2 Involvement I have reviewed the tunnel alignment and the two portals to better understand the proposed construction methods and the proximity of the existing infrastructure I have modelled the expected vibration and regenerated noise impacts from the construction methods I have determined the EPRs for vibration and regenerated noise that are aligned with internationally adopted values, limited to levels that preserve amenity, and are protective of infrastructure integrity Heilig & Partners West Gate Tunnel August 17 2

27 Conclusions Projects that have specified performance criteria, assessed the construction activities against these criteria, identified any necessary mitigation measures, incorporated an extensive community program and compiled the information into a Construction Noise and Vibration Management Plan (CNVMP) have been effective in managing the impacts of vibration and regenerated noise. 28 Conclusions The proposed construction methodology and the recommended EPRs, are all consistent with that typical of other similar use tunnel developments. They are consistent with other tunnels, including the Melbourne Rail Tunnel The process of assessing the vibration and regenerated noise impacts is consistent with best practices and well aligned with the procedures adopted for other successfully managed large scale construction projects Heilig & Partners West Gate Tunnel August 17 28

29 Summary There may be a requirement in some locations to restrict the operating times of certain pieces of equipment limit the size of some equipment liaise with affected persons/groups on mitigation The analyses indicate that tunnel can be developed in a way that will protect infrastructure integrity personal amenity The EPRs as contained in the EES are appropriate Heilig & Partners West Gate Tunnel August 17 29
