The Competition is hosted by Barrow Borough Council and run by the Landscape Institute. Further information on the background for the competition, site details, Barrow Island, competition format and entry information can be found in this brief. Background Barrow Borough Council has resolved to enhance the economic and social future of the Borough to meet the needs and aspirations of the community. To achieve this vision, the Council adopted four Corporate Priorities for 0-0, one of which is the commitment to improve the built environment and public realm, working with key partners to secure regeneration of derelict and underused land and buildings in the Borough. In 0 the Council successfully applied for funding from the Homes and Communities Agency s Clusters of Empty Homes fund to bring empty properties on Barrow Island back into use. This funding will support the Council s Corporate Priorities, as well as supporting the Barrow Port Area Action Plan, which includes the policy to create a sustainable residential neighbourhood and enhance the public realm. The Flats are ten blocks of four-storey tenement flats, where vacancy levels have been high for many years. This competition is to design the space surrounding the Flats, specifically to improve the public realm within the (see left). The Council is keen for imaginative, innovative and creative designs and decided to host a competition to allow for experimental and alternative proposals. Page

3 There are four main considerations; a large central courtyard that is currently used as a car park by residents and nonresidents (images 4-7 on page ) and two grassy squares, between blocks of flats (image 8 on page ). These plots of land are mostly in the ownership of the Council. In addition, entrants are asked to consider the streetscape surrounding the buildings. Site details The central courtyard is a tarmacked area that is being used as a car park. Parking is unregulated and many of the cars may not belong to residents at The Flats, but the harshness and bareness of the space does not invite alternative uses. While skate parks and children s playground have been suggested for this space, the Council are entirely open to suggestion as to how this space should be used, even including retaining some of the space for a car park, and design teams should respond as they see fit. The two grassy squares between the flats are bordered on two sides by residents bedrooms, overlooking the squares. This makes them more complicated spaces as the Council is reluctant to violate the privacy of residents on the ground floor by turning them into major hubs for gathering. A solution that would allow for the use of these spaces, while also encouraging respectful behaviour by the users, would be ideal. In addition to privacy, issues of noise and light must be considered. The streetscape is currently bare, non-descript and dilapidated. Barrow Council would like this enhanced. The streetscape immediately surrounding the large central space and four main blocks of flats is within the remit of this competition. Design teams are welcome, however, to take this further and include suggestions for the streetscape for the entire Barrow Islands Flats area within their proposals, so long as their proposals can be accommodated within the competition budget. Alternatively, design teams are welcome to provide designs for the set area of the competition but also suggest additional proposals for the additional streetscape area, so they can be adopted should funding become available. Context Barrow Historically, Barrow-in-Furness grew from a tiny th Century hamlet to the biggest iron and steel centre in the world, and a major ship-building force, in just 40 years. Today, Barrow is the principal commercial, retail and cultural centre for South West Cumbria with a population of around 60,000 and a catchment of over 30,000. The town is home to a number of world-class companies and successful commercial contractors. The economy of Barrow has traditionally been associated with shipbuilding and other heavy industries. Decline in these traditional industries has resulted in significant job losses and severe economic difficulties. The Port of Barrow, centred on Ramsden and Buccleuch Docks, is the largest port on the west coast between the Mersey and the Clyde. The port is also the location of a BAE Systems shipyard and much of Buccleuch Dock is utilised as part of the BAE Systems facility. Historically, a key driver for the community and economy of Barrow has been the Port, which has fundamentally influenced the way in which Barrow has developed. Much of the Port area s residential land use is focused on Barrow Island. The area grew up largely as a self-contained community to house workers in the port and related industries. A limited mix of housing types can be found, including tenement flats and a limited range of predominantly small terraced and semidetached houses. In general, the quality of residential environment is felt to be poor. Barrow Council has a vision for the Port area which includes its development through strengthening, reviving, and redeveloping the Area as a high quality, sustainable location for urban living, working and leisure, maximising its waterfront location. The vision also includes enhancing the natural and built environment and reconnecting the town to its waterfront, making it an attractive place for residents as well as a tourist destination. Page 3

