JM asked if the speed camera at Embleton Hall would remain if the development on Front Street was permitted. b) Swarland / Longframlington Theft from Motor Vehicle Occurred at the Old Gardens, Swarland between 1500 hrs Sunday 12/10/14 and 1200 hrs Friday 17/10/14. The secure, enclosed compound was entered and diesel fuel removed from a HGV lorry. OIC Sgt Graham Vickers Attempted Burglary Other than Dwelling (OTD) Occurred between 2200hrs 15/10/14 and 0800 hrs 17/10/14 in Nelson Drive, Swarland. An implement was used to damage the lock of a secure garage. No entry was gained. Enquiries are continuing. OIC Sgt Graham Vickers No speedwatch statistics for Longframlington. 7) County Councillor s Report: Cllr Thorne reported as follows: a) Trevor attended the Parish/County liaison meeting. NCC had representatives from a number of departments including planning, highways and waste disposal where he raised the issue of the rut around the village green, and he spoke to Dale Rumney (DR) about the Cherryhope entrance. DR agreed to go back to the road engineer because it is essential to prevent the buil up of ice over the winter. Still nothing done about the bollards. b) The move of county hall to Ashington is still proceeding. c) GF raised the issue of the poor quality of planning enforcement at NCC in relation to the missing chicane at Healeycote View. Cllr Thorne left meeting at ) Approval of the minutes from the meeting of 1 st October 2014: The minutes were reviewed, approved by the councillors and signed as a true and fair record. 9) Matters Arising out of the minutes: Action a) Dangerous Wall Update: Owners have contacted clerk to confirm that action is being taken. It was suggested that details of PC stonemasons used this year would be passed to them. b) Village Defibrillator: No communication from Rothbury WI or Kate Holt. It was resolved to ask clerk to speak to Anne Lowrie for further information. c) Absolute Stone Masonry: ed but no response received Completed 10) Council Communications: The clerk presented a list of communications received and sent under the new regime. Nothing was raised 11) Meetings to attend / attended: a) Joint NCC, Town and Parish Councils meeting 13 th October 6pm not attended by any councillors b) Partner Construction meeting: GF attended. i) Chicane not being put into Rothbury Rpad ii) Temporary sewage pumping station running

3 a) 22 nd November - Xmas Fayre, St Mary s b) 30 th November Tree Lighting in village centre (one string of lights has been found to not be working. David Thompson is replacing the string. Our thanks go to him). c) 5 th December - St Mary s Soup, Sweet & Song d) 7 th December - Vintage Tea Party at Dene House Farm 14) Allotments: a) Management i) Plotholder of 15b has a mound across full width of the plot with no frame. JM to speak to him. ii) Hedge at corner of allotments now trimmed by JM. iii) One plot needs to have weedkiller on it. JM to do. iv) Trees need to be trimmed by recycling area. It was decided to ask Gavin Christie to provide a quote. b) Allotment Paths: need to be i) strimmed to correct width ii) filled in where paths have sunk iii) Paving stones laid at gates iv) Holes in the fence need to be repaired v) Inspections to be carried out while work is being done vi) Work scheduled to be done 23 rd November 15) Sportscourt / Village Green Play Area: a) Sportscourt marking out contacted David Mills who will do the marking out when the weather is suitable. b) Climbing frame Photos of available equipment needed for next meeting. NCC has notified and the vacancy notices posted on the noticeboards. 17) Councillor Co-option: Two applications have been received for the position vacated by Anne Lowrie. Discussions took place and the councillors resolved to wait for notification from NCC mid November; if no election is required both applicants will be accepted for co-option onto the council in December. 18) Planning: NCC Status Parish Council Position 13/02881/DISCON 14/00698/FUL *** Land South Of Harecross Longframlington Northumberland. Discharge of conditions 3, 4, 6, 7, 10, 11, 12, 13, 17 and 21 of 13/00377/FUL (Development of 25no. affordable residential properties (use class C3) including associated landscaping and highway works). Land North of Rimside View, Front Street. Erection of 37no dwellings with associated access, parking and landscaping Meeting 6/11 GF to speak Document ed to parish councillors. Hardcopy available The parish councillors object to the new plans in relation to traffic control and access to the development. They strongly believe that planning should be for the future and not just for the here and now. The area surrounding this site has already been identified by the NCC as having potential for further development in the short to medium term. They also believe that the proposal for the access to the development is inadequate leaving no scope for future expansion and will NOT adequately and safely deal with the traffic flow even for this Longframlington PC Minutes doc Page 3 of 5

