan). (d) 19/00150/TCA: HUTTON CONSERVATION AREA - T1 Cherry: fell. T2 Cypress: fell. G1Cypress; remove 3 No stems. Trees are too close to house and are causing subsidence. Other entrants were James White the Butcher; Paul Harrison Cars; Hutton Cranswick Fisheries; Southlands; Hutton Cranswick School; Childminders and the Hutton Cranswick Playgroup. 19/009 Play Area Following consideration of quotations for a number of options it was Resolved That the Schoolchildren be asked to choose their preferred seesaw (proposed Cllr Teare/seconded Cllr Swan). 19/010 Community Safety It was noted the road markings on the junctions off the A164 at Hobman Lane, Main Street and Hutton Balk were barely visible and needed re-lining (798217). Similar concerns had been raised with the yellow road markings in Cranswick (789239). A resident had raised a concern that a tree at the corner of Church Lane, opposite the church, in the grass verge had grown very big and wide, making it difficult to see anything coming around the corner when approaching from Church Street direction (789228). A resident had raised a concern that there were times when lorries parked on both sides of Hutton Road, where the new building site was, it made it extremely hazardous to squeeze through. It was suggested that deliveries be taken on to site and not on Hutton Road. 19/011 Clerk s report: (a) Local and Parish Elections 2 nd May, 2019 An information pack on the nomination and Election process was to be provided to the Clerk in early February. The East Riding of Yorkshire Council was to publish information on the Election and provide briefings for potential candidates. (b) Precept 2019/20 East Riding of Yorkshire Council had confirmed the receipt of a precept demand for 30, for the Hutton Cranswick Parish Council. The precept, set by the Parish Council, will mean there was no increase for residents, to the parish council charge in the Council tax bill. The band D charge was to

15 15 remain at The precept was to be paid to the Parish Council in two equal instalments on the 30 th April, 2019 and on the 30 th September, (c) Proposal for improving safety for children attending Hutton Cranswick Primary School report from Traffic and Parking Assistant Engineer As a result of a resident requesting the zig-zags outside the School be extended, the Parish Council sought advice from East Riding of Yorkshire Council on measures to improve safety for children and parents approaching the School from the direction of Hobman Lane and on general road safety at the School. Traffic and Parking Engineers had undertaken a traffic survey over the last 2 to 3 months. As a result of the survey the engineer had suggested the introduction of a no waiting restriction on both sides of the carriageway that would be operational the same time as the existing no stopping restrictions, 8.15am to 9.15am and 3.00 pm to 4.00 pm. The proposal would prevent vehicles parking in that location and would make a clear crossing area for those that walk and come on the path across The Green and clear the location where a lot of vehicles come face to face and are uncertain on what to do. The engineer was to contact the School to see if they had any issues. The implementation process was noted. The proposal would be added to the Traffic and Parking workload programme for 2019/20. It was likely to take between 6 to 12 months before the proposal came to fruition. The Traffic Regulation Order (TRO) process was: Consultation (three weeks); Delegated report to be written and signed off; Legal Services instructed to progress the TRO; Public advertisement (three weeks); if objections received, then objections to be considered and an objection report written; order the works (contractors given eight weeks to complete the works). As a TRO was expensive, the East Riding of Yorkshire Council often grouped two or three together to be cost effective. It was Resolved to request the engineer to take the proposal forward (proposed Cllr Teare/seconded Cllr Mrs Simpson). (d) Village Flag It was agreed to have a competition for a design of a Village flag. The Schoolchildren would be asked to submit entries to the Parish Council by the first week in July. The Parish Council would select 3 of the designs to go forward to the Village Show, with residents voting to choose the winning design. Cllr Teare was to prepare a plan and costings (proposed Cllr Thompson/seconded Cllr Mrs Mills). 