4 APEC Voices of the Future The APEC Voices of the Future is an annual program that allows special teams of young people and educators from the 21 APEC Economies to attend the APEC Summit. By working and learning together, the APEC Voices teams are able to share their views on the APEC vision with APEC Leaders, Senior Officials, ABAC Members and CEOs. Through their participation in the APEC process, APEC Voices delegates are given the rare opportunity to engage in dialogues with top policymakers, foster cooperation and prosperity in the classrooms and communities of the Asia-Pacific Region. 5 Message My warmest greetings to all outstanding youth delegates to the APEC Voices of the Future It is an honour for Viet Nam to host APEC for the second time and it gives me great pleasure to welcome all of you to this important event in the coastal city of Da Nang, Viet Nam. APEC is the premier regional platform for economic leaders to gather and discuss their ideas while listening to stakeholders suggestions in an effort to formulate policies that promote sustainable and inclusive growth as well as economic integration. Your passion, talents and involvement in the APEC process both add value to the region while helping to foster a new generation of leaders that are dedicated to free and open trade and investment in the Asia-Pacific. I encourage you to make the most out of this opportunity to challenge yourselves and learn, not just from the APEC and business leaders, but from your peers as well. Cherish every interaction and value each idea through having earnest dialogues while maintaining an open mind. Do not be shy to ask questions, seek answers and offer possible solutions to the policymakers here. 6 Message Two decades ago, APEC leaders met in Bogor, Indonesia and committed to the goal of free and open trade and investment in the Asia-Pacific by We have made a lot of progress since then. But as APEC leaders gather in Da Nang, Viet Nam in 2017, they are confronted with a new set of challenges. The region faces slowing growth, as well as multiple changes in the economic and technological climate. It is imperative that APEC steps up its efforts to expand the advantages of market integration, trade and the opening of services to accelerate the realisation of our commitment to the Bogor Goals. Viet Nam has taken the lead in advancing this year s priorities to 1) promote sustainable, innovative and inclusive growth; 2) deepen regional economic integration; 3) strengthen the competitiveness and innovation of small and medium businesses in the digital age; and 4) enhance food security and sustainable agriculture in response to climate change. As APEC seeks to improve the lives of people in the Asia-Pacific region in today s changing world, leaders have recognised the importance of education in developing human capital to fuel resilience, productivity, inclusiveness and adaptiveness. APEC has committed to fostering strong and vibrant learning systems in support of our next generation of leaders. 7 Message On behalf of the APEC Business Advisory Council (ABAC), it is my pleasure to welcome the delegates of the APEC Voices of the Future to Da Nang, Viet Nam. During the course of your visit, you will have the opportunity to participate in the APEC CEO Summit, which serves as a platform for the public and private economic sectors to share their inputs on key issues and work in partnership to formulate policies that promote sustainable and inclusive growth. The Voices of the Future Program offers an excellent opportunity for young leaders from the 21 APEC Member Economies to engage APEC Leaders and Business Leaders to lend and receive insights on the issues and challenges we face in today s global economy. We strongly encourage your involvement in the process as the outcome of these dialogues will help shape the world you will live in. For 2017, ABAC adopts the theme Creating New Dynamism, Fostering a Shared Future. As a result of trade liberalization, people today live significantly better lives than the previous generations. Our long-term vision of a more dynamic and integrated APEC region is driven by our conviction that this will deliver sustainable and inclusive growth for our communities. As we face a slowly recovering global economy, the APEC leaders would need courage and determination to deepen the regional economic integration towards the eventual realization of the Free Trade Area of the Asia-Pacific. ABAC has also recognized that in an increasingly globalized world with rapid technological changes, innovation is key in sustaining dynamic development of our economies. Jobs will increasingly demand different skills, especially in the realm of digital technology, and workers and economies must be able to adapt quickly and successfully to the evolving environment in order to enable the economic benefits to be widely shared. 8 Message Welcome young leaders of the APEC Voices of the Future to our beautiful and friendly Da Nang City. Da Nang is a coastal city located in Central Viet Nam, known for its long white sandy beaches together with many spectacular landscapes and unique cultural values. Da Nang is also the leading tourism and industrial center that serves as an engine to drive the economic growth of Central Viet Nam. The city is ready to host the APEC Economic Leaders Week 2017, which will bring together leaders and officials from the 21 economies of the region. 