The region has economic resilience with the Gross Regional Product of the Whitsunday LGA estimated at approximately $2.46 billion in With over $4.7 billion in major projects planned or under construction, the region is expecting rapid growth over the next 10 years. Council owns and operates the Whitsunday Coast Airport which is one of the fastest growing regional airports in Australia with passenger numbers doubling in the last five years. To cater for this incredible growth Council has invested $40 million in the 2017/18 financial year to improve infrastructure with a runway upgrade and airport terminal expansion. I am Mayor of a proactive Whitsunday Regional Council that is committed to attracting investment by ensuring that this development and growth is supported by strategic economic and social infrastructure. Council s vision is to ensure that we create a region that is strong, resilient, sustainable and universally recognised as the region where people want to live, work, learn and invest. 3 Perfectly Placed Region Ports for Growth The Whitsunday region encompasses a total land area of 23,862 square kilometers and includes the major townships of Airlie Beach, Bowen, Cannonvale, Collinsville and Proserpine, with numerous rural and coastal communities and residential areas scattered throughout the area. The region is home to over 34 thousand people and attracts 786 thousand visitors each year. Fueled by business opportunity and lifestyle advantages, the population has been growing steadily at 1.5% p.a. for the past 16 years. Population growth estimates adopted by Council form the basis of our regional planning, with the All Growth Scenario circ. 50 thousand people by The Bruce highway is the major transport corridor running from Mackay in the South to Townsville in the North, and the region is less than 2 hours by air from the Queensland state capital of Brisbane. The Whitsundays boast a successful and established tourism industry, with an internationally renowned WESTERN AUSTRALIA NORTHERN TERRITORY SOUTH AUSTRALIA Whitsundays QUEENSLAND NEW SOUTH WALES reputation for its relaxed lifestyle, beautiful island and mainland beaches, rainforests and large tracts of national parkland. While the region is rural and coastal in its nature, residents and visitors alike enjoy access to contemporary facilities including museums, art galleries, cafes, hotels and restaurants, entertainment facilities and cinemas. The region has a well established transport hub including the local government owned and operated Whitsunday Coast Airport located 10 minutes drive from the rural centre of Proserpine, and a number of smaller aerodromes in Bowen, Collinsville and Mt Coolon. Privately owned airports are located on Hamilton Island and at Shute Harbour. In naturally deep water, the port is located 25 kilometres north of Bowen and incorporates the Adani Abbot Point Terminal (AAPT) with a current export capacity of 50 million tonnes per annum. The port currently has two operational bulk coal loading berths and two shiploaders 2.75 km offshore. NQBP own and operate the newly refurbished Marine Offloading Facility (MOF). This infrastructure is a common-user, multi-functional facility and allows for safe and efficient cargo loading and unloading operations. As the port authority, North Queensland Bulk Port s vision for Abbot Point is that it continues to grow as a key strategic coal port and, over time, leverages benefits from the adjoining State Development Area to become a hub for import, processing, manufacturing and export activities of other industries of regional, state and national significance. Whitsunday Coast Airport Whitsunday Coast Airport (WCA) is centrally located within the Whitsunday region of Queensland. WCA is primarily used by tourists visiting the region but does also serve as a hub for industries such as coal within the Bowen basin and agriculture. There are three airlines operating at WCA (Virgin, Tiger and Jetstar) with direct flights to Brisbane, Sydney and Melbourne. The runway was recently upgraded with a $25M reseal project and the terminal is currently being expanded with $15M of works to be completed by early The airport has experienced enormous passenger growth over the past three years with close to 500,000 passengers now using the facilities. The next stages of growth are focused on increasing inbound international visitors with the potential of direct international services occurring in the medium term. The location of the airport to rail and major road networks make it well suited for the location of a major freight/trading centre. 