4 current level of proposed development. The A697 is a very busy road which has problems with speeding vehicles and long unbroken streams of traffic.; the lack of a suitable junction to egress the development or traffic calming measures on the A697 itself within the current proposal is an accident waiting to happen. 14/00407/DISCON 14/01760/FUL 14/01896/FUL Dene House Farm Cottages Harrogate Lane Longframlington Morpeth Northumberland NE65 8EE. Application for the discharge of planning obligation on planning permission 98/A/439 (removal of condition 5 of 89/A/225-4 holiday bungalows for disabled) in order to permit permanent residential occupation (as amended by letter dated 1 July 2014) Land North Of Dene House Harrogate Lane Longframlington Northumberland NE65 8EE. RETROSPECTIVE: Proposed general purpose steel framed farm building for storage of hay/straw Land West Of Deneburn Longframlington Northumberland. New general purpose agricultural building Approval of Discharge of Plan Obligation Application permitted The parish council do not oppose this application but would ask that preference still be given to over 55s The PC stands by its original objections and feel that the increase in size will only exacerbate the perceived problems. In addition, the PC is surprised that the need to increase the size was not realised at the first application given the reasons given for the work going ahead before permission has been granted. Conversion of existing garage to family room, stainless steel flue and roof glazing system No objections raised No objections raised IC declared an interest in this application. It was discussed and no objections were raised. 5 Main Issues 20) Potholes: GF to check Knogley Way to see if work has been done. 21) Grit Bins: a) Purchase: A small green grit bin has been bought for Cairn Park. b) Grit/Salt sourcing and delivery: Awaiting a quotation from M&H Groundworks to fill the green grit bins with grit/salt. Action clerk to chase. 22) Northumbrian Water Activity: a) South Side Village Green: received from NWL stating that the pooling on the field is surface water not from one of their pipes. Discussions took place, and it was resolved to find a map of the drainage of the field, to write a letter to NWL stating that the PC will be looking to use a contractor and will charge NWL if it is found that it is their fault. 23) Speeding Traffic: Letter to be circulated to parish councils for approval before being sent to the Speed Authority. 24) Solar Powered Traffic Speed Signs: reported that she had written to NCC to ask advice on siting of signs and was awaiting a response. It was resolved to write to NCC to ask them to come out to assess the village requirements and to provide a quote. PC will also obtain quotes. Action clerk to request site visit. 25) Parish Council Website: This was discussed briefly and it was decided that each councillor would look at the website and the possibilities for change and to discuss again at the next meeting. CLOSED SESSION 26) Councillor Communications: This item was requested by Graham Fremlin a) Discussions took place regarding communications between councillors and clerk between meetings. It was resolved to ask the clerk if she could highlight those s requiring an urgent response so they can be easily picked out of the normal monthly communications. b) to check that the address being used by DW is a gmail account. c) Procedure is: put URGENT at the end of the subject on any relevant and flag as high priority with a response date if at all possible. 27) AOB: a) Who will write report for FramNews? JM volunteered. b) holiday councillors were informed of two days holiday for clerk. c) Joint Local Access Forum speak to Anne Lowrie to see if the footpaths can be checked by the Fram Walking group. 28) Agenda Items and Date of Next Meeting: Other Agenda items suggested with the minutes.