9 Cooperation and Coordination with APEC and ABAC The annual APEC Voices program is organized and operated in cooperation and coordination with the APEC Secretariat, the ABAC Chair, the ABAC host committee, the Official APEC Host Committee, and the APEC CEO Summit. Following APEC s guiding principles of consensus and flexibility, the APEC Voices Leadership Council works with all these offices and officials to plan the annual APEC Voices Program in the way that works best for the APEC Host Economy and the supporting organizations, events and venues, so as to provide the APECengaged learning experiences for our students and educators. The Asia-Pacific Economic Cooperation (APEC) is a regional economic forum established in 1989 to leverage the growing interdependence of the Asia-Pacific. APEC s 21 members aim to create greater prosperity for the people of the region by promoting balanced, inclusive, sustainable, innovative and secure growth and by accelerating regional economic integration. APEC ensures that goods, services, investment and people move easily across borders. Members facilitate this trade through faster customs procedures at borders; more favorable business climates behind the border; and aligning regulations and standards across the region. The APEC Business Advisory Council (ABAC) was created by the APEC Economic Leaders in November 1995 to provide advice on the implementation of the Osaka Action Agenda and on other specific business sector priorities, and to respond when the various APEC fora request information about business-related issues or to provide the business perspective on specific areas of cooperation. ABAC comprises of up to three members of the private sector from each economy. ABAC members are appointed by their respective Leaders, and represent a range of business sectors, including small and medium enterprises. The economy determines the term of membership of each appointee as well as its own administrative arrangements and staff support. 7

15 History of the APEC Voices of the Future Program The APEC Voices was launched in Kuala Lumpur in 1998 at the APEC Malaysia Summit. Since then, the APEC Voices program has grown from strength to strength. The program is enriched by the APEC Host Committees, ABAC Chairs and ABAC Members, and the APEC CEO Summits in New Zealand (1999), Brunei (2000), Mexico (2002), Chile (2004), Korea (2005), Vietnam (2006), Australia (2007), Peru (2008), Singapore (2009), Japan (2010), USA (2011), Russia (2012), Indonesia (2013), People s Republic of China (2014), The Philippines (2015) and Peru (2016). The APEC Voices Leadership Council and its permanent Co-Chairs were first organized in the APEC New Zealand of 1999, and grew with the addition of the official Voices programs in the APEC Economies of China, Mexico and Singapore. In 2005, New Zealand Voices inaugurated the first mid-year preparatory Voices program for all interested New Zealand students and educators, inviting visiting Voices delegations as well. Mexico Voices also expanded its annual preparatory calendar and joined in the Kiwi mid-year schedule. In 2007, China Voices inaugurated the most extensive preparatory program to date, which has been implemented in more than 100 campuses throughout the vast APEC Economy. Later in 2008, during the APEC Voices program in Peru, the planning for the APEC Voices program and Secretariat in Singapore began, in coordination and in cooperation with the Singapore Voices and Singapore s APEC Host Year. In 2009, over 120 delegates attended the annual APEC Voices program in Singapore from 9 to 15 November Main topics of discussion were the current issues affecting the APEC Economies such as economic recovery, support for multilateral trading systems, and regional economic integration. In 2010, over 100 delegates from 17 APEC Economies participated in the APEC Voices program in Yokohama, Japan, from 8 to 14 November APEC Voices delegates were given the opportunity to meet and interact with APEC Leaders, Ministers and business leaders during the APEC week. In 2011, more than 120 APEC Voices delegates attended the APEC Voices Program in Honolulu, USA, from 7 to 13 November One of the highlights of the event was a dialogue with H.E. Francisco J Sanchez, Under Secretary of Commerce for International Trade, U.S. Department of Commerce. Delegates also discussed security issues in the Pacific Rim with Admiral Patrick Walsh, Commander of the U.S Pacific Fleet. Such platforms provided the youth delegates with an overview of the various issues faced by the region and how youth leaders can play a role in finding solutions for these issues. In 2012, the APEC Voices Leadership Council sent a small group of 15 APEC Voices 13