6 Agriculture Resources Home to the famous Big Mango, the Whitsundays is also a high quality producer of sugar cane, horticulture, aquaculture and beef cattle. The Whitsunday s rich natural environment is conducive to growing tropical horticultural produce in the north and cane crops and beef cattle to the southern and western areas. The region s aquaculture sector is steadily developing and includes wild caught seafood from the pristine waters of the Great Barrier Reef, farm fresh fish and developing prawn farms. The region is internationally recognised for its expertise in tropical agriculture. As domestic and international demand for food production increases, the region is well positioned to expand and capitalise on this trend. Mining is a major economic contributor to the region s economy consisting of coal mines in and around Collinsville, a mineral mine at Mt Carlton and coal port facilities at Abbot Point. New resource developments within the Galilee Basin and future development within the Bowen Basin, together with extensions to the rail supply chain provide further economic growth opportunities and stimulus for the Whitsundays. 7 Tourism Hamilton Island As Queensland s premier holiday destination, the Whitsunday region is home to some of Australia s most iconic tourism experiences. It is renowned for its natural environment with its proximity to the Great Barrier Reef, Whitsunday Islands and national parks which have international environmental significance. The Whitsunday region attracts 786,000 overnight visitors (YE 2017) and is increasingly sought after by international visitors to Australia. Discovering the Great Barrier Reef is one of life s must-dos 74 islands floating like jewels in the tropical waters of the Coral Sea. 8 Investment Opportunities Whitsunday Marine Centre of Excellence Precinct The Marine Centre of Excellence is Whitsunday Regional Council s highest priority initiative to activate the Whitsunday regional economy. This transformational project will establish a world class marina and shipyard for servicing and maintaining boats from the smallest vessels to the largest superyachts. The proposed development site exceeds 100,000m 2 of land, and is located within the marine industry zone, adjacent to the existing Bowen Marina. Shute Harbour Stage 1 Island Access Shute Harbour Stage 1 has commenced and will deliver the additional port-based facilities required to service the Whitsundays marine and tourism industries. It involves reconstruction of marine and land based assets for increased resilience, reinstatement of marine pontoons, gangways, and the construction of a two storey office and terminal building. Opportunities exist for the establishment of commercial operations at this facility. Whitsunday Trade Coast Industrial Precinct The Whitsunday Coast Airport is a catalytic development that will drive future overall regional investment, growth and development in aviation, tourism, export quality agriculture products as well as transport and logistics infrastructure. The airport is in close proximity to major highways, railway and large parcels of vacant land within and adjacent to the airport site providing a unique opportunity to create a priority development area for the region. Whitsunday Horticultural Processing Facility The Horticultural industry in the region has estimated sales of $450M per annum, with a plethora of products grown in over approximately 10,000 hectares. Growers sell 60-80% of crops as suitable for the fresh product market. Remaining crops (20-40%) are not suitable for fresh produce sale due to inconsistencies with shape, size or presentation. However, this raw material is highly suitable for value added products and processed foods. The opportunity exists to develop industry close to the source for the processing this raw material. Whitsunday Landmark Retail and Conference Precinct Council are seeking investors with proposals to develop an iconic retail shopping complex on Council owned land in the heart of the tourism precinct at Airlie Beach. It is envisaging that the complex will reflect customer preferences for a modern retail shopping experience, incorporating a range of vibrant boutique retail shops, modern multi-use conference end event venue, along with open air laneway experiences, and accessible customer parking spaces. Salisbury Plains Industrial Precinct This precinct is situated within the Abbot Point State Development area with access to an adjacent deep water port and major transport linkages, including the Bruce Highway and rail infrastructure. Suitable industries include: large-scale, value adding industrial development; bulk mineral resource unloading and stockpiling facilities; mineral processing; integrated steel mill; liquefied natural gas (LNG) facility; fuel storage and associated infrastructure and extractive industries. Airlie Beach Luxury Hotel Development Whitsunday Regional Council are working with land owners and property developers to attract a major hotel brand to deliver a five-star hotel and entertainment facility on the Mainland at Airlie Beach. It is envisaged that this mixed-use development will serve locals and visitors and would add depth and diversity to region s lifestyle appeal and tourism offering. Abell Point Marina 12 13