4 Barrow Island and The Flats Barrow Island Ward lies within the Borough of Barrow-in-Furness close to Barrow Town Centre and the Port. It is a mixed residential and industrial area that contains the large BAE shipyard and a resident population of approximately 00. There are approximately 770 dwellings in Barrow Island, of which about 70 are within the Barrow Island Flats. There is no owner occupation or social housing within The Flats. The Lower Social Output Area (LSOA) that The Flats are situated within is within the 3% most deprived LSOAs in England, according to the 00 Deprivation Indices. Vacancy rates within The Flats have been high and endemic for a number of years, partly a manifestation of a long-term weakness in the local housing market but also due to the poor condition of property in The Flats. All of The Flats are within the Barrow Island Conservation Area and can be divided into three sectors; a) Devonshire Buildings, b) Egerton Court and c) the. This competition focuses on the public realm within the, which include Ship Street, Steamer Street, Schooner Street, Sloop Street, Brig Street and Barque Street. While Devonshire Buildings are GradeII* listed, the properties in Egerton Court are not listed. With regard to the, Steamer Street and Sloop Street are Grade II* listed and Ship Street, Schooner Street, Brig Street and Barque Street are Grade II listed. Whilst this competition is not concerned with the buildings themselves, the listed status of these buildings does have to be considered as the design proposals will affect their setting and therefore may require Listed Building Consent. The contain 4 properties and were recently taken into administration from the previous owner. Steamer Street and Schooner Street have been sold to new owners, who intend to purchase the remainder of the streets. The new owners have commenced work on a programme of improvements to Steamer Street and Schooner Street, most of which are small one- and two-bedroom flats. Both the Devonshire Buildings and Egerton Court enjoy higher occupancy rates than the. The Flats will continue to be used as privately rented accommodation, let at market rents. The Council s aim, however, is to stimulate demand for The Flats through a programme of improvements, including this competition. Other improvements include the refurbishing of properties, already taking place within Steamer Street and Schooner Street. Maintenance Design proposals should pay particular attention to maintenance issues. It is crucial not just to keep long-term costs at a minimum but also to ensure a sustainable future for the public realm. Community engagement Barrow Island is home to a close-knit community who feel strongly about their town. Shortlisted design teams will be expected to participate in community engagement events that will inform their design proposals at stage two. The winning team must be committed to continue community engagement and be able to take design ideas to wider stakeholders and the public. Page 4

5 Part The competition The competition will be conducted in two stages. At stage one design teams are asked to submit expressions of interest, for which the format is given below. A judging panel will meet and assess the expressions of interest, shortlisting to four teams who will be requested to produce sketch designs for evaluation by the judging panel at Stage to select a winning team. Shortlisted teams will be expected to attend a site visit with supplementary briefing as well as an event to meet the community. Every effort will be made to hold the site visit and community engagement event on the same day but this may not be possible. To encourage as much participation as possible, the community event may take place on a Saturday. Design teams will be informed of the relevant date(s) at the earliest possible opportunity. The shortlisted design teams will be invited to present their proposals to the judging panel, which will represent Barrow Borough Council and include a Chartered Landscape Architect nominated by the Landscape Institute, among others. Teams will be expected to respond to questions from the judging panel. Notes of the judging event will be taken by Sabina Mohideen of the Landscape Institute. Honorarium and copyright Shortlisted design teams will be paid an honorarium of,00 (+VAT) to produce an outline design of the proposals and a financial breakdown of costs. The winning team will be engaged by Barrow Borough Council to develop, take forward and implement their proposals. The ownership of copyright in the work of all the competitors will be in accordance with the Copyright and Patent Act 88 that is copyright rests with the author. Page

6 Stage Submissions Design teams or practices must include Landscape Architects. Please note that the information supplied to support the expression of interest should be of a high quality as it will be a consideration when shortlisting is undertaken, and the expertise and experience of the design team members is assessed. Expressions of interest in the competition should be presented as two bound copies which are no more than A3 in size, and a copy on CD/ memory stick.. A cover sheet should provide the following information Name of leading practice Trading address Registered address (if different from previous) Full list of Directors and Partners Main contact Telephone number address VAT registration number (if applicable) Company status (eg: Limited Company) Period of time the company has been trading in this capacity Qualifications of the proposed design team members. A brief introduction to the team - this should indicate originality and ability to deliver. This should be accompanied by details of two completed projects, including illustrative material, that showcase previous successful projects, demonstrating work relevant to this commission; it may be advisable to send ones which have significant community involvement in the design process. 3. Two brief supporting statements should be submitted with each sample project from independent stakeholders acting as referees - such as the contracting body, user of the facility, partner on the project, or representative of a community group. Each statement should briefly outline the referee s experience of the completed scheme and their opinion regarding the competency of the design team to undertake this new commission - with particular reference to the intention to adopt an open and inclusive process. Contact details for the referee should be included (a daytime telephone number is essential) and the promoters may wish to clarify any aspects of the statement with the referee before confirming the shortlist. 4. A statement in not more than 000 words describing the team s approach to the project, including how they envisage accommodating community feedback and aspirations at each stage of the competition and delivery if selected. This statement can include mention of any distinctive association with Barrow and how it might benefit the project, together with clarification of how they envisage working arrangements will ensure adequate attendance in Barrow.. Financial information comprising a statement of annual turnover for the last two years along with details of insurance held and copies of certificates. eg: Employers Liability Insurance, Public Liability Insurance, Professional Indemnity Insurance Timescales and costs The budget for the works outlined above is. million. This figure includes all fees to be payable in relation to the works. Any design solution put forward must meet this costing. All designs must be accompanied by a programme of works that gives a date for completion. A contract will be awarded to the winner of the design competition. Designs should also consider whole life costings and maintenance issues. All installations should attract as low a maintenance cost as possible. Awareness and experience of engaging local communities and stakeholders At the conclusion of the competition the Landscape Institute will publish the winning name after communicating it individually to each of the competitors. All the designs may, by agreement, be retained for a further period by the promoter for the purposes of exhibition and publicity. The promoter or the Landscape Institute may publish illustrations of any design, either separately or together with other designs with or without explanatory text. The competition will be publicised through use of the Landscape Institute website and bespoke mailing to members. It will also be publicised on the website for Barrow Borough Council. The winning design will be announced by Barrow Borough Council in the local press and on the Landscape Institute website and Landscape Institute publications.