16 History of the APEC Voices of the Future Program Representatives from 16 APEC Member Economies to Vladivostok, Russia, from 2 to 9 September The APEC Voices delegates were invited by the Russian Host Committee to engage APEC Leaders, Ministers and business leaders during the APEC CEO Summit. It was an enriching experience for many youth leaders who were in Russia for the first time. In 2013, APEC Voices delegates were in Bali, Indonesia, for the APEC Voices Program from 2 to 8 October Voices delegates were privileged to have a dialogue with H.E. Gita Wirjawan, Trade Minister of the Republic of Indonesia, on the challenges faced by Indonesian youth and Indonesia s role at regional and global trade scene. Additionally, APEC Voices delegates were also honored to meet H.E. Susilo Bambang Yudhoyono, President of the Republic of Indonesia, at the Bali Convention Centre during the APEC CEO Summit In 2014, the APEC Voices was held in Beijing, People s Republic of China, from 5 to 11 November More than 116 APEC Voices delegates from the 16 economies attended the program. It allowed delegates to experience a rich cultural immersion through visiting historical sites including the Great Wall of China and Forbidden City. More importantly, it also allowed interactions with local youth and participation in the APEC CEO Summit. In 2015, the APEC Voices was held in Manila, Philippines, from 12 to 19 November It was first time for the Philippines to host the APEC Voices program. Main topics of discussion were ways to enhance the regional economic integration, fostering the participation of SMEs in regional and global markets, investing in human capital development and building sustainable and resilient communities. In 2016, the APEC Voices was held in Lima, Peru, from 14 to 20 November It was Peru s second time hosting the APEC Voices program since 2008, the year they last hosted. More than 120 youth participants and educators engaged in discussions with business leaders and government officials on issues such as advancing regional integration and growth, developing human capital, enhancing the regional food market and the modernization of MSMEs in the Asia- Pacific. This year, the APEC Voices will be held in Da Nang, Vietnam, from 5 to 11 November Voices delegates of the 21 APEC economies will be able to discuss with business and economic leaders under this year s theme of Creating New Dynamism, Fostering a Shared Future. Delegates will also have the opportunity to interact with the local community and to get to know the Vietnamese culture. 14

17 Logo Interpretation Tran Thi Yen Chau, a graphic designer from Hue, Viet Nam, designed this year s APEC Voices of the Future logo. The Logo is designed to encompass this year s theme of Creating New Dynamism, Fostering a Shared Future within its three layers and seven parts that represent the 21 participating APEC economies. The inner layer features leaves that signify youth, growth and future. The middle layer shows a rotating turbine, portraying dynamism and energy radiating from the youth. The outer layer shows big, bold strokes, which are likened to sound waves, which are the voices of the youth. Together, the middle and outer layers form up to resemble the petals of the Lotus, a graceful flower which symbolises the beauty and rich culture of Viet Nam. Tran Thi Yen Chau, 23 years old, is a graphic designer who was born and raised in Hue, Viet Nam. She graduated from Foreign Trade University in Ho Chi Minh City with a degree in International Economics. Having a passion for arts and design, she is pursuing her dream as a designer at Desvlab. She loves every single moment when she is doing something creative. 15

18 Organizations behind the APEC Voices 2017 National Youth Achievement Award (NYAA) Council, Singapore The National Youth Achievement Award (NYAA) Council seeks to develop and maximize the potential of young people through selfless community service, challenges of adventure, skills development and physical recreation so that they may be exceptional individuals who can contribute effectively to society and the nation. Currently, more than 300,000 young people in Singapore are participating in the NYAA s youth development program. The NYAA Council Singapore plays a significant role in hosting the APEC Voices Secretariat and helping to organize the APEC Voices Program in different APEC Member Economies. Virtual Trade Mission Foundation (VTM) International Based in Washington DC, the Virtual Trade Mission Foundation International has played a prominent role in the annual APEC Voices conference since VTM s focus is to foster education and communication among students, educators, business leaders and the media on the United States involvement in the New Global Economy. Through VTM, the APEC Voices of the Future program was implemented. VTM invites students from APEC Member Economies to participate in the annual APEC CEO Summit and APEC Business Advisory Council (ABAC) meetings. Students conduct interviews, visit trading facilities, and interact with one another, in realisation of VTM s purpose, which is to expose students to a variety of cultures as well as to create knowledgeable citizen diplomats from the APEC Economies. 16

19 Our Partners APEC 2017 National Committee The APEC 2017 National Committee was established in accordance with Prime Minister s Decision 1082/QD TTg on 16 July Comprising senior officials from various ministries, agencies and cities directly involved in the preparatory work of APEC 2017, the National Committee is Chaired by H.E. Pham Binh Minh, Deputy Prime Minister and Minister of Foreign Affairs of Viet Nam. The National Committee provides guidance for, monitors and coordinates the preparation and organization of the APEC Year 2017 in Viet Nam. APEC 2017 National Secretariat carries out the day-to-day work of the National Committee. It is part of the Ministry of Foreign Affairs and under the direct supervision of the Chairman of the National Committee. 