19/012 HCRSA Cllr Mrs Simpson reported that the Senior Youth Club was doing well. East Riding of Yorkshire Council s Health and Wellbeing Co-ordinator was to attend a session and there would be an opportunity to discuss ideas for future funding of equipment for the Club. 19/013 Centenary Wood The Minutes of the Meeting held on the 19th September, 2018 were received (proposed Cllr Swan/seconded Cllr Mrs Mills). Cllr Richardson reported maintenance work had been carried out in the North Eastern Zone. Further work to be done in the Northern Zone by the end of the Month. It was planned to introduce ground elder, periwinkle and wild garlic as ground cover to supress the growth of nettles. A proposal for planting silver birch trees was to be presented to the next Meeting. 19/014 Gatehouse Lake The Minutes of the Meeting held on the 16 th October, 2018 were received (proposed Cllr Thompson/seconded Cllr Swan). A draft Lease between the Council and the Angling Club was considered. 17 17 12th February 2019, Hutton Cranswick WI meeting. President Lyn Neill welcomed members and hoped they would enjoy the meeting. Jerusalem was sung. Melvin Teare from the Parish Council was welcomed by Lyn. Mr Teare is visiting various groups throughout the village to try and assess the wishes and needs of the local populace. It was an interesting visit, though brief. Today s meeting is the annual meeting with the minutes of last year s meeting available to read. Jo Richards gave her report on the year s competitions and announced the prize winners. 1st Val Thompson, 2ⁿd Jo Richards, 3rd Joan Wilkie. The secretary s report was given by Gwynneth, she talked of the fundraising through the whist and bingo evenings, the fact that our hardworking caretaker had now retired and what a lovely evening we had at the Nafferton WI Rally. It is our turn to host the event this year- it will be a hard act to follow. Treasurer s reports were given all having been duly audited. The President s address was given by Lyn, she thanked the committee for their hard work and members for their support. WE have a fantastic programme to look forward to in the forthcoming year. The treasurers reports and the Presidents report were all proposed and adopted. The committee all agreed to stay on for another year and Lyn was voted back as president. After all the business we had a Beetle Drive and refreshments. A list is out for the annual dinner which will be held at the Blue Post at North Frodingham on Tuesday 2ⁿd April. Coffee stop at the garden centre, 10-30am Thursday 28th February. Book Group at Sylvia s, Tuesday 19th March. We are reading A Keeper by Graham Norton. 19 19 The next Hutton Cranswick Parish Plan is a statement of how the community sees itself developing over the next few years. It should reflect the views of the community as a whole and contain an action plan which identifies practical steps that can be taken to help the community achieve its vision for the future. Survey During February surveys were carried out with the Senior Youth Club and the Women s Institute. A number of health issues were raised and this will be taken into account when the plan rewrite looks into health issues for the village. If your community group would like the opportunity to contribute to the survey then please get in touch. Education Follow up discussions have taken place with the Primary School. There is more work to be done on wraparound and holiday childcare provision for village children. If this is a particular concern then please let the school know of your need. We are looking to organise a survey with secondary school children through Driffield School. Local economy We have written to 48 of the local businesses and although early days the response has been encouraging. Melvyn Teare and Tanya Thurlow Following a query by a concerned resident who lives east of the Cranswick Station level crossing, councillors contacted Network Rail. The query is that we believe the Cranswick Crossing should be reviewed and different barriers put in place at the Location as the barriers don't cover the whole of the road and children will still be able to get onto the Track even if the barriers are down. Our comments were passed to the local level crossing manager and he has responded to say that there is no imminent upgrade of the crossing due, however the crossing is planned to be upgraded to a full barrier crossing along with other crossings on this route when the Hull to Scarborough line is re-signalled. The provisional planned date is See track // think train As pedestrians we need to: Concentrate it s easy to get distracted, especially by phones, music and conversation. Stop, look and listen. Follow signs and instructions. Check both ways before crossing if there is a train coming, don t cross. Understand the warnings (lights, barriers, alarms) Cross quickly, keeping children close and dogs on a lead.