20 Our Partners Ho Chi Minh Communist Youth Union Ho Chi Minh Communist Youth Union (HCYU) is a socio-political organization of Vietnamese youth. The HCYU was founded, led and trained by the Communist Party of Vietnam and President Ho Chi Minh. The HCYU s members are progressive youths, striving for the Party s ideal and goal of national independence and socialism, for the cause of rich people, strong country, just, democratic and civilized society. The HCYU gathers youth embarking upon on bringing into play the revolutionary heroism and national valuable traditions, organizes and mobilizes youth to be pioneers in the cause of national construction and defence. The HCYU is a reliable reserve force of the Communist Party of Vietnam and a school of socialism for youth, represents and protects youth s legal rights and is a core political force in youth movements as well as in other youth organizations of Vietnam. Youth International Cooperation Development Center (CYDECO) CYDECO has the functions of researching and advising the Secretariat of the Ho Chi Minh Communist Youth Union Central Committee (HCYUCC), Chairman of the National Committee on Youth of Vietnam on the international aspects of youth affairs. It also represents the Vietnam Youth Federation (VYF), Vietnam National Union of Students (VNUS), Ho Chi Minh Young Pioneer Organization (HYPO) concerning external activities. CYDECO also assists the Secretariat of the HCYUCC in organizing international programs of the Union, VYF, VNUS and HYPO in accordance with the approved guidelines. 21 Our Partners University of Da Nang The University of Danang (UD) was established following the Decree 32/CP dated April 04th 1994 of the Government. Joining 40 years of training and research tradition of member colleges ( ), UD is in its 21st year of formation and development ( ). Being a major university in the biggest city of the Central Vietnam, nested by three Cultural Heritages of the world namely Hoi An ancient city, My Son holy land and Hue imperial city, UD is a regional multi-level, multi-disciplinary university training human resources for the Central Area and Western Highlands of Vietnam. Engineering, technology, economics, education and foreign languages are training strengths of UD. Over the last 40 years, UD and its member colleges have provided the country with hundreds of thousands of technological experts, business managers, educational managers, educators, and experts of foreign languages. 34 Distinguished Speakers Dr Noeleen Heyzer UN Under-Secretary-General Executive Secretary, UN ESCAP ( ), Member, UN Secretary - General s High-Level Advisory Board on Mediation Dr Noeleen Heyzer was the highest ranking Singaporean in the United Nations system during her term. She was the Under-Secretary General of the United Nations and was the first woman to serve as the Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) since its founding in As the Executive Secretary (August 2007 to January 2014), she strengthened ESCAP s capacity and effectiveness to support the countries of the region, using its convening powers and standard-setting authority, rigorous analysis, technical and policy assistance to build the economic and social foundations for inclusive and sustainable development. She was subsequently appointed the United Nations Secretary-General s Special Adviser for Timor-Leste, working to support peacebuilding, state-building and sustainable development. Prior to her appointment to ESCAP, Dr Heyzer was the first woman from the Global South to head the United Nations Development Fund for Women (UNIFEM). She became its longest serving Executive Director for 13 years (October 1994 to August 2007), transforming it from a small entity to a powerhouse spearheading women s empowerment and gender equality. Dr Heyzer has served on numerous boards and advisory committees of international organisations, including the UNDP Human Development Report, UNDP Eminent Persons Group on Trade and Sustainable Development, the G77 s High-level Panel of Eminent Personalities of the South, the Asian Development Bank s Eminent Persons Group, International Advisory Committee of the Institute of Social Studies at the Hague, Distinguished Fellow of the Asia Global Institute at Hong Kong University, Founding Board Member of the Institute of Societal Leadership at Singapore Management University, Board of Trustees of the National University of Singapore and Member of the National Youth Achievement Award Advisory Board. In September 2017, Dr Heyzer was appointed by the United Nations Secretary General H.E. Antonio Guterres as a member of the UN Secretary-General s High Level Advisory Board on Mediation for a term of two years. Born in Singapore, Dr Heyzer holds a Bachelor of Arts (Upper Hons) and a Master of Science from the University of Singapore. She obtained a doctorate in Social Sciences from Cambridge University in the United Kingdom. 32

37 HOI AN Hoi An Ancient Town is located in Viet Nam s central Quang Nam Province, on the north bank near the mouth of the Thu Bon River. The inscribed property comprises 30 ha and it has a buffer zone of 280 ha. It is an exceptionally wellpreserved example of a small-scale trading port active the 15th to 19th centuries which traded widely, both with the countries of Southeast and East Asia and with the rest of the world. Its decline in the later 19th century ensured that it has retained its traditional urban tissue to a remarkable degree. The town reflects a fusion of indigenous and foreign cultures (principally Chinese and Japanese with later European influences) that combined to produce this unique survival. The town comprises a well-preserved complex of 1,107 timber frame buildings, with brick or wooden walls, which include architectural monuments, commercial and domestic vernacular structures, notably an open market and a ferry quay, and religious buildings such as pagodas and family cult houses. The houses are tiled and the wooden components are carved with traditional motifs. They are arranged side-by-side in tight, unbroken rows along narrow pedestrian streets. There is also the fine wooden Japanese bridge, with a pagoda on it, dating from the 18th century. The original street plan, which developed as the town became a port, remains. It comprises a grid of streets with one axis parallel to the river and the other axis of streets and alleys set at right angles to it. Typically, the buildings front the streets for convenient customer access while the backs of the buildings open to the river allowing easy loading and off-loading of goods from boats. The surviving wooden structures and street plan are original and intact and together present a traditional townscape of the 17th and 18th centuries, the survival of which is unique in the region. The town continues to this day to be occupied and function as a trading port and centre of commerce. The living heritage reflecting the diverse communities of the indigenous inhabitants of the town, as well as foreigners, has also been preserved and continues to be passed on. 38 VISITATIONS QUANG NAM PEACE VILLAGE The Quang Nam Peace Village is located in Tam Dan commune, Phu Ninh district, Central Quang Nam province. Quang Nam was one of Vietnam s two central provinces badly affected by Agent Orange/Dioxin during the previous war against the US and was the main theatre of operations for the Republic of Korea soldiers. Built with the support by Korea Disabled Veterans Organization, the Ministry of Patriot and Veterans Affairs and Quang Nam Provincial People s Committee, the peace village is established with the objective of nursing and providing rehabilitation for the disabled veterans and their descendants who suffer from diseases associated with their exposure to Agent Orange/Dioxin during the Vietnam War. 39 THANH HA POTTERY VILLAGE Pottery is not just a significant and traditional craft in Vietnam, but also an important means of livelihood. The Thanh Ha Pottery Village in Hoi An is a famous example in this type of an establishment that aims at furthering tradition as well as employment. The Thanh Ha Pottery Village in Hoi An is located in the Quang Nam Province in the Thanh Ha ward; Hoi An lies 3 Km to the east of it. The pottery village has a long historical legacy attached to it. The tradition dated back to the time when the Nguyen Dynasty of Hue invited craftsmen f-rom the Thanh Ha Pottery Village to fashion some decorative as well as useful articles for the palace. 55 The June Mayne Gould Leadership Award for APEC Voices of the Future June Mayne Gould began her Asia Pacific journey in Golden Square, Bendigo, Australia, in She was the second child of a family grown from two generations of miners, who worked in the Australian gold mines, and teachers, who came to help build the schools and churches in this booming town that helped build the State of Victoria. Growing up in Port Melbourne, June soon found she had the call of the sea in her heart and trained for surf lifesaving, receiving many certificates and awards for her achievement. All these and more led her to travel in Oceania and the greater Asia Pacific as an adult, settling in Long Beach, California, a major port town like Melbourne, to raise her family. Although June did not have a formal education herself, due to the lack of family finances and the onset of the second World War, the home schooling and mentoring she received from her grandmother, aunt and mother, who were all top teachers in their towns, made her a keen observer of world events and a constant and vigorous encourager of all those around her to do their best. She was always happy to help people in need. Throughout her 30 plus years as a retail manager in the States, June mentored many young female executives who, like her, rose through the ranks of the large department store chain they worked for. June s generosity in letting her son, Noel Gould, Founding Member and Co-chair, APEC Voices Leadership Council, use a good portion of her modest retirement savings to help develop the Voices of the Future for APEC, helped to establish the program s first years in Malaysia (1998), New Zealand (1999) and Brunei (2000). Thanks to the financial contribution of June, the Voices of the Future for APEC has grown from strength to strength and is known today as APEC Voices of the Future. The June Mayne Gould Leadership Award for the APEC Voices of the Future, which was launched at the APEC Voices 2011 in Honolulu, is named in honor of June Mayne Gould for her immense contributions in the development of youth leaders in the 21 APEC Member Economies and will be presented annually to an outstanding student who has demonstrated sincere, positive, encouraging, helpful character and leadership throughout the APEC Voices Week, greatly contributing to the program by helping other students do their best and get the most out of their APEC experience. The recipient of the June Mayne Gould Leadership Award will receive an APEC Voices Scholarship, where the award winner will have the opportunity to participate in the following year s APEC Voices program. 